ICT 01 Central Computerized System for Monitoring at Head Quarter

IOT Based Central Computerized System for Monitoring at Command Control Centre to be established in the office of PMU, JSV Mandi (H.P.) INDIA. with comprehensive operation & maintenance for a period of Five (5) years. Supply, Installation, testing & commissioning (Inclusive of related design documentation) of IOT based Central Computerized System for Monitoring at Command Control Centre consisting of the following components on a minimum but not limited to: Software & implementation Establishment of Central Command Control Centre in the office of PMU, JSV Mandi (H.P.) INDIA. Design,Supply, Installation, Testing and Commissioning of Centralized command center with functionality as per the following, but not limited to: - Open Protocol IoT based Platform software with minimum 30000 tags, real time data acquisition from 'N' Remote SCADA locations with data analysis, dashboards, inclusive of any required IOT cloud connection gateways at remote locations. Cloud software and any Third-party applications to be integrated. - Centralized Master Database management for field assets with the capability to add, edit or delete any asset information for seamless monitoring. Intelligent Water Network Management application based on IOT to be hosted on-premises (and capable of cloud hosting if required) ,able to monitor, analyze and predict sensor-based data from the remote SCADAs /PLCs /HMIs/devices. The application shall provide quality & quantitative analysis for drinking water, source sustainability analysis, energy management and individual device monitoring etc. Central Event Management Application: - The IOT based Centralized Monitoring System shall be supplied with Perpetual licenses with minimum 30,000 tags with complete Ownership to the end user for monitoring, control and analysis of 186 schemes (and also future schemes) clubbed in 10 packages spread across 10 districts in Himachal Pradesh under 'Himachal Pradesh Rural Drinking Water Improvement Livelihood Project (ADB funded)'. and all other requirements as specified under the specifications and shall be fully scalable to cover integration with other future schemes without any extra software licensing or software, propriety software or hardware/gateway. The software application shall be developed and implemented ensuring seamless integration of future schemes. Note: 1)The perpetual license shall cover the requirements of tags required the entire duration of the contract, inclusive of tags required during the O&M period and in future for integration of future schemes, without the requirement of any propriety software or hardware/gateway. 2)The quote should be inclusive of all required software developments and software installations required for successful running of developed software at Local SCADA Centre/ SCADA implementing Computer System for all the schemes under the project, required for the successful implementation of the package

Real time Asset management system for the network integrated.The data for the same shall be obtained from the local DB contract Packages.The Bidder shall co-ordinate for the data with the concerned contract packages with assistance from the JSV Mandi.

Mobile application for android/IOS for accessing data as per access rights. The end user shall be provided an mobile application (Android,IOS)through which the utility staff shall be able to monitor the related network and access the related data in real time and also view the historical data as per requirement.Integration Guideline document for future plants integration: - shall detail and illustrate the system functionality and the various protocols adopted at the command center for data integration from the remote sites to allow integration from any remote stations, without the requirement of any propriety software or hardware. The document shall also include details on the various parameters that shall be included for monitoring and integration from the remote locations.

Hardware Equipment’s to be implemented Rack based Server system as per specifications +Rack cabinet inclusive of Rack monitoring system complete with 22"LCD Monitor & computer Note: 1. All miscellaneous/ancillary items, installation materials, accessories or peripheral/s not specified in the Bid Document but required for the successful Implementation & complete functioning of the Central Command Centre be assessed & supplied by the bidder and the cost of the same (including installations & configuration) be included under BOQ Item No. 4.
