3.14 Variation in Order Quantity
The order quantity may vary up to 10%, while finalizing the order and / or while execution of the
complete order.
3.15 Warranty / Guarantee
The supplier warrants that the goods and equipment supplied, installed and commissioned under the
contract are new, unused, of most recent or current models and incorporate all recent improvements
in design and materials unless provided otherwise in the contract.
The supplier further warrants that the goods supplied under this contract shall have no defect arising
from design, materials or workmanship (except in so far as the design or material is required by the
purchaser’s specifications) or from any act or omission of the supplier, that may develop under normal
use of the supplied goods in the normal conditions.

The supplier also has to guarantee that the goods supplied shall perform satisfactorily as per the
designed / rated / installed capacity as provided for in the contract. The warranty will not cover
normal wear and tear of consumables; however, the electrical parts will be covered under warranty.
The Warranty for the Solar PV System will be as follows :5 Years warranty for: 1. Plant design and
system integrity, this covers - Structure, Cables, ACDB's and LT Panels, Solar Inverters and other
Accessories installed as a part of the Roof Top Solar PV plant. The performance of the Solar Modules
will be warranted for a duration of 25 years. This warrantee / guarantee shall remain valid after the
goods or any portion thereof have been delivered and commissioned to the destination indicated in
The purchaser shall promptly notify the supplier in writing of any claims arising under this warranty.
Upon receipt of such notice, within 48 hours, the supplier shall, at all reasonable speed, repair or
replace the defective goods or parts thereof, without cost to the purchaser.
If the supplier, having been notified, fails to remedy the defect (s) within a reasonable period, the
purchaser may proceed to take such remedial action as may be necessary, at the supplier’s risk and
expense and without any prejudice to any other rights which the purchaser may have against the
supplier under the contract.
This warrantee / guarantee shall not cover any damage/s resulting from normal wear and tear or
improper handling by the purchaser or his authorized representatives.
The supplier shall guarantee the complete installation for satisfactory performance for a minimum
period of 12 months from the date of commissioning. Any defect arising out of faulty installation or
use of substandard material or workmanship shall be rectified by the supplier at his own cost.
During warranty and comprehensive AMC duration 1 year after commissioning date the supplier shall
ensure that for Plants above 150kw a full-time technician is posted at the plant for the smooth
operation of the plant, for smaller plants collectively dedicated Technician has to be deputed for
plant maintenance, monitoring and module cleaning.
The bidder to ensure that the weekly cleaning cycle for the modules at each of the MRCSSS,Boriyavi
is achieved, during the AMC period.
Monthly maintenance/service report will have to be submitted duly certified by the purchaser’s
officer in charge for the Roof Top Solar Plant.
3.16 Performance Security
The Performance Security shall be 5% of the Contract Value as PBG from a nationalized/scheduled
bank and will remain valid for 60 days beyond the end of warrantee period of 12 months.
The proceeds of the performance security shall be payable to the purchaser (Dudhsagar Dairy) as
compensation for any loss resulting from the Supplier’s failure to complete its obligations under the

than 60 days following the date of completion of the Supplier’s performance obligations, including any
warranty obligations, under the Contract. The Performance Security shall be denominated in Indian
Rupees and shall be in one of the following forms:

being 10% of the supply value, in case the supplier, their legal Engineer in-Charges and assignees do
not faithfully perform and fulfil everything within the bidding document and the Contract order on

In case, the Supplier fails to perform or fulfil the Contract as per the terms and conditions agreed upon,
the DUDHSAGAR DAIRY is entitled to demand an amount equivalent to 10% of the Supply value from
the Supplier and the demand made by DUDHSAGAR DAIRY itself will be conclusive evidence and proof
that the Supplier has failed to perform or fulfil his obligations under the Contract and neither the
Supplier nor the Bank shall be entitled to performance or fulfilment on any ground whatsoever.
We, (the name of the Bank), do hereby undertake to pay an amount equivalent 10% of the Supply
value, being the amount due and payable under this guarantee, without any demur, merely on a
demand from the DUDHSAGAR DAIRY stating that the amount claimed is due by way of non-
performance of the Contractual obligations as aforesaid to perform the said contractual commitments,
any such demand made on the Bank shall be conclusive as regards the amount due and payable by the
Bank under this guarantee. However, our liability under this guarantee shall be restricted to an amount

