PREAMBLE TO BILL OF QUANTITIES:

This is an Item rate Contract. The Items in the Bill of Quantities in this Bid Document do

not necessarily contain full descriptions of the required work and, when pricing, the Bidder

is to refer to all parts of the Bid Document i.e., the drawings, specifications etc., as also

Standards referred to, and assess the site conditions and performance requirements in

totality. The rates will be deemed to include for the full cost of work as described in the Bid

(b) Contract Price

The Prices quoted against the items in the Bill of quantities should cover the full value of

the finished work described including, but not limited to, for the cost of all the obligations

on the Bidder as set down in all the Contract Documents (which are to be read together), for

co-operation and co-ordination of his work with other Contractors, if any, working in the

area and with various Authorities, for all temporary work required and for the provision and

use of all plant, whether mechanical or non-mechanical, required for the expeditious

execution of the Works in their proper sequence, fulfilling other obligations laid down in

various clauses of this Contract Document and for shifting plant, etc. as may be required

during the progress of the Works and removing on completion and making good any

surfaces disturbed.

The rates should also include for all necessary services for the Works, for the cost of

preparing the bid, for profit and for all other establishment charges and on costs of

whatever nature, including the following:

I. Labour and all associated costs

ii. Locating and transporting construction materials.

iii. Providing at site materials and goods in accordance with the Specification.

iv. Temporary works.

v. Establishments charges, overheads and profit.

vi. Setting out of the works and liaison with all concerned authorities for approval of

vii. Ascertaining from the concerned authorities the locations to which the storm

drainage can be discharged, before commencing the project.

viii. Paying all statutory dues and taxes, housing, paying salaries and bonus etc. for

employees of the Contractor.

ix. Providing and maintaining throughout the entire construction period, safety barriers

around all excavations and making them visible during night. Providing motorable

access to the industrial units or other plots where entry is obstructed by the road

x. Obtaining permission, where necessary, to cross land, for use of public or private

land, paying compensation, if any, for damage to property or for other effects due to

the presence of the Contractor’s labourers and equipment on such land, protecting

any fencing, private or public property, repairing any damage caused by the

Contractor’s plant to public utility services (oil, water, electricity, telephone,

xii. General foreseen and unforeseen expenses of the Contractor.

Xiii. Removing all construction debris to a tip approved by the local authorities,

reservations and the Contractor shall have no right to claim any compensation or

becomes necessary to ascertain the quality of materials, the entire cost of re-

inspection and retests including cost of travel, accommodation etc. of the inspecting

official will be charged to the contractor if the retest confirms poor quality of the

(c) Completion Period of Work

The Contractor is to commence the work soon as he receives the Commencement Order

and complete the work in the period indicated in the memorandum, failure to which will

attract a penalty for the delay of works, as liquidated damages, as specified in tender.

(d) Provisional Items

Provisional Item means an item included in the Contract and so designed for the execution

of work or the supply of goods, materials or services, which item may be used by the

Employer by appointing Nominated Contractors or by instructing the Main Contractor, in

whole or in part or not at all, at the discretion of the Engineer in Charge, and the Contractor

shall not have any right at any time to claim for delays or extra expenditure suffered by him

if the Provisional Items are executed only in part or not at all.

(e) Items for Which Separate Payment will not be made

The following items are to be performed as part of the Contract. The cost of these works is

deemed to be distributed in the pay items of the Contract.

i. Site Survey for establishing reference points in each road and fixing alignment of

ii. Providing and maintaining proper markers and profile rails.

iii. Supporting sides of deep excavations.

iv. Selection of materials for backfilling of trenches and against permanent structures.

v. Compacting of backfill against structures with hand held equipment’s.

vi. Testing of concrete at frequencies specified.

vii. Supplying and laying warning tapes above service lines at depths specified by the

Engineer in Charge at site.

viii. Preparing working drawings and manhole schedules in Auto CAD.

ix. Testing of materials brought at site to ensure quality.

x. Provision of safety measures at site for the works as well as the public utilities.

xi. The contractor shall provide, during the Defect Liability Period, a facility of on call

at project location in case of need, which will attend immediately and undertake the

xii. Appropriate marking and labeling of electrical machinery relating them to the

pumps and motors and instrumentation equipment’s.

xiii. All risks, liabilities and obligations set forth or implied in the tender document.

xiv. Displaying framed drawings of all electrical and mechanical equipment/single line

diagrams inside the control rooms.

xv. Mobilization and demobilization to and from site, all plant, machinery, equipment

and staff as given in the schedule of information.

xvi. Contractor's facilities as specified in Specifications.

xvii. Obtaining permission, no objection certificate/ approvals from statutory authorities.

Xviii Meeting the requirements during Defects Liability Period as explained in Special

Conditions of Contract.

Xiv Any other expense that may be incurred in fulfilling any Contractual Clause, which

is not mentioned specifically here.
