1. Procedure for Submission of Tender

a).The Bidder should quote the price bid in e- tender form before last date of online submission as per N.I.T

and all other details as asked in the tender.

b).The bidder shall submit the following Tender documents physically in hard copy in two separate

envelope (marked as “original” and other marked as “Duplicate”) in schedule time by RPAD/ Speed Post/

Hand Delivery in duplicate. This envelope shall be sealed in an outer envelope. The Bid envelopes shall

2. Assessment of Submission

2.1The Employer will open the physically submitted document of all the bids received for the package

(except those received late) containing the sealed Tender volume and other enclosures then announce

the names of bidders in the presence of bidders or their representatives who choose to attend on the date

and time mentioned in the IFB. In the event of specified date of bid opening being declared as a holiday

for the Employer, the Tender will be opened at the appointed time and location on the next working

2.2 In Physical submission, Bidders detailed and tender fee, E.M.D. shall be opened first. The Employer at

the opening will announce bidder’s names, , the presence/or absence of EMD, the amount and validity

of EMD furnished with each bid, is valid registration and such other details, as the Employer may

consider appropriate.

2.3 The Employer will determine whether the bid is accompanied by the required EMD.

2.4 If the EMD furnished does not conform to the amount and validity period as specified in the Invitation

for Bid and has not been furnished in the form, the bid shall be rejected by the Employer as non-

responsive and the Tender volume will be returned to the bidder.

2.5 Subject to confirmation of the EMD by the issuing bank, the Tender volume accompanied with valid

EMD will be taken up for further evaluation. In case, the Bank does not confirm the EMD, the bid shall

be rejected as non-responsive and no further evaluation carried out.

2.6 The tender volume will further be examined to determine whether the bid has been properly signed,

meets the eligibility and qualification criteria, has the required available bid capacity, is accompanied

by the requisite certificates, undertaking and other relevant information specified in the bid documents

and is substantially responsive to the requirement of the bidding documents and provides any

clarification for ascertaining the correctness of the information/details.

2.7 The Employer shall prepare besides the record of bid opening, minutes of the Bid opening, including

the information disclosed to those present in accordance with Sub Clause 3.2 thereof.

2.8 The bidders or their representatives who are present shall sign attendance sheet evidencing their

3. Evaluation and Comparison of Tender volume

The Employer will evaluate and compare only those Tender volumes which are determined to be

substantially responsive in accordance with Clause 2 and qualified for award of Contract in accordance

with Clause 5(General Terms and Condition).

4. Procedure for Tender Opening

Received copies of tender in physical form with in schedule time, will be open on schedule date and

time. In the event of specified date of bid opening being declared bidders who qualify the criteria then

bidder bid will be considered for opening of price bid.(Following clause no. 5 of ITB).

5.1 The Employer will award the Contract to the bidder whose bid has been determined to be substantially

responsive to the bidding documents and who has offered the lowest Evaluated Bid Price, provided that

such bidder has been determined to be (i) eligible in accordance with the provisions of Clause

3(General Terms and Condition); and (ii) qualified in accordance with the provisions of Clause

5(General Terms and Condition).

6. Notification of Award

6.1 Prior to expiration of the period of bid validity prescribed by the Employer, the Employer will notify

the successful bidder by cable/fax and confirmed by registered letter that his bid has been accepted.

This letter shall name the sum which the Employer will pay the Contractor in consideration of the

execution, completion and maintenance of the Works by the Contractor as prescribed by the Contract.

6.2 The notification of award will constitute the formation of the Contract.

7. As per City Engineer Circular (WRM) no. 6 2011/12 DT: 24/06/2011. A successful Bidder has to

deposit security deposit / Bank Guarantee with in 15 days after receiving letter of Indent. Time

limit of work will commence from the date of issue of work order.

8. Clarification of Bids

8.1 To assist in the examination, evaluation and comparison of bids, the Employer may, at his discretion,

ask any bidder for authentication the correctness of the information/details furnished by him in his bid.

Such request by the Employer and the response by bidder shall be in writing or by cable/fax.

8.2 Subject to above clause, no bidders shall contact the Employer on any matter relating to his bid from

the time of bid opening to the time contract is awarded.

8.3 Any effort by the bidder to influence the Employer in the Employer’s bid evaluation, bid comparison or

contract award decisions may result in the rejection of his bid.

9.1 Information relating to the examination, clarification, evaluation and comparison of bids and

recommendations for the award of a contract shall not be disclosed to bidders or any other persons not

officially concerned with such process until the award to the successful bidder has been announced.

Any effort by a bidder to influence the Employer's processing of bids or award decisions may result in

the rejection of his bid.

10.1 The bidder is advised to visit and examine the Site of Works and its surroundings and obtain for itself

on its own responsibility all information that may be necessary for preparing the bid and entering into a

1. Scope of Bid

1.1 The Ahmedabad Municipal Corporation hereinafter called "the Employer" invites Tender document for

the construction of works (as defined in these documents, hereinafter referred to as "the Works") detailed in

the table given in the IFB.

1.2 The Works consist of:

2. Source of Funds

2.1 The expenditure on these Works will be met by AHMEDABAD MUNICIPAL CORPORATION.

3. Eligible Bidders

3.1 This invitation for bids is open to bidders who has necessary bid capacity and who meet the following

4.2 For purposes of Sub Clause 4.1, "origin" means the place where the materials are mined, grown,

produced or manufactured; similarly for equipments and from where the services are provided.

5. Qualification of the Bidder

To be qualified for award of Contract, bidders shall:

5.3 Disqualification

Even though the Bidders may meet the above criteria, they are subject to be disqualified for any of the

following reasons:

a) Misleading or false representation in the forms, statements and attachments submitted and included in

are attributable to the non-performance of the contractor, consistent history of litigation awarded

against the applicant or financial failure due to bankruptcy.