We, the bank, further agree that the performance security herein contained shall remain in full force
and effect for a period of ______________ calendar months from the date of the bank guarantee (the
period shall be till the end of Period of Maintenance) whichever is later or till the DUDHSAGAR DAIRY
certifies that the terms and conditions of the said contract have been fully and properly carried out by
the said Supplier and accordingly discharge the guarantee, unless a demand or a claim under this
guarantee is made on us in writing by the DUDHSAGAR DAIRY on or before ____________________
we shall be discharged from all liabilities under this performance security hereafter.
We, the bank, further agree with the DUDHSAGAR DAIRY that the DUDHSAGAR DAIRY shall have the
fullest liberty without our consent and without affecting in any manner our obligations hereunder to
very any of the terms and the conditions of the bidding document and the Contract or to extend the
time of performance by the said Supplier from time to time or postpone for any time or from time to
time and any of the power exercisable by the DUDHSAGAR DAIRY against the Supplier and to forbear
or enforce any of the terms contract and we shall not be relieved from our liability by reason of any
such variation, or extension being granted to the said supplier, or for any forbearance, act or omission
on the parts of the DUDHSAGAR DAIRY to the said supplier by any such matter or thing whatsoever
which under the law relating to sureties matter or thing whatsoever which under the law relating to
sureties would but for this provision have effect of so relieving us.
This guarantee shall be in addition to and without prejudice to any other securities or remedies which
the DUDHSAGAR DAIRY mat have or hereafter possess in respect of the works executed or intended to
be executed and the DUDHSAGAR DAIRY shall be under no obligation to marshal in favour of the bank
any such securities or funds or asset that the DUDHSAGAR DAIRY may be entitled to receive or have a
claim upon and the DUDHSAGAR DAIRY at its absolute discretion may vary, exchange, renew, modify
or refuse to complete to enforce or assign any security or instrument.
The bank agrees that the amount hereby guaranteed shall be due and payable to the DUDHSAGAR
DAIRY serving us with a notice, requiring the payment of the amount and such notice shall be deemed
to have been served on the bank either by actual delivery thereof to the bank or by dispatch thereof to
the bank by registered post at the address of the bank.
Any notice sent to the bank at its address by registered post shall be deemed to have been duly served
on the bank notwithstanding that the notice may not fact has been delivered to the bank.
In order to give full effects to the provisions of this guarantee the bank hereby waives all rights
inconsistent with the above provisions and which the bank might otherwise as a guarantor be entitled
to claim and enforce.
We, ____________________________ , lastly undertake not to revoke this guarantee during its
currency except with the previous consent of the DUDHSAGAR DAIRY in writing and the guarantee
shall be a continuous and irrevocable guarantee up to a sum of Rs. ________________ (Rupees

and unless the guarantee is renewed or a claim is preferred against the bank within three months from
the said date (the date of expiry) all rights of the DUDHSAGAR DAIRY under the guarantee shall cease

4. Technical Specifications
A Grid Connected Solar Rooftop Photo Voltaic (SPV) power plant consists of SPV array, Module
Mounting Structure, Inverter/Power Conditioning Unit (PCU) consisting of Maximum Power Point
Tracker (MPPT), and Controls & Protections, interconnect cables and switches. PV Array is
mounted on a suitable structure. Grid connected SPV power plant is without battery and should
be designed with necessary features to supplement the grid power during daytime. Components
and parts used in the SPV power plants including the PV modules, metallic structures, cables,
junction box, switches, inverters/PCUs etc., should conform to the BIS or IEC or international
specifications, wherever such specifications are available and applicable.
The Roof Top Solar Power plant consists of following equipment’s/components.
Solar PV modules- Tier -1 -Bifacial, of wattage not less than 580Wpk and efficiency of >=22%,
Preferred with 25 years warranty
Grid interactive Inverter with Digital Display and Remote Monitoring System to be installed with,
Preferred Makes (Sungrow/ Solis/ Growatt, Fimer-ABB, Sungrow /SMA/Delta).
Mounting structures- Pregalvanized; for RCC Roof and Anodized Aluminum for Metal Roof
Junction Boxes. - IP65
LT Panel – IP65- with Energy Meter, SPD, ELR and reverse power flow breaker
Earthing and lightening protections. - Chemical earthing to be used and separate pits with
redundancy for DC,AC & lightening protection
IR/UV protected, Anti Rodent, XLPE Cables, pipes and accessories
Remote Monitoring Device with Grid Synchronization with the Solar Plant

