The tenderer must have minimum average annual contractual turnover of V/N or "V" whichever is less; where V= Advertised value of the tender in crores of Rupees, N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/Certificate from Chartered Accountant duly supported by Audited Balance Sheet.
The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, ( or) (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, (or) (iii) One similar work costing not less than the amount equal to 60% of advertised value of the tender. The tenderers should submit certificate/documents in support of their technical eligibility.
Definition of Similar Nature of work: Rebuilding and/or Refurbishment and/ or any activity related to Furnishing of Coaches/Locomotives/ Multiple Units(MUs) of Railway Rolling stock or ships or buses or aircrafts. (or) Conversion of Coaches into Camping coaches / OMS Car / ART / ARMV Coaches / Inspection Cars/ Saloons/ Pantry Cars.

Contractor should have GST Registration and Certificate should be submitted along with tender. The Tenderer should be GST Compliant. No Bills will be acceptable without GST Registration, which is mandatory after starting of GST Implementation. Responsibility for remitting the GST lies with the Tenderer. This GST will be reimbursed on submission of proof of payment to the Government at prevailing rates for this work.
The contractor should have PAN card, they should attach copy of PAN card
The contractor has to submit the certificates required as per Tender document in support of their legal authority to participate in the tender in favor of the individual to sign the tender on behalf of the tenderer and create liability against them.
The tenderer should submit the copy of ANNEXURE-V online
The tenderer should submit the copy of ANNEXURE-VA (if Applicable)
The tenderer should submit the copy of an undertaking that the tenderer is not blacklisted or debarred by Railways or any other Ministry /Department of Govt. of India from participation in tender on the date of opening of bids [PDF file to be uploaded].
The tenderer should submit the copy of filled up & duly signed PART-I, PART-II & PART-III(A) of Tender Document [PDF file to be uploaded].
STATUTORY VARIATION CLAUSE: Any addition or variation of statutory taxes, levies and duties after the date of opening of tender shall be paid to the contractor after production of necessary document proof. Similarly benefit of reduction/ abolition of duties, taxes or levies, if any, should be passed on to Railway.
The Tenderer shall have the Valid ESI& EPF registration. The copy of ESI & EPF registration shall submit along with their offer.
If the Bid of a Tenderer is seriously unbalanced in relation to the Engineers estimate of the cost of work to be performed under the contract, the Railways may require the tenderer to produce detailed price analysis for any or all items of the Tender Schedule, to demonstrate the internal consistency of those prices with the construction methods and schedule proposed.
The tender advertised value is inclusive of GST, ESI & EPF and all other taxes and duties/levies.
The tenderer should submit the copy of filled up & duly signed (NEFT)MANDATE FORM-NEW along with tender.
The tenderer should submit the copy of an undertaking that the tenderer abide all special conditions of Tender (PART-III(B)) along with the tender documents [PDF file to be uploaded].
As the estimate was prepared based on latest Last Accepted Rates and hence the bids quoted more than the estimated rates will not be considered for evaluation.
Since, this phase of work was called for tendering to cater the additional demand, the quantity variation will not be operated for this tender normally.

In submitting his tender it would be deemed that the tenderer has kept himself fully Informed of the provision of the IRS General conditions of Contract including all corrections and Amendments issued up to date and claim that he is not aware of any amendment or correction slip to the IRS GCC shall not be entertained.
CORRIGENDUM NOTICE ON IREPS: [I]Railway may modify the tender document by issuing online corrigendum through www.ireps.gov.in [II] Prospective Bidders shall keep watch for CORRIGENDUM upto 15 days prior to the deadline for submission of bids. For the purpose of CORRIGENDUM in the tender, NIT period is splitted as under: (a) ADVERTISEMENT PERIOD: The time during which all information pertaining to tender shall be available but offers cannot be submitted (b) OFFER SUBMISSION PERIOD: 15 days prior to closing of tender, during which tenderers can submit their offer. [III]To give prospective bidders a reasonable time on account of CORRIGENDUM in preparing their bids, the Railways may at their discretion extend as necessary, the deadline for submission of Tender document. Railways decision will be final and no correspondence will be entertained from prospective bidders.