5.4 Debarment/Black listing

Notwithstanding the above, the Employer may debar or blacklist any of the bidder(s) for their misleading

or false representations in the forms statements etc. for the period to be decided by the Employer

6.1 Each bidder shall submit only one bid per contract package either by himself or as a partner in a joint

venture. A bidder who submits or participates in more than one bid for a contract package will be

The bidder is expected to examine carefully the contents of all the above bid documents. Failures to

comply with the requirements of bid documents will be at the bidder's own risk. Pursuant to Clause

bids which are not substantially responsive to the requirements of the bidding documents will be rejected.

8. Language of Bid

The bid, and all correspondence and documents related to the bid exchanged between the bidder and the

Employer shall be written in the English language. Supporting documents and printed literature furnished

by the bidder may be in another language provided they are accompanied by an accurate translation of the

relevant passages in the English language, in which case, for purposes of interpretation of the bid, the

English translation shall prevail.

9.1. Unless stated otherwise in the bidding documents, the Contract shall be for the whole works as

described in bidding documents, based on the percentage rate amount in the Bill of Quantities

submitted online by the bidder.

9.2. The bidder shall fill (in e-tender) in percentage rate above or below and total amount (both in figures

10. Bid Validity

10.1 Bids shall remain valid as per Instruction to Bidders (ITB) after that deadline date for bid submission

specified in Clause. The Employer as non-responsive shall reject a bid valid for a shorter period.

10.2 In exceptional circumstances, prior to expiry of the original bid validity period, the Employer may

request the bidders to extend the period of validity for a specified additional period. The request and

the responses thereto shall be made in writing or by fax. A bidder may refuse the request without

forfeiting his bid security. A bidder agreeing to the request will not be required or permitted to

modify his bid but will be required to extend the validity of his Bid Security for the period of the

extension, and in compliance with Clause 2 ( Financial Terms & Conditions) in all respects.

11. Format and Signing of Bid

11.1 The bidder shall prepare two copies of the documents comprising the bid as described in Instructions

11.2 The bid shall be typed or written in indelible ink and shall be signed by a person or persons duly

authorized to sign on behalf of the bidder.

11.3 The bid shall contain no alterations, omissions or additions, except those to comply with instructions

issued by the Employer, or as necessary to correct errors made by the bidder, in which case the

person or persons signing the bid shall initial all such corrections.

11.4 All witnesses and sureties shall be persons of status and probity and their full names,

12. Deadline for Submission of Bids

Bids must be received by the Employer at the address specified above not later than the time and date

specified in the IFB.

Any bid received by the Employer after the deadline for submission of bids will be returned unopened to

At the same time that the Employer notifies the successful bidder that his bid has been accepted, the

Employer will direct him to submit the Performance Security and attend the Employer's office on a date

determined by the Employer for signing the Form of Agreement.

15. The selection process will lay high emphasis on the ability and competency of contractors to do high

quality work within the given time schedule.

16. The onus of providing, all necessary company / project related information, in appropriate manner and

medium, so as to demonstrate the competency of the bidder and to allow proper evaluation, will rest

entirely on the Bidder.

17. All clause shall be operative from the date of issue of work order and up to the expiry of original and

extended time limit.

18. Legal Condition:-

 Corrupt or Fraudulent Practices

The Employer will reject a proposal for award if he determines that the Bidder recommended for award

has engaged in corrupt or fraudulent practices in competing for the contract in question. The Employer

will declare the firm ineligible, either indefinitely or for a stated period of time, to be awarded a

contract by AHMEDABAD MUNICIPAL CORPORATION if it at any time determines that the firm

has engaged in corrupt or fraudulent practices in competing for the contract, or during execution.

 “corrupt practice” means behavior on the part of officials in the public or private sectors by

which they improperly and unlawfully enrich themselves and/or those close to them, or induce

others to do so, by misusing the position in which they are placed, and it includes the offering,

giving, receiving, or soliciting of anything of value to influence the action of any such official

in the procurement process or in contract execution; and

 “fraudulent practice” means a misrepresentation of facts in order to influence a Procurement

process or the execution of a contract to the detriment of the Borrower, and includes collusive

practice among bidders (prior to or after bid submission) designed to establish bid prices at

artificial non-competitive levels and to deprive the Borrower of the benefits of free and open

laws as well as framed from time to time). Any penalties laid due to violation of such laws shall be

directly deducted from the contractor's outstanding.

19. Administrative Conditions:-

Contractor has to arrange for the complete safety of the persons working for project, users of the road

i.e. public and vehicles also. All the arrangements of traffic drums, metal / fiber cones, traffic blinkers,

traffic signs as per design, safety tapes etc. to be arranged at site. Necessary florescent marking on

traffic signs to be provided so that it should be visible at night. During night working hours safety in

charge personnel shall be provided with florescent jackets.

The Contractor has to make all the necessary arrangements for making all the temporary

diversions for proper working at site including traffic signages, safety cones, traffic blinkers,

barricading tapes, red and green flags etc for making easy smooth and safe conditions for the

traffic. The Contractor shall and must provide above at his own cost.

 Liaison with local authority for electrical connections for the AMC

The contractor is responsible for liaison with local authority for change in supply connection or new

connection on behalf of AMC. It includes filling the necessary application to power Supply Company,

follow up and getting the supply, filling the necessary test reports to the power supply company. All

official fees including security deposits and other expenses shall be of initially paid by the contractor.

 Contractor shall not sub-let the work without permission of the authority.

