Supply Installation and Commissioning of Shearing Machine Double Column Guillotine Shearing Machine as per Technical Specification NO. M/246/1/14/25- 26/M&P/SM Dt 08.09.2025

1. Eligibility Criteria: 1.1 The tenderer shall provide satisfactory evidence, acceptable to the purchaser to show that he is a regular manufacturer and has adequate plant and manufacturing capacity and a "Quality Assurance Program". (Information as per Annexure -'1' and Annexure - '2' along with duly signed quality assurance plan given in Annexure -'F' of section III of Technical Specification may please be furnished.) 1.2 The manufacturer must have a valid ISO 9001:20l5 certificate on the original date of closing of tender and a copy of the same should be attached with the offer. The manufacturing of Shearing Machine shall be in the scope of ISO certificate. 1.3 The tenderer quoting for a particular size of machine / plant must have supplied at least 01 no. of that or higher same/similar machines in last 05 years to be reckoned from the original date of closing of tender. The list of past supplies made in last 05 years of the same/similar machine asked for shall be attached along with the offer specifying Purchaser's name and address, phone no. and e-mail of contact person, purchase order number and date, quantity supplied, date of supply and commissioning. Copy of such purchase order(s) mentioned in the list of past supplies indicating the parameters/specification shall also be attached with the offer to establish equivalence/similarity aspect of the machine as mentioned in para 1.4 below. 1.4 For the purpose if this specification, similar machine required under clause 1.3 means Double Column Guillotine Shearing Machine with same or higher configuration/capacities in reference to quoted model and complexity, Maximum Cutting Thickness capacity- 16 MM Maximum Cutting Length Capacity - 4000 MM 1.5 Performance certificates of 01 no. of such machines / plants (which are counted for the purpose of meeting qualifying criteria) supplied in the last five years (to be reckoned from the original date of closing of tender) and working satisfactorily for at least one year shall be enclosed with clear signature and address of the user in whose premises the machine is installed and commissioned. The certificate shall not be older than one year from the original date of closing of Bid. Performance of machines supplied through COFMOW shall be considered and a certificate in this regard issued by the consignee where the machine is installed and commissioned must be enclosed along with the original offer. Further PTC should have been issued before original date of closing of tender. 1.6 All necessary information/documents required for establishing reference requirement as per clause1.3, 1.4 & 1.5 above should be submitted by the bidder along with original offer itself.

2- Submission of Technical Bid and Delivery Schedule Chart: : 2.1 Duly filled and signed Annexure- 'A' of Section III of technical Specification (Format for submission of technical bid) along with para wise comments on section I (including delivery schedule chart) and section II of technical specification shall be submitted by the bidder along with offer.

Note-: In case no information or incomplete information is furnished by the bidder in respect of clause 1 & 2 above, their offer will be summarily rejected, and no clarification/ correspondence will be sought/entertained in this regard.

Inspection by TPI at OEM Premises.

(1) The bidder confirms that Rates and other financial terms quoted in relevant columns of financial bid will only be ruling terms for acceptance, and such terms quoted anywhere else should be ignored. [Denial of this condition not recommended] (2) The bidder agrees to supply the tendered stores at the rates quoted by him in accordance with the IRS Conditions of Contract and [or] special Conditions and [or] other Conditions specified/attached with the tender. (3) Have you attached any performance statements with your offer? (4) If you are not a MSE or a consortia of MSEs formed by NSIC, please indicate percentage of sub contracts in execution of this tender that will be from Micro and Small Enterprise(in percent of order value ) with further breakup of MSE owned by SC/ST. (Information will be provided in % terms with 6 fields; Micro owned by SC, Micro owned by ST, Micro owned by Others, Small industry owned by SC, Small industry owned by ST, Small industry owned by Others)

The bidder agrees to supply the tendered stores at the rates quotes by him in accordance with the IRS condition of contract and (or) special conditions and (or) other condition specified /attached with the tender.

Please indicate [Y/N] weather you are interested in availing the benefits available to Micro and small Enterprises [MSEs] of their participation in Govt. Procurement in reference to the Ministry of Railway letter No. 2010/RS[G]/363/1 dated 13.02.2019 as mentioned in bid document. If yes, please attach the requisite registration certificate specially for the tendered item for the same application issued by appropriate agency. Also indicate whether MSE's is owned by ST/SC/WOMEN/OTHER. The requisite certificate is to be uploaded with tender document. Please note that in absence of the requisite certificate uploaded/ submitted along with the offer such benefits may not be extended.
