PART-I (MAINTENANCE / WORKS SERVICES TO BE EXECUTED BEFORE STARTING OF M&O)

M&L for cleaning of condenser with chemical or caustic soda with nylon or wire brush, descaling of condensors by using descaling chemical with wire brush, bar to remove scale complete all as specified and as directed

M&L for opening all Y-strainer valves of chiller line, cleaning line by removing stucked impurities/fins particles/dust, etc. replacing strainer grating and refixing in position complete all as specified and as directed

M&L for opening the cooling tower to inspect honey comb fins for damage and descaling of cooling tower internally and externally by using suitable chemical or caustic soda and nylon brush, replacing the damaged fins with new fins complete all as specified and as directed

M&L for servicing of AHU by cleaning of fins by use of caustic soda or appropriate recommended chemical, combing of fins, opening of AHU for inspection of blower, bearings, replacement of unserviceable bearing, fan belts, pullies, greasing of bearing and other movable parts, refitting/ reassembling and testing complete all as specified and as directed

M&L for checking of humidification and dehumidification system including humidity state, replacement of unserviceable humidity state, hot water heaters, controllers, contractors and relays to make humidity control system serviceable to achieve desired humidity complete all as specified and as directed

M&L for inspection and testing of compressor for achieving defined level of liquid line HP/LP, topping up of oil and recharging of gas if required complete all as specified and as directed

M&L for testing of condenser and chiller pumps for smooth operation and to ascertain any abnormal noise or symptoms indicating possibility of damage complete all as specified and as directed

M&L for testing of functioning of all compressor controllers including checking of main control panel for replacement of any defective parts for electrical control complete all as specified and as directed

Notes for serial item Nos. 1 to 9: (a) Maintenance works shall be done to the entire satisfaction of the GE on placement of work order before commencement of manning. (b) Replaced spares / parts shall be measured and paid under respective items of BOQ hereafter

PART-II (M&O WORKS)

Manning, operation and comprehensive maintenance of central type AC plants, cooling appliances, split/window/package type/tower/ducted AC units, water coolers, deep freezers, desert coolers, etc. by providing skilled refrigeration mechanic on all days including Sundays & holidays, round the clock for trouble free functioning of installations as detailed hereafter complete all as specified hereafter and as directed by the Engineer-in-Charge Installations (a) 2x24TR AC plant at WWR (b) 2x11TR AC plant at GCA (c) 3x37.5TR AC plant at ATC (d) 3x52TR AC plant at NGLGK (e) 2x48TR AC plant at JS

Notes for serial item No. 12: (i) Number of shifts will be informed fortnightly as per requirements through designated duty rosters by the Engineer-in-charge. The timings for each shift shall be as decided by the Engineer-in-charge. Non-requirement or engagement of opeartors on weekly off days of the Station premises of plants will be intimated through duty rosters by the Engineer-in-charge. No claim whatsoever on this aspect is admissible (ii) The minimum wages as derived by the Department including all statutory provision such as EPF, ESIC, Bonus, GST, etc. as applicable except the Contractor's profit for skilled refrigeration mechanic works out to Rs. 765/-per person per shift (iii) Bidder has to upload an signed undertaking in firm's letter head confirming that he has not quoted his rates lower than the derived minimum rates of the Department. Bids not accompanied with such undertaking shall not qualify for opening of the price bids. As applicable, his tender will be treated as 'NON BONAFIDE' if found at any stage and will not be considered for acceptance. In such case, the lowest tender shall be determined by the lowest amount amongst valid / bonafide bids only. (iv) However increased minimum fair wages as notified time to time by the Government of India / State Government / Local bodies / Labour Regulations whichever is higher including all statutory provisions such as EPF, ESI, Bonus, taxes, etc. as applicable, irrespective of derived minimum wages as above

Notes for serial item No. 12 contd: (v) Increased wages including all other benefits in compliance of statutory provisions shall be paid to the workers by the Contractor. No other claim whatsoever shall be admissible on this account and the bidders shall note this aspect and quote their rates accordingly. It must be noted that in compliance of all statutory provisions, the increase shall be passed over to the workers (vi) Rates quoted by the bidder shall be deemed to be inclusive of any extra manpower required (if any) for relieving, replacement, etc. (vii) The operator placed shall be further responsible for the following: (a) to attend complaints related to cooling appliances / AC plants of concerned location as directed (b) Operation of any other plant/equipment within perifery of 800m (c) recording of cooling parameters and plant parameters (d) maintaining of HP/LP logs (viii) The maintenance services of chiller units, etc. shall be carried out by authorized rep of OEM only. The Contractor shall have to submit MoU of OEM (as required by the Department) within 15 days of acceptance of the contract. (ix) Conveyance/vehicle for moving around of the staff employed and or any T&P required and detailed specifics as per particular specifications shall be provided by the Contractor. (x) A penalty of Rs. 500/- per complaint shall be imposed on non-attending of such complaints as directed. Such penalties shall be recovered immediately from corrosponding RARs/FB of the Contractor (xi) Further requirements shall be as stipulated in these tender documents