( C ) FINANCIAL CONDITION

1. Cost and Currencies of Bidding

The bidder shall bear all costs associated with the preparation and submission of his bid and the

Employer will in no case be responsible or liable for those costs.

Currencies of Bid and Payment

 The rates and the prices shall be quoted by the bidder entirely in Indian Rupees

 All payments including advances, if any, shall be made in Indian Rupees.

2. Earnest Money Deposit :-

2.1 Bank guarantees (and other instruments having fixed validity) issued as surety for the bid shall be valid

for 28 days beyond the validity of the bid.

2.2 The EMD of the unsuccessful bidders, except for L1, L2 and L3 bidders, will be returned as promptly

as possible as but not later than 28 days after the expiration of the period of bid validity.

2.3 The EMD of the successful bidder, along with second and third lowest tenders, will be returned when

the bidder has furnished the required performance security and signed

(C) Retention :-

a).Retention @ 2% of the value of work done will be deducted from each RA bill. It will be released

along with release of payment of Final Bill.

GENERAL CONDITION

1. After sanction of tender a Letter of Intent shall be issued to contractor and in response to that letter,

contractor shall have to arrange for Security Deposit within 15 days. If S.D is given within 10days

of issuance of Letter of Intent, time limit shall be counted from that date. If S.D is given after

days of issuance of letter of intent, contractor shall be finned Rs. 200/- per day of delay and shall

be deducted from contractor’s bill. In this case time limit shall start latest by the 10th day of letter

of intent, Security Deposit of 5% of tender amount shall be deposited by pay order, demand draft, .

of nationalized bank /scheduled bank by pay order, demand draft, . of nationalized bank/scheduled

bank only. Contractor shall have to sign contract paper with AMC.

2. In case of earnest money . bounce back, contractor’s tender shall treated as cancelled and the

contractor shall not be given any tender, offer, quotation work in AMC for one year.

3. Conditional tender shall not be accepted

4. Tender validity period is 180 days from the date of opening of tender

5. Muni. Commissioner shall have right to accept, reject the tender as well as the rate at which tender

to be accepted and awarded.

6. Specification of tender items shall be as per PWD manual in general/AMC’s norms and B-1 form

conditions shall be applicable. In case of controversy, Add.C.E’s decision shall be final.

7. Contractor shall have to deposit Earnest Money deposit with tender.

8. Work shall be allotted as per contractors registration class.

9. Contractor shall have to work in such a system that there shall be no damage to any service line of

electric, telephone, gas, any type of service cable ,drainage or water lines etc. In case of damage to

service line, the whole responsibility of accident shall be on contractor’s shoulder. It will be

responsibility of contractor to safe guard the labours against any accident or damage of lives. In

case of police complain, Contractor shall be held responsible for negligence. In case of soil /land

collapse, contractor shall be held responsible for not supporting the soil suffering with strutting,

shuttering Contractor shall safeguard the labour before allowing the labour to enter in excavated or

other site. In case of accident to labours, contractor shall be held responsible for police complain

against him. AMC’s staff shall be responsible for any accident at the site of the work.

10. Contractor shall take insurance of his all labour. and supervisory staff

11. Only registered contractor shall quote the tender , If the contractor is registered with government

then they shall have to apply to registration in AMC within 90 days from the date of work order.

12. AMC’S general condition and Form -B-1 shall be binding to the contractor B-1 Form is put up on

AMC’s web site.

13. Payment of running bill , final bill shall be as per policy of AMC in force at time of payment

14. Any time of litigation shall be in court of Ahmedabad city jurisdiction only.

15. As per site conditions/requirement of site, there shall be increase or decrease in tender item

quantities. In such case contractor shall not have right to any price rise. In case of decrease in any

tender item quantity, contractor shall not ask for compensation.

16. If any construction material brought to site by contractor , is not as per specification, or any

inferior quality material brought to site, then such rejected material shall be removed from the site

within 24 hours, otherwise AMC can throw away such material at any place and recover the

amount for such removal work from contractor bill. In this case contractor shall not be entitled for

17. Cost of testing of material shall be done by the contractor. He shall provide vehicle for taking

material/staff from site to testing laboratory/ manufacturing site and contractor shall be bear the cost

of transportation of staff and material.

18. Contractor shall work as per labour Act. Contractor shall not be given any payment if labour

act rules are not followed or insurance of labour is not taken for work

19. Contractor shall deposit the material on site in such a way that it should not become obstruction to

any one in any way

20. All type of taxes(e.g. sales tax, surcharge, vat etc) to be by the contractor.

21. If asked by AMC Engineering staff, contractor shall take photograph of site of work/before start of

work, during work and after the completion of work, with digital camera and deposit to AMC office

or transfer photograph from camera to AMC computer. No additional cost shall be paid.

22. In case of cancellation/rejection of tender, contractor shall not be entitled for any compensation Or

23. In case of extra item, rate shall be taken from SOR of the year of tender preparation. If item is not

available in SOR, then market rate shall be derived by the Eng. dept by rate analysis. Contractor

shall not ask for the rates as per his rate analysis. This should be clearly understood and taken in to

consideration while quoting the tender by the contractor.

24. During execution of work, contractor shall take safety measures like protection by ropes, drums,

danger sign boards, plastic strips, bamboos, wooden poles etc as per requirement & instruction of

Engg.- in- charge. In case of accident due to lack of protection, contractor shall responsible for

police complains, compensation etc AMC staff shall not be held responsible for contractors

25. If instructed by AMC officials, contractor shall have to keep daily progress register and get is

signed by Ass. city Engineer. Contractor shall maintain record of daily No. of labours, employed,

work done, rectification work carried out by contractor after Eng.-in-charge inspection & the

compliance of the same. If such rectification work is not done by contractor within 24 days the

contractor shall be finned Rs. 250/- day of delay & shall be recovered from the contractors bill

26. Contractor is not entitled for any type of compensation or right for the cancellation of tender or

tender items by any means.

