PART-I (M&O WORKS)

Manning and operation of AC plant at IACCS 3x100TR by providing one skilled refrigeration mechanic for 03 (three) shifts {each shift of 08hours (0600 to 1400hrs, 1400 to 2200hrs and 2200 to 0600hrs), one mechanic for each shift}, including duties of descaling of condensor, checking of pipe lines, pressure / temperature gauges, extension valves, honey comb, control wiring, condensor/chiller pumps, accessories, etc. on all days including Sundays & holidays, round the clock for trouble free functioning of the installations complete all as specified hereafter and as directed by the Engineer-in-Charge

Manning and operation of AC plant at GURTH complex 3x60TR by providing one skilled refrigeration mechanic for 03 (three) shifts {each shift of 08hours (0600 to 1400hrs, 1400 to 2200hrs and 2200 to 0600hrs), one mechanic for each shift}, including duties of descaling of condensor, checking of pipe lines, pressure / temperature gauges, extension valves, honey comb, control wiring, condensor/chiller pumps, accessories, etc. on all days including Sundays & holidays, round the clock for trouble free functioning of the installations complete all as specified hereafter and as directed by the Engineer-in-Charge

Notes for serial item Nos. 2 & 3: (i) Number of shifts will be informed fortnightly as per requirements through designated duty rosters by the Engineer-in-charge. The timings for each shift shall be as decided by the Engineer-in-charge. Non-requirement or engagement of opeartors on weekly off days of the Station premises of plants will be intimated through duty rosters by the Engineer-in-charge. No claim whatsoever on this aspect is admissible (ii) The minimum wages as derived by the Department including all statutory provision such as EPF, ESIC, Bonus, GST, etc. as applicable except the Contractor's profit for skilled refrigeration mechanic works out to Rs. 765/-per person per shift (iii) Bidder has to upload an signed undertaking in firm's letter head confirming that he has not quoted his rates lower than the derived minimum rates of the Department. Bids not accompanied with such undertaking shall not qualify for opening of the price bids. As applicable, his tender will be treated as 'NON BONAFIDE' if found at any stage and will not be considered for acceptance. In such case, the lowest tender shall be determined by the lowest amount amongst valid / bonafide bids only.

Notes for serial item No. 2 & 3 contd: (iv) However increased minimum fair wages as notified time to time by the Government of India / State Government / Local bodies / Labour Regulations whichever is higher including all statutory provisions such as EPF, ESI, Bonus, taxes, etc. as applicable, irrespective of derived minimum wages as above (v) Increased wages including all other benefits in compliance of statutory provisions shall be paid to the workers by the Contractor. No other claim whatsoever shall be admissible on this account and the bidders shall note this aspect and quote their rates accordingly. It must be noted that in compliance of all statutory provisions, the increase shall be passed over to the workers (vi) Rates quoted by the bidder shall be deemed to be inclusive of any extra manpower required (if any) for relieving, replacement, etc. (vii) The operator placed shall be further responsible for the following: (a) to attend complaints related to cooling appliances / AC plants of concerned location as directed (b) recording of cooling parameters and plant parameters (c) maintaining of HP/LP logs (viii) Conveyance/vehicle for moving around of the staff employed and or any T&P required and detailed specifics as per particular specifications shall be provided by the Contractor. (ix) A penalty of Rs. 500/- per complaint shall be imposed on non-attending of such complaints as directed. Such penalties shall be recovered immediately from corrosponding RARs/FB of the Contractor (x) Further requirements shall be as stipulated in these tender documents

PART-II (COMPULSORY COMPREHENSIVE & PREVENTIVE MAINTENANCE WORKS)

Periodical, preventive and comprehensive maintenance of package type 3Nos. chiller units, each consisting of 1No. 100TR alongwith motors and their condensors including descaling, flooded chiller, scale guard units, micro-processor based control panel system of central air conditioning plant installed at IACCS, Air Force Stn Ambala, as per manufacturer's manual of preventive and comprehensive maintenance with periodicity mentioned there in and as per particular specifications detailed hereafter snd for the following equipment: (i) Condensing pump sets alongwith motors 12.5HP-03Nos (ii) Chiller pump sets alongwith motors 12.5HP-03Nos

Periodical, preventive and comprehensive maintenance of package type 3Nos. chiller units, each consisting of 1No. 60TR alongwith motors and their condensors including descaling, flooded chiller, scale guard units, micro-processor based control panel system of central air conditioning plant installed at GURTH Complex, Air Force Stn Ambala, as per manufacturer's manual of preventive and comprehensive maintenance with periodicity mentioned there in and as per particular specifications detailed hereafter snd for the following equipment: (i) Condensing pump sets alongwith motors-03Nos (ii) Chiller pump sets alongwith motors-03Nos

