Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & MaxRs.7500/-) soon after contract has been issued to bidder.

Royalty Charges will be Deducted in every bill of contract as per rules

Conditional tenders will not be accepted.

Financial year will be reckoned as the period between first day of April and thirty first day of March of succeeding year(Both Days inclusive)

As per Karnataka State Government Order LD/300/LET /2006 Bangalore dated 01.01.2007 and Government Letter NoPW/134/BMS/2007 dated27.07.2007, a sum Amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund.

The Tenderer shall scan the Original Ownership Documents/ Lease/ Hire committment Agreement for the Machinery andattach the scanned file to the Bid. The Original Documents shall be produced at the time of opening of technical Bids for physical verification

The Employer reserves the right to Reject any or all Tenders without assigning any reason

Tenderer shall note that the Tenders of those found Eligible as mentioned in Clause 3 - Qualification of the Tenderer in Section 2: Instructions to Tenderers (ITT), will only be considered for evaluation.

All materials required for the work, shall be procured by the Tenderer himself and should be got tested by the quality control authorities at his own cost before use on work

The KPWD Code, KTTP Act/Rules ,Delegation of Powers and other Government Orders issued by the Government from time to time will apply

Tenderer shall obtain the work done certificate in the prescribed Format from the competent authority not below the rank of Executive Engineer (District Level Officer) and scan the original certificates and attach the scanned file to the tender. The original certificate shall be produced at the time of opening of Technical Bids for physical verification.

The Item Rates quoted shall include cost of Royalty charges on constructive materials & other taxes as per the rates prevailing Government Orders at the time of Agreement and including cost and conveyance of all materials, curing, loading and unloading with all leads and lifts, labour, hire charges of machinery & equipment etc., complete and all incidental charges. All the items shall be executed as directed by the Engineer- in-charge of the work.

The tenderer shall note that the scanned Documents can also be uploaded in the tasks created under Document/Evidence Required from the Bidder.

WHEN THE CONTRACT MANAGEMENT BECOMES OPERATIONAL THE BIDDER SHALL PAY AN AMOUNT EQUIVALENT TOTHE TENDER PROCESSING FEE

The contractor shall furnish an affidavit stating that the exiting commitments, Furnished are true & if found false action may be taken as per Rules.

Any dispute or difference or claim arising out of, or in connection with, or relating to the present contract or the breach, termination or invalidity thereof shall be referred and settled under the Arbitration Centre - Karnataka (Domestic &International) Rules 2012, by one or more arbitrators appointed in accordance with its rules

Defect and liability period 1 (One) years from date of completion of this work

Financial turnover of previous years shall be given a weight of 10% per year to bring them to the price level of the 2025-26 in the Technical Qualification Criteria mentioned in the next section.

The period for completion of work is 03 (Three) months including the monsoon season.

Qualification and experience of the key technical and Management personnel in permanent employment with the Tendererand those that are proposed to be deployed on this work, if work is awarded.

The proposed methodology and program of construction, backed with equipment planning and deployment, duly supported with broad calculations and quality control procedures proposed to be adopted, justifying their capability of execution and completion of the work as per technical specifications within the stipulated period of completion.

Contractor will be dis-qualified if, Record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures etc.

Contractor will be dis-qualified and blocklisted if, Participated in the previous Tender for the same work and had quoted unreason ablyhigh tender prices and could not furnish rational justification.

The additional Performance Security for unbalanced bids of Contract is repaid to the Contractor when the construction work is complete.

Security deposit deducted from each bill will be returned to the contractor after the completion of work, and Performance Security Deposit (Submitted during LOA) will be return after the DLP period i.e., one year after completion.

Conditional LOC (Line of Credit) not allowed

Field Lab / Mobile Lab is compulsory for above 1 crore road works
