1 Excavation upto the depth of Embankment:Excavation in Soil using Hydraulic Excavator and Tippers with disposal. Scope of Work: Excavation for roadwork in soil using a hydraulic excavator of 0.9 cum bucket capacity, including cutting, trimming of bottom and side slopes, loading into tippers, and transporting the excavated material to the embankment location, within all lifts and lead up to 1000 metres, in accordance with specified lines, grades, and cross-sections. Execution Requirements: 1) Carry out soil excavation using hydraulic excavator (0.9 cum bucket size). 2) Load excavated soil into tippers without spillage. 3) Trim side slopes and bottom in accordance with design drawings. 4) Transport material to designated embankment site within 1000 m. 5) Maintain line, level, and compaction specifications. 6) Follow safety, environmental, and haul route management norms. Rate Inclusions: Includes Labour, machinery (excavator & tippers), fuel, trimming, loading, transport within 1000 m, traffic control, safety compliance, and supervision. 2 Embankment Construction with Material Obtained from Borrow Pits Identification of Activity: Construction of embankment using approved soil obtained from borrow pits, including excavation, loading, transportation, unloading. Method of Construction: 1) Identify and approve borrow pit sources. 2) Excavate and load earth using hydraulic excavators. 3) Transport material using tippers to the construction site. 4) Spread uniformly using graders and level to required profile. 5) Compact each layer using vibratory rollers. 6) Maintain moisture content by sprinkling water as needed. Rate Inclusions: The quoted rate shall include the cost of all labour, machinery (excavators, tippers, graders, rollers, water tankers), materials, fuel, lead and lift, quality control, water for compaction. Also includes testing and safety compliance. Relevant Code / Specification: MoRTH Specification Clause 305.3 Note: If earth is obtained from government land, compensation shall be excluded. 3 Construction of Subgrade and Earthen Shoulders Scope of Work: Construction of subgrade and earthen shoulders using approved material obtained from borrow areas, carried to site with all lifts and leads, and laid in layers not exceeding Specific Thickness. The material shall meet the quality parameters defined in MoRTH Clause 305, ensuring proper gradation, moisture, and plasticity. Execution Requirements: 1) Transport approved borrow material to the site and spread in uniform layers. 2) Maintain layer thickness not exceeding specified thickness (shall not be more than 250 mm when vibratory roller/ vibratory soil commpactor is used & shall not be more than 200 mm when 80-100 kN Static roller is used) 3) Compact the subgrade and the earthen shoulders to 97% MDD or above, both as per IS 2720 (Part 8). 4) Ensure proper grading, slope, and level in accordance with approved drawings. 5) Conduct field density and moisture content tests. 6) Perform surface dressing and provide drainage profile for shoulders. 7) Ensure environmental compliance and maintain safe working conditions. Rate Inclusions: The rate shall include cost of all labour, borrow area development, material procurement, loading, unloading, transportation with all lifts and leads, spreading, grading, compaction with mechanical means, surface dressing, quality control testing (MDD, moisture, gradation), and all incidental works required for proper completion as per specifications. 4 Construction of Granular Sub-Base (Grade IV Material) Grading IV Material - ( Mix in Place) Scope of Work: Construction of granular sub-base using close graded material conforming to MoRTH Table 400-1, by spreading the approved material in uniform layers over the prepared subgrade, mixing the material in place using a mechanical rotavator at Optimum Moisture Content (OMC), and compacting it with vibratory rollers to achieve the required density. The work shall be executed as per lines, levels, and cross-sections shown in the drawings or as directed by the Engineer.. Method of Construction: 1) Subgrade Preparation: Clear and level the subgrade as per Clause 301/305. Lightly sprinkle with water and compact using a smooth roller. 2) Material Spreading: Spread the approved close graded material in uniform layers (≤200 mm uncompacted) using a motor grader, as per specified alignment and cross-section. 3) In-Place Mixing: Mix the material in place using a mechanical rotavator, adding water as required to achieve OMC. 4) Compaction: Compact using a vibratory roller (80–100 kN) to achieve a minimum of 98% MDD as per IS:2720 (Part 8). Begin rolling from lower edge and proceed to crown. 