General terms & conditions
1. A booklet of FORM B-1 of Gujarat State Roads & Building Department / Water Resources
Department with the latest correction slips may be referred for quality of construction & standard of
Procedure (SOP). (only English version)
2. In the specification “as directed" / "approved" shall be taken to mean "as directed / "approved" by
the Engineering in charge.
3. Wherever a reference to any Indian standard appears in the specifications, it shall be taken to mean
as reference to the latest edition of the same of force on the date of agreement.
4. In "Mode of measurement" in the specifications wherever a dispute arises in the absence of specific
mention for a particulars point / aspect, the same in the relevant Indian Standards shall be referred to.
5. All measurement and computations, unless otherwise specified shall be carried out nearest to the
following limits :-
i) Length, width and depth, Height 0.01 Meter
ii) Areas 0.01 Sq.mts.
iii) Cubic contents 0.01 Cu. mts.
In recording dimensions of work, the sequence of length, width and height (Depth) or thickness shall

Engineer in charge.
8. The contractor’s rate for the item of work shall be for the work completed in all respect.
9. All materials including those of electrical shall be got approved by the Engineer in charge/ Architect
before using them in the work.
10. Materials as and when rejected by the Engineer in charge or AMC's Consultant shall be removed
from the site of work within 24 hours.
11. All work shall be carried out in a manner applying the best technique.
12. All tools, templates, machinery and equipment for correct execution of the work as well as for
checking lines, levels, alignment of the works & all precautionary measures during execution shall
have to be kept in sufficient numbers and in good working condition at the site of the work.
13. Special modes of the construction not adopted in general Engineering practice, if proposed to be
adopted by the contractor shall be considered only if the contractor provided satisfactory evidence
that such special mode of construction and completion of work to the required strength and quality.
Acceptance of the same by the Engineer in charge shall not however, absolve the contractor from the
responsibility of any adverse effect and concordance of adopting the same in the course of exaction
or completion of the work.
14. The contractor shall be responsible for observing the rules and regulation imposed under the "Minor
Mineral Act", and such other laws and rules prescribed by the Government from time to time.
15. All necessary safety measures and precautions (incl. those laid down in the various relevant Indian
Standard) shall be taken to engrave the safety of men, materials and machinery on the work and also
of the work itself.
16. Quantity measured in the tender is approximate. It may increase or decrease looking to the quantum
of actual work for which no any claim shall be entertained by A.M.C.
17. Contractor shall have to execute extra item if required only after necessary permission from AMC.
18. The work in general shall be carried out as per standard specifications of the relevant items to be
executed & as per the instruction of Engineer in charge & as per the guidance of AMC's Consultant
for this project.
19. The general terms & conditions of the contract shall be applicable & shall be binding on the
contractor. The contract agreement shall have to be executed between AMC & the agency to which
work is awarded for execution.
20. The time limit shall be reckoned after next day from the date of issue of the written work order to the
contractor after fullfillng the formality life SD & Agreement. No time extension will be granted
under any circumstances.
21. In case of any ambiguity in specifications mentioned in this tender, the interpretation given by
Additional City Engineer /Dy.M.C of A.M.C. will be final and binding to the Contractor.
22. The contractor shall take no advantage of any apparent error or omission in drawing or specification
and the Engineer -in-charge shall make such corrections and interpretations as necessary to fulfill the
intent of the plants and specifications.
23. The quantities of items in BOQ (Bill of Quantities) may vary in case of necessity arises.
24. All prevailing taxes/duties chargeable by State Govt./Central Govt. and the Municipal Corporation.
will be payable by the contractor.
25. No any kind of price rise / price escalation / price variation for cement , steel or labour shall be paid.
26. Contractor is requested to see the site physically before tendering. He is also requested to quote the
rates keeping in view of all the points mentioned in relevant pages of tender documents.
27. Water Supply: The contractor shall arrange at his own cost, a suitable supply of piped water for the
construction of the works and provide a satisfactory supply of potable water for drinking, washing,
sanitation and cleaning down. The contractor will be responsible for all the costs where applicable of
connection, meter installation, water consumed, water required for testing purposes, disconnection
and the laying, maintenances and ultimate removal of any distribution system around the site.
28. Electricity: Electric supply will be made available at the site by the Contractor and the contractor
must make his own arrangements with the Corporation and Electricity Supply Authorities and with
other contractors to connect and to take a supply from such services, paying all costs in connection
The Contractor shall be entitled to use supply Electricity as may be available on the site for purpose
of the work and shall pay such charges as is fixed by the appropriate supply Authorities.
In case there is any delay in supply of power site of any interruption or fault in the power during the
work. No compensation shall be paid for idle labor staff, machineries and for use of diesel operating
sets etc. as the case may be.
29. Tenders shall submit all the valid/certified documents in support of their initial/eligibility criteria
mentioned above along with the bid. They shall have also to submit the income tax clearance

