15 Defect &Liability Period The contractor shall be responcible to make good and
remedy at this own exppence any defect which may
developed or may be noticed before the period mentioned
here under from the certified date of complition, The within
15 days of recipts of the notice. In the case of failure on the
part of the contractor,the Engineer incharge may rectfy or
remove or reexecute the work at the risk & cost of the
contractore. The Engineer incharge shall be entitled to
appropriate the whole or any part of the amount of cicurity
deposit towrdes they expences, If any ,incurred by him in
rectification , removal or re- execution. The defect liability
period shall be as under (a) for all works costing up to Rs.
50,000 (amount put to tender ), the period shall be three
months from the cirtified date of complition . (b) for all
workscosting more than Rs. 50,000 and upto Rs. 1 crore
(Amount put to tender) ,the period shall be six (6) month
from the cirtified date of compition or one monsoon , which
ever letter.(c) the major project costing more than Rs.
crore,the period shall be 12 months from the cirtified date of
complition which should include one monsoon.(d) For
building works , the period specified in (a) ,(b) & (c) above
or elapse of monsoon period following cirtifide date of
complition.,whichever is letter . For the purpose of deciding
the monsoon period , the 30 september may be treated as the

Any bid not accompanied by an acceptable Bid Security shall be rejected by the
Employer as non-responsive.
Any bid having bid security for lesser value and shorter validity period shall be
treated as non-responsive.
(a) The bid security of the unsuccessful bidders, except for L1, L2 and L3
bidders will be returned as promptly as possible.
(b) The bid security of the successful bidder, along with second and third
tenders, will be returned when the successful bidder has furnished the
required security deposit and signed the agreement.
The Bid Security of the Successful Bidder will be discharged when the bidder has
signed the Agreement and furnished the required security deposit.
The Bid Security shall be forfeited,
a) if the Bidder withdraws the Bid after Bid opening during the period of Bid
b) in the case of a successful Bidder, if the Bidder fails within the specified time
(i) sign the Agreement; or
(ii) Furnish the required security deposit.
(iii) commence the work after signing the agreement within 15 days
No interest shall be paid by the owner on any tender guarantee. The issuing
branch of the bank guarantee shall be of Ahmedabad City only.
Bank Guarantee for Earnest Money Deposit should be executed on non-judicial
Stamp papers of requisite value in accordance with the stamp Act applicable to
that particular state of Indian Union, where executed.
18.10 The executing officers of the bank Guarantee for Earnest Money Bid Security
shall clearly indicate in (block letters) his name, designation, Power of Attorney

18.11 Each page of the bank guarantee for Earnest Money Deposit shall be duly

General terms & conditions
1. Tenderer should be registered in PWD/ in Govt. R&B /CPWD / AMC or equivalent
registration with any other state Govt. or institutions. Copy of registration should be
attached with tender document. Tenderer who was not registred in AMC must be get
registred in panel of approved AMC contractor.
2. A booklet of FORM B-1 of Gujarat State Roads & Building Department / Water
Resources Department with the correction slips made up to 15-08-1999 may be referred.