5) Surface Finish: Ensure the surface is smooth, free from segregation, and conforms to specified lines and grades. Rolling overlap shall be at least 1/3rd width per pass. 6) Testing & Quality Control: Check moisture content before compaction (1–2% below OMC). Conduct field density tests at 50 m intervals or as directed by the Engineer. Note : When the granular sub-base is constructed in two layers each individual layer shall not be less than 150 mm, in accordance with MoRTH Clause 401.2.1. 5 Construction of Wet Mix Macadam (WMM): Scope of Work: Construction of Wet Mix Macadam using crushed stone aggregates conforming to MoRTH Clause 406, laid by mechanical paver in uniform layers not exceeding 200 mm thickness, mixed with water to achieve optimum moisture content and compacted to required density. Execution Requirements: 1) Source approved aggregates as per project specifications. 2) Prepare the surface by cleaning, leveling, and ensuring cross-slope as per drawings. 3) Mix aggregates with controlled water addition in a mechanical mixer. 4) Lay WMM using a mechanical paver, ensuring proper grade, slope, and layer thickness (Single layer ≤ 200 mm). 5) Compact each layer using an 8–10 tonne vibratory roller to achieve at least 98% of Maximum Dry Density (MDD) per IS 2720 (Part 8). 6) Conduct field density tests every 50 m or as directed by the Engineer. 7) Ensure GPS-enabled paver use with a minimum blade length of 3.05 m for accurate alignment and finish.Rate Inclusions :The rate includes cost of aggregates, water, mixing, laying, rolling, labour, machinery (paver, roller), fuel, surface preparation, compaction, testing, royalty, transportation, and all incidental works. 6 Prime Coat over Granular Base – Using SS1 Grade Bitumen Emulsion Scope of Work: Applying primer coat using SS1 grade bitumen emulsion over prepared stabilized soil base/crusher run macadam, including cleaning and spraying. Execution Requirements: 1) Mechanically clean the compacted surface. 2) Use SS1 bitumen emulsion as per IS:8887. 3) Spray uniformly at 0.90–1.20 kg/sqm using pressure sprayer. 4) Ensure surface is damp, not wet. 5) Allow minimum 24 hours curing; restrict traffic. Rate Inclusions: Bitumen emulsion, surface prep, labour, equipment, spraying, curing, PPE, barricading, and all incidental items. 7 Tack Coat on Bituminous Surfaces Scope of Work: Providing and applying tack coat using bitumen emulsion on a prepared bituminous surface to ensure effective bonding with the overlying bituminous layer. Execution Requirements: 1) Clean the bituminous surface using a mechanical broom to remove dust and debris. 2) Use RS-1 grade bitumen emulsion conforming to IS:8887. 3) Apply uniformly at a rate of 0.20 to 0.30 kg/sqm using a bitumen pressure distributor. 4) Maintain spray temperature for Bitumious emulsion around 20°C to 70°C, and for CutBack 50°C to 80°C for best results. 5) Avoid overlapping, streaking, or excess pooling; ensure full surface coverage. Rate Inclusions: Rate includes Bitumen emulsion, labour, cleaning, spraying equipment, fuel, PPE, traffic control, Safety compliance and all incidental works. 8 Dense Bituminous Macadam: Grade 2 VG 40 Scope of Work: Providing and laying Dense Graded Bituminous Macadam (DBM) with 26.5 mm nominal size aggregates (Grading 2) premixed with bituminous binder in a hot mix plant, transported and laid over a prepared surface using sensor-controlled paver finisher, and compacted to achieve the specified grade, density, and finish. Execution Requirements: 1) Use Grading 2 aggregates, VG-40 bitumen @ 4.5%, and filler; mix in approved HMP. 2) Maintain mixing temp: 160–170°C, laying ≥150°C, rolling ≥100°C. 3) Lay mix using sensor-controlled hydrostatic paver finisher to proper profile and level. 4) Maintain layer thickness around 50–75 mm. 4) Compact with smooth wheel, vibratory, and PTR rollers to achieve ≥92% lab density (IS:12091). Rate Inclusions :The rate shall include cost of all materials (VG-40 bitumen, aggregates, mineral filler), mixing in HMP, heating, transportation, laying with paver, compaction using rollers, quality control testing, labour, machinery, fuel, PPE, barricading, signage, traffic control, environmental and safety compliance, and all incidental works required to complete the job in accordance with MoRTH specifications. 9 Bituminous Concrete – Grading 2 (VG-40, 5.4%) Scope of Work: Providing and laying Bituminous Concrete (BC) with Grading II aggregate using higher capacity batch type hot mix plant, premixed with VG-40 bitumen @ 5.4% by weight of total mix and filler, including transportation, laying by hydrostatic sensor paver, and compaction with rollers as per MoRTH Clause 507. Execution Requirements: 1) Prepare mix with VG-40 binder @ 5.4%, Grading 2 aggregates, and filler in HMP. 2) Maintain mix temp 160–170°C, laying temp ≥150°C, rolling temp ≥100°C. 3) Lay mix using sensor paver to desired camber, grade, and level. 4) Compact with smooth, vibratory, and tandem rollers to achieve ≥92% lab density. 5) Maintain layer thickness of 30-40 mm.
