SCOPE OF WORK The Scope of Work are to be read in conjunction with General Conditions of Contract and Special Conditions of Contract. The scope work of the contractor includeds the following activities: - 1. The tenderer has to design the required MGPL system (Oxygen & Vacuum Only) with Area valve box and Area Alarm Panel for the areas mentioned in the drawing and submit for approval.Also, the Pipeline system has to be connected with the existing MGPL system. 2. The tenderer has to provide Area Valve Box and Area Alarm Panel at appropriate location for the purpose of monitoring. 3. The work should be carried out as per the standards mentioned in NFPA 99 and HTM 2019. 4. The tenderer should pressure/Vacuum test the Oxygen and vacuum system as per the standards and hold the pressure/Vacuum for 24 Hours and submit the report for final bill clearance. 5. All related work Electrical, mechanical, Electrical and Civil, Piping, Fire safety instrumentation are part of total work. 6. Transportation of related materials from the factory/ customs (if imported) to HBCH&RC, Visakhapatanam installation site, unloading, keeping the same at site appropriately for execution and installation thereafter. 7. Bidder to submit all relevant documents, test reports/certificates, as laid dwawing, warantee cards, post installation servicing during warantee period etc. 8. All the features/functionalities must be shown and tested before completion certificate is issued for settlement of final payment. Bill will be settled as per actual measurement. 9. Bidder should submit all the necessary catalogues, Brochures, as laid drawings/schematic, test reports, certificates, undertakings etc. as required before settling of payment. All liasioning work to obtain NOC/CCOC approval, license etc.from related authorities. 10. Material delivery may be done at sites accordingly. Once the order is issued, bidder to contact respective engineer-in-charge for administrative activities, challans, gate pass, submisson of bills, any other site related activities etc. 11. Bidder must be capable to handle this turnkey job that includes related Gas pipe line system, Supply and installation of Air and vaccum plant and related civil, elecgrical and mechanical work with desired functionality. 12. Schematic/SLD/block or conceptual Dia/layout/GA drawing to be prepared by the bidder. Approval must be sought on the drawings before actual commencement of work along with plan of execution. 13. Inspection & Test: The Purchaser shall have the right to inspect and/or test the equipment for conformity to the Contract Specifications. 14. In case any inspected or tested equipments fail to conform to the specifications, the Purchaser may reject them and the supplier shall either replace the rejected equipments or make all alterations necessary to meet specification requirements free of cost to the Purchaser. The purchaser is open to charge any penalty in this regard. 15.The supplier shall test each individual equipment and the complete system after installation at site and prepare a test report. This shall be compared with the factory test report to ensure that there is no deterioration in the equipment parameters during storage, transportation and installation. 16. Leaflets, equipment manuals (hard copy, Compact Disk, DVD etc) and literature should be attached for ready references along with complete documentation of all the measurements conducted during installation period which shall be submitted by the supplier for future reference. 17. The technical problems faced during installation, testing and commissioning period and their solutions shall be submitted by the supplier at the time of handing over the completed works. 18. For the purpose of taking over the equipment/system supplied pursuant to this contract, an acceptance test shall be carried out at the Purchaser/Consignees destination site. The equipment which meets the acceptance test shall only be accepted by the Purchaser.

19. Acceptance Test at site shall be conducted of individual equipment and complete system to ensure that individual equipment and complete system meets the technical specifications and other operational and technical requirements of tender. 20. The Purchaser shall have the right to reject any individual equipment or complete system, if in its opinion the same does not meet technical specifications, operational or technical requirements. The decision of the purchaser in this regard shall be final. 21. The delivery, installation or commissioning shall not be deemed to have been completed unless all the equipments and systems are accepted by the purchaser. 22. Before the equipment is taken over by the Purchaser/Consignee, the Supplier shall provide manuals of the equipment/systems. This shall include the following: i) System Interface Drawings, Wiring diagrams ii) System Interconnection and Block diagrams iii) User Operation Manuals iv) Equipment Maintenance Manuals 23. Medical Gas System based on NFPA 99 standards. All Quality certificates test Certificate, Declaration of Confirmity, UL certificate with notified body number confirming to medical device derective with all relavant documents have to be submitted at the time of submission of the tender. The Product should be UL listed whereever applicable for all product. 24. Third party validation for complete medical gas pipe line system from authorised preferable third party vendor will be mandatory and in the scope of vendor. Validation protocol: 1. 6010 assessor - site installation, 6020- Inspection of MGPS and 6030 aseessor. All test shall be in the scope of bidder. 25. in the schedule of quantities, if rates are not quoted for items or if a firm quotes " NIL/N.A./Not applicable/----/ Leaving blank space etc." charges, the bid shall be treated as unresponsive and will not be considered. 26. To reject any / or all the Tenders at any stage without assigning any reason there of and not accept the lowest Tenders. 27. To invite fresh offers from the open market or negotiate with other tenderers quoting higher rate to come down to the lowest rate of the item offered by the competitors in the tenders. 28. To reject abnormally low price of an item quoted by the tenderer in the Tender with some malafide intention. 29. PAYMENT TERMS Payment terms of HBCH&RC, Visakhapatanam are given below:- (a)60% against delivery and satisfactory certifiaction by enginner-In charge. (the contractor has to forward their bill enclosing the challans duly endorsed at security gate with receiver sign) (b)20% against installation, Testing &commissioning with certification by Engineer In- Charge. (c)20% against completion/handover of project and submittion of OC/License/Approval cerificates and handover of the system. (After all the parameters & functionalities has been checked and shown & confirmed with Dept.)