27. If work is not completed within specified time limit penalty shall be recovered from bills as per

tender condition.

28. Deduction from bills shall be done as per rules prevailing or the rules which shall come in to force,

by State or Central Govt.

29. 1% amount shall be deducted for labour welfare fund as per state Govt order.

30. Quantity in item is tentative. It is likely to be change.(increase or decrease) as per site

requirement during execution of work.

31. All above conditions shall over rule the conditions given in Form B-1

32. Contractor shall have to register the work as per labour act & as per building safety act, 1906 with

,Dy.Director building safety act, Shram bhavan, 5th floor labour commissioner office, Khanpur,

34. In case of the bank detail are not given then EMD return procedure shall be delayed.

35. Before quoting the tender contractor should know that, he has seen the site & understood the item

of works, site conditions. He should be in a position to provide labours at the time of festivals like

Holi, Diwali, Navratri, Marriage season, rainy season or any other time of the year Contractor can

not say that he has no labours due to festivals.

TECHNICAL SPECIFICATIONS

SPECIFICATIONS OF MATERIALS

1.1. Water shall not be salty or brackish and shall be clean, reasonably clear and free objectionable

quantities of silt and traces of oil and injurious alkalis, salts, organic matter and other deleterious

material which will either weaken the mortar or concrete or cause efflorescence or attack the steel

in R.C.C Container for transport, storage and handling of water shall be clean. Water shall conform

to the standards specified in I.S.456-1978.

1.2. If required by the Engineer-in-charge it shall be tested by comparison with distilled water.

Comparison shall be made by means of standard cement tests for soundness, time of setting and

mortar strength as specified in I.S.269-1976. Any indication of unsoundness, change in time of

setting by 30 minutes or more or decrease of more than 10 per cent in strength of mortar prepared

with water sample when compared with the results obtained with mortar prepared with distilled

water shall be sufficient cause for rejection of water under test.

1.3. Water for curing mortar, concrete or masonry should not be too acidic or too alkaline. It shall be

free of elements which significantly affect the hydration reaction or otherwise interfere with the

hardening of concrete during curing or those which produce objectionable stains or other unsightly

deposits on concrete or mortar surfaces.

1.4. Hard and bitter water shall not be used for curing.

1.5. Portable water will be generally found suitable for curing mortar or concrete.

3.1 Cement shall be ordinary Portland slag cement as per I.S. 269-1976 or Portland slag cement as per

M-4. White Cement :

4.1 The white cement shall conform to I.S. 80412-E

M-5. Coloured Cement:

5.1 Coloured cement shall be with white or gray Portland cement as specified in the item of the work.

5.2 The pigments used for coloured cement shall be of approved quality and shall not exceed 10% of

cement used in the Mix. The mixture of pigment shall be properly grounded to have a uniform

colour and shade. The pigments shall have such properties to provide for durability under exposure

to sunlight and weather.

5.3 The pigment shall have the property such that it is neither by the cement nor detrimental to it.

6.1. Sand shall be natural sand, clean, well graded, hard strong durable and gritty particle free from

injurious amounts of dust clay, kankar nodules, soft or flaky particles shale, alkali, salts organic

matter, loam, mica or another deleterious substance and shall be got approved from the Engineer-in-

charge. The sand shall not contain more than 8 percent of silt as determined by field test. If

necessary the sand shall be washed to make it clean.

6.2. Coarse Sand : The fineness modulus of coarse sand shall not be less than 2.5 and shall not exceed

M-8. Stone Grit:

8.1. Grit shall consist of crushed or broken stone and be hard strong, dense, durable, clean, of proper

gradation and free from skin or coating likely to prevent adhesion of mortar Grit shall generally be

cubical in shape and as far as possible flaky elongated pieces shall be avoided. It shall generally

comply with the provisions of I.S. 383-1970. Unless special stone of particular quarries is

mentioned, grit shall be obtained from the best black trap or equivalent hard stone as approved by

the Engineer-in-charge. The grit shall have no deleterious reaction with cement.

8.2. The grit shall conform to the following gradation as per sieve analysis:

8.3. The crushing strength of grit will be such as to allow the concrete in which it is used to used to built

up the specified strength of concrete.

8.4. The necessary tests for grit shall carried out as per the requirements of I.S.2386(Parts I to VII)

1963, as per instructions of the Engineer-in-charge. The necessity of test will be decided by the

Sand: Sand Shall conform to specification M-6.

10.1. Proportion of Mix : 10.2.1. Mortar shall consist of such proportions of slaked lime and sand as

may be specified in the item. The slaked lime and sand be measured by volume.

10.2. Preparation of Mortar :

10.3.1. Lime mortar shall be prepared by wet process as per I.S. 1625-1971. Power driven mill shall be

used for preparation of lime mortar. The slaked lime shall be placed in the mill in an even layer and

ground for the 180 revolutions with a sufficient water. Water shall be added as required during

grinding (care being taken not to add more water) that will bring the mixed material to a

consistency of stiff paste. Thoroughly wetted sand shall then be added evenly and the mixture

ground for another 180 revolutions.

10.3. Storage : 10.4.1 Mortar shall always be kept damp, protected form sum and rain till used up

covering it by tarpaulin or open sheds.

10.4. Use : 10.5.1 All mortar shall be used as soon as possible after grinding it should be used on the day

on which it is prepared. But in no case mortar made earlier than 36 hours shall be permitted for use.