4.2 SOLAR PHOTOVOLTAIC MODULES:
The PV modules shall be Bifacial, Tier-1 with power output of not less than 580Wpk, and efficiency >=
22% (ALMM Compliant), the test certificates for the same to be submitted for approval.
The PV modules used must qualify to the latest 2016 edition of IEC PV module qualification test or
equivalent BIS standards Crystalline Silicon Solar Cell Modules. In addition, the modules must
conform to IEC 61730 Part-1 - requirements for construction & Part 2 – requirements for testing,
for safety qualification or equivalent IS. a) For the PV modules to be used in a highly corrosive
atmosphere throughout their lifetime, they must qualify to IEC 61701 and IEC 62716. Certificate for
module qualification from IEC or equivalent to be submitted as part of the bid offer. Self-
undertaking from manufacturer / supplier that the modules being supplied are as per above. The
IEC 62804- 2015 Potential Induced Degradation (PID) certification for solar modules will be
mandatory. It should be valid during the operational period.
The modules of the manufacturers who have OEM and co-certification will not be considered as
qualified modules.
Protective devices against surges at the PV module shall be provided. Low voltage drop bypass
diodes shall be provided.
The bidder shall carefully design & accommodate requisite numbers of the modules to achieve the
rated power in his bid.
Other general requirement for the PV modules and subsystems shall be the Following:
o The rated output power of any supplied module shall have tolerance of plus 3% or above.

o The peak-power point voltage and the peak-power point current of any supplied module and/or
any module string (series connected modules) shall not vary by more than 2 (two) per cent from
the respective arithmetic means for all modules and/or for all module strings.
o The module shall be provided with a junction box with weatherproof lid of sealed type and IP-
o I-V curves at STC shall be provided with the module.
The module should have the following minimum information laminated inside the module.
o Company name /logo; Model number (it should indicate the voltage and rated wattage of the
module); Serial number & Year of make.
4.2.1 Warranties:
Material Warranty:
o The manufacturer should warrant the Solar Module(s) to be free from the defects and/or
failures specified below for a period not less than twenty-five (25) years from the date of
commissioning of the system.
o Defects and/or failures due to manufacturing
o Defects and/or failures due to quality of materials
o Non-conformity to specifications due to faulty manufacturing and/or inspection processes. If
the solar Module(s) fails to conform to this warranty, the manufacturer will repair or replace
the solar module(s), at the Owners sole option.
Performance Warranty:
Minimum guaranteed annual energy generation (3.5 kWh/kW/year).
4.3 Specifications for Inverter:
As SPV array produces direct current electricity, it is necessary to convert this direct current into
alternating current and adjust the voltage levels to match the grid voltage. Conversion shall be
achieved using an electronic Inverter and the associated control and protection devices. All
these components of the system are termed the “Inverter”. In addition, the inverter shall also
house MPPT (Maximum Power Point Tracker), an interface between Solar PV array & the
Inverter, to the power conditioning unit/inverter should also be GG set interactive, if necessary.
The GG synchronization should provide reactive power support to GG. Inverter output