Notes for serial item No. 7 & 8: (i) The maintenance services shall be done through OEM i.e. Voltas. The Contractor shall submit a MoU on stamp paper duly notarized, as per performa specified hereinafter alongwith a copy of Annual Maintenance Contract from Voltas within 10 days from the date of acceptance, failing which the contract will be liable to be cancelled and work shall be got executed at the risk & cost of the Contractor (ii) The Contractor will arrange OEM visit quarterly for inspection and to check functionality of the plants including maintenance services as required and shall provide satisfaction certificate of smooth functioning of plant (iii) The rates quoted shall be deemed to be inclusive of the above

Notes for item Nos. 10 to 13: (i) The works shall be got done through authorised service agency of the OEM. The Contractor shall carry out all major and minor break down/repairs pertaining to machineries of central AC Plant & connected cooling towers, AHUs and the rates quoted is deemed to be included for all other aspects except any damage due to natural disasters such as flash, floods, earth quake, cyclone etc. (ii) The contractor shall maintain indoor design condition as dry bulb 23 degree celsius plus/minus 2 degree, if the above said temperature and relative humidity as specified is not achieved a penalty of Rs 5000/- per hour shall be imposed on the contractor from the dues as and when becomes due. (iii) Submission of testing report of AC plant (iv) In case of breakdown, the additional manpower if required will be arranged by the contractor without any extra cost

(d) Fitting float valves in cooling towers. (e) Fitting new water pipe line from reserve water tank to coling towers . (f) Fitting new water pipe line in both reserve wtaer tank. (Incoming water pipe line) seperately with On/Off valves

Overall acessed maintenance cost of AC plant 3x100TR installed at 601SU (value of plant asset Rs. 1,12,30,000) for keeping the plant functional throughout the currency of the contract comprising of all elements of all required material, labour, tools & plants including material, labour, necessary T&P, necessary spare parts, topping with compressor oil, recharging of refrigerant gas, hiring company rep to assess and rectify any defects, breakdwon and routine epair, periodical services, covering all aspects of major / minor repair to compressor motor, chiller condensor, cooling towers, pumps, liquid and condensing line, all types of valves, controllers, sensors, hot water generators, strip heaters, humidity control system, electric panels, protection and controll measuring instruments, protection devices, calibration system, etc. complete all as specified and as directed

Overall acessed maintenance cost of AC plant 3x30TR installed at GURTH Complex (value of plant asset Rs. 69,79,000) for keeping the plant functional throughout the currency of the contract comprising of all elements of all required material, labour, tools & plants including material, labour, necessary T&P, necessary spare parts, topping with compressor oil, recharging of refrigerant gas, hiring company rep to assess and rectify any defects, breakdwon and routine epair, periodical services, covering all aspects of major / minor repair to compressor motor, chiller condensor, cooling towers, pumps, liquid and condensing line, all types of valves, controllers, sensors, hot water generators, strip heaters, humidity control system, electric panels, protection and controll measuring instruments, protection devices, calibration system, etc. complete all as specified and as directed

Notes for serial item Nos. 18 to 19: (a) Plant asset values are estimated and the Contractor has to ascertain the same at site and assesss these for his purpose of quoting. (b) The quoted cost shall be inclusive of all aspects in keeping the plants functional at all times (c) The quoted cost shall be inclusive of all encumbrances, site conditions, requirements, etc. (d) The rates quoted shall be deemed to be inclusive of all as above and as stipulated in these tender documents irrespective of the fac the Contractor visits the site for his own assessments, etc. or not and no claim whatsoever is entertainable at any later dates

M&L for repairs to wiring of control system of AC plant starter panel including contactor by using copper conductor PVC insulated wire of size as exists and making necessary connections to make the control / interlocking system functional with and including minor repair of contactor complete all as specified and as directed

M&L for taking down/out hot water generater,disconnecting electric/water connections, cleaning the tank with recommended chemical/cleaning agent, replacing defective parts such as heating element, nuts, bolts & washers including repairing of electircal panel of hot water generator by replacing the spare parts, repairing hot water generator tank by welding, making necessary electrical/water connections to make the plants functional complete all as specified and as directed Note: Spare parts shall be measured & paid seperetely. Cost of element, nuts, bolts & washers is deemed to be included in the quoted rates

M&L for servicing, repair and overhauling of semi sealed type compressor capacity 60TR, after disconnecting,removing from system, transporting to work shop of OEM, replacement of gasket set, seals, suction / discharge reeds and other minor spares as required and transporting back to site, re-installing, commissioning and testing of the same and making necessary connections to make the the unit functional with existing system complete all as specified and as directed Note: The cost of minor spares such as gasket set, seals, suction and discharge reeds as required shall be deemed to be included in quoted rates