GENERAL SPECIFICATION
Time limit for the work shall be as per tender notice after the order to start the works. Progress of work
should be in proportion to time limit. The details of reinforcement of R.C.C. work shall be as per design and
instructions of Add. City Engineer and his order will be considered final.
The contractor shall have to maintain account of steel, cement and other materials that may be brought
by him on site. This account shall be regularly maintained and kept open for inspection by Municipal Staff.
Watering of all the items shall be as per instructions otherwise no payment shall be made to contractors. Mixing
of concrete shall be done by concrete mixer machine. Arrangements of binding vibrator for R.C.C. works if
required shall have to be made by the contractor.
The contractor shall be remain responsible for Workmen’s compensation if any accident. The contractor
shall arrange for barricading at night and arrangement of Pagi at night to direct the traffic. He shall be
responsible for any damage to public. If any incident happen, during the execution of work. In case of dispute
for unseen or overlooked items the decision of the Dy. City Engineer shall be final. The contractor shall have to
give site clean of all rubbish during the work and at the time of completion of work and hand over the site with
final finishing of the work as directed. All the rejected materials shall be removed from site within 24 hours by
contractor at this risk and cost. Debris shall have to cart daily from site.
For mixing mortar either for masonry or for plaster or for any other purpose contractor shall have to
prepare through of bigger size and mix the mortar in the required proportion. In on case he shall be allowed to
mix the mortar either on floor or any finished surfaces. The contractor shall have to make his own arrangement
for water required for the work.
If any extra item crops up during the progress of work the same shall be carried out by the contractor
and he shall be paid at the rate fixed by Add.C.E. as per the rate analysis based on latest SOR or if item is not
available in SOR than based on current market rates. In case of extra item decision of Add.City Engg.shall
remain final regarding rate.
If in the interest of the Corporation it is necessary to change either any site or the design of the propose
work the contractor shall carry out the same at his quoted rates without charges any extra and the contractor will
have to carry out the works and he will be paid at the rate quoted by him. No claim for extra rate for subsequent
changes in site and design is entertained.
The cubical contents of the cement bag shall be taken as 1-20 cft. Per bag and the contractors shall have
to prepare the measures boxes according to this measure.
Octroi exemption passes shall not be given for any materials required for the work. Contractor will be
fully responsible for compliance of the various provisions under contract Act. 1970 and the Rules framed the to
The tender for the work shall remain open for a period (120) days from the date of opening of the
tenders for this work and that the tenderer shall not be allowed to withdraw on modify the offer on his own

of his tender not acceptable to the Municipal Corporation the Municipal Corporation shall without prejudice to

All materials obtained from demolition shall be the property of Government unless otherwisespecified and shall be
kept in safe custody until handed over to the Engineer-in-charge.
Any serviceable materials, obtained during dismantling or demolition shall be separated out and stacked properly as
directed, with all lead and lift. All unserviceable materials, rubbish etc. shall b stacked as directed by the Engineer-

Measurements of all work except hidden work shall be taken before demolition dismantling and no allowance for
increase in bulk shall be allowed. The demolition of lime concrete shall be measured under this item. Specification
for deduction for voids, openings etc. shall be on same basis as that employed for construction of work.
All work shall be measured in decimal system as fixed in its place subject to the following limits, unless otherwise
stated hereinafter : (a) Dimensions shall be measured to the nearest 0.01 mt. (b) Area shall be worked out to the
nearest 0.01 sq. mt. (c) Cubical connection shall be worked out tothe nearest 0.01 Cu.m.

