Conditions:
1. All civil work shall be executed according to the approved drawings of UPPTCL.
2. The quantities in BOQ are tentative and may vary up to any extent or be deleted as per the requirement at site.
3. All civil work shall be carried out as per UPPWD/UPPTCL specification.
4. Rates in BOQ are exclusive of CGST,SGST. Labour tax shall be borne by contractor.
5. Pozzlona Portland cement confirming to IS 1489(Part 1) 1991 of approved quality like ACC,Ultra Tech,Birla or equi.shall only be used.
6. Overweight steel section within tolerance shall be measured at standard weight and underweight steel section within tolerence shall be measured at actual weight.
7. In case any change in Bill of Quantity is suggested by higher authority that will be binding on the contractor.The agreement shall be executed on the approved Bill of Quantity only.
8.Performance Guarantee shall be applicable as per GO 622/23-12-2012-2 Audit/08 dt 08 June 2012.adopted by UPPTCL BOD dated 27.06.2017
9. The 60% amount of bricks available from dismantling shall be reovered @ Rs. 2362.00/thousand + GST from firm /contractor.
10. The 30% amount of bricks available from dismantling shall be reovered as brick ballast @ Rs. 700.00/CuM + GST from firm /contractor.

SPECIALTERMS AND CONDITIONS OF THE CONTRACT (STC)
(RELATING TO HOUSE KEEPING / CLEANING / COOKING / GARDENING)
For the work “House keeping, Catering Service, Lawn maintenance and civil maintenance of Erector Hostel Building at 220 KV S/S Hafizpur, Azamgarh”.
1. SCOPE OF WORK:
The scope of the work consists of various activities related to proper House keeping/up keeping of Erector Hostel, its proper lawn maintenance and other related ancillary works which are briefed as under:
a) The Agency shall ensure cleaning work including sweeping of floor, wet floor cleaning and dusting of wall, doors and windows from inside and outside, ceiling, staircase, dusting of Venetian blinds, cleaning of tables, chairs and cupboards, removing cobweb in building covering floor, ceiling, side balconies, corridors, stair cases and terrace in all the buildings on a regular basis.
b) The Agency shall arrange to wipe the glass panels, doors & windows from inside & outside, window pant/glass door panels, including Cafeteria and Kitchen inside and outside to ensure marks free appearance.
c) Cleaning of the entire area of Guest House premises including all toilets in Guest House and toilet of Guest Houses kitchen, dining hall, stores, pantry rooms (if any), Cleaning shall be done with approved material manually or by using Mechanized.
d) Furniture, fixtures, exhaust fans, ceiling fans etc. to be cleaned regularly without causing any damage to their exteriors etc so that they appear always clean and dust free.
e) The Agency shall ensure cleaning/ wiping on regular basis to ensure dust free and clean environment
f) The Agency shall ensure that the floors and carpet area are cleaned and polished with suitable cleaning material on a regular basis or as and when required as informed by Engineer-in-charge. In no case acid will be used for cleaning purposes.
g) The Agency shall clean the terrace of the building on weekly basis. The Agency shall arrange to clean all areas covered by furniture and other items by removing the same at least once in a month to avoid accumulation of dust.
h) The Agency shall ensure cleaning and wiping the toilets daily and the washbasins at least thrice a day to ensure neat and dry environment. The Agency shall not use any type of acid to clean the toilets. However, the Agency shall use reputed brand cleaner approved by Engineer-in-charge of wiping steel pipes/water taps etc.
i) The Agency shall also arrange to ensure mopping of the floors in the Corridor regularly or whenever required to provide a dust free (including foot marks free) flooring.
j) The Agency shall arrange to clean the area neat and clean, free from dirt and foul smell.
k) The Agency shall ensure Maintaining, nursing and grooming lawns & trees and painting of flower pots etc. as per requirement.
l) The Agency shall Cooking food & and its service to various rooms/dining room/hall of Erector Hostel.
m) The Agency shall Repairs / Maintenance of water pipelines and other sanitary works.
n) The Agency shall Maintenance of all type of existing lawns in the premises including.
o) Cutting trimming and pruning of plants and maintenance/cutting of foliage, flowering, shrubs, hedges, trees, edging and flower beds.
p) Preparation of seasonal flower beds and providing and sowing seasonal flowers in them.
