| 8.011. The motto of preventive & corrective maintenance is to minimize breakdown / fault to prevent fire hazard related to window, split, tower & Package type AC machines and to minimize downtime any incident of fire hazard due to lack of maintenance would be viewed seriously and the agency would be held responsible. 2. This comprehensive contract covers preventive & corrective maintenance of A.C, machine all spare parts as required so as to keep the A. C. machine operative and functioning round theclock. 3. This contract covers repair and replacement of any spares & accessories including compressor (for High-wall fixed /inverter split units only),blower motor, sheet metal body and repairing or replacement of condenser (should be burst proof P2 type), evaporator coil, capacitors, relay, thermostat, air filters etc. as necessary and when required. 4. The contract covers servicing of machines at least once in a month or more as and when required. 5. The contract covers charging of refrigerant, as and when required (as per original refrigerant ofconcerned machine including pressure testing). 6. The contact covers thorough over hauling of AC machines once in a year. 7. Daily preventive maintenance covers filter cleaning, checking of all power and signal terminations, wiring between indoor and outdoor units, checking of gas pressure and leakage ofgas, checking of condensers, cleaning of cooling and condensing coils, blower and swing motors(where applicable), Thermostats, Capacitors tube etc, Sound level and overall cleaning of the totalunit. During routing checking, the set point of AC machines should also be checked and if anyabnormal temperature setting is noticed, that should specifically be noted in the log book. 8. Grill temperature for the AC machines should be maintained within 13 degree Celsius, whichshould be recorded in the service Challan and Log Book accordingly. Photocopy of sign logbookmust be submitted during the billing procedure. | ||||||
| 8.029. Inspection of all the A.C. Machines, their terminal connections, Grill Temperature, Room Temperature. Condition of Capacitors, Current drawn by the Machine, Terminal Voltage, condition of air-filter blower motor is to be made fortnightly and inspection findings & actiontaken thereof should be recorded in the Logbook, as mentioned in the General Terms &Conditions. 10. Insulation of refrigerant lines, if required, is to be done free of cost. 11. Repairing and replacement of air filter, cabinet knob, knob cover, blower motor, condenserhousing, cooling coil thermostat switch, running and/ or starting capacitors, overload relay,selector switch, base-tray, internal wiring of A.G. Units etc, which may be necessary as a result ofwear and tear. 12. In case of replacement of Capacitor, Burst-proof P2 type capacitor should be provided. 13. In case of break-down of A.C. machines the restoration will have to be done within 24 hrs.From the time of break—down. If the machine is required to be removed, I shifted to Workshopand retained for more than 24 hours. ' Loan machine' have to be provided as replacement free ofcost. If 'Loan machine' is not provided timely by the agency a penal amount @ Rs. 500/- (RupeesFive Hundred) only per machine per day will be deducted from the Contractor's bill till reinstallationof AC machine or as per the discretion of ELC. Every effort should be taken to stopFire hazard. 14. The thermostats should be set properly and should be checked whether malfunctioning to avoidcontinuous running. 15. Transportation charges for carrying A.C. machines spares from the site to work shop / workshop to site or as required will not be paid extra, 16. All the spares, required to be replaced, should be of approved make. | ||||||

SCOPE OF WORK :

GENERAL TERMS & CONDITIONS FOR ANNUAL MAINTENANCE
1. The philosophy of "Public Interest" would be THE MOTTO of this all-inclusive maintenance anydeviation may be viewed otherwise. 2. The agency will have to depute skilled A.C. Technician on all regular days as well as holidaysduring any breakdown or machine related problems under his direct supervision and shouldbe available in Emergency. 3. The A.C. Technicians should be provided with adequate Tools & Tackles e, g. Screw-Driver Set,Wrench, Wire Stripper, Cutter. Line Tester, IR Thermometer, sling psycho meter, Clamp Meteretc. at the cost of agency. 4. The agency will issue the A.C. Technicians, a photo Identity Card, duly signed by the agency and countersigned by the concerned AE. The A.C. Technicians should always carry the said Photo ID Card while on duty. The agency should also submit one copy of the said IDCards to the JE. 5. The agency shall have to prepare a Duty Roster of the AC Technicians at the beginning of every month, or as directed from time to time. A copy of the said Duty Roster, duly signed byall AC, Technicians, should be submitted to the concerned JE. 6. The A.C. Technicians should be polite to all and should be withdrawn for any complaint ofirregularities against them. However, in normal cases, frequent change of A.C. Technicians willnot be allowed. 7. The agency should have a close watch on the attendance of the A.C. Technicians. In case ofabsence of any A.C Technician, the agency shall have to arrange for alternative Technicianwithin one Hour, falling which. the charges for that day will be deducted from the bill ofthe agency on pro-rata basis. The Executive Engineer, Purulia Electrical Division,P.W.Dte. reserves the right to terminate the contract in case of absence of A.C. Techniciansfor more than three consecutive days, without showing further reason.