Any soil which generally yields to the application of ackaxes and shoves, phawaras rakes or any such ordinary
excavating implement or organic soil, gravel silt, sand turfloam, clay, peat etc., fall under this category.
Clearingthesite:
The site on which the structure is to be built shall be cleared and all obstructions, loose stone,
materialsandrubbishofallkind,bush,woodandtreesshallberemovedasdirected.The materials so obtained shall be
property of the Government and be conveyed and stacked asdirected. within 100 M.lead. The roots of the trees
coming in the sides shall be cut and coated witha hot asphalt.

SettingOut:Afterclearingthesite,thecenterlineswillbegivenbytheEngineer-in-charge.The contractor shall assume full

long as required and directed.
Excavation:Theexcavationin foundationshallbe carried outintruelineand levelandshallhave the width and depth as shown in
the drawings or as directed. The contractor shall do the necessary shoringandshuttingorprovidingnecessary slopes
toasafeangle,at hisown-cost.Thepayment for such precautionary measures shall be paid separately if not specified.
The bottom ofthe excavatedareashallbe1evenedbothlongitudinallyandtransversely.asdirectedbyremoving and
watering as required. No earth filling will be allowedfor bringing it to level, if mistake or any other reason
excavation is made. deeper or wider that shown on the plan or directed. The extradepth or width shall be made up
with concrete of same proportion as specified for the foundation concrete at the cost of the contractor. The
excavation up to 1.5 m. depth shall be measured under this item.

ProportionofMix:
The proportion ofcement, sand and coarse aggregate shall be one partofcement, 3 parts ofsand, 6 partsof stone aggregates
and shall so measured by volume.
Theconcreteshall be mixedina mechanical mixeratthe siteofwork. Hand mixing may howeverbe allowed for smaller quantity
of work if approved by the Engineer-in-charge. When hand mixing is permitted by the Engineer-in-charge incase of
break-down of machinery’s and in the interest of the
work.itshallbecarriedoutonawatertightplatformandcareshallbetakentoensurethatmixing is continued until the mass is
uniform in colour and consistency. However in such cases 10% more cement than otherwise required shall have to
be used without any extra cost. The mixing in
mechanicalmixershallbedoneforaperiod1to2minutes.Thequantityofwatershallbe sufficient to produce a dense
concrete of required workability for the purpose.
Transporting&Placingtheconcrete:
The concrete shall be handled from the place of mixing to the final position in not more than 15 minutes by the method as
directed and shall be placed into its final position, compacted and finished within 30 minutes of mixing with water
i.e. before the setting commences.

The concrete shall be rammed with heavy iron rammers and rapidly to get the required compaction and to allow all the
interstriees to be filled with mortar.

calibrated tanks or weighed. All measuring equipments shall be maintained in clean and serviceable

Cleaning&Treatmentofforms:
All rubbish, particularly chippings shaving and saw dust shall be removed from the
interioroftheformbeforetheconcreteisplacedandtheformworkincontactwithconcreteshall be cleaned and thoroughly
wetted or treated. The surface shall be then coated with soap solution applied before concreting is done. Soap
solution for the purpose shall be prepared by dissolving yellowsoap inwater to getconsistency ofpaint.Alternatively
acoatofraw linseed oilor formoil of
approvedmanufacturemaybeappliedincasesteelshutteringisused.Soapsolutionorraw
linseedoilshallbeappliedafterthoroughly cleaning the surface.Careshallbetaken thatthe coating does not get on
construction joint surface and reinforcement bars.

