ERDMP CERTIFICATION OF BPCL TATANAGAR DEPOT BY PNGRB APPROVED THIRD-PARTY INSPECTION AGENCY

NOTICE INVITING TENDER BPCL Tatanagar Depot invites limited e-tenders from PNGRB-approved TPIAs for ERDMP Review, Mock Drill Audit and Certification. Scope includes review and updation of ERDMP, site visit, mock drill audit, and submission of certification report. If commercial quote exceeds 25% above departmental estimate, negotiation will be initiated as per procurement guidelines of BPCL. As this is a QCBS (Quality and Cost Based Selection) tender as per PNGRB guidelines, the L1 vendor will not be selected solely based on the price bid or as is displayed on the website. Instead, BPCL Tatanagar Depot will evaluate and determine the L1 vendor internally based on the cumulative score obtained across the following four parameters namely: (a) Number of audits conducted by the TPIA (in Number) (b) Experience of the auditor (in years) (c) Annual turnover of the Third-Party Inspection Agency (in INR) (d) Commercial quote submitted in the price bid • All three supporting documents—namely: (i) Number of audits conducted by the TPIA (ii) Experience of the auditor (in years) (iii) Annual turnover of the Third-Party Inspection Agency (in INR) These documents must be combined into a single PDF file and uploaded during tender submission. Failure to upload the merged PDF, or failure to upload any one of the required documents, will result in loss of marks for the respective parameter(s) during the L1 vendor evaluation. BPCL reserves the right to accept or reject any bid.
