12. Performance Security: A bank guarantee or demand draft @5% of the sanctioned
amount that the successful bidder must provide after the award of the Program to
guarantee the faithful performance of the contract.
13. Agreement (Memorandum of Understanding):The agreement to be signed between the
successful bidder and RMC, outlining the final terms, conditions, and scope of work for
the IEC Program.

Development and Implementation of IEC & Capacity Building under CITIIS
Program Rajkot Smart City Development Limited.
RAJKOT SMART CITY DEVELOPMENT LIMITED (RSCDL) is committed to improving
urban sanitation, waste management, under the CITIIS 2.0. Effective IEC (Information,
Education & Communication) and capacity building interventions are critical for ensuring
citizen participation, behavioral change, and successful Program outcomes.
· Raise awareness among citizens, institutions, and communities about solid waste
segregation, disposal, and recycling.
· Promote actions to improve awareness in line with CITIIS 2.0 targets.
· Facilitate citizen engagement, participation, and monitoring of CITIIS 2.0 and related
· Strengthen capacity of municipal staff, volunteers, and stakeholders for effective
program implementation.
3. Scope of Work
The selected agency/consultant will:
· Prepare detailed annual, quarterly, monthly, and ward-wise IEC/BCC implementation
plans and communication strategies.
· Design, develop, and translate all IEC materials including posters, pamphlets, leaflets,
banners, hoardings, display boards, wall paintings, signages, digital creatives and
other awareness materials.
· Conduct door-to-door awareness campaigns to promote four-stream source
segregation, responsible waste management practices and behavior change among
· Organize awareness workshops and outreach programs for Bulk Waste Generators
(BWGs) to improve compliance with Solid Waste Management Rules, 2026 and
promote on-site waste processing.
· Conduct awareness, education and capacity-building programs in schools, colleges
and educational institutions through demonstrations, competitions, campaigns and
interactive activities.
· Organize gender-focused awareness and capacity-building programs for Self Help
Groups (SHGs), Anganwadi workers, waste pickers and women community groups.
· Develop, produce, and broadcast documentaries, awareness films, audio-visual
content, television Program, newspaper advertisements, radio messages and other
multimedia communication materials.
· Plan, develop, and manage digital and social media campaigns through Facebook,
WhatsApp, Instagram, YouTube and other approved digital platforms, including
preparation of graphics, videos, reels and regular public awareness content.
· Coordinate with Rajkot Municipal Corporation, RSCDL, all stakeholders, ward
offices and other concerned departments for planning, implementation, review and
monitoring of IEC/BCC activities through stakeholder meetings.
· Organize ward-level meetings with Corporators, Ward Officers, Sanitary Inspectors,
SWM staff, community representatives, and local leaders to strengthen public
participation and ward-level implementation.
· Conduct Clean Market Campaigns in commercial areas and public markets to promote
waste segregation, reduce single-use plastic, improve cleanliness, and encourage zero-
waste market practices.
· Conduct baseline surveys, end-line surveys, impact assessments, and monitoring and
evaluation studies to measure the effectiveness of IEC/BCC interventions and
recommend improvements.
· Maintain complete documentation of all activities, including attendance records, geo-
tagged photographs, videos, meeting minutes, progress reports, digital MIS, social
media analytics, feedback forms and activity-wise reports.
· Submit daily, weekly, monthly, quarterly, and final completion reports along with all
supporting documents, photographs, videos, survey reports and impact assessment
reports as prescribed by Rajkot Municipal Corporation.
· Provide support in logistics, event management support, audio-visual equipment, and
all resources required for successful implementation of the approved IEC/BCC Action
· Perform any additional IEC, BCC, capacity-building, awareness, or communication
activities related to Solid Waste Management, Swachh Bharat Mission, CITIIS
and other directions issued by MoHUA, NIUA, Government of Gujarat, RSCDL or
Rajkot Municipal Corporation during the contract period.
· The agency shall execute all activities specified in the Approved IEC & BCC Action
Plan enclosed as Annexure-I. The activity list, implementation schedule, target
groups, KPIs, frequency, outputs, and expected outcomes indicated in Annexure-I
shall be considered as the minimum scope of work
· The agency shall maintain dedicated transportation facilities, including at least one
four-wheeler and two-wheeler vehicle(s), for mobility of the IEC/BCC team to wards,
field locations, schools, markets, community areas and other designated locations for
effective implementation and monitoring of IEC activities.
· The agency shall provide dedicated professional camera and video-shooting
equipment, along with necessary accessories, for photography, videography,
documentation, and production/editing of IEC/BCC content and campaign materials.
· The Agency shall provide dedicated laptops/computers, color printers with legally
licensed/authentic software, and necessary hardware for graphic designing, creative
development, video editing, digital content creation, MIS, documentation and
preparation of IEC/BCC materials
This project will be implemented for the duration of the CITIIS 2.0 mission or for a period of
Two (2) years, whichever is earlier, from the date of award of the contract. The contract will
be awarded for an initial period of 1 year and will be extended for a further period of 1 year
subject to satisfactory performance. The project will be implemented in a phased manner,
covering IEC and capacity-building interventions in various zones and wards of Rajkot city, as
specified in the scope of work and approved IEC plan.
5. Expected Outcomes
The IEC and Capacity Building interventions under the project are expected to achieve the
following outcomes:
· Increased citizen awareness and participation in source segregation, waste reduction,
reuse, recycling, and responsible waste disposal.
· Improved adoption of sustainable waste management practices among households,
institutions, commercial establishments, schools, and other stakeholders.
· Strengthened municipal capacity for planning, implementing, monitoring, and evaluating
IEC and Behaviour Change Communication (BCC) activities.
· Enhanced awareness and participation in the circular economy, promoting the
principles of Reduce, Reuse, Repair, Recover and Recycle and encouraging resource
recovery from waste.
· Increased diversion of recyclable and recoverable materials from disposal facilities
through improved segregation, collection, recycling, and resource recovery practices.
· Strengthened stakeholder engagement with citizens, Bulk Waste Generators (BWGs),
RWAs, schools, colleges, market associations, industries, NGOs, and other community
· Sustained behavioural change towards responsible waste generation, segregation,
recycling, and cleanliness through continuous IEC and BCC interventions.
· Creation of a replicable and sustainable model for public participation in urban
sanitation, solid waste management, resource efficiency, and circular economy practices.
· Improved visibility and effectiveness of municipal SWM initiatives through coordinated
communication, awareness campaigns, digital outreach, community engagement, and
regular monitoring.
· Contribution to the objectives of CITIIS 2.0 by promoting resource efficiency,
sustainable waste management, citizen participation, and transition towards a circular and
low-waste urban economy.
6. Approved IEC & BCC Action Plan
The detailed IEC & BCC Action Plan approved by the Rajkot Municipal Corporation under
the CITIIS 2.0 – RISE Project forms an integral part of this Tender Document and is
enclosed as Annexure-I. The successful bidder shall implement all IEC, BCC, Capacity
Building, Monitoring & Evaluation and Communication activities in accordance with the
approved IEC Plan, including any modifications approved by RMC during the contract
GENERAL INSTRUCTIONS
1. The cost of the bid document, i.e., tender fees will not be refunded under any