The demolition shall consist of demolition of one or more parts of the structure as specified or shown in the drawings. Demol

implies taking up or down or breaking up. This shall consist of demolishing whole or part of work including all relevant item as specifi

or shown in the drawings.

The demolition shall always be planned before hand and shall be done in reverse order of the one in which the structure w

constructed. Contractor is fully responsible for proper and safe demolition.

Necessary dropping, shoring and under pinning shall be provided for the safety of the adjoining work or property, which is to

intact, before dismantling and demolishing is taken up and the work shall be carried out in such a way that no damages is caused

the adjoining property.

Wherever required, temporary enclosures or partitions shall also be provide 1. Necessary precautions shall be taken to keep t

nuisance down as and where necessary.

Dismantling shall be commenced in a systematic manner. All materials which are likely to be damaged by dropping from a height

demolishing roof, masonry etc. shall be carefully dismantled first. The dismantled articles shall be properly stacked as directed.

All materials obtained from demolition shall be the property of Government unless otherwise d shall be kept in safe custody u

handed over to the Engineer-in-charge.

Any serviceable materials, obtained during dismantling or demolition shall be separated out and stacked properly as directed, with

lead and lift. All unserviceable materials, rubbish etc. shall b stacked as directed by the Engineer-in-charge.

On completion of work, the site shall be cleared of all debris rubbish and cleaned as directed.

Mode of measurements & payment :

Measurements of all work except hidden work shall be taken before demolition dismantling and no allowance for increase in bul

be allowed. The demolition of lime concrete shall be measured under this item. Specification for deduction for voids, openings e

shall be on same basis as that employed for construction of work.

All work shall be measured in decimal system as fixed in its place subject to the following limits, unless otherwise stated hereinafte

(a) Dimensions shall be measured to the nearest 0.01 mt. (b) Area shall be worked out to the nearest 0.01 sq. mt. (c,d,e) Cub

The rate shall include cost of all labour involved and tools used in demolishing and dismantling including scaffolding. The rate shall a

Item No:3 Box cutting the road surface to proper slope and camber for making a base for

road work including removing the excavated stuff and depositing on the road side slope as

directed upto 200 Mt.lead

Any soil which generally yields to the application of ackaxes and shoves, phawaras rakes or any such ordinary excavating implement

organic soil, gravel silt, sand turfloam, clay, peat etc., fall under this category.

Clearing the site :

The site on which the structure is to be built shall be cleared and all obstructions, loose stone, materials and rubbish of all kind, bu

wood and trees shall be removed as directed. The materials so obtained shall be property of the Government and be conveyed a

stacked as directed. within 200 M. lead. The roots of the trees coming in the sides shall be cut and coated with a hot asphalt.

The rate of site clearance is deemed to be included in the rate of earth work for which no extra will be paid.

After clearing the site, the center lines will be given by the Engineer-in-charge. The contractor shall assume full responsibility

alignment, elevation and dimension of each and all parts of the work. Contractor shall supply laborers, materials, etc. requi

setting out the reference marks and bench marks and shall maintain them as long as required and directed.

The excavation in foundation shall be carried out in true line and level and shall have the width and depth as shown in the drawings

as directed. The contractor shall do the necessary shoring and shutting or providing necessary slopes to a safe angle, at his own

Item No:5 Providing, laying, spreading and compacting graded stone aggregate to wet

mix macadam specification including premixing the Material with water at OMC in

mechanical mix plant carriage of mixed Material by tipper to site, laying in uniform layers

in sub- base / base course on well prepared surface and compacting with vibratory roller to

achieve the desired density as per Codal Provision.

Production & Supply of WMM

This work shall consist of laying and compacting clean, crushed, graded aggregate and granular material, premixed with water,

dense mass on a prepared sub-grade/sub- base/ base or existing pavement as the case may be in accordance with the requirements

these Specifications. The material shall be laid in one or more layers as necessary to lines, grades and cross-sections shown on t

approved drawings or as directed by the Engineer.

The thickness of a single compacted Wet Mix Macadam layer shall not be less than 75 mm. When vibrating or other approved types

compacting equipment are used, the compacted depth of a single layer of the sub-base course may be upto 200 mm with the appro

of the Engineer.

Physical Requirements

Coarse aggregates shall be crushed stone. The aggregates shall conform to the physical requirements set forth in Table

Sevaliya/Timba/Ankodiya special aggregate is only acceptable.

If the water absorption value of the coarse aggregate is greater than 2 percent, the soundness test shall be carried out on the mater

delivered to site as per IS:2386 (Part-5).

Construction Operations:-

Preparation of Base

The surface of the sub-grade/sub-base/base to receive the Wet mix macadam course shall be prepared to the specified gr

camber and cleaned of dust, dirt and other extraneous material. Any ruts or soft yielding places shall be corrected in an app

manner and rolled until firm surface is obtained.

Where the Wet mix macadam is to be laid on an existing metalled road, damaged area including depressions and potholes shall

repaired and made good with the suitable material. The existing surface shall be scarified and re-shaped to the required grade a

camber before spreading the coarse aggregate for Wet mix macadam.

Preparation of Mix

Wet Mix Macadam should be prepared in an approved mixing plant of suitable capacity having provision for controlled addition

water and forced/positive mixing arrangement like pugmill or pan type mixer of concrete batching plant. For small quantity of wet m

work, the Engineer may permit the mixing to be done in concrete mixers.

Quantity of water should not vary from OMC determined as per IS : 2720 (part VIII) by more than agreed limit. The mixed mater

should be uniformly wet and no segregation should be permitted.