Overall acessed maintenance cost of AC plant 2x48TR including hot water generator and LT panel installed at JS (value of plant asset Rs. 41,20,000) comprising of all elements of all required material, labour, tools & plants for keeping the plant functional throughout the currency of the contract complete all as specified and as directed

Overall acessed maintenance cost of AC plant 3x37.5TR installed at ATC (value of plant asset Rs. 10,80,000) comprising of all elements of all required material, labour, tools & plants for keeping the plant functional throughout the currency of the contract complete all as specified and as directed

Overall acessed maintenance cost of AC plant 2x11TR installed at GCA (value of plant asset Rs. 1,00,00,000) comprising of all elements of all required material, labour, tools & plants for keeping the plant functional throughout the currency of the contract complete all as specified and as directed

Overall acessed maintenance cost of AC plant 3x52TR installed at NGLGK (value of plant asset Rs. 72,21,000) comprising of all elements of all required material, labour, tools & plants for keeping the plant functional throughout the currency of the contract complete all as specified and as directed

Notes for serial item Nos. 43 to 48: (a) Plant asset values are estimated and the tenderer has to ascertain the same at site and assesss these for his purpose of quoting. Tenderers are advised to visit the site/s of work and ascertain all relevant factors and cogent conditions and then quote their rates (b) The quoted cost shall be inclusive of all aspects in keeping the plants functional at all times (c) The quoted cost shall be inclusive of all encumbrances, site conditions, requirements, etc. (d) The rates quoted shall be deemed to be inclusive of all as above and as stipulated in these tender documents irrespective of the fact the tenderer visits the site for his own assessments, etc. or not and no claim whatsoever is entertainable at any later dates

PART-V (COMPULSORY PERIODICAL SERVICE / MAINTENANCE WORKS)

M&L for servicing of 4ton package type AC plant (Make: Voltas/Bluestar) including supply and replaciing unserviceable spares, through authorized rep of OEM of machine and submitting service report to ensure proper functioning state of machine complete all as specified and as directed

M&L for servicing of 8ton package type AC plant (Make: Voltas/Bluestar) including supply and replaciing unserviceable spares, through authorized rep of OEM of machine and submitting service report to ensure proper functioning state of machine complete all as specified and as directed

M&L for servicing of chemical type de-humidifier 600CFM (Make: Bry Air) through OEM, including supply and replacement of necessary unserviceable spares complete all as specified and as directed

M&L for servicing of chemical type de-humidifier 1000CFM (Make: Bry Air) through OEM, including supply and replacement of necessary unserviceable spares complete all as specified and as directed

M&L for carrying out chemical analysis of water from authorized LAB/PHE and submitting test report, including collecting samples from stations in AOR of GE (AF) Ambala (22 samples quarterly) complete all as specified and as directed

M&L for calibration of 11kV substaion through authorized agency and providing test report for all substations in AOR of GE (AF) Ambala complete all as specified and as directed

PART-VI (BREAKDOWN REPAIR / MAINTENANCE WORKS)

M&L for attending breakdown complaints of 4/8ton AC plant complete all as specified and as directed

M&L for attending breakdown complaints of chemical type de-humidifier 600CFM complete all as specified and as directed

M&L for attending breakdown complaints of chemical type de-humidifier 1000CFM complete all as specified and as directed

M&L for taking out burnt windings of motors of pump of capacity 5-30HP and prepiring core after cleaning by suitable cleaning agent and rewinding the motor with super enamel copper wire of existing gauge and number of winds including varnishing, heating, replacing minor spares and refitting at location including all cartage to workshop, loading / unloading, etc. complete all as specified and as directed

Notes for serial item Nos. 57 to 61: (a) Breakdown complaint (intimated through any means of communication viz. sms/whatsapp/email, etc. shall be rectified within 01 to 03hours, from time of information failing which shall attract a penal recovery of Rs. 500 per hour whcih shall be deducted from any subsequent due payments of the Contractor (b) The complaint shall be attended within stipulated time as above and temporary measures to immediately restore the services (minor spares shall be measured and paid separately under respective items of BOQ) and shall be catered with a complete repair / restoration by 3days maximum in case of major faults. The decision of the Accepting Officer shall be final and binding in this regard. (c) The Contractors quoted rates shall be deemed to be inclusive of the above requirements