In recording dimensions of work, the sequence of length, width and height (Depth) or
thickness shall be followed.
7. Definite particulars covered in the items of work, though not mentioned or elucidate in
its specifications shall be deemed to be included therein.
8. Approval of the samples of various materials given by the Engineer in charge or AMC's
Consultant shall not absolve the contractor from the responsibility of replacing defective
materials brought on site or materials used in the work found defective at a later date.
The contractor shall have no claim to any payment or compensation whatsoever on
account of any such materials being rejected by the Engineer in charge.
9. The contractor’s rate for the item of work shall be for the work completed in all respect.
10. All materials including those of electrical shall be got approved by the Engineer in
charge/ Architect before using them in the work.
11. Materials as and when rejected by the Engineer in charge or AMC's Consultant shall be
removed from the site of work within 24 hours.
12. All work shall be carried out in a manner as per standard engineering practice.
13. All tools, templates, machinery and equipment for correct execution of the work as well
as for checking lines, levels, alignment of the works & all precautionary measures
during execution shall have to be kept in sufficient numbers and in good working
condition at the site of the work. All excavated trench shall be kept covered with
barricade and caution tap.
14. Special modes of the construction not adopted in general Engineering practice, if
proposed to be adopted by the contractor shall be considered only if the contractor
provided satisfactory evidence that such special mode of construction and completion of
work to the required strength and quality. Acceptance of the same by the Engineer in
charge shall not however, absolve the contractor from the responsibility of any adverse
effect and concordance of adopting the same in the course of exaction or completion of
15. The contractor shall be responsible for observing the rules and regulation imposed under
the "Minor Mineral Act", and such other laws and rules prescribed by the Government
from time to time.
16. All necessary safety measures and precautions (incl. those laid down in the various
relevant Indian Standard) shall be taken to engrave the safety of men, materials and
machinery on the work and also of the work itself.
17. Quantity measured in the tender is approximate. It may increase or decrease looking to
the quantum of actual work for which no any claim shall be entertained by A.M.C.
18. Contractor shall have to execute extra item if required or as per need of AMC.
19. The work in general shall be carried out as per standard specifications of the relevant
items to be executed & as per the instruction of Engineer in charge & as per the
guidance of AMC's Consultant for this project.
20. The general terms & conditions of the contract shall be applicable & shall be binding on
the contractor. The contract agreement shall have to be executed between AMC & the
agency to which work is awarded for execution.
21. For Tender amounting below 10 lakh LOI shall be issues within 3 days after received of
sanctioned tender and resolution.Within 10 days contractor has to submit SD and after
reciveing SD Work order shall be issue to contractor and the time limit shall be start
from the date of issue of the written work order to the contractor.
For Tender amounting above 10 lakh LOI shall be issues within 3 days after received
of sanctioned tender and resolution .Within 15 days contractor has to submit SD and
after reciveing SD work order shall be issue to contractor and the time limit shall be start

Security Deposit of 5% of sanctioned tender amount shall be deposited by pay order
/ demand draft / cheque or Bank Guarntee of nationalized bank/scheduled bank only.
Contractor shall have to sign contract paper with AMC.The contractor shall be fined
4% of interest per year for delay in submission of S.D and shall be deducted from
contractor’s bill.
22. In case of any ambiguity in specifications mentioned in this tender, the interpretation
given by Additional City Engineer /Dy.M.C of A.M.C. will be final and binding to the

specification and the Engineer -in-charge shall make such corrections and interpretations

28. Water Supply: The contractor shall arrange at his own cost, a suitable supply of piped
water for the construction of the works and provide a satisfactory supply of potable
water for drinking, washing, sanitation and cleaning down. The contractor will be
responsible for all the costs where applicable of connection, meter installation, water
consumed, water required for testing purposes, disconnection and the laying,
maintenances and ultimate removal of any distribution system around the site.
29. Electricity: Electric supply will be made available at the site by the Contractor and the
contractor must make his own arrangements with the Corporation and Electricity Supply
Authorities and with other contractors to connect and to take a supply from such
services, paying all costs in connection therewith.
The Contractor shall be entitled to use supply Electricity as may be available on the site
for purpose of the work and shall pay such charges as is fixed by the appropriate supply
In case there is any delay in supply of power site of any interruption or fault in the
power during the work. No compensation shall be paid for idle labor staff, machineries
and for use of diesel operating sets etc. as the case may be.
30. Tenders shall submit all the valid/certified documents in support of their
initial/eligibility criteria mentioned above along with the bid. They shall have also to
submit the income tax clearance certificate and solvency certificate.
31. No advance such as secured advance machinery advance, mobilization advance or
materials advance will be given.
32. The contractor shall get the electrical works executed through the authorized
Government approved licensed electrical person or firm in appropriate category in
accordance to contractual provisions.
33. The electrical works shall be carried out strictly in accordance with the directives issued
by Engineer in charge.
34. Contractors shall not have any dispute or claim for any kind of compensations
(i) If the quantity stipulated in the tender items varies or the scope of work changes
& thereby total amount of work increases/ decreases.

