Assessment of Ash volume of Ash Bund 1 & 2 and detailed survey of Ash bund 1 & 2 connecting roads, existing structures, silos and Nalas surrounding Ash Bund 1 & 2 at RTPS.

The intending bidder should have satisfactorily completed (at least 50% of the contract value) as a prime contractor, at least any one similar work of value not less than Rs 91.00 Lakh (Excluding GST) in the preceding five financial years i.e. (2021-22, 2022-23, 2023-24, 2024-25 & 2025-26). The completed work shall have covered a minimum area of 700 acres under a single work order and shall have been executed at Ash Bund, or Ash Management Facility of a Central Government, State Government, Public Sector Undertaking (PSU), public listed Thermal Power Station or Steel Plant in India. The bidder shall submit a Work Completion Certificate issued by an officer not below the rank of Executive Engineer/Chief Engineer (or equivalent), clearly indicating the project area, commencement date, completion date, and value of work executed (Work done of previous years shall be given a weight at 10% per year to bring them to the present price level).

The intending bidders as indicated should have achived at least in two financial years a minimum financial turnover of Rs 364.00 lakh (Excluding GST) during the previous five financial year (2021-22, 2022-23, 2023-24, 2024-25 & 2025-26) (50% in the case of bidders registered as Micro & small Enterprises under the MSMED act 2006). in proof of the same intended bidders as indicated shall submit certified copy of turnover and profit and loss account certificate duly certified by the Chartered Accountant shall be uploaded along with the technical bid (Financial turnover of previous years shall be given a weight age of 10% per year to bring them to the price level of the FY 2026-27).

The interested bidder shall hold a valid Karnataka Public Works Department (KPWD) Class III or above Civil Contractors License issued by the Government of Karnataka, valid as on the bid submission date and remaining valid throughout the contract execution period.

The bidder shall be a company registered in India under the Companies Act, 1956/2013, in continuous operation for a minimum of three (3) years as on the bid submission date, and shall possess a registered office and valid GST registration in the State of Karnataka as on the date of publication of the tender.

Liquid assets availability of credit facilities of not less than Rs 91.00 Lakh. Credit lines/letter of credit/ solvency certificate from Nationalized Banks/Scheduled Banks for meeting the fund requirement etc., shall be uploaded.

The bidder shall furnish Directorate General of Civil Aviation (DGCA)-UIN-registered drones.

The bidder shall furnish DGCA-certified Remote Pilot Certificates issued by a DGCA-Authorized Remote Pilot Training Organization (RPTO), valid as on the bid submission date.

The bidder shall furnish AI-Driven Cloud Platform: Bidder shall demonstrate genuine ownership, source-code authorship, and operational control of the AI-driven cloud platform offered for execution of the Work and for the three (3) year post-survey analytics service.

The bidder shall furnish Domain Ownership. WHOIS registration of the platforms principal URL and a valid SSL Certificate (TLS 1.2 or higher) shall be in the bidders registered legal name, confirming that the platform is owned and operated by the bidder, and is not a third-party / white-labelled / re-sold solution.

The bidder shall furnish a Software Capitalization Certificate issued by the bidders Chartered Accountant or Statutory Auditor, certifying that the AI platforms source code is internally developed, owned, and capitalized as an intangible asset in the bidders audited books of accounts in accordance with Ind-AS 38 / AS 26, with corresponding disclosure in the Notes to Accounts of the latest audited financial statements.

The bidder shall furnish login credentials to access and verify the AI analytical dashboard, including all requisite tools, functionalities, and 3D modelling features. The demonstration and assessment of the platform shall be carried out before the evaluation of the bidders technical and geospatial credentials.

The bidder shall furnish the similar work done shall collectively include execution of drone-based LiDAR (Light Detection and Ranging) and high-resolution RGB (Red Green Blue) aerial survey hydrographic / bathymetric survey and sub-bottom profiling for assessment of submerged ash deposits and pond-bed stratigraphy AI-driven volumetric computation and reporting of Gross Ash Volume, Net Ash Volume, Water Volume and Bund Volume after exclusion of submerged boulders, rocks, and hard objects topographic survey using Total Station and Differential Global Positioning System (DGPS) for RL capture of peripheral structures, silos, pipelines, drainage systems, and electrical poles and delivery through an AI-enabled cloud platform with integrated 2D mapping, interactive 3D analytics, and time-series comparison functionality.

The bidder shall upload the self-declaration as a. I/We have studied the site conditions, labour conditions and read the tender documents and related matters carefully and diligently and have submitted the Tender having studied, understood and accepted the full implications of the tender document. b. I/We hereby undertake to comply with the provisions of Provident Fund Act and have furnished the PF account Number. c. Bidder shall not be under declaration of Ineligibility for corrupt and fraudulent practices issued by the government of Karnataka/Government of India / by any registered authorities. d. None of the contracts of the bidder should have been terminated/foreclosed/EMD forfeited on account of his default in KPCL or elsewhere during last three years. e. The tender submitted has no conditions contravening the technical & commercial conditions of the tender.

Tenderers who meet the above specified minimum qualifying criteria in Para no. (a, b & c of SL No.6) of PQRs, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under Assessed available tender capacity (AxNx1.5-B) should be greater than the amount put to tender, were A-Maximum value of works executed in any one year during the last five years (updated to 2025-26) price level taking into account the completed as well as works in progress. N-Number of years prescribed for completion of the works for which tenders are invited. B-Value of existing commitments and on-going works to be completed during the next 6 Months (0.50 year). Note: The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent or self-declaration documents are to be uploaded for which Format is included in the Bid document.