8. Tenderers shall have his registered office with a telephone. Tenderers shall furnish
the date on which the firm was established, the names of all the partners constituting
the firm with their residential addresses and experience in similar works. Tenderers
having telephones at the residence of the proprietor shall state the same in the tender.
9. Municipal Commissioner, the decision will be final and abiding to all for accepting or
rejecting the tender.
10. In case the tenderers will try to do any type of corrupt procedure like writing letters /
e- mails /phone calls / personal visits to the officers of the Municipal Corporation or
any one after prize bid open will be liable for punishment procedure.
11. As per the Bombay Stamp Rules Act 1958, Appendix 1, Article 5, the successful
bidder shall enter into an Agreement with the Corporation on Rs. 300 Stamp Paper.
12. Bidders shall submit necessary registration certificates, like GST number registration
copy & any other if required for execution of such work as per government rules
along with tender document.
13. All interested bidders are requested to meet to concern dept. HOD for understanding
of work & / or definition / meaning of any terms of tender if they want to clarify
before bidding of tender; with prior appointment.
14. Municipal Commissioner, Rajkot, reserves the right to accept or reject any or all
tenders without assigning any reason thereof. This Tender notice shall form a part of
contract document. The tenderers are advised to read carefully the “Instructions to
suppliers” and “Qualification Criteria” contained in the tender documents.