35. In case of any dispute, decision of Municipal Commissioner shall be final and binding

36. Tenders which do not fulfill all or any of conditions or are submitted incomplete in any
respect will be rejected. Municipal Commissioner reserves the right to increase/decrease
the scope of work. No any claim to that effect shall be entertained. The Municipal
Commissioner also reserves the right to reject any or all the tenders without assigning
any reason thereof.

GENERAL SPECIFICATION
Time limit for the work shall be Twelve (12) months after the order to start the works.
Progress of work should be in proportion to time limit. The details of reinforcement of R.C.C.
work shall be as per design and instructions of Add. City Engineer and his order will be
considered final.
The contractor shall have to maintain account of steel, cement and other materials that
may be brought by him on site. This account shall be regularly maintained and kept open for
inspection by Municipal Staff. Watering of all the items shall be as per instructions otherwise
no payment shall be made to contractors. Mixing of concrete shall be done by concrete mixer
machine. Arrangements of binding vibrator for R.C.C. works if required shall have to be made
by the contractor.
The contractor shall be remain responsible for Workmen’s compensation if any accident.
The contractor shall arrange for barricading at night and arrangement of Pagi at night to direct
the traffic. He shall be responsible for any damage to public. If any incident happen, during the
execution of work. In case of dispute for unseen or overlooked items the decision of the Dy.
City Engineer shall be final. The contractor shall have to give site clean of all rubbish during
the work and at the time of completion of work and hand over the site with final finishing of
the work as directed. All the rejected materials shall be removed from site within 24 hours by
contractor at this risk and cost. Debris shall have to cart daily from site.
For mixing mortar either for masonry or for plaster or for any other purpose contractor shall
have to prepare through of bigger size and mix the mortar in the required proportion. In on case
he shall be allowed to mix the mortar either on floor or any finished surfaces. The contractor
shall have to make his own arrangement for water required for the work.
If any extra item crops up during the progress of work the same shall be carried out by the
contractor and he shall be paid at the rate fixed by Add.C.E. as per the rate analysis based on
latest SOR or if item is not available in SOR than based on current market rates. In case of
extra item decision of Add. City Engg. shall remain final regarding rate.
If in the interest of the Corporation it is necessary to change either any site or the design of the
propose work the contractor shall carry out the same at his quoted rates without charges any
extra and the contractor will have to carry out the works and he will be paid at the rate quoted
by him. No claim for extra rate for subsequent changes in site and design is entertained.
The cubical contents of the cement bag shall be taken as 1-20 cft. Per bag and the contractors
shall have to prepare the measures boxes according to this measure.
Octroi exemption passes shall not be given for any materials required for the work. Contractor
will be fully responsible for compliance of the various provisions under contract Act. 1970 and
the Rules framed the to under.
The tender for the work shall remain open for a period (120) days from the date of opening of
the tenders for this work and that the tenderer shall not be allowed to withdraw on modify the
offer on his own during the period. If any tenderer withdraw or makes any modifications or
addition in the terms and conditions of his tender not acceptable to the Municipal Corporation
the Municipal Corporation shall without prejudice to any right or remedy be at liberty to forfeit
in full the said earnest money and black list the contractor.
If work is not started within specified time limit the penalty as per rule & tender condition
delay of start shall be recovered separately from the immediate bills payable to the contractor.
Contractor has to make his own arrangement for procurement of steel and cement.
Contractors should note the following conditions carefully:-

This Specification covers the requirements for collecting from Municipal Stores or contractor’s stack yard transportation of cast to work sites lying jointing
and field testing of cast iron pipes and fittings for the water distribution Network.
APPLICABLE CODES:
Various operations such as transport to work sites lowering in trenches laying jointing and
field testing of cast iron pipes and fittings shall comply with all currently applicable standards.
In all cases the latest revision of the standards shall be referred to. If requirements of this
specification conflict with the requirements of the standards this specification shall grove.