Spreading of mix

Immediately after mixing, the aggregates shall be spread uniformly and evenly upon the prepared subgrade/sub-base/base in requir

quantities. In no case should these be dumped in heaps directly on the area where these are to be laid nor shall their hauling ove

partly completed stretch be permitted.

The mix may be spread either by a paver finisher or motor grader or as per instruction of Engineer-in-Charge and/or his authoriz

representative. For portions where mechanical means cannot be used, manual means as approved by the Engineer shall be used. T

motor grader shall be capable of spreading the material uniformly all over the surface. Its blade shall have hydraulic control suita

for initial adjustments and maintaining the same so as to achieve the specified slope and grade.

The paver finisher shall be self-propelled, having the following features:

(i) Loading hoppers and suitable distribution mechanism

(ii) The screed shall have tamping and vibrating arrangement for initial compaction to the layer as it is spread without rutting

otherwise marring the surface profile.

(iii) The paver shall be equipped with necessary control mechanism so as to ensure that the finished surface is free from surfa

The surface of the aggregate shall be carefully checked with templates and all high or low sports remedied by removing or add

aggregate as may be required. The layer may be tested by depth blocks during construction. No segregation of layer and fine partic

should be allowed. The aggregates as spread should be of uniform gradation with no pockets of fine materials.

After the mix has been laid to the required thickness, grade and crossfall/camber the same shall be uniformly compacted, to the f

depth with suitable roller. If the thickness of single compacted layer does not exceed 100 mm, smooth wheel roller of 80 to

weight may be used. For a compacted single layer upto 200 mm, the compaction shall be done with the help of vibratory roller

minimum static weight of 80 to 100 kN or equivalent capacity roller. The speed of the roller shall not exceed 5 km/h.

In portions having unidirectional cross fall/superelevation, rolling shall commence from the lower edge and progress gradua

towards the upper edge. Thereafter, roller should progress parallel to the centre line of the road, uniformly over-lapping ea

preceding track by at least one third width until the entire surface has been rolled. Alternate trips of the roller shall be terminated

stops at least 1 m away from any preceding stop.

In portions in camber, rolling should begin at the edge with the roller running forward and backward until the edges have bee

compacted. The roller shall then progress gradually towards the centre parallel to the centre line of the road uniformly overlapp

each of the preceding track by at least one-third width until the entire surface has been rolled.

Any displacement occurring as a result of reversing of the direction of a roller or from any other cause shall be corrected at once

specified and/or removed and made good.

Along forms, kerbs, walls or other places not accessible to the roller, the mixture shall be thoroughly compacted with mechani

tampers or a plate compactor. Skin patching of an area without scarifying the surface to permit proper bonding of the added m

shall not be permitted.

Rolling should not be done when the subgrade is soft or yielding or when it causes a wave-like motion in the sub-base/base course

subgrade. If irregularities develop during rolling which exceed 12 mm when tested with a 3 metre straight edge, the surface should

loosened and premixed material added or removed as required before rolling again so as to achieve a uniform surface conforming

the desired grade and crossfall. In no case should the use of unmixed material be permitted to make up the depressions. Roll

be continued till the density achieved is at least 98 per cent of the maximum dry density for the material as determined by the meth

outlined in IS : 2720 (Part-8).

After completion, the surface of any finished layer shall be well-closed, free from movement under compaction equipment or a

compaction planes, ridges, cracks and loose material. All loose, segregated or otherwise defective areas shall be made good to the f

thickness of the layer and recompacted.

Setting and drying:

After final compaction of wet mix macadam course, the road shall be allowed to dry for 24 hours.

Opening to Traffic

Preferably no vehicular traffic of any kind should be allowed on the finished wet mix macadam surface till it has dried and the wear

Rectification of Surface Irregularity

Where the surface irregularity of the wet mix macadam course exceeds the permissible tolerances or where the course is otherw

defective due to subgrade soil getting mixed with the aggregates, the full thickness of the layer shall be scarified over the affect

area, reshaped with added premixed material or removed and replaced with fresh premixed material as applicable and recompacte

The area treated in the aforesaid manner shall not be less than 5 m long and 2 m wide. In no case shall depressions be filled up w

unmixed and ungraded material or fines.

Arrangement for Traffic

During the period of construction, arrangements for the traffic shall be provided. The Contractor shall take all necessary measures

the safety of traffic during construction and provide, erect and maintain such barricades, including signs, marking, flags, lights a

flagmen as per instruction of the Engineer-in-charge.

designed and only nominal mix as per IS: 456-2000 shall be followed. The proportion of the concrete mix shall be 1:1.5:3 (1 ceme

1.5 coarse sand: 3 graded stone aggregate 20 mm. nominal size) by volume. Concrete work shall have fairly exposed concrete surfa

or as specified in the item. The designation ordinary M-10, M-15, M-20, M-25 specified as per I.S. corresponds approximately to 1:3

1:2:4, 1:1.5:3 and 1:1:2 nominal mix of ordinary concrete, by volume respectively. The ingredients required for ordinary concre

containing one bag of cement of 50 Kg. by weight (0.0342 m3.) for different proportions of mix shall be as per IS 456-2000. T

proportion of the aggregate for the kerb stone shall be modified as per the approval of the engineer-in-charge. The water ceme

ratios shall not be more than those specified as per IS. The cement of the mix shall be increased, if the quantity of water in a mix has

be increased to overcome the difficulties of placement and compaction so that the water cement ratio specified in the table is n

exceeded. The maximum size of coarse aggregate shall be as large as possible within the limits specified but in no case great

1/4th of the minimum thickness of the member, provided that the concrete can be placed without difficulty so as to surround

reinforcement thoroughly and to fill the corners of the form. For reinforced concrete work, coarse aggregates having a nomina

20 mm. are generally considered satisfactory. Admixture shall be used in concrete only with approval of the Engineer-in-charge bas

upon the evidence that with the passage of time, neither the compressive strength of concrete is reduced nor are other requis

qualities of concrete impaired by the use of such admixtures.