Anti-islanding (Protection against Islanding of grid): The inverter shall have anti islanding protection
in conformity to IEEE 1547/UL 1741/ IEC 62116/IS16169 or equivalent BIS standard.
The inverter generated harmonics, flicker, DC injection limits, Voltage Range, Frequency Range and
Anti-Islanding measures at the point of connection to the utility services should follow the latest
CEA (Technical Standards for Connectivity Distribution Generation Resources) Guidelines.
The inverter should comply with applicable IEC/ equivalent BIS standard for efficiency
measurements and environmental tests as per standard codes IS/IEC 61683 and IEC 60068-2
(1,2,14,30)/ Equivalent BIS Std./EN50530, IEC 61727 (all clauses except clause 5.2.2). in case of
clause 5.2.2, it should withstand the over/under frequency in the range 47 to 52 Hz.
The MPPT units environmental testing should qualify IEC 60068-2 (1, 2, 14, 30)/ Equivalent BIS std.
The junction boxes/ enclosures should be IP 65 (for outdoor)/ IP 54 (indoor) and as per IEC
specifications.
4.4 MMS (Module Mounting Structure) ARRAY STRUCTURE:
Module mounting structure (MMS) should be of anodized 6 0 6 3 - T 6 aluminum for mounting of
SPV modules at site.
MMS should be sturdy & designed to assist SPV Modules to render maximum output, both on
Metal- Trapezoidal roof Sheet and RCC Slab and able to withstand the wind velocity of a maximum of

The CC foundation have to be designed based on the weight of the structure with module
and minimum wind speed of the site, i.e. 150 Km/hour. Normally, each MMS should have a
minimum of four legs grouted on pedestals of minimum size of 600X600X600 mm of M25
Concrete, finished with cement paint and curve at the base for easy flow of proper size. The
structure shall be grouted with S S - 3 0 4 fasteners min-120mm length to the Slab with
chemical sealing. The over MMS should withstand the required wind velocity of 150Kmph.
However, for M e t a l sheds CC work will not be required, instead Aluminum Structure with
EPDM Rubber and Riveting. The Proposed MMS Scheme should also withstand the Wind velocity
6. INTEGRATION OF PV POWER WITH GRID:
The output power from SPV would be fed to the inverters which convert DC produced by SPV
array to AC and feeds it into the main plant electricity grid after synchronization.
The solar generation meter and Bi-directional meter along with CT/PT (if required) with Surge
Protection Device (SPD) should be of 0.2S accuracy class is in the scope of bidder. For LT
connection the accuracy shall be as per the requirement of DISCOMs.
CEA guidelines for interconnecting solar power with Grid shall be followed.
Certification of Islanding protection in the inverter from the manufacturer of the equipment
shall be mandatory. This shall be arranged by the supplier from the manufacturer.
7. JUNCTION BOXES FOR CABLES FROM SOLAR ARRAY:
The junction boxes shall be made up of FRP (Hensel or equivalent make)/PP/ABS or Powder
Coated MS with minimum 2mm thickness with minimum 3mm gland plate and dust, water and
vermin proof. It should be provided with proper locking arrangements and suited for IP-65 duty.
Series / Array Junction Box (SJB/AJB) (whichever is required): All the arrays of the modules shall
be connected to DCCB. AJB shall have terminals of bus-bar arrangement of appropriate size
Junction boxes shall have suitable cable entry with suitable glanding arrangement for both input
and output cables.
Suitable markings on the bus bars have to be provided to identify the bus bars etc. Suitable
ferrules shall also have to be provided to identify interconnections. Every AJB should have
suitable arrangement Suitable Type II SPD, suitable Isolation switches to isolate the DC input to

Thus, AJB should have DC isolator for disconnecting the arrays from inverter input. If in any case
GPV Fuses, Type II SPDs and isolators are installed in the string inverters, then there is need to
install these again in AJB. If some of these safety gadgets are not installed in String Inverter, it
should be installed in AJB. Cable interconnection arrangement shall be within conduit pipe on
saddles installed properly. Cable connection should be done in such a manner that fault findings
if any, can be identified easily.