CARTING AND HANDLING:
Cast iron pipes fittings (specials) and valves with tail pieces shall be transported from the
Municipal Stores or contractor’s stack yard to the work sites at places along the alignment of
pipeline as directed by Owner /Engineer. The Contractor shall be responsible for the safety of
pipes fitting and vales with tail pieces in transit loading/unloading. Every care shall be
exercised in handling pipes and fittings to avoid damage. While unloading the pipes and fittings
shall with steadying ropes of by any other means. Padding shall be provided between coated
pipes fittings and skids to avoid damage to the coating Suitable gape between pipes should be
lift at intervals in order to permit access from one side to the other. In case of spigot socket
pipes care should be taken regarding orientations pipes while unloading. As far as possible
pipes shall be ulna added on one side of the stretch only. The pipes shall be checked for any
visible damage (such as broken edges cracking or spelling of pipe) while undo adding and shall
be sorted out for reclamation any pipe which shows sufficient damage to preclude it from being
used shall be discarded shall be prohibited. Necessary warning boards and lamps should be
provided in front and side of pipes to avoid any accident. Pipes should be stacked with
sufficient packing to prevent rolling of the same. Contractor will be fully responsible for any
accident due to pipes or other materials stacked on site of yard. Contractor will be fully
responsible for any legal formalities arising due to such accident and all legal charges there of
shall be paid by contractor of will be recovered from his running bill of the same or other AMC
Each stack of pipes shall contain only pipes of same class and size, with consignment or batch
number marked on it with particulars of supplies wherever possible storage shall be done on
film level and clan ground and wedges shall be provided at the bottom layer to keep the stack
stable. The stack shall be in pyramid shape or the laid lengthwise and crosswise in altimeter
layers. The pyramid stack shall be made for smaller diameter pipes for conserving space in
storing them. The height of the stock shall not exceed 1.5m. Fitting and sluice valves with tail
pieces shall be stacked under cover and separated from pipes. Rubber rings shall be stored in
clean cool store away from windows boiler electrical equipment and petrol oils or other
chemicals particularly in the field where the rubber nods are being used it is desirable that they
are left out on the ground in the sun or overmuch under heavy frost of snow conditions.
LAYING - GENERAL
The Contractor shall visit the before tendering and get himself acquainted site condition and the
regulations regarding the laying of pipes in congested areas heavy traffics areas etc. The
successful bidder shall take the necessary permission and clearance of all the authorities like dip
ardent of ads traffic water supply and the drainage electricity broad telephone comp any etc.
Wherever necessary.
Road reinstatement shall not be included in back filling unless specified.
To protect person from injury and to avoid damage to property adequate barricades construction
signs red lanterns and guards as required shall be placed and mainlined during the progress of
the construction work and unit it is safe for the traffics to use the roadways. The relevant Indian
standards and the rules and regulations of the local authorities in regarded to safety provisions
shall be observed.
General lighting for works site, warning lights, sign boards, fencing etc. shall be provided by
contractor at his own cost.
Suitable fencing shall be provided along the sides of trenches and pits. The post of the fencing
shall be of timber securely fixed in the ground not more then 3m.apart and they shall be less
than 75 mm in diameter of less than 1.2 m above the surface of the ground. There shall be two
rails. One near the top of the post and the other about 450 mm. above the ground and each shall
be from 50mmto 70mm in diameter and sufficiently long to run from post to post which they
shall be bound with strong rope. The method of projecting rails beyond the posts and tying them
together where they meet will not be allowed on any account. All along the edges of the
excavated trenches a bank of earth about 1.2. m high shall be formed as required by the
Owner/Engineer for further protection. The above work shall not be paid for separately and the
contractor shall take into account the costs of such works and quote accordingly.
Whole work shall do within 24 hrs. By parts or whole work so that water supply from AMC
shall not be disturbed.
The excavation in the foundation shall be carried out in true and level and shall have the
width and depth as required and as directed. The Contractor shall provide necessary slopes to a
safe angle or steps as required or directed at his own cost No extra payment shall be made for
such precautionary measures taken. The bottom of the excavated area shall be leveled both
longitudinally and transversely as directed by removing excess soil and watering as required.
No earth filling will be allowed for bringing it to level if by mistake or any other reason
excavation is made deeper or wider than as directed. The extra depth or width shall be made up
with concrete of the same proportion as specified for the foundation concrete at the cost of the
contractor. The excavation up to any required depth shall be carried out under this item as
required and directed by engineer in charge.
Surface Excavation for Road Work:
Excavation exceeding 1.5 mm in width and 10 sq mm on plan but not exceeding 30 cm in depth
in all kinds of soil which are specified shall be as treated as surface excavation.
Excavation in trenches for service lines- Water supply and Drainage:
Excavation in trenches shall be carried out in any material encountered on the site to enable the
service lines to be laid to the lines and levels shown and as directed. Excavation shall be made
with adequate and stable side slopes or shoring strutting if necessary. The contractor shall
provide all measures to protect adjoining properties service limes etc. The contractor shall take
necessary action to keep excavation free from water.
Trenches shall be wide enough to provide sufficient space for joining and inspection. The
trench bed shall be trimmed and rammed with sprinkling of sand or murmur so that the pipes
when laid to the required levels and gradients shall be no the bottom fully supported along the
entire length of the pipe. The trench shall be deepened and widened locally to receive the
sockets and to permit the joint to be made and inspected.
Before excavation is started rails shall be erected at convenient places and at all changes of
direction and gradients at a definite and as far as practicable uniform height above the proposed
invert level of the pipes the center lime being clearly marked on each horizontal rail. The depth
of excavation and level of the pipe invert shall be checked by means of benching road of
appropriate lengths.
Disposal of the Excavated Stuff:
The excavated stuff of the selected type shall be used for filling the trenches and plinth or
leveling the ground in layers including ramming and watering etc. complete. The Contractor
shall remove the balance of the excavated from the site of work to a place as directed within a
lead unto 50mm and for all lift.
Filing of Trenches:
As soon as the work in foundation has been completed and measured the sides of foundation
shall be cleared of all dedans brick bats mortar dropping etc. and filled with earth in layers not
exceeding 15 cm each layer shall be adequately watered rammed well and consolidated before
the succeeding layer is laid. The earth shall be rammed with iron rammers where feasible and
with the butt ends in layer of crowbars where rammer cannot be used. The plinth shall be
similarly filled with earth in layers not exceeding 15 cm adequately watered and consolidated
by ramming with iron or wooden rammers. When filling reaches finished level the surface shall
be flooded with water for at least 24 hours and allowed to dry and then rammed and
consolidated. The finished level of filing shall be kept to shape and gradient intended to receive
any floor finish. The excavated stuff of the selected type only shall be allowed to be used for
filling the trenches and plinths. Under no circumstances black cotton soil shall be used for
filling the plinths.
FILLING MATERIALS:
Filling materials may be either excavated stuff of selected materials brought from outside.
Excavated stuff or selected earth to be used shall be cleared of all rubbish large size stones brick
bats etc. complete and big clods shall be broken down to a size of 50 mm or less. The selected
soil and or murmur or any other materials shall be got approved before filling.
Refilling shall be done in a systematic manner by the contractor before refilling starts, the
contractor shall get checked the trenches ready for refilling.
The space between foundation masonry concrete pipe line and the sides of excavation and/or
bottom of found at ion shall be refilled to the original surface or up to plinth level with earth or
selected materials in layers of 15 cm to 20 cm each well watered and rammed.
Each layer shall be watered and compacted with heavy rammer before the upper layer is laid till
the final level is reached to form a thoroughly compacted base.
Refilling on top of pipe shall be carried out carefully with selected soft stuff out of the
excavated stuff. The refilling shall be raised about 5 cams. For subsequent settlements.
The contractor shall be responsible for any settlement during passage of time of during
monsoon and the same shall be refilled with stuff brought from the out side if necessary.
The process of refilling brunches in plinth watering ramming shall be carried out in such a way
as not to danger to pipe line for foundation footing plinth well etc. already laid or built up.
If watering is not done by contractor with its own arrange meant watering charges at 20% of
this item rate shall be deducted from the bill against this item.
The rubber ring shall be stored in a cool dark dry and dust free environment The storage shall
not be exposed to direct sunlight or any heat radiating appliance. The rings shall not be allowed
to come in contact with any fuels and shall be stored free of tension.
Rubber rings shall be clearly labeled in bundles to indicate the type of ring. The size of pipes
for which they are to be used the manufacturer’s name or trademark and the month and the year
of manufacture.
The rings shall comply with IS 5382 regarding their material finish tolerance in dimension and
physical requirement.
The rubber rings shall be such that they shall not show any signs of deterioration for any reason
during the contract period plus the defects liability period, Entire expenses associated with
correcting defects in this regard including replacement of rubber rings shall be fully borne by
the contractor.
In jointing cast iron spigot and socket pipes and fitting with tycoon flexible joints the contractor
shall take into account the manufacturer’s recommendations as to the methods and equipment to
be used in assembling the joints. In particular the contractor shall ensure that the spigot end of
the pipe to be jointed is smooth and has been properly chamfered that the rubber ring as per IS
5382 is correctly positioned in the socket and that the two pipes are accurately in line, before
the joint is maid. The rubber rings and any recommended lubricant shall be obtained only
through the pipe supplier or as directed by the Engineer.
LEAD CAULKING JOINTS
The jointing shall be done with molten lead and spun yam. Pin lead shall be of uniform quality
clean and free from foreign materials. It shall be of uniform softness capable of being easily
caulked or driven. It shall conform to IS: 782 Spun yarn shall be of clean hemp and of good
quality. It shall conform to IS: 6587 Its quantity shall be as follows.

