tender fee are received for purpose of opening the bid. Accordingly,
offer/tenders of those tenderers whose EMD & tender fee is received
electronically, shall be opened. However, for the purpose of realization of EMD
and Tender Fee, bidder shall send the EMD as well as Tender fee in required
format in original through RPAD / Speed Post so as to reach to Solid Waste
Management Department, Khanderao Market within 3 days from the last date
of submission of price-bid. Punitive action shall be initiated for non-submission
of EMD & Tender fees in original to Solid Waste Management Department,
Khanderao Market by bidder including abeyance of registration and
cancellation of E-tendering code for One year. All documents in supporting of
bid shall be in electronic format only through online (by scanning) during the
bidding period.‖

SECTION 2 ELIGIBILITY CRITERIA
2.1. General Instructions
1. Non-refundable Tender Fee: The tender fee of Rs. 10,000/- shall not be refunded under
any circumstances.
2. EMD Validity: Earnest Money Deposit (EMD) of Rs. 2,00,000/- must be submitted strictly
in the form of a Demand Draft (DD) from any Nationalized / Scheduled Bank, drawn in
favour of The Commissioner, Vadodara Municipal Corporation, payable at Vadodara.

2.2. Pre-Qualification Criteria
Experience of having successfully completed similar works during the last 7 years ending on
the last day of the month previous to the month in which applications are invited. The bidder
must meet any one of the following:
Three similar completed works, each with a contract value not less than 40% of the project
Two similar completed works, each with a contract value not less than 50% of the project
One similar completed work with a contract value not less than 80% of the project cost .
“Similar Work” shall mean any of the following types of projects completed for a Government
Department, Urban Local Body, Statutory Authority, or Public Sector Undertaking:
Artistic / Aesthetic Wall Painting – including but not limited to brush painting, spray
painting, mural work, or other decorative painting executed on public walls, flyovers, or
infrastructure, with varying levels of detailing (flat, design, detail, realistic).
Urban Beautification Works – such as installation of street furniture (waste bins, benches,
planters, bollards), landscaping, decorative lighting, public art installations, or any other
aesthetic improvement undertaken under urban development missions.
Solid Waste Management Infrastructure – projects involving supply, installation, or
maintenance of waste collection systems (bins, trolleys, segregation sheds) or related IEC
(Information, Education & Communication) initiatives that include physical beautification

(SBM) , Nirmal Gujarat, National Clean Air Programme (NCAP) , or other Central /
State Government urban development missions.
2.3 Financial Capacity

SECTION 5 : DEFINITIONS
In this tender document, unless the context otherwise requires, the following terms shall have the
meanings ascribed to them:

3. “BOQ” / “Bill of Quantities” means the priced schedule of items forming part of the Price
Bid, wherein the bidder quotes rates for the required works.
4. “Commissioner” means the Municipal Commissioner of Vadodara Municipal Corporation,
or any officer authorized by him to act on his behalf for the purposes of this tender.
5. “Contract” means the agreement entered into between VMC and the successful bidder,

15. “Pre-Qualification Criteria” means the minimum eligibility requirements set out in Section

16. “Project” / “Work” means the Urban Beautification Initiative under SBM 2.0 & Nirmal
Gujarat 2.0, including all activities, supplies, and services specified in the tender.
17. “SBM 2.0” means Swachh Bharat Mission (Urban) 2.0, the Government of India‘s flagship
urban sanitation and waste management program.
18. “Similar Work” shall have the meaning ascribed in Clause 2.2 of the Pre-Qualification
Criteria, i.e., projects involving artistic wall painting, urban beautification works, or solid
waste management infrastructure with aesthetic components, executed for a government
department, Urban Local Body, or statutory authority.
19. “Technical Bid” means the part of the bid containing pre-qualification documents,
credentials, and technical proposals, submitted without price information.
20. “Price Bid” means the part of the bid containing the priced BOQ, submitted online
separately and opened only for technically qualified bidders.
21. “VMC” means Vadodara Municipal Corporation, a statutory body constituted under the
Bombay Provincial Municipal Corporations Act,