Both AC & DC lines have suitable MCB/MCCB, Contractors, SPD, GPV Fuse etc to allow safe start
up and shut down before & after string inverter installed in the system. String inverters should
have protections for overload, surge current, high Temperature, over/ under voltage and over/
under frequency & reverse polarity. The complete operation process & safety instructions
should be printed on the sticker & suitably pasted on the near inverters.
Inverter should have safety measures to protect inverter from reverse short circuit current due
to lightning or line faults of distribution network.
The inverter should be suitably placed in a covered area on a suitable platform or wall mounted
or concrete platform (on rubber mat) with complete safety measure as per norms.
In case the String inverters are placed underneath the Module proper canopy will have to be
made for the same.
9. INVERTER/ARRAY SIZE RATIO:
The combined wattage of all inverters should equal to 1 times rated capacity of power plant
under STC in KW. The maximum power point tracker shall be integrated in the inverter to
maximize energy drawn from the array.
10. LT Panel - AC COMBINER BOX BOARD (ACCB):
This shall consist of box of at least cum grid interphase panel or good quality FRP/ suitable
powder coated metal casing.
Schneider / L&T or equivalent switch gear needs to be used for the supplier for the LT Panel -
Electronic Energy Meter (0.2S Class), ISI make, Three Phase duly approved by DISCOM with
appropriate CT (if required), of good quality shall have to be installed in ACCB suitable placed to
measure the power daily generated from SPV Power Plant.
SPDs & ELR shall be installed to protect feeders from the short circuit current and surges as per
the requirement of the site. Operation AC Isolator Switch of Grid Connectivity should be such
that it can be switched ON or OFF without opening the ACCB.
11.CABLES/WIRE:
All cables should be of Copper/ Aluminum braided as per IS and should be of 650V/1.1 KV grade
as per requirement. All connections should be properly made through suitable lug/terminal
crimped with use of suitable proper cable glands. The size of cables/wires should be designed
considering the line loses, maximum load on line, keeping voltage drop within permissible limit
and other related factors. The cable/wire should be of ISI/ISO mark for overhead distribution.
For normal configuration the minimum suggested sizes of cables are:
4 sq mm (single core) DC Cable, UV resistant anti Rodent-
module/Inverter/DCCB Polycab/RR /Havells Cable
MJB/DCCB to Inverter Minimum 4/6 sq. mm (single core) DC Cable, with respect to current
ratings of design, Polycab/RR /Lapp/Havells Cable
Inverter to ACCB AC Cable - Armored per design & rating, Polycab/RR
/Lapp/Havells Cable
The size & rating of the cables may vary depending on the design & capacity of SPV Power Plant.
12.CABLE TRAY & Cable Tie:
All the cables should be laid in appropriate HDG cable tray with Cover as per the requirement of
the site, No cable should be laid directly on ground or wall cable tray should be laid such that
there is gap of at least two inches above ground/roof/wall.

For all the dressing of the cables Cable Ties need to use, and for outdoor duty SS Cable ties will
13.DISPLAY BOARD:
The bidder has to display a board at the project site mentioning the following:
Plant Name, Capacity, Location, Type of Renewable Energy plant (solar), Date of
commissioning, details of tie-up with transmission and distribution companies, Power
generation and Export FY wise.
The size and type of board and display shall be approved by Engineer-in-charge before site
DANGER BOARDS: Danger boards should be provided as and where necessary as per IE Act. /IE
rules as amended up to date.
14.DC COMBINER BOARD (if required):
DC combiner Board to receive the DC output from the array field.
DCCB shall have sheet from enclosure of dust & vermin proof conform to IP 65 protection. The
bus bars are made of copper of desired size. Suitable capacity MCBs/MCCB shall be provided
for controlling the DC power output to the PCU along with necessary surge arrestors.
15.AC DISTRIBUTION PANEL BOARD:
AC Distribution Panel Board (DPB) shall control the AC power from PCU/ inverter and should
have necessary surge arrestors. Interconnection from ACDB to mains at LT Bus bar while in
grid tied mode.
All switches and the circuit breakers, connectors should conform to IEC 60947, part I, II and III/
IS60947 part I, II and III.
The changeover switches, cabling work should be undertaken by the bidder as part of the

16.DATA ACQUISITION SYSTEM / PLANT MONITORING
Plant Monitoring data will be available to concerned Plant Engr. thro' e-mail & mobile.
PV array energy production: Digital Energy Meters to log the actual value of AC/ DC voltage,
Current & Energy generated by the PV system provided. Energy meter along with CT/PT
should be of 0.2 accuracy class.
String and array DC Voltage, Current and Power, Inverter AC output voltage and current (All
phases and lines), AC power (Active, Reactive and Apparent), Power Factor and AC energy (All
3 phases and cumulative) and frequency shall be monitored.