Lead shall be heated in a melting pot kept in easy reach of the joint to be poured so that the molten metal will not be chilled in being carried from the
melting pot to the joint and shall be brought to a proper temperature so that when stirred it will show a rapid change of color. Before pouring all
scum shall be removed. Each joint shall be made with one continuous pour filling of the entire joint space with solid lead. Spongy or
imperfectly filled joints shall be bunt out and repaired.
The joint runner shall fit snugly against the face of the socket and the outside of the pipe shall be
dammed with clay to from a pouring lip to provide for filling the joint flush with the face and to
the top of the socket.
The jointed is done by first caulking in spun yam, then filling the remainder of the joint space by
running in molten lead, taking care that no dross enters the joint and then thoroughly caulking
the lead. The spun yam shall be used to center the spigot in the socket and to prevent the flow of
molten lead into the bore of the pipe.
After the lead has been run into the joint the lead shall be thoroughly caulked. Caulking of joints shall
be done after a convenient length of the pipes has been laid and leaded. The leading ring shall
first be removed and any lead outside the socket shall be removed with a flat chisel and then
joint caulked removed with a flat chisel and then the joint caulked around three times with
caulking tools of increasing thickness and hammer of 2 kg. Weight Lead run joints shall be
preferably finished 3 mm behind the socket face. The joints shall not be covered till the pipe
line has been tested under specified hydrostatic test pressure, though the rest of the pipe line
should be covered up to prevent expansion and contraction due to variation in temperature.

