SCHEDULE 'A' PART - I (OUTSOURCING SERVICES)

Providing services for operation, maintenance of electric supply and water supply installations including internal electrification of buildings at married accommodation of Residential areas by deploying skilled, qualified persons having experience in handling similar equipments/services and periodical maintenance to equipments, maintaining log sheets, complaint register, maintenance register, breakdown register etc complete. The scope of work/services to be provided by contractor in each shift and number of shifts in day for Residential areas are enumerated below and as specified in particular specification in following areas :- MTRDC residential area at HMT Complex in three shifts (round the clock in three shifts on all days including Sundays and Holidays), 1st shift from 0600 Hours to 1400 Hours, 2nd Shift from 1400 Hours to 2200 Hours, 3rd shift from 2200 Hours to 0600 Hours) with Electrician - 1 No and Helper - 1 No per shift NOTES :- (i) Details of equipment/services to be maintained are indicated as appendices in PS. (ii) Various items required for replacement are regulated by the department except those given under relevent items of schedule ‘A’ as supply only. However replacement cost of these items are deemed to be included in this item. (iii) The Items mentioned under relevent items of schedule ‘A’ shall be supplied by the contractor as and when required at site and the same shall be measured and paid under relevant items of Sch 'A' Part - II.

Notes for Sl Item Nos 1.00 to 1.06 (including Sub Items) Contd., (iv) Tenderer shall maintain relevant slips of complaints attended and materials used duly signed by users and any other documents as signed by dept and cost of the same is deemed to be included in the rate quoted. (v) T&P, HT fuse wire and safety gear required for attending to the complaints will have to be arranged by the tenderer at no extra cost to the department. (vi) Attention is drawn to latest minimum fair wages payable as notified (time to time) by Govt Of India / State Govt / Local body whichever is higher, including taxes as applicable and quote their rates accordingly. Contractor shall not have any claim on account of misunderstanding / under quoting in this regards. vii) Tenderer shall arrange insurance to his work-men and relevant proofs of the same shall be submitted to the department as and when demanded, the cost for the same is deemed to be included in the rate quoted. Responsibility of compliance of labour regulations in force lies with the tenderer. The provision of statutory laws relating to minimum wages, EPF, EDLI, ESIC, Bonus, GST, Cess & other levies payable shall be strictly adhered to by the contractor. The Contractor shall produce proof of wages, EPF, ESIC, Bonus paid against the respective workmen while claiming payments. viii) Absent from duty of technician is not permissible as E&M services are essential in nature. However, the absence will invite penalty as specified in tender and recovery shall be done through recovery statement from the payment due to Contractor. The tenderer will have no claim whatsoever on this account and decision of Accepting officer in this regard will be final and binding.

Notes for Sl Item Nos 1.00 to 1.06 (including Sub Items) Contd., ix) Tenderer shall work out and quote the rates under Col 5, Col 7, Col 9, Col 11 & Col 13 for each item / sub items. Rate quoted under Col 9 (overheads and Profits) shall also deemed to include for consumable items, uniforms, stationery charges, etc., required for proper operation and maintenance of equipments. x) Bidders are advised to follow the websites/ notifications of respective Department/ Organization regularly, and ensure that any changes in minimum fair wages/ contributions, Taxes are accounted by them and revise their quoted rates accordingly before end date of submission of Bid. No claim of not aware of new Notifications / Circulars will be entertained after bids are closed on account of revisions. xi) Bid submitted by Tenderer under following stipulations shall be treated as non - bonafide / invalid / disqualified and such bids will not be considered for acceptance and in such case the lowest bidder shall be determined from amongst the valid / bonafide bids only :- a) Quoting wages under Col 5 against any item / sub-items of BOQ shall not be less than the prevailing minimum rates of wages payable as notified by Govt. of India/ Concerned State Govt / Local body whichever is higher. b) Quoted rate under Col 7 i.e., Bonus, shall not be less than Minimum payable (8.33%) and shall be based on actual payment basis. c) Quoted % under col 9 i.e., for “OH&P, consumable items, uniforms, stationary, etc., should not be “Nil”/”Zero” consideration, d) ESIC % under Column 13 is @ 3.25% subject to Salary less than 21,000/- as per instructions in vogue

Notes for Sl Item Nos 1.00 to 1.06 (including Sub Items) Contd., xii) In case Contractor is liable to pay EPF, % quote under Column 11 shall not be less than % applicable as per EPF & MP Act and its latest notifications / amendments. xiii) Quoted rates shall deemed to be inclusive of all taxes, cess, levies as applicable including GST. xiv) Any Govt / statutory variations in minimum wages, liability of EPF, ESIC, EDLI, BONUS, LWC, GST shall be adjusted from re-imbursement / recovery as specified in Special Conditions here-in-after. The prevailing wages / Contribution prevailing on the bid submission end date shall be base for adjustment / re-imbursement as specified here-in-after. xv) Exemptions / limiatations, if any shall not be considered while quoting rates, EPF, EDLI, ESIC, BONUS, LWC as the same shall be calculated during actual contribution payable depending upon the salary of the individual based on the number of days engaged in the work. xvi) Contractor’s attention is invited to Labour Wages Act with regards to payment of wages to the individuals engaged under this work. Contractor shall make the payments to their staff / employees by Cheque or through NEFT in their Bank Account, and the particulars of same shall be submitted to the department while claiming any payment. No payments will be made, unless proof of payment of wages through bank account is submitted by the Contractor/firm while claiming bills. xvii) The wages, / contribution towards EPF, EDLI, ESIC, Bonus shall be paid by the GE in RAR / Final bill only after submission of valid and authentic document in support of proof of payment / contribution of requisite amount to the workmen by the Contractor. In case, the Contractor fails to submit proof of payment made to Workmen, no payment will be made by Department.

