OEM or Authorized dealer/representative of OEM: The Tenderer must be an Original Equipment Manufacturer (OEM) or Authorized dealer/ representative of the OEM of passenger Elevator/Lift (or passenger Escalator in case of Escalator works). In case of authorized dealer/representative of OEM, valid authorization certificate issued by the OEM, specific to the tender, must be submitted along with the tender.
Service Centre set-up: After issue of LOA/award of the contract, the Contractor will set up their local service center(s) at Guwahati along with trained technicians fully equipped with maintenance spares, tools & instruments required for prompt attention of the service requests of Lift/Escalator received from Railway Authorities. Firm to upload undertaking certificate for the same.
EMD Clause: Tenderers are required to deposit Earnest Money equivalent to the amount mentioned in the tender document. There shall be no exemption from submission of Earnest Money for any tender or by any tenderer except as per Para 3.3 of Instructions to Tenderers for Electronic Tenders (Version: NFR-Jan 2025). All vendors, exempted from submitting EMD, irrespective of the type of tender, i.e, Single, Limited or Open, shall be required to sign a Bid Securing Declaration as per proforma available on bidders interface for payment of EMD on IREPS portal. Offers of tenderers, who do not submit Earnest Money and are also not exempted form submission of Earnest Money shall be summarily rejected.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
Marking: Marking as per Governing specification, if not specified therein then, Firms have to supply the material duly embossing/engraving/stenciling the name of manufacturer/supplier and year of manufacture at place which is preferably visible and shall not get worn out during service. If none of the above is possible the same to be marked on packing.
"Firm shall deposit SD @ 5% of total contract value towards Security Deposit subject to max. of Rs.50 lakh. SD from successful tenderer should be received in purchase office within 21 days form the date of communication of acceptance with respect to the purchaser. SD shall remain valid for a period of 60 days beyond the date of completion of all contractual obligations. For details, please browse Para 12.0 of Instructions to Tenderers for Electronic Tenders (Version: NFR-Jan 2025) attached with the tender. There shall be no exemption form submission of Security Deposit for any tender or by any tenderer except:1. i) The Stores contract cases of value up to Rs.25 lakhs. ii) Other Railways and Government departments in terms of Railway Boards Letter No. 2004/RS/(G)/779/11 dated 24.07.2007. iii) Indian Ordinance Factories in terms of Railway Board Letter No. 92/RS/(G)/363/1 dated 08.04.1993. iv) PSU owned by Ministry of Railways and PSUs for the group of items that are manufactured by them in terms Railway Boards Letter No. 2003/RS/(G)/779/5 dated 10.09.2004. v) In tenders issued against PAC, OEM in whose favour PAC has been issued shall be exempted for submitting SD. KVIC and ACASH shall be exempted from SD from item supplied by them. vi)Vendors registered with Railways for the trade group of the item tendered shall be exempted from SD for orders valued up to their monetary limit of registration. vii) Vendor appearing on the approved vendor list of RDSO/PUs/CORE subject to the approval status being valid on the date of tender closing. viii) Vendors registered with Railways for supply of medicines, medical equipments and consumables are exempted from SD for these items."
Warranty Clause: The passenger Elevators/Lifts/Escalators along-with all the associated accessories shall have the warranty of 2 years from the date of certified successful commissioning. Technicians should attend to the fault/service request within 24 hours of receiving the complaint, otherwise penalty, as mentioned in the tender, shall be imposed.
Loading/Unloading: By supplier at consignee's location. The contractor shall make his own arrangements for loading or unloading of all materials at his depot or at work sites. Railways may facilitate the contractor wherever required.
Additional Clause: Manning/Security for passenger Elevators/Lifts/Escalators (wherever applicable): The Tenderers must quote per year hiring charges of person(s) for operation & security whichever is applicable, for the period covering warranty & CAMC to keep each passenger Elevator/Lift/Escalator clean, to prevent misuse/mishandling & to avoid untoward incident etc. Manning/Security should be started/implemented from the very next day after the date of successful commissioning of Elevators/Lifts/Escalators. (Note: Final decision shall be at the discretion of the concerned Railway Branch Officer).