FORM 3 - FORM OF AGREEMENT
THIS AGREEMENT made the ____ day of _______, 200_ between Ahmedabad Municipal
Corporation ………………..(here in after called “the Employer”) of the one part and

the other part.
WHEREAS the Employer is desirous that certain works should be executed by the Contractor,

contractor for the execution and completion of such works and the remedying of any defects

NOW THIS AGREEMENT WITNESSETH as follows:
1. In this Agreement, words and expressions shall have the same meanings as are respectively
assigned to them in the Conditions of Contract hereinafter referred to.
2. The following documents shall be deemed to form and be read and construed as part of
this Agreement, viz.:
a) the Letter of Acceptance;
b) the General Conditions
c) The Financial Condition
d) the Technical Specifications;
e) the Priced Bill of Quantities; and
f) other documents forming part of the contract.
3. In consideration of the payments to be made by the Employer to the Contractor as here in
after mentioned, the Contractor hereby covenants with the Employer to execute and complete
the Works and remedy any defects therein in conformity in all respects with the provisions of
4. The Employer hereby covenants to pay the Contractor in consideration of the execution and
completion of the Works and the remedying of defects therein the Contract Price or such other
sum as may become payable under the provisions of the Contract at the times and in the manner
prescribed by the Contract. IN WITNESS whereof the parties hereto have caused this