General Instruction to Bidders
1.1 INTRODUCTION
1.1.1 Municipal authorities are required to set up facilities for the disposal of Municipal
Solid Waste (MSW) in a scientific manner in accordance with the Solid Waste
Management Rules-2026. A key strategy under SBM -IEC is behavior change
communication to ensure that sanitation as an issue is mainstreamed with the
general public at large and should cover issues of open defecation, prevention of
manual scavenging, hygiene practices, proper use and maintenance of toilet
facilities (household, community or otherwise), etc., and its related health and
environmental consequences. Communication material for behavior change shall be
designed in consultation with the M/o Information and Broadcasting, M/o Health &
Family Welfare, and should be in sync with the material being used under SBM
1.1.2 Rajkot Municipal Corporation responsible for managing the implementation of
MSW projects in Rajkot which also includes Information, Education &
Communication (IEC) Program to effectively implement the municipal solid waste
management projects in Rajkot City.
1.1.3 RAJKOT SMART CITY DEVELOPMENT LIMITED (RSCDL) invites detailed
proposals (hereinafter referred to as “Proposal”) for developing and implementation
of the IEC Program for a period whole CITIIS 2.0 in Rajkot. RSCDL will select
Agency among those submitting the Request for Proposal (TENDER) in accordance
with the method of selection.
1.1.4 The Agency / Mass Media Companies are invited to submit proposals for developing
and undertaking the "IEC Program for Municipal Solid Waste Management" in
Rajkot. IEC Program will aim to generate awareness about different aspects of waste
management through communication activities with wide reach and impact. The
proposed information, education and communication campaign (IEC) plan envisages
creating awareness for the general public – the generators of the municipal solid
waste and solicit their participation in segregation of waste at source, use of waste
management facilities provided by RMC and maximizing waste recycling and waste
reuse. The plan will ensure that the public understands environmental and public
health issues if the waste is not managed in an appropriate manner.
1.1.6 Agency/ Mass Media Companies must familiarize themselves with local conditions
and take them into account in preparing their proposals.
1.1.7 Each Agency shall submit a maximum of one (1) Proposal for the Project, in
response to this TENDER. Any Agency who submits more than one Proposal, either
individually or as a part of consortia, for the Project will be disqualified and cause
the disqualification of such consortia. The Bidder shall also be responsible and shall
pay for all of the costs associated with the preparation of its Proposal and its
participation in the bidding process.
1.1.8 If any dispute arises about the contract or any terms of contract, Municipal
Commissioner shall be the sole arbitrator and his decision would be final and
binding to both the parties.
1.2 CLARIFICATION AND AMENDMENT OF TENDER DOCUMENTS
1.2.1 Agency may request a clarification on any of the point related to Tender documents
on and before Pre-Bid Meeting. Any request for clarification must be sent in writing

1.2.2 At any time before the last date of submission of proposal, RMC may, for any
reason, whether at its own initiative or in response to a clarification requested by a
Agency, modify the TENDER documents by amendment. The amendment will be
sent in writing by facsimile or electronic mail to all Agency/ Mass Media
Companies and will be binding on them. RMC may extend the deadline for the
submission of proposal at its discretion.
1.3 PREPARATION OF TENDER
1.3.1 Agency/ Mass Media Companies are requested to submit Technical and Financial
Proposal simultaneously. All the documents submitted by the Agency/ Mass Media
Companies shall have to be in English.
Technical Proposal
1.3.2 In preparing the technical proposal, Agency/ Mass Media Companies are expected
to examine the documents comprising this TENDER in detail. Deficiencies in
providing the information requested, may result in the rejection of a proposal.
1.3.3 The technical proposal should provide the following information using the Technical
Proposal Forms (Section 4.0):
Form 4B - Organization’s Relevant Experiences:
A brief description of the organization’s along with an outline of recent experience
on projects/ Program of a similar nature which have been undertaken by the Agency
in past. For each project/ Program, the outline should indicate, inter--alias, the
profiles and names of the personnel provided, duration of the project/ Program,
value of work, and agency/ Mass Media Company’s involvement. Submission of
reference letters of project/ Program completion from former clients is preferred. In
any case, the RMC reserve the right to verify the successful completion of projects/
Program in which the Agency was engaged in the past.
Form 4C - Rationale and Context of Program:
Mention the very basis for this Program i.e. IEC Program in Rajkot, the significance
of “Municipal Solid Waste Management”, the relevant issues concerns specific to
Rajkot, including background information relevant to public participation and
awareness. The "Rationale” primarily should describe why the IEC Program, and the
“Context” is about to present and discuss the relevant issues related to public
participation and awareness.
Form 4D - Program Description:
The detailed Program description to demonstrate the agency/ Mass Media Company
understanding of the Program requirements and constraints and to propose how
these would be addressed shall be submitted in Form 4D. The Program description
should include goal and objectives, approach, methodology, intervention strategies,
activity plan, monitoring and evaluation, Program outcomes, networking and
linkages, policy implications, dissemination and advocacy, collaboration for similar
projects/ Program, and sustainability. The proposal must be complete and comply
with the scope and activities specified. The objective of the write-up is to enable the
RMC to evaluate the agency/ Mass Media Company’s understanding on the Program
to be undertaken and shall not be deemed to reflect the final scope of the Program.
The Program description shall comprise, but not be limited to the following:
a) An overview of the Program showing the appreciation and understanding of the
works that are required to be carried out in attaining the objectives of the
Program including all tasks to be performed by the Agency.
b) Goal and specific Objectives for the proposed Program, which are to be