Additional clause: SMS facility : Provision for sending messages through SMS to minimum 10 pre-specified Railway mobile/phone numbers for unusual occurrences must be available in the controller. For creation of messages, requirement of SIM and data charges should have to be borne by the Contractor/Firm till the period covering warranty & CAMC.
Additional clause: Approval/License from the State Govt. Authority : The Contractor/Firm shall, at their own cost, have to obtain the approval/license from the State Govt. authority for operating the Elevators/Lifts/Escalators and also to be renewed periodically at their own cost, as per the prevailing norms of the State Govt; till the entire period covering warranty & CAMC.
Additional clause: Make in India : The manufacturer shall be compliant to the Public Procurement (Preference to Make in India), Order 2017 (as amended from time to time) issued by the Department of Industrial Policy and Promotion (DIPP), Ministry of Commerce and Industry for Make in India.
Additional clause: After issue of LOA/award of the contract, the Contractor will submit the name(s) and address of their local agency/service center(s) along with name(s) and mobile number(s) of the contact person(s) for prompt attention of the service requests of Lift/Escalator received from Railway Authorities.
Additional clause: The rates to be quoted by the tenderers for the equipments including its warranty period, the rates for the CAMC services after warranty period and rates for Manning/Security of lifts/escalators after SITC (wherever applicable) shall be inclusive of all taxes, levies & duties (as applicable), cost of transportation/freight, insurances etc. However, the breakup of basic rate, various taxes, levies, duties, transportation/freight, insurances etc. are to be shown/furnished separately by the tenderers.
Tenderers must quote for - (i) Cost of supply, installation, testing, commissioning (SITC) of the Equipment including its Warranty Period, (ii) Cost of Comprehensive All-inclusive Maintenance Contract (CAMC) per year for 10 years period and (iii) Cost of manning for operation/security after SITC (optional for lift/escalator, wherever applicable, if felt necessary). Note: i) Period of CAMC may be worked out/considered judiciously based on codal life of the asset, financial viability and other associated factors. ii) Requirement of manning may be decided judiciously for the lifts/escalators located at critical locations/stations with high footfall/vulnerable to theft/mishandling, if felt necessary by the Division/Unit concerned.
Additional Special Conditions of Contracts: Tender Evaluation would be done on the total cost, ie. (i) Cost of supply, installation, testing, commissioning (SITC) of the equipment including its Warranty Period. (ii) Cost of Comprehensive All- inclusive Maintenance Contract (CAMC) per year for 10 years period.
Provisional Completion Certificate (PCC) shall be issued after the installed asset(s) is/are handed over to the concerned Railway authority for its use. Final Completion Certificate (FCC) against item (i) of Para 8.11, quoted as Cost of supply installation testing and commissioning (SITC) of the equipment including its warranty period.
An additional agreement is to be executed between the Firm and the concerned Divisional authority for the entire CAMC period before issue of FCC. CAMC period shall commence from the next day after issue of the FCC. Before executing this additional CAMC agreement, the firm will have to submit equivalent amount of PG (in fresh) w.r.t. total cost of entire CAMC period. After verification of the genuineness of this new/fresh PG, the additional CAMC agreement for the whole CAMC period will be executed. Thereafter, the Railway will return the original Performance Guarantee/Security.
The CAMC shall be payable proportionally on quarterly basis subject to satisfactory work undertaken and services provided.
The tenderers have to assess and indicate the life of various wear & tear items (all consumable spares, unit exchange spares, mandatory spares etc. including all safety items) and accordingly plan its replacements during the course of entire CAMC period. No separate charges shall be paid by Railways to the Contractor for its supply and replacement as it is the Comprehensive All-inclusive Maintenance Contract (CAMC) which is being entrusted to them.