2.4 Procedurewhenremovingtheformwork:
All form work shall be removed without such shock or vibration as would damage the
reinforcedconcretesurface.Beforethesoffitsformworkandstrutsareremoved,thesoffitsand the concrete surface shall be
exposed where necessary in order to ascertain that the concrete has sufficiently hardened.
The centering to be provided shall be got approved. It shall be sufficiently strong to ensure absolutesafely
oftheformworkandconcreteworkbefore,during and afterpouringconcrete. Watch should be kept to see that behavior
of centering and form work is satisfactory during concreting. Erection should also be such that it would allow
removal of forms in proper sequence without damaging either the concrete or the forms to be removed.
The props of centering shall be provided on firm foundation or base of sufficient strengthto carry the loads
without any settlement.
The centering and form work shall be inspected and approved by the Engineer-in-charge before concreting.
But this will not relieve the contractor of his responsibility for strength, adequacy
andsafetyofformworkandcentering.Ifthereisafailureofformworkorcentering,contractor shall be responsible for the
damages to the work, injury to life and damage to property.
All scaffolding, hoisting arrangements and ladders etc required for the facilitating of concreting shall be
provided and removed on completion workby contractor at his own expense.Thescaffolding,hoisting
arrangementsandladdersetc.shallbestrongenoughtowithstandall live, dead and impact loads expected to act and shall
be subject to the approval of the Engineer-in-charge. However, contractor shall be solely responsible for the safety
of the scaffolding, hoisting arrangement, ladders, work and workman etc.

The bricks required for masonry shall be thoroughly wetted with clean water for about two hours
before use or as directed. The cessation ofbubbles, when the bricks are wetted withwater is an indication of through

BricksshallbelaidinEnglishbondunlessdirectedotherwise.Halforcutbricksshallnot be used except when
necessary to complete to bond; closer in such case shall be cut to requiredsize and used near the ends of walls.
Alayerofmortarshallbespreadonfullwidthforsuitablelengthofthelowercourse. Each brick shall first be
properly bedded and set home by gently tapping with handle of trowel or wooden mallet. It side face shall be

the mortar is still green so as to provide key for plaster or pointing to done.

Each slab shall be cut to the required size and shape and fine chisel dressed at all the edges. The sides thus dressed
shall have a full contact if a straight edge is laid along. The sides shall be table rubbed with coarse sand before
paving. All angles and edges of the slabs shall be true square and free formchippings and giving plain surface.The
thickness shallbe 25 mm. (Average) as specifiedin the item but not less than 20 mm. at any place of the slab.
Bedding for the kota stoneslabs shallbe cement mortar 1:6 (1 cement: 6 coarse sand)orL.M. 1:1.5 of average
thickness 20 mm. as given in the description of the item. Sub grade shall be cleaned, wetted and mopped. Mortar of
the specified mix and thickness shall be then be spread on an area sufficient to receive one kota stone slab. The slab
shall be washed clean before laying. It shall be laid on top pressed, tapped gently to bring it in levelwith the
otherslabs. Itshall be lifted andlaidaside. Topsurfaceof the mortarshall then becorrectedby adding fresh
mortarathollows or depressions. The mortar shall then be allowed to harden bit. Over this surface, cement slurry of
honey like consistency shall be applied. The slab shall then be gently place in position and tapped with wooden
mallet till it is properly pedded in level with and close to the adjoining slab. The joint shall
beasfineaspossible.Theslabsfixedintheflooradjoiningthewallshallenternotlessthen 10 mm. under the plaster skirting
or dado. The junction between the wall floor shall be finishedneatly. The finished surface shall be true to levels and
slopes as directed.
Thefloorshallbekeptwetforaminimumperiodof7days.Sothatbeddingandjointssetproperly.
Polishing shall be normally commenced after14 days oflaying the stone slab.Firstpolishing shall be done with ear
borundum stones of 120 grade grit fitted in the heavy machine and then second polishing shall be done with
carborundum stone of 220 of 350 grade grit fitted in heavy machine. Water shall be properly used during polishing.
The stone shall then be washed clean with water. When directed by the Engineer-in-charge wax polish of approved
quality shall be applied on the surface with the help of soft cloth over a clean and dry surface. Then the polish
machine fitted with bobs shall be run over it.