Software shall be provided for USB download and analysis of DC and AC parametric data for
individual plants.
Provision for instantaneous Internet monitoring and download of historical data shall be also
Computerized DC String/Array monitoring and AC output monitoring shall be provided as part
of the inverter and/or string/array combiner box or separately.
Remote Server and Software for centralized Internet monitoring systems shall be also
provided for download and analysis of cumulative data of all the plants and the data of the
solar radiation and temperature monitoring system.
The Software Subscription for the remote monitoring during the AMC period will be the
responsibility of the supplier.
All the inverters to be looped in with the RS485 cable and integrated into the monitoring
system, for the individual inverter monitoring

17.PRIORITY FOR POWER CONSUMPTION:
Regarding the generated power consumption, in the case of string inverter, priority need to
give for internal consumption o n l y .
The system should be provided with all necessary protections like Earthing, Lightning, and grid
anti- islanding as follows:
18.1 Lightning and Over Voltage Protection:
The SPV Power Plant shall be provided with lightning and over voltage protection. The principal
aim in this protection is to reduce the over voltage to a tolerable value before it reaches the PV
or other sub-systems components. The source of over voltage can be lightning or any other
atmospheric disturbance. The Lighting Arrestor (LA) is to be made of 1¼" diameter (minimum)
and 12 feet long GI spike based on the necessary meteorological data of the location of the
projects. The necessary foundation for holding the LA is to be arranged keeping in view the wind
speed of the site and flexibility in maintenance in future. Each LA shall have to be earthed
through suitable size earth bus with earth pits. The earthing pit shall have to be made as per IS
3043. LA shall be installed to protect the array field, all machines and control panels installed in
the control rooms. Number of LA shall vary with the capacity of SPV Power Plant & location.
Number of LA should be in such a manner that total layout of solar modules should the effective
coverage of LA‟s.
18.2 Earthing Protection:
Each array structure of the PV yard shall be grounded properly. In each array every module
should be connected to each other with copper wires, lug teethed washers’ addition the
lightening arrestor/masts shall also be provided inside the array field. Provisions shall be kept for
shorting and grounding of the PV array at the time of maintenance work. All metal
casing/shielding of the plant shall be thoroughly grounded in accordance with Indian Electricity
Act/IE rules as amended up to date. The earthing pit shall be made as per IS: 3043. All the array
structures, equipments & control systems shall be compulsorily connected to the earth. Number

of earthing’s shall vary with the capacity of SPV Power Plant & location. G.I. /Copper strips should
be used for earthling instead of G.I. wires. LA should be installed to protect the array field &
machines installed in the control rooms. Number of LA shall vary with the capacity of SPV Power
Plant & location. Earth resistance shall not be more than 5 ohms. It shall be ensured that all the
earthing points are bonded together to make them at the same potential.
18.3 Surge Protection:
Internal surge protection shall consist of three MOV type surge-arrestors connected
from +ve and –ve terminals to earth (via Y arrangement)
18.4 Grid Islanding:
In the event of a power failure on the electric grid, it is required that any independent power-
producing inverters attached to the grid turn off in a short period of time. This prevents the DC-
to-AC inverters from continuing to feed power into small sections of the grid, known as “islands.”
Powered islands present a risk to workers who may expect the area to be unpowered, and they
may also damage grid-tied equipment. The Rooftop PV system shall be equipped with islanding
protection. In addition to disconnection from the grid (due to islanding protection) disconnection
due to under and over voltage conditions shall also be provided.
A manual disconnect pole isolation switch beside automatic disconnection to grid would have to
be provided at utility end to isolate the grid connection by the utility personnel to carry out any
maintenance. This switch shall be locked, if required, by the utility personnel
19.DRAWINGS & MANUALS:
Two sets of Engineering, electrical drawings and Installation and O&M manuals are to be
supplied. Bidders shall provide complete technical data sheets for each equipment giving details
of the specifications along with make/makes in their bid along with basic design of the power
plant and power evacuation, synchronization along with protection equipment.