Program", what would be the intervention strategies, monitoring and
evaluation mechanism, and outcomes of the Program. The policy implications
of the Program at Rajkot, detail action plan, networking and linkages, capacity
building, etc. should be discussed besides collaboration of similar projects/
Program and sustainability of the Program.
d) A description of the activities for the Program

proposed Program within the time-frame indicated in Form 4G, activity
schedule. The proposed implementation plan must be submitted in the format
as per Form 4G indicating proposed sequence of activities, whether
independent, or in parallel to each other. The Action Plan should be in detail.
Form 4E & 4F - Details of Team Members/CVs
a) The qualification and relevant experience of the team including a list of past
and present assignments on awareness and sensitization, community
awareness, in particular to Municipal Solid Waste management and creating
an enabling environment for community-based prevention and management of
pollution, and Program of similar in nature.
b) The AGENCY/ Mass Media shall provide an organogram (organization’s
chart) for the Program team showing names, responsibilities and reporting
lines of team members including task assigned to each team member.
c) The AGENCY/ Mass Media shall ensure that the team members shown in the
chart are sufficient for effective and complete delivery of activities and shall
not change the team in this organogram unless required by the RMC.
d) The organogram shall be supplemented by description of the roles and
responsibility and degree of involvement of each team member or post

proposed Team Members by candidate and the authorized representative
submitting the proposal.
The Agency shall submit their proposed Activity Schedule matching their Program
Description in the prescribed Form 4G. The Agency may submit any additional
information they may consider most relevant to justify their capability but not being
covered in elsewhere in this TENDER.
1.3.4 The technical proposal shall not include any financial information.
Financial Proposal
1.3.5 In preparing the financial proposal, Agency/ Mass Media Companies are expected to
take into account the requirements and conditions of the TENDER documents. The
Financial Proposal should follow Sample Forms (Section 5.0). It lists detail costs
break-ups associated with the proposed Program.
1.3.6 The Technical and Financial Proposals shall remain valid for 120 days from the date
of submission of technical proposal. During this period, Agency/ Mass Media
Companies are expected to keep available the team members proposed for the
Program. The RMC will make its best effort to complete negotiations within this
period. However, if RMC request the Agency/ Mass Media Companies to extend the
validity period of their proposal, the Agency will have the right to extend it without
financial conditions.
1.3.7 The price escalation or variation clause will not be accepted
1.4 SUBMISSION, RECEIPT, AND OPENING OF TECHNICAL AND
FINANCIAL PROPOSALS
1.4.1 The original proposals shall be prepared in indelible ink. It shall contain no
interlineations or overwriting, except as necessary to correct errors made by the
Agency itself. Any such corrections must be initiated by the person or persons who
sign(s) the proposals.
1.4.2 An authorized representative of the Agency initials all pages of the technical and
financial proposals. The representative's authorization is confirmed by a written
document accompanying the proposals.
1.4.3 The Agency shall prepare one (1) original and one (1) copy of the Technical
Proposal, clearly marked “ORIGINAL” and “COPY” respectively. In the event of
any discrepancy between the original and the copy, the original shall prevail. The
Financial Proposal shall be in one (1) ORIGINAL only.
1.4.4 The Agency is required to submit Technical Proposal simultaneously by __th