1.0 Workmanship:
The work shallbe carried out for skirting as dedo. Before fixing precast terrazzo (Mosaic marble)tiles of shade and
size as specified, the surface shall be prepared by heavy scarping, making joints etc. to the required line, level and
plumb. The surface shall be thoroughly wetted beforecommencing the laying work. Thereafter about 10 mm. thick
backing of cement mortar in specified proportion shall be applied on the surface in true like and level generally as
per specifications of plaster item.
Fixing : The black of each tile to be fixed shall be smeared with cement paste of matching colourand the mosaic
tiles shall then be gently tapped against the surface, with a wooden mallet. The skirting shall be done only after the
flooring is competed. Any pipes coming out of the wall through the dedo or skirting shall only beat at the
intersections of the horizontal and vertical joints. The tiles shall not have staggered joints. The joints shall be true to
entire line both ways and vertical joints shall be in line with joints of flooring. Tiles shall be fixed as close as
possible to the adjoining tilesand any difference in the thickness of the mosaic tiles shall be evened out in the
cement paste so that all the tiles faces are set in conformly with one another. The skirting shall project uniformly
and not more than 6 mm. thickness beyond the finished surface above. Top of skirting of dedo shall be truly
horizontal. The rises of steps, skirting or dedo shall rest on top of treads of flooring wherever required. The tiles
shall be cut (sawn) and thin edges smoothened before use.
Curing:Curingshallbedonefor7dayscontinuously.
Finishing : Skirting and dedo shall be hand polished to have an even smooth and shining surface.In case of
skirting only 10 mm. x 10 mm. grove shall be provided at the junction of cement plaster and cement tiles.
2.1.2The white glazed tiles shall be laid on cement mortar bedding of 12 mm thick in C.M.1 :3 . The
mortarshallhavesufficientplasticityforlayingandthereshallbenohardlumpsthatwould interfere with the evenness of
bedding the base shall be cleared with well wetted. The mortar shall then be spread in thickness not less than 10 mm
at any place and average 12 mm thickness. The proportion of the cement mortar shall be as specified in the item.

3.3 Kg/Cement /Sq. mt. Of honey like consistency shall be separated over the mortar bedding as directed. The edges

mallet till they are properly bedded and in level with the adjoining tiles. There shall be no hollows in bed or joints.
The joints between the tiles shall be as thin as possible in straight line or as per pattern.

flooring shall be so positioned that its grating shall replace only one tile as faraspossible. Where
fullsizetilescannotbe fixed,they shallbecut(swan0tobe requiredsize and the edges rubbed smooth to ensure straight
and true joints. The joints shall be filled with grey cement grout with wire brush of trowel to a depth of 5 mm. and

The surplus cement grout that may have come out of the joints shall be cleared off before it sets. Once the floor has

