Railway reserves the right to procure full/bulk quantity (i.e. minimum 80% of the Net Procurable Quantity) from RDSO approved vendors appearing in UVAM Item ID: 3100687. Para 2.5.1 of Integrated Bid Document of ECR (IBD v3.0) may be referred for details.

Offers of developmental vendors appearing in UVAM for above Item ID can be considered for developmental order upto and within 20% of NPQ subject to their name appearing as Developmental Vendors of RDSO as available on UVAM. As per Railway Board Letter No. 2021/RS(G)/779/7 dt. 09/05/2025, Developmental Orders will be considered on those firms who are listed as Developmental Vendors on UVAM Vendor Directory without any condition. The status of the firm will be reckoned as on the date of tender opening. The Provision of Para No. 2.5.1(ii)(b) & para 2.5.1(iii) of the Integrated Bid Document of ECR (IBD v3.0) shall not be applicable. Para 2.5.1 of Integrated Bid Document of ECR (IBD v3.0) may be referred for details.

Bids of Original Equipment manufacturer (OEM) or their authorized dealers/agents only shall be considered for ordering. Dealers/agents should submit valid tender specific authorization from OEM along with bid , failing which the offer will be ignored summarily without making any further reference to them

In keeping with the Public Procurement (Preference to Make in India) Order, 2017 as amended, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quality and therefore public procurement of the item is restricted to Class-I local suppliers only and the vendors who do not qualify to be Class-I local supplies should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class-I local supplier for the tendered item participates in the tender, it does so at their own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor. The minimum local content for the local supplier of the above item, to be categorized as Class-I local suppliers shall be 50%.

Purchase preference to MSEs : To avail benefits and preferential treatment extended to Micro and Small Enterprises (MSEs), bidders are required to enclose Udyam Registration Certificate only. Traders/dealers are not eligible for such benefits. Para 3.0 of Integrated Bid Document of ECR (IBD v3.0) attached herewith may be referred to for details.