8. The A.C. Technicians should record under their signature in the Log-Book, provided to himby the agency, all the activities related to the A.C. Machines under Maintenance e.g. weeklychecking report, bi-monthly Servicing report/ details, Breakdown & Restoration details (dateand time of breakdown, date & time of attending breakdown, date & time of restoration,probable cause of breakdown. details of spares repaired and or replaced), Date & Time ofOverhauling and Painting, Details of spares repaired and/or replaced due to normal wear &tear etc, as per prescribed proforma and the said Log-Book should be checked and signedby the Junior Engineer / Assistant Engineer concerned, forthwith in case of failure etc, and atleast fortnightly in case of routine duties. 9. Log book will have to be maintained by the Supervisor of the entrusted Agency in which theInfra Red thermometer reading of Grill temperature of AC machines and details of servicingwill have to be noted down as per actual and duly countersigned by the JE and AE. Log bookformat should be taken from concerned Assistant Engineer. 10. The agency must have office and telephonic contact point (both land & mobile) and the A.C.Technicians, to be deputed at site, should also be provided with mobile phone at the cost ofagency. The agency and the A.C. Technicians must be available over the phone at any time,at least during their duty hours. 11. In case of any Accident and/ or physical illness of the staffs of the agency, while on duty, noclaim will be entertained by this department and all responsibilities thereof should beshouldered by the agency only. 12. Minimum wages as per existing Labor Act should be paid to the A.C. Technicians. 13. Failing to comply any of the above-mentioned items will result to deduction of cost from theraised bill as will be determined by the accepting authority. 14. The Executive Engineer, Purulia Electrical Division, P.W.Dte reserves the right toterminate the contract with one month notice to the agency for non-satisfactoryperformance or violation of Terms & condition or any other administrative reasons. However, this clause will be enforced by Clause 7, if required.
15. The Bill for the work should be submitted on monthly / quarterly basis along with the photocopy of the logbook to the concerned JE. 16. The interconnection wire between IDU & ODU should have no joint. 17. Any loss or damage to any of the AC Machines or any of its accessories, caused due to improper and/ or careless handling of the Technician(s) or any other staffs of the agency willbe recovered from the Bill/ Security Deposit, as the case may be, of the Agency. 18. The number of A.C. Machines to be maintained, as mentioned in the Schedule, may be reduced, if any A.C. Machine needs to be dismantled for replacement or may be decided to betaken out of service by the authority or any other administrative reasons. However, paymentwill be made as per actual quantity executed, on pro-rata basis. 19. Service challan certifying satisfactory performance of the machines should be submitted tothe concerned JE and that has to be countersigned by the AE and to be submitted along withthe bill. 20. No A.C. Machine should be left unmaintained on the pretext of old age and/or present condition of the machine by the agency. 21. Any inconvenience caused so far as performance of A, C. machines is concerned due to negligence in the part of the agency, if detected, will be liable to penalty. Quantum of penalty would be decided by DC depending on the gravity of situation. 22. The agency will have to complete the readable “numbering” of A.C. machines at their owncost for identification within one month of starting the comprehensive maintenance as perdirection of the EIC. 23. The payment will be made on receipt of the bill along with photocopy of Log Books), Certified for satisfactory performance by the JE and AE concerned, subject to availability of fund and maintaining existing PWD & rules. 24. No extra charges (Duties/Cess/Taxes etc) will be paid except the rate quoted by the agency asper unit per month basis for maintaining the above-described terms & conditions. 25. The contract may be terminated with one month notice from the side of Executive Engineer,Purulia Electrical Division, PWD.
EXCLUSIONS : 1. Checking and repairing of electrical installation beyond Supply Point (e.g. MCB outlet), However, in case of non-availability of power to the relevant incoming MCB of the A.C. Machine it should be intimated to the concerned JE to AE immediately 2.No liability shall arise in respect of any loss, damage, or delay caused due to natural calamities or disasters such as earthquakes, floods, riots, civil war, or any other circumstances beyond the reasonable control of the agency.
