NOTES FOR THE GUIDANCE OF BIDDERS
1. The Bidder shall quote the Operation and Maintenance cost in respect of each of the fifteen (15) years of the Operation and Maintenance Period separately, at price levels prevailing on the Bid Due Date. The quoted amounts shall include energy cost computed at Rs. 7.50 per kWh on the guaranteed daily consumption. Escalation shall not be built into the amounts so quoted.
2. Indexation of the quoted Operation and Maintenance cost shall be applied by the Authority in accordance with the following formula, subject to a minimum of 5% per annum: Pn = Pv × (WPIn / WPI1) + Pf × (CPIn / CPI1) where WPI applies to Repairs, Replacement and Consumables; CPI applies to Manpower; and Pv, Pf are the variable and fixed components respectively. For the purpose of evaluation in the demonstration model, a uniform rate of 5% per annum shall be applied, being the minimum stipulated.
3. The year-wise profile so quoted shall reflect the anticipated incidence of expenditure. Amounts on account of major replacement of membranes, pumping machinery, blowers or like equipment shall be shown in the year in which the same are anticipated to fall due.
4. Overheads, insurance and profit of the Bidder shall be quoted under the head so designated. The remaining heads are liable to be benchmarked and no element of margin should be loaded there.
5. The capital cost of the Sewage Treatment Plant, the Tertiary Treatment Plant and the Elevated Service Reservoir with Distribution Network are all open to bid. No cap is placed upon the capital cost that may be quoted by the Bidder. Where the capital cost quoted for any component exceeds the grant ceiling for that component as specified in the Fixed Inputs, the excess shall be financed by the Concessionaire and repaid by quarterly annuity at the rate of SBI MCLR plus 2% per annum as specified therein.
6. Energy charges shall be discharged by the Authority directly to the distribution licensee against the actual consumption measured at the facility. The guaranteed consumption quoted by the Bidder constitutes a performance guarantee under the Contract. Energy cost at Rs. 7.50 per kWh on the guaranteed daily consumption shall be included by the Bidder in its quoted Operation and Maintenance cost.
7. No rate per kilolitre is required to be quoted and no sharing of revenue from the supply of industrial-grade water is contemplated. The risk of offtake and of recovery from the industrial estates shall remain with the Authority.
8. The Bid shall be evaluated upon the lowest Net Present Value of the aggregate cost to the Authority, comprising four streams, namely grant, quarterly annuity, indexed Operation and Maintenance charges, and energy charges payable by the Authority to the distribution licensee on the guaranteed consumption, discounted at the rate specified in the Fixed Inputs.

Indicative cost per KL — Year 15 Rs./KL 43.42 Rises with indexation.
LEVELISED FULL COST PER KL Rs./KL 21.57 NPV of all outflows ÷ NPV of volume — economic cost per KL including grant.
1. The price offer of the Bidder comprises: (a) the capital cost of the three components; (b) year-wise Operation and Maintenance cost inclusive of energy cost for the STP and separately for the TTP with ESR and Network; and (c) guaranteed daily energy consumption. No cap is placed upon the capital cost that may be quoted.
2. The Authority fixes the rate of interest on annuity, the minimum indexation rate (5% p.a.), the discount rate for evaluation and the grant ceilings. Actual payment indexation follows the WPI/CPI formula subject to the said minimum. These inputs are identical for all Bidders and are not open to bid.
3. The Authority pays four streams: grant during construction (up to the ceiling for each component), quarterly annuity on the Concessionaire's funded capital, indexed Operation and Maintenance charges (inclusive of energy cost), and energy charges direct to the distribution licensee on the guaranteed consumption (also indexed). The O&M stream and the energy stream together reflect the total operating cost liability of the Authority.
4. Where actual energy consumption exceeds the guaranteed level, the Concessionaire shall bear the additional charges at twice the applicable tariff, recoverable from O&M bills.
5. The award is made to the Bidder offering the lowest Net Present Value of the four streams aforesaid. Every rupee quoted — capex, O&M or energy — increases the Bid Score. There is no combination of amounts that reduces the score while increasing the liability of the Authority.