2. General Maintenance (includes All areas)
a) Proper and regular care and safe maintenance of fittings, fixtures, electronic equipment, furniture and all other items will be the sole responsibility of the Agency.
b) Any damage and/or loss caused to any equipment/fittings, etc. either by the Agency himself or by any of his employees shall be repaired/replaced by the Agency or Compensated by the Agency at his own cost immediately without any burden on Engineer-in-charge.
c) The Agency shall arrange all type of cleaning/Maintenance equipment and such of those special equipment’s and apparatus required for maintenance of the premises, open areas, terrace areas etc. at his cost.
d) All equipment and items handed over to the Agency shall remain at the risk and in the sole charge of the Agency. The Agency shall be responsible for any loss or damage thereto, arising from any cause other than the accepted risks and shall deliver in its proper condition at the time of expiry of the agreement. An inventory of these items will be made out and signed by the Agency and Engineer-in-charge ‘s representative.
e) The Agency shall provide housekeeping and maintenance services in the Guest house., managing the reception, check-in and check-out formalities, cleanliness, upkeep and maintenance of Guest house’s rooms, terrace, and common open area of the hostel including all allied services to the guests.
ITEM WISE DESCRIPTION OF SCOPE OF WORK IS AS TABULATED BELOW:
Providing Service For Cleaning & Sweeping
Providing Caretaker-cum- Attendants round the clock in E/H
Providing Cook for Cooking Service in Erector Hostel
Providing Gardening and Horticulture Services (Mali)
3. RECORDS & REGISTERS TO BE MAINTAINED:
The contractor shall maintain accurate records, plans and charts showing the dates and details of all main activities and the Engineer shall have access to this information at all reasonable times.
The following registers will be maintained at site by the contractors: -
a) Occupancy Registers: - The contractor shall ensure up to date entries of all occupants of Officer Rest House.
b) Payment register: - The contractor shall maintain complete details of money received from occupants for stay on payment.
4. HOUSEKEEPING OF ERECTOR HOSTEL BUILDING AND ITS SURROUNDINGS:
a) The contractor shall at all times, abide by the instructions given to him or his representatives including employees, from time to time by the Engineer-in-charge and./or his authorized representative deputed for this purpose and to supervise the work.
b) The contractor or his staff shall not take any intoxicants while on work/duty. Also serving of alcoholic drinks and immoral trafficking inside the E/H premises is strictly prohibited. If any incident noticed the department will be free to terminate the contract without any notice.
c) Contractor will be responsible for any theft or loss of E/H property. Recovery will be made from the contractor for all losses incurred to the department.
d) The contractor’s manpower at work will collect and dump all the garbage etc. in the garbage bin and the arrange to dump it to the place far from residential area.
e) The contractor’s men at work will deliver to the guest all the items that are required to be given/handed over to the guest at the time of checking in and take them back at the time of checking out.
f) Contractor’s men at work shall be responsible for keeping the rooms ready for occupation of the guests, this duty will include ensuring, cleaning of the rooms, availability of fixtures and fittings and all the materials to be supplied to the guest. The service boy will also spread and/or change the linen, towels, pillow cover etc. periodically as laid down, from time to time.
g) Contractor or his men should not allow any outsider to enter in the premises of Erector Hostel and should not misuse the departmental property.
h) The contractor shall be responsible for overall maintenance and up keeping of all the suits at E/H and the entire premises. He will take instructions from site Engineer or his representative, in this regard.
The party shall provide services, dusting and cleaning (dry & wet) with cleaning equipment’s of all furniture and fixture items consisting of all rooms, passage, pantry, toilet/Dining hall including car parking area of rest house building as per Schedule of Services attached as Annexure–A.