Notes for Sl Item Nos 1.00 to 1.06 (including Sub Items) Contd., xviii) Payment in respect of any item / sub-item of BoQ in RAR / Final bill towards the wages, EPF, EDLI, ESIC, Bonus shall be made on the actual amount paid to the Workmen by the Contractor, subject to maxium of the rate quoted under respective heads, plus his quoted OH&P & LWC and no extra claim by the Contractor shall be admissible in this account. In case, Contractor pays less than quoted rates, payments will be made on the actual amount paid by the Contractor plus his quoted OH&P & LWC and nothing extra over and above his quoted rates is payable by the Department except revisions by Govt. Any violation of Acts rests with Contractor and Contractor shall be solely responsible for same..

Rewinding of exhaust fan motor 300/450 mm sweep with super enameled copper winding wire of suitable gauge after cutting and removing burnt winding, including varnishing of new winding and drying up carefully all as specified and directed.

Cutting, trimming and pruning of trees / tree branches of any girth up to 2.5 m all around the existing LT overhead lines / surroundings of street lights, flood light fittings and LT poles including cleaning the disturbed area beneath the LT overhead lines and removing the trees/tree branches and debris from the site and depositing at a place as directed at site.

Supply and fix in repairs Silica Gel Breather assembly complete duly filled with silica gel stones suitable for transformer of capacity 250 / 500 KVA complete all as specified and as directed.

Topping up of transformer oil ISI marked duly tested with proper die-electric strength upto desired level after heating up of oil suitable for 11 KV power system complete all as specified and as directed.

Dehydration of transformer oil ISI marked through on line filteration to with stand die electric strength of 50 KV for 1 minute at 2.5 mm gap and flash at 60 KV without disturbing the system complete complete all as specified and as directed.

Servicing of transformer by dismantling the top cover, checking of HT/LT bushings from core winding cleaning / removing the sludge from the transformer tank, cleaning inside the radiator and core winding, cleaning the radiator coil including checking the connecctions of proctetive devices like winding, temperature indicators, replacing the top cover gaskets and washers with new one and charging of the transformer with grey colour enamel paint and testing and commissioning complete including painting, all as specified and as directed by Engineer-in-Charge for 200 KVA transformer .

Servicing and painting of two / four pole structure consisiting of poles, rolled steel joists mild steel channels and supports with one coat of aluminium paint including colour code for RYB to indicate the colour code for body earthing and lightning arrestor complete including taking proper shut down, greasing the GOD switch, tightening of all bolts & nuts, replacement of ACSR conductor, PVC sleeves, wornout lugs, PG clamps and HT fuses in the structure as required at site including two coats of white wash for masonary plat form, one coat of synthetic enamal paint for weld mesh, removing of weeds / plants inside the yard and cleaning the entire premises complete all as specified and as directed.

Supply and fix, three Phase non-linear type lightning arrestor suitable for three wire 11 KV overhead lines complete with galvanised clamping arrangement, GI bolts, nuts and washers complete including taking down old arrestor all as specified and as directed.

Material and labour for plain Cement Concrete (1:3:6), type C1, using 20 mm graded stone aggregates for coping of poles / plinth blocks of HT poles etc., including necessary form work and finishing the exposed surfaces even and smooth without using extra cement complete all as specified and directed.

Material and labour for, Plain cement concrete (1:4:8), type D2 ,using 40 mm graded stone aggregates for foundation of poles complete all as specified and directed.

Demolishing old earthing pit, and providing new earthing pit with material and labour for earthing complete with Galvanized Iron earth plate electrode 600 mm x 600 mm x 6.3 mm buried directly in ground vertically in pit of depth not less than 2.25 metre below normal ground level with top edge of the earth plate at a depth not less than 1.5 metre below normal ground level surrounded from all sides with mixture of charcoal and common salt in alternate layers and electrode connected to GI earth wire of 4 mm dia by means of bolts, nuts, check nuts and washers, earth wire protected by galvanized steel pipe 15 mm bore (light grade) connected to earthing test point all as shown in electrical plate No. 3 of SSR-2009 Part I and including necessary excavation and earth work in any type of soil, 40 mm bore light grade GI pipe for watering funnel wire mesh, PCC chamber in cement concrete (1:3:6), type C1 , manhole cover with RCC (1:2:4), type B-1, reinforced with 6 mm dia MS round bars @ 15 cm c/c both ways for cover and MS frame etc., complete all as specified and as directed NOTES :- (i) The quoted rate deemed to include earth wire and protection pipe up to 7.5 metre from earth plate / earth point/test point. (ii) Earth pit shall be constructed at least 0.5 metre away from each earth chamber.