1.0 Materials: Galvanized mild steel tubes of specified dia.nominal bore shall conformto I. S. 1239-1968. The

2.0 Workmanship:
Cutting,LayingandJointing:
Whenthetubesaretobecutorretheraded,theendshallbecarefully filedoutsothatno obstruction to bore in offered. The
ends of the tubes shall then be threaded conforming to the requirementsofI.S.554-1955withpipediesandtapscarefully
insucha manneraswillnotresult in slackness of joints when the two pieces are screwed together.
The taps and dies shall be used only for straightening screw threads which have become bent or damaged and dies
shall not be used for turning of the threads so as to make themslacks as the latter procedure may not result in
watertight joints. The screw threads for tube and fittings shall be protected form edge unit they are fitted.
In jointing the tubes, the inside of the socket and the screwed end of the tubes shall be oi8led and smeared with
white or red lead an wapping around with a few turn of fine spun yarn round the screwed end of the tube. The end
shall then be tightly screwed in the socket, tees etc. with a pipe wrench. Care shall be taken that all pipes and
fittings are properly jointed so as to make the joints completelywatertightandpipesare
keptatalltimesfreefromdust,anddirtduring fixing.Burr joints shall be removed after screwing. After laying the open
ends of the pipes shall be temporarily plugged to prevent access of water, soil or any other foreign matter.
Any threads exposed after jointing shall be painted or in the case of underground piping thickly coated with
approved anti-corrosive a paint to preventcorrsion.
Fixingofthetubefittingtowallceilingandfloors:
Incaseoffixingoftubesandfittingstothewallsorceilingstheseshallrunonthesurfaceofthe wall or ceiling (not in chase)
unless otherwise specified. The fixing shall be done by means of
standardpattern,holderclampskeepingsthepipesabout15mmclearofthewall.Whenitis
foundnecessarytoconcealthepipesandwhenspecifiedso,chasingmaybeadoptedorpipe fixed in ducts or resesses etc.
provided that there is sufficient space to work on the pipe with usual
tools.Thepipeshallnotordinarilybeburiedinwallsorsolidfloor,whereunavoidable,pipesmay
beburiedforshortdistancesprovidedthatadequateprotectionisgivenagainstdamageand wheresorequired
jointsarenotburied. WhenrequiredM.S.tubesleaveshall befixedatapalace apipeispassing through awallor floorfor
expansion andcontractionand othermovements.In casethepipeisembeddedinwallsorfloors,itshouldbepaintedwithanti-
corrosivebitumastic paint of approved quality. The pipe should not come in contact with lime mortar or lime
concrete as the pipe is affected by lime. Under the floors, the pipe shall be laid in layer of sand filling.
Allpipes and fittings shall be fixed truly vertical and horizontalunless unavoidable. The pipes
shallbefixedtowallswithstandardpatternclampsofrequiredsizeandshape,oneendofwhichshall be properly plugged or
cemented into walls with cement mortar 1:3(1 cement : 3 coarse sand) and the other tightened round the pipes to
hold it securely. These clamps shall be spaced at regular intervals in straightlength at 2 M C/Cinterval in
horizontalrun and 2.5 M.interval in vertical run. For pipe of 15 mm dia. up to 25 mm. dia. the holes in the walls and
floors shall be made by drilling withchiselorjumperandnotbydismantlingthebrickworkorconcrete.Howeverforbigger
diameterpipes, the holes shallbe carefully made ofthe smallest required size. Afterfixing the pipe
the holes shall be made good with cement mortar 1:3(1 cement : 3 coarse sand) and properly finished to match the
adjacent surface.
Testingofjoints:
After laying and jointing the pipes and fittings shall be inspected under working conditions ofpressure and flow.
Any joint found leaking shall be redone, and all leaking pipes removed and replaced without extra cost.
Thepipesandfittingsastheyarelaidshallbetestedtohydraulicpressureof6Kg/sq.cm.The pipeshallbe slowly and carefully
charged withwater allowing allairto escape and avoiding all shock and water hammer. The draw off takes and stop

The description of each item shall unless otherwise stated, be held to include where necessary,
conveyance,anddelivery,handlingunloading,storingfabrication,hoisting,alllabourforfinishing to required shape and
size; testing, fitting in position, straight, cutting and waste, return of packing etc.
The length shall be measured on running meter basis of finished work. The length shall be taken along the center
line of the pipe and fittings. The pipes fixed to walls, ceiling, floors etc shall be measured and paid under this item.
All the work shall be measured in decimal system as fixed in its place, subject to tolerance given below unless
otherwise stated:

clamping wall-hooks, wooden plugs etc and also cutting ,screwing and waste and for making forged (or hand made)