All the case of cleaning material will be borne by the contractor.
Disposal of Garbage: It shall be responsibility of the contractor to dispose of garbage at least twice in a day and / or any time when garbage accumulated in a large quantity than the capacity of dustbin / garbage drum. The contractor shall ensure that garbage should never be kept overnight in the premises.
5. CANTEEN:
The contractor’s men at work will serve morning tea from canteen if required, to the guests and wake them up at such time as desired by the guest.
The contractor’s men will keep the jug full of drinking water in each room. Drinking water in each room will be supplied by the contractor’s men.
The contractor shall provide a canteen service, round the clock from available kitchen to various suits at Officer Rest House, on payment basis/Meal charges (to be charged from user guests as per approved rate-list) which shall include cost of all services (cooking, material, cleaning of utensils, room/table service etc.).
i. The contractor will prepare food (Breakfast, Tea/Snacks, Lunch and Dinner) under hygienic conditions in the kitchen of guest house on every day for the guests on chargeable basis at approved rates. Lunch and Dinner time usually at 13:00 to 14:30 hrs. and 20:00 to 22:00 hrs. respectively, daily for which the contractor may receive orders from the guests.
ii. Lunch and Dinner to the guests every day as per provided menu & rates as per decided mutually with Engineer-in-Charge.
iii. Preparation of Tea, Coffee, snacks, Meals under healthy and hygienic condition and serving the same to the guests as instructed by EIC in their rooms in the rest house building premises etc at the approved rates and required on all working days including Sunday, holiday etc.
iv. All the cost of crockery will be borne by the contractor.
Contractor shall provide at least one cook at a time capable of cooking all type of food (including service to the guests, food items including water, tea, snacks etc.).
6. SPECIAL CONDITIONS REGARDING HOUSEKEEPING STAFF:
If behavior of any labour is found unsatisfactory during currency of contract, the same will be removed within 7 days after receipt of letter from competent authority.
The contractor shall make his own arrangement for lodging/boarding of his staff so employed in officer Rest House.
The contractor will submit to Concerned Office/ Department, personal particulars along with passport size photograph of all his men before deploying them for housekeeping work in following proforma :
a) Name of person
b) Father’s name
c) Date of birth
d) Permanent Address
e) Adhar Card
7. MISCELLANEOUS INSTRUCTIONS TO TENDERERS:
a) All consumable such as soap, harpic etc. will be provided by the contractor as per actual consumption.
b) Linen will be washed after every vacation of room.
c) Any breach of any provision of contract, the contract will be liable for termination for which decision of EOC will be final.
d) Outsider/unauthorized person is not allowed to occupy the suites & if it is found, contractor will be likely to be fined. The discipline and proper presentation by contractor’s men to the guests is of utmost importance.
8. MAINTENANCE SCHEDULES:
The contractor will be required to carry out prescribed maintenance schedules. The maintenance schedules and the work to be done in each schedule shall be decided by Engineer-in-charge (EIC)in consultation with the contractor. The contractor will maintain proper record of complaints attended jointly signed by authorized representative of the EIC.
9. INSTRUCTIONS FOR MAINTENANCE OF GARDEN AND LAWNS:
Horticulture work (maintenance of indoor plants lawns) complex shall include: -
i. Maintenance of all existing plants in pots / ground, watering the plants and other related works such as putting manure and sprinkling insecticides.
ii. Trimming and day to day maintenance of all the tree sand plants within the complex.
iii. Upkeep of garden within the complex including grass cutting in E/H premises collection of dry and waste leaves etc.
iv. Dumping of plants wastage to the nearest dumping point.
v. Creation up-keeping, placing, re-arranging, treatment of flower pots of standard size.
vi. Other related works as desired by Engineer-in-charge.
vii. The firm shall have to provide earth manure/fertilizers and other things required for maintenance and necessary development.
The contractor or any of his staff shall not take (or be under influence of) any intoxicants while on work in E/H or departmental premises.
