Special Eligibility Criteria

   BULK ORDER: Bidder should submit evidence of successfully supply of minimum 1 set of the tendered item in a single purchase order or contract placed by Zonal Railways/PUs/ CORE/ Government Departments/PSUs during the last three previous completed financial years and the current financial year up to the date of tender closing, (i) Two similar works commissioned with a minimum 75% accuracy; OR (ii) One similar work commissioned with more than 90% accuracy. Similar shall mean any work involving AI/ML-based (Artificial Intelligence /Machine Learning) computer vision system capable of detecting defects in running rolling stock ( like coach, wagon, locomotives etc.)

   TENDER SPECIFIC AUTHORIZATION : OEM authorization Preferably manufacturers should participate. Participating traders/ agents must attach authorization letter issued by the original manufacturer or their authorized stockiest/ distributor/ importer along with their offer. Authorization letter should preferably be tender specific. In case of a general authorization letter, it must clearly indicate the validity period/ expiry date. Offers with general authorization letters silent on validity period/ expiry date will not be considered for placement of order. The tenderer must also attach documentary proof issued to the stockiest/ distributor/ importer by the original manufacturer. Else, offers will not be considered.

   Place of Inspection- Tenderer should mention in their offer:-1. Name of manufacture (OEM) with complete address. 2. Place of Inspection be indicated with complete address, option for inspections at godowns/ outstation/multiple places be strictly avoided and preferably be permitted only at manufacturers place.

   ONUS OF SUBMISSION OF REQUISITE DOCUMENTS: The onus of submission of requisite documents as given above for establishing their eligibility for bulk or developmental order lies with the tenderer. Tenderers are to note that non submission of the documents as detailed above shall be taken as they are not having any such documents. In such case their offer shall be considered based on iMMS. No back reference in this regard will be made to them.

   PLASTIC WASTE MANAGEMENT RULE 2016 :-It is certified that for execution of this contract the plastic packaging material or commodities which are made out of Compostable Plastic or Biodegradable Plastic shall be purchased from firm having certification by CPCB for manufacture or sale of plastic packaging or commodities made form Compostable Plastic or Biodegradable Plastic as per rule 4(4) of Plastic Waste Management rule 2016. It is also certified that we shall also not use any other category of plastic, such as Bio Compostable or Oxo-degradable or Oxo-bio-degradable or the like, which are not recognized under Plastic Waste Management Rule 2016 with all amendments.    For the purpose of evaluating the interse ranking of firms, the rates quoted in financial bids + AMC charges (all inclusive) will be considered. Bidders may note that any input given in remark field or elsewhere will not be considered for inter-se evolution. Hence bidders should not enter any input like discount/any type of charges/statements having financial implications in the remark column. However, in case of any difference in quoted rates in financial bid and that indicated in the breakup of price in attached PDF file, remark column or elsewhere, purchaser reserve the right to avail lower rates, at the time of ordering.