Proportioning shall be done by volume, except cement which shall be measured in terms of bags of 50 kg weight. The volume of

such bag can be taken as 0.0342 m3. Boxes of suitable sizes shall be used for measuring sand and aggregate. The size of the box

(internal) shall be 30cm. x 30 cm. and 38 cm. deep. While measuring the aggregate and sand, the box shall be filled without s

ramming or hammering. The proportioning of sand shall be on the basis of its dry volume and in case of damp sand; allowances

bulk age shall be made.

For all work, concrete shall be mixed in a mechanical mixer which along with other accessories shall be kept in first class w

condition and maintained throughout the construction. Measured quantity of aggregate, sand, and cement required for each bat

shall be poured into the drum of the mechanical mixer while it is continuously running. After about half a minute of dry

measured quantity of water required for each batch of concrete mix shall be added gradually and mixing continued for another o

and a half minute. Mixing shall be continued till materials are uniformly distributed and uniform colour of the entire mass is obtain

and each individual particle of the coarse aggregate shows complete coating of mortar containing its proportionate amount of ceme

In no case shall the mixing be done for less than 2 minutes after all ingredients have been put into the mixer. Mixers which have be

out of use for more than 30 minutes shall be thoroughly cleaned before putting in a new batch. Unless otherwise agreed to by t

The degree of consistency which shall depend upon the nature of the work and methods of vibration of concrete shall be determ

by regular slump tests in accordance with IS: 1199-1959. The slump of 10 mm. to 25 mm. shall be adopted when vibrators are used.

work/Mould propping shall be strong, rigid, and sturdy. The form work/Mould shall be as per pattern & design shown in drawi

Form work/Mould shall be done accurately and precisely so as to achieve neat, clean and smooth concrete surface, in line, level a

plumb. Clinks, twists, offsets, warps, riveting etc. in plates or forms shall not be allowed. Before placing concrete, forms

thoroughly cleaned off of all rust, dust, and loose materials. Colourless oil or grease of approved quality shall be applied before plac

steel. Also the form work material will be of wood/plywood/steel or any sort of such material, as approved by the Engineer-in

and/or his authorized representative; so that all exposed concrete surfaces have uniform colour.

For all kind of exposed concrete work only one brand (to be approved by the Engineer-in charge) of cement shall be used.

Removal of Moulds:

Specific time shall be identified for removal of moulds, such that the concrete of the precast blocks shall gain strength to withstand t

stresses generated due to self weight and handling to drying yards without any deformation to shape/ dimensions/ edges.

Sufficient time shall be given to the block after it is removed from the mould so that it can gain strength and dry in shade to preve

any cracks due to shrinkage. This shall be done in drying yards.

Curing of block shall be done only in curing pond and curing shall be done for minimum 14 days.

Drying period after removing from pond & before delivery to site: Water should be drained of from the block before it is actually se

to the site. Time should be provided for proper draining of water which may be present in the block kept for curing in the pond.

Precaution shall be taken while transporting of the blocks to site.

The blocks should be loaded and unloaded with due care so as to avoid generation of stresses leading to breaking of block. Care shou

The pits of the size 150mm in width and required depth shall first be excavated, true to line and level. The relevant specifications

the kerbs shall be pointed with C.M. 1:2 and cured for minimum seven days.

Sampling and testing of concrete:

Samples from fresh concrete shall be taken as per IS : 1199-1959 and cubes shall be made, cured and tested at 7 days or 28 days

per requirements in accordance with IS : 516-1959. A random sampling procedure shall be adopted to ensure that each concrete ba

in a higher grade on the ground that the test strength are higher than the minimum specified. If rock pockets/honeycombs in t

opinion of Engineer-in-charge are of such an extent or character so as to affect the strength of the structure, materially or to endang

the life of the steel reinforcement, he may declare the concrete defective and require the removal and replacement of the portion

the structure affected.

Precast Kerb Stones:

The relevant specifications of concreting as per item above shall be followed except that work shall be carried out for precast concre

kerb stones as specified in the item. All Precast members shall be cast at workshop. Sufficient curing shall be done before placement

the same the method of transporting and placing the precast members shall be as approved by the Engineer-in-charge. Memb

shall be so transported that no breakage or undue stresses are induced in them. If required, all members shall have a key provided

both the faces i.e top and bottom surfaces, of adequate size so as to fill the same with concrete while laying. The function of this key

to avoid the leakage through the joint between the precast member and the member on which it is laid.

Mode of Measurements and Payment :

The rate shall include cost of formwork and cost of reinforcement. The volume occupied by reinforcement shall not be deducted fro

Item No:10 Providing and Laying of Rubber Moulded Paver Block Grey/Coloured

mm thick, M-35 Grade of any size ; shape (Usually Uni-Paver Blocks) using black trap

good quality aggragate of 20 mm nominal size for footpath, parking areas, service

lanes and other areas as mentioned in the drawing / instruction of engineer in charge.

Cost includes formworks using rubber mould, Rate providing and laying paver blocks as

per required grading and specification. The paver block shall be mechanically compacted.

The work of paving blocks shall be executed in line and level by skill mason of flooring

work only. It should be laid in such a way that the no cutting of the paver block to be

necessary. if cutting of paver block necessary then it should be cut by machine only and

carting. The finished surface of the paver block shall have resonably good, plain finished.