1.4.6 The Envelope containing the technical proposals shall be opened immediately as
possible by RMC, after the closing time for submission of proposals.
1.5 AWARD OF PROGRAMME
1.5.1 The Agency is expected to commence the Program within one month of the award

awards shall not be disclosed to the Agency/ Mass Media Companies who
submitted the proposals or to other persons not officially concerned with the
process, until the award of Program is notified to the successful Agency.
1.7 PAYMENT TERMS
1.7.1 No advance payments shall be made for any of the project given the successful

1.1 Bill and Penalty
The IEC campaign shall be implemented within the municipal limits of Rajkot Municipal
Corporation (RMC) as per the approved IEC Plan, scope of work, activity schedule,
frequency, target groups, locations and timelines prescribed by RMC.
The successful Agency shall execute all IEC activities strictly in accordance with the
approved IEC Plan and the Program schedule communicated/approved by RMC from time to
The Agency shall submit its bill on a monthly basis for the IEC activities actually completed
during the respective month. The bill shall be supported by all required documentary
evidence, including activity reports, photographs, geo-tagged photographs wherever required,
attendance/participation records, campaign material, media/communication reports and other
evidence as prescribed by RMC.
The monthly bill shall be payable only after verification and certification by the designated
RMC officer regarding satisfactory completion of the activities as per the approved IEC Plan
and applicable timelines.
In case the Agency fails to execute the activities as per the approved IEC Plan, prescribed
frequency, program distribution, scope of work, or timelines, a penalty equivalent to 5% of
the total monthly bill value shall be imposed for each instance of non-compliance, subject to
a maximum cumulative penalty of 10% of the total contract value during the contract
RMC shall have the right to deduct the applicable penalty from the monthly bill(s),
security deposit/performance security, or any other amount payable to the Agency.
Repeated or continued failure to comply with the approved IEC Plan and timelines may be
treated as a material breach of the contract and may attract further action, including
termination of the contract, as per the terms and conditions of the tender.
1.2 TARGET SEGMENT
The target segments for the IEC and Behaviour Change Communication (BCC) campaign
shall include all key stakeholders involved in solid waste management, including waste
generators and waste collection personnel. The target segments shall include, but not be

• Bulk Waste Generators (BWGs)
• Schools, colleges, and educational institutions
• Residential Welfare Associations (RWAs) and community groups
• Markets, shops, hotels, restaurants, and other commercial establishments
• Waste collection and sanitation personnel, including Safai Karmacharis, waste loaders,
drivers, and other field staff
• Waste pickers and informal waste workers
• Municipal officers, engineers, supervisors, and other SWM personnel
• Industries and other large waste-generating establishments
• NGOs, community-based organizations, and other relevant stakeholders
The IEC campaign shall adopt stakeholder-specific communication and engagement
strategies to promote source segregation, responsible waste disposal, recycling, resource
recovery, circular economy practices, and sustained behavioural change.
1.3 TEAM MEMBERS
The Program requires the AGENCY/ Mass Media to provide qualified and relevant
experienced team members. The desirable qualification of the team members could be Post
Graduate/ Graduate in Social Work/ Social Sciences/ Development Management/ Mass
Media or any other related discipline. The relevant experience of the team members could
include awareness and sensitization, community awareness, in particular to Municipal Solid
Waste Management and creating an enabling environment for community based prevention
and management of pollution and Program of similar in nature.
The Agency needs to submit organogram with CVs of key professionals to be deployed for
the project, details of support staff along with deployment schedule.
1.4 CO-ORDINATIONWITH RMC
The basic mechanism for monitoring the Program would be through monthly status reports as
well as field visits, in which the month's activities, accomplishments, administrative issues,
and constraints faced and co-up with and suggestions would be described. Quarterly meetings
with the Agency would likely be sufficient in this case, attended by the authorized
representative of Agency and RMC. At these meetings, at thorough discussion of progress
and variances would take place.
1.5 PERFORMANCESECURITY
“The successful agency shall be required to submit a Performance Security a bank
guarantee or FDR @5% of the sanctioned amount that the successful bidder must provide