Additional Special Conditions of Contracts: All minor civil works like chipping, plaster, cutting of unwanted projection inside the lift shaft, making of core cutting holes for cable and earthing entry or any other requirement for installation of elevator/lift/escalator, filling of any holes inside shaft, final white wash of complete lift-shaft after all modification works, fixing of wire mesh from inside for ventilation cut out, load hook painting, usage of chemical fasteners if required, making good the tiles, granite damaged during installation and hoisting, modification of as-built civil works to suit their design; i.e. cut out size, new opening etc. or any modifications instructed by Railways for installation of the equipment and restoring to final finishes.
Additional Special Conditions of Contracts: The contractor should - a) submit the construction plan, installation drawings/GAD, circuit diagrams for construction to Railway authority, b) arrange training of Railways Personnel, c) prepare & submit Operation & Maintenance instruction Manuals to Railway authority.
Additional Special Conditions of Contracts: The Contractor should perform post installation tests at site including : a) Pre- power up checking, power up, customization and configuration of equipment b) Local functional test for all Lifts & Escalators including load test c) Calibration of All meters and Sensors d) Testing and Commissioning (including integrated testing & commissioning) e) Obtaining certificate of satisfactory completion of functional and safety tests and working of the Lifts & Escalators f) Safety Certification for Lifts & Escalators g) Detailed Safety Report including the safety features and safety standards for Lifts & Escalators h) Service Trials i) Guarantee Tests & Demonstration of Performance of System/Equipment j) Any other item(s) considered necessary to comply with the scope of works such as, but not limited to, Insurance, CAMC Contract and Maintenance during warranty period inclusive of free of cost supply of all spares.
Web Based Smart Monitoring facility/IR- NIYANTRAC: The Elevators/Lifts/Escalators must be suitable/compatible for connecting to web-based application software IR-NIYANTRAC (Indian Railways Native IoT-based Yield Analysis Telemetry, Recording and Control) provided by CRIS (Centre for Railway Information Systems) Or any other web-based software application engaged by Railways for monitoring various parameters of Elevators/Lifts/Escalators through SCADA. For this purpose, the successful Tenderer shall have to install all necessary hardware including IoT devices, which are to be integratable with IR-NIYANTRAC application or any other web-based software application engaged by Railways. Necessary executable files, if any, will be required to be given free of cost by the Contractor/Firm to Railways on a CD/pen drive or any other storage device.
Penalty clause: (a) Penalty for delay in rectification of defects causing failure/breakdown: The contractor shall maintain the Lifts/Escalators along with all associated equipment/apparatus/machines in perfect working condition, on any day during the tenure of the entire CAMC period (except the period of programmed shutdowns). In case, any Lift/Escalator is out of order- or non-functional, the same shall be attended within 24 hours from the time of reporting failure by Railway to the Contractor. Penalty, as applicable, shall be imposed as furnished in following - 1. For Lift / Escalator, If the downtime (the period during which the lift or escalator is not working) is up to 24 hours from the time the failure is reported by the Railway to the contractor, no penalty or deduction will be imposed. 2. For lifts and escalators, exceeding 24 hours period, for each 24 hours or part thereof in excess of 24 hours as issued vide CEGE office letter no.EL/W/29/0/1457 dated 14.08.24(letter attached penalty clause), deductions will be made at the rate equivalent to 0.1% (Zero decimal one percent) of the yearly CAMC rate of lift/escalator per unit.
INSPECTION : Prototype inspection shall be carried out by RDSO as per RDSO Specification No. RDSO/2013/EM/SPEC/0016 (Rev.2) 2025. The final acceptance inspection shall be carried out by TPI. The cost of all inspections, including prototype inspection by RDSO and final acceptance inspection by the TPI, cost of inspection shall be borne by the supplier. Payment for the supplied materials will be released only after successful completion of the final acceptance inspection by the TPI, receipt and installation of the materials in good condition at the consignee's end. The tenderer must upload the Type Test certificate of approved prototype as per RDSO Specification No. RDSO/2013/EM/SPEC/0016 (Rev '1')- 2019.
