Providing services of Third Party Quality Assurance (TPQA) for Construction of a 100-Bedded Hospital Project at Harohalli, Ramanagara District, Karnataka, on an Engineering, Procurement and construction (EPC) basis for all Civil and electrical works covered under Agreement No. 01/2024-25/CE/EE-IV/Bangalore (Main Agreement)

Providing Third Party Quality Assurance (TPQA) services for Civil Works related to the construction of 100-Bedded ESIC Hospital, Ancillary Buildings, and Staff Quarters at Harohalli, Ramanagara District, Karnataka. The scope includes independent quality verification of materials and workmanship; witnessing and review of mandatory field and lab tests; monitoring implementation of the approved QAP; verification of site registers, calibration records, and workmanship across all civil activities such as RCC, masonry, plastering, flooring, waterproofing, and finishes. TPQA shall assist in NDT (Rebound Hammer, UPV, core tests), site safety compliance, review of as-built drawings, snag list preparation, TPQA Inspections and handover documentation. All observations and reports shall be digitally recorded using web/mobile-based platforms, in accordance with CPWD Specifications, QA Manual 2022, BIS/IRC/MoRT&H codes, and as per direction of the Engineer-in-Charge. Note: The quantity shall be taken as the actual value of Civil works executed by the main contractor during the currency of the contract, excluding planning and design charges. The rate shall be quoted as a percentage (%) of the executed value of Civil works. Payment towards deployment of full-time Quality Control Engineer/ Technical Staff shall be made separately under Item No. 1.2 as per the quoted monthly rates and will not be included in this item

Deployment of full-time Quality Control Engineer / Technical Personnel (Civil) possessing a degree in Civil Engineering (BE/BTech) with a minimum of 5 years of relevant field experience in QA/QC works. The deployed personnel shall be responsible for daily onsite supervision, inspection of civil construction activities, witnessing of sampling and testing, verification of workmanship, record maintenance, and implementation of the approved Quality Assurance Plan (QAP). The personnel shall also capture and upload quality observations, test data, and site photographs through the mobile or web-based quality assurance platform approved by CPWD. Deployment shall be made strictly as per the requirements of the tender and directions of the Engineer-in-Charge. Note: The rate for this item shall be quoted in Indian Rupees (₹) on a “per month per person” basis, and payment shall be made accordingly based on actual deployment.

Providing Third Party Quality Assurance (TPQA) services for Electrical and Mechanical (E&M) Works related to the construction of 100-Bedded ESIC Hospital, Ancillary Buildings, and Staff Quarters at Harohalli, Ramanagara District, Karnataka. The scope includes independent quality verification of MEP materials and installations such as electrical wiring, panels, HVAC systems, plumbing, firefighting, MGPS, lifts, DG sets, and ELV systems; witnessing and review of mandatory tests and commissioning protocols; monitoring of QAP implementation; verification of calibration records, safety compliance, and workmanship. TPQA shall support review of as-built drawings, snag list preparation, TPQA Inspections and handover documentation. All QA data and reports shall be recorded digitally through web/mobile-based platforms, in accordance with CPWD Specifications, BIS/IEC codes, QA Manual 2022, and as per direction of the Engineer-in-Charge. The deployed personnel shall be responsible for daily onsite supervision, inspection of MEP installations (such as electrical systems, HVAC, plumbing, firefighting, MGPS, lifts, DG sets, ELV systems, etc.), witnessing of testing and commissioning activities, verification of workmanship, and maintenance of QA records in accordance with the approved Quality Assurance Plan (QAP). The personnel shall also be responsible for capturing and uploading observations, test data, and photographs through the web/mobile-based application approved by CPWD for real-time quality monitoring and audit compliance. Deployment shall be made strictly as per the tender conditions and directions of the Engineer-in-Charge. Note: The rate for this item shall be quoted in Indian Rupees (₹) on a “per month per person” basis, and payment shall be made accordingly based on actual deployment.