Rajkot – 360001, hereinafter referred to as “RMC”, which expression shall, unless repugnant
to the context or meaning thereof include its administrators, successors or assigns.
A. By the Contract Agreement (“the Contract Agreement”) being entered into between
RMC and , a company incorporated under the Companies
Act, 1956, having its registered office at , (“the Agency r”),
the Agency is developing and implementing information Education and
Communication (hereinafter called IEC) Program in Rajkot city (herein after referred
to as “the project”).
B. In terms of Article 3.9 of the Contract Agreement, the Agency is required to furnish to
RMC, an unconditional and irrevocable bank guarantee for an Agreement of
Rs………………… (Rupees…………...only) as security for due and punctual
performance/discharge of its obligations under the Contract Agreement, relating to
completion of the project.
C. At the request of the Agency, the Guarantor has agreed to provide bank guarantee,
being these presents guaranteeing the due and punctual performance/discharge by the
Agency of its obligations relating to the Project.
NOW THEREFORE THIS DEED WITNESSETH AS FOLLOWS:
1. Capitalized terms used herein but not defined shall have the meaning assigned to them
respectively in the Contract Agreement.

referred to as “agency / Mass media company/ Consortium” as the context may require.
2. The Guarantor hereby irrevocably guarantees the due and punctual performance by

relating to the Procurement and in connection with final delivery by the Agency in
accordance with the Contract Agreement.
3. The Guarantor shall, without demur, pay to RMC sums not exceeding in aggregate
Rs……………………. - (Rupees…………. only), within five (5) calendar days of
receipt of a written demand therefor from RMC stating that the Company has failed to
meet its obligations under the Contract Agreement. The Guarantor shall not go into
the veracity of any breach or failure on the part of the Agency or validity of demand
so made by RMC and shall pay the agreement specified in the demand
notwithstanding any direction to the contrary given or any dispute whatsoever raised
by the Agency or any other Person. The Guarantor’s obligations hereunder shall
subsist until all such demands are duly met and discharged in accordance with the
provisions hereof.
4. In order to give effect to this Guarantee, RMC shall be entitled to treat the Guarantor
as the principal debtor. The obligations of the Guarantor shall not be affected by any
variations in the terms and conditions of the Contract Agreement or other documents
or by the extension of time for performance granted to the Agency or
postponement/non exercise/ delayed exercise of any of its rights by RMC or any
indulgence shown by RMC to the Agency and the Guarantor shall not be relieved
from its obligations under this Guarantee on account of any such variation, extension,
postponement, non-exercise, delayed exercise of any of its rights by RMC or any
indulgence shown by RMC, provided nothing contained herein shall enlarge the
Guarantor’s obligation hereunder.
5. This Guarantee shall be irrevocable and shall remain in full force and effect until
unless discharged/ released earlier by RMC in accordance with the provisions
of the Contract Agreement. The Guarantor’s liability in aggregate be limited to a sum
of Rs……………. (Rupees ................ only).
6. This Guarantee shall not be affected by any change in the constitution or winding up
of the Agency/the Guarantor or any absorption, merger or amalgamation of the
agency / the Guarantor with any other Person.

implementing various urban sanitation, solid waste management, and environmental
improvement initiatives under the CITIIS 2.0.
The Second Party is engaged in providing IEC (Information, Education & Communication)
and capacity-building services relevant to the objectives of Rajkot Municipal Corporation and
has been selected through the tendering process for implementing the said project.
1. Purpose of the Agreement
This Agreement defines the terms and conditions under which the Second Party shall
undertake the Development and Implementation of IEC & Capacity Building Program
under CITIIS 2.0 for Rajkot city. The objective is to strengthen public awareness, promote
behavioral change, and ensure citizen participation.
2. Obligations of the Second Party
The Second Party shall:
a) Undertake all IEC and capacity-building activities as per the Scope of Work,
Deliverables, and Specifications outlined in Tender Notice No. [Insert Tender

b) Execute the work as per the timelines, quality standards, and instructions issued by the
Solid Waste Management Department, RMC.
c) Maintain proper documentation, reports, photographs, and digital records of activities