Paver blocks shall be compacted and shall be relaid if necessary. Gravel or such type of

materials shall not be allowed for production. Laying on 5cms thick sand beddding.

21.1 Scope of work :

Excavation and compaction up to 300 mm in height for footpath paving in all sorts of soil murrum including sorting outs and stack

of useful materials stuff up to 50mt.

The scope of work includes manufacturing, supplying, and lying of precast paver blocks at various Retail outlets. The work in

Verification of the existing site condition and advising our project in charge to lay suitable base course if required. Contracto

required to satisfy themselves with quality of sub grade, sub-base course before the paver blocks are laid and suggest strengthenin

Clearing the site by removing all obstacles such as stones, debris etc. for laying of paver blocks. Manufacturing of paver blocks in yo

plant as per requirements in technical specification enclosed. Supplying of paver blocks at site, including handling at both ends.

shall guarantee that all material and components designed, fabricated, supplied, and laid by him shall be free from any type of def

due to faulty material and/or workmanship/erection for a period of One year from the date of completion of work. However, t

contractor one year's shall render free maintenance.

TECHNICAL SPECIFICATIONS:

21.2 Paver Block Manufacturing Facilities:

The Paver Block shall be made in factory with following minimum facilities:

21.2.1 Concrete Block making Machines:

The machine should be capable of producing high quality Paver Blocks by obtaining high level of compaction by application

hydraulic compaction and also by high intensity vibration to the moulds. The machine should have automatic control panel

for uniformity in strength.

21.2.2 Concrete Batching & Mixing Plant: (Not essential)

The concrete Mix Design should be followed for each batch of materials. The concrete ingredient should be mixed in concre

Batching & Mixing plant with minimum capacity of 30 cum/hour. The plant should equipped with automatic control panel

maintaining water cement ratio from batch to batch to obtain concrete of uniform quality and strength. The plant should

equipped with adequate mechanism for mechanized loading of raw materials into mixer and conveyor belt for transportati

of concrete from mixer to concrete block making machine to maintain quality of wet cement.

21.2.3 The factory should have well designed curing area to ensure adequate curing of paver blocks.

21.2.4 Laboratory (Desirable but not essential) :

The testing equipment should have required in the Laboratory as per the following:

A Compression testing machine of adequate capacity.

Other tools and equipment for testing raw materials and paver blocks.

Systematic record of test results of various paver blocks manufactured in the factory.

Concrete Mix Design for various grade of concrete used for making of paver blocks.

21.3 Specifications For Coloured Paver Blocks:

Coloured concrete paver blocks shall be manufactured as per attached specifications using or equivalent approved colo

Pigment of “BAYER” Make “BAYFERROX IRONOXIDE PIGMENTS” with minimum colour pigment of 3% by weight of ceme

The colour shade shall be “RED” as selected by AMC before commencement of the work. White cement shall be used

colored pavers to obtain the desired colour shade. The job also includes providing 50 mm thick sand bedding to match t

The colour of the paver block shall be guaranteed against fading of colour for period of 12 months from the date of laying

the same at site.

21.4 Pavers Block Characteristics:

The concrete pavers should have perpendicularities after release from the mould and the same should be retained until t

laying. The surface should be reasonably smooth and of anti skid and anti glare type. The paver should have uniform chamfe

to facilitate easy drainage surface run off. The pavers should have uniform interlocking space of 2mm to 3mm to ensu

compacted sand filling after vibration on the paver Surface. The concrete mix design should be followed for each batch

materials separately and automatic batching plant is to be used to achieve uniformity in strength and quality. The pavers sh

be manufactured in single layer only. Skilled labour should be employed for laying blocks to ensure line and level of layi

desired shape of the surface and adequate compaction of the sand in the joints. The pavers shall be of cement gray colo

without any pigment & for coloured pavers refer “specifications for coloured pave`” The pavers are to be skirted all rou

with kerbing using solid concrete blocks of size 150mm X 250mm X 380mm. The kerbing should be embedded for 100m

representative using Rubber mould and Table vibrator for Kerb instead of mechanical press system.

Extra rate for excavation of asphalt payment of any thickness including demolishing the asphalt carpet, metal, soling e

directed by the Engineer-in-Charge and/or his authorized representative.

Excavation area shall be properly identified and marked in rectangular shape. The road crust shall be opened up to ent

the Engineer-in-Charge and/or his authorized representative. In case rubble not being so deposited or being mixed up w

Item No:11 Providing and laying cement concrete 1:5:10 (1- Cement : 5- fine sand : 10-

graded brick bat aggregates 40mm nominal size) and curing complete.

Before starting the concrete the bed of the foundations trenches shall be cleared of all loose materials and watered and ramm

directed. The proportion of cement, sand and hand broken stone aggregates shall be one part of cement, 5 parts of coarse sand

parts of hand broken stone aggregates and shall so measured by volume. The concrete shall be mixed in a mechanical mixer at

of work. Hand mixing may however be allowed for smaller quantity of work if approved by the Engineer-incharge. When hand mixing

permitted by the Engineer-in charge in case of breakdown of machinery’s and in the interest of the work. it shall be carried out o

water tight platform and care shall be taken to ensure that mixing is continued until the mass is uniform in colour and consistency. T

quantity of water shall be sufficient to produce a dense concrete of required workability for the purpose. The concrete shall

handled from the place of mixing to the final position in not more than 15 minutes by the method as directed and shall be pla

its final position, compacted and finished within 30 minutes of mixing with water i.e. before the setting commences. The concrete sh

be laid in layers of 15 cms. to 20 cms. The concrete shall be rammed with heavy iron rammers and rapidly to get the requir