SECTION 6 INTRODUCTIONS
Vadodara Municipal Corporation (VMC) has been at the forefront of urban transformation,
consistently working towards enhancing the quality of life for its citizens. In line with the
national Swachh Bharat Mission (SBM) 2.0 and the state-led Nirmal Gujarat 2.0, VMC is
committed to creating a cleaner, greener, and more aesthetically vibrant city. These missions
emphasize not only infrastructure development but also behavioral change, citizen participation,
and sustainable urban practices.
The Urban Beautification Initiative under SBM 2.0 & Nirmal Gujarat 2.0 represents a holistic
approach to urban improvement. It combines physical infrastructure—such as artistic wall
paintings, street furniture, and waste management assets—with intensive Information, Education
& Communication (IEC) and capacity-building interventions. This integrated strategy aims to
transform public spaces, instill a sense of ownership among residents, and promote long-term
behavioral change in solid waste management and environmental stewardship.
Urban beautification goes beyond aesthetics; it is a powerful tool for social messaging, civic
pride, and community engagement. By embedding themes of cleanliness, segregation, air quality,
and sustainability into public art and interactive installations, the initiative seeks to make SBM
2.0 and Nirmal Gujarat 2.0 visible, relatable, and actionable for every citizen. Complementing
these visual elements with structured IEC and capacity-building programs ensures that awareness
translates into sustained action.
3. Objectives of the Tender
Through this tender, VMC intends to empanel a competent and experienced agency to execute
the Urban Beautification Initiative. The primary objectives are:
Artistic & Aesthetic Enhancement: Create visually impactful wall murals, 3D paintings,
waste-to-art installations, and other creative elements that communicate key messages related
to solid waste management, air quality, and civic responsibility.
4. Scope of Work
The scope of work for the selected agency shall include, but not be limited to:

Artistic Wall Execution of brush/spray painting on designated walls with varying

5. Project Duration
The project shall be executed over a period of 24 months, with phased implementation across
various zones and wards of Vadodara city.
6. Expected Outcomes
The successful implementation of this initiative is expected to yield the following outcomes:
Enhanced Public Spaces: Transformation of selected locations into aesthetically pleasing,
vibrant areas that reflect the city‘s cultural identity and commitment to cleanliness.
Increased Citizen Awareness: Widespread understanding among residents about solid
waste segregation, recycling, and the importance of air quality, leading to voluntary
behavioral change.
Improved Waste Management Practices: Higher participation in source segregation,
reduced littering, and better utilization of waste management infrastructure.
Strengthened Community Ownership: Active involvement of Resident Welfare
Associations (RWAs), schools, colleges, and local businesses in maintaining beautified

Sustainable Model for Replication: Creation of a replicable framework for urban

SECTION 7 GENERAL INSTRUCTIONS
SECTION 1: GENERAL INSTRUCTIONS TO BIDDERS
1.1 INTRODUCTION
1.1.1 A key strategy under Swachh Bharat Mission (SBM) is behavior change communication to
ensure that sanitation and cleanliness issues are mainstreamed with the general public. This
includes issues of waste segregation, reduction of littering, proper use of infrastructure, hygiene
practices, and the related health and environmental consequences.
1.1.2 Vadodara Municipal Corporation (VMC) shall be responsible for implementation of
Information, Education & Communication (IEC) activities under Swachh Bharat Mission 2.0 and
Nirmal Gujarat 2.0 in Vadodara, with a focused mandate on city beautification. This includes
execution of structured urban beautification initiatives such as aesthetic enhancements, wall
paintings, and improvement of public spaces, aimed at promoting sustained cleanliness and
achieving the vision of a ‗Swachh and Sundar‘ city.‖
1.1.3 VMC invites detailed proposals (hereinafter referred to as ―Bids‖) for the Urban
Beautification Initiative under SBM 2.0 & Nirmal Gujarat 2.0. The selected agency will be
responsible for designing, developing, and implementing artistic wall paintings and related
activities as detailed in the Scope of Work. VMC will select a qualified agency among those
submitting bids in accordance with the method of selection described herein.
1.1.4 Bidders may include AGENCYs, Mass Media Companies, firms, LLPs, companies, trusts,
or societies registered in India, possessing the requisite experience and capacity. Bidders must
familiarize themselves with local conditions and take them into account in preparing their

VMC will respond by email or post to such requests and will send copies of the response to all
bidders who have downloaded the tender documents. Clarifications will also be published on the
VMC website (www.vmc.gov.in) and the e-tendering portal (https://vmc.nprocure.com).
1.2.2 At any time before the last date of submission of bids, VMC may, for any reason, whether
at its own initiative or in response to a clarification requested by a bidder, modify the Tender
Documents by issuing an addendum/corrigendum. Such addenda/corrigenda will be published on
the e-tendering portal and shall be binding on all bidders. VMC may, at its discretion, extend the
deadline for submission of bids.
1.3 PREPARATION OF BID
1.3.1 Bidders are required to submit their bids online through the e-tendering portal
(https://vmc.nprocure.com). The bid shall comprise two parts: Technical Bid (Cover
1) and Price Bid (Cover 2). All documents submitted shall be in English.
Technical Proposal
1.3.2 In preparing the Technical Proposal, bidders are expected to examine the documents
comprising this Tender in detail. Deficiencies in providing the information requested may result
in rejection of the proposal.
1.3.3 The Technical Proposal shall include the following information, using the forms provided
in Section 9.0 of this Tender Document:
Form 9B – Organization’s Relevant Experience: A brief description of the Organisation
along with an outline of recent experience on projects/programmes of a similar nature
undertaken in the past. For each project, the outline shall indicate the profile and names of
the personnel deployed, duration of the project, value of work, and the bidder‘s involvement.
Submission of reference letters or completion certificates from former clients is preferred.
VMC reserves the right to verify successful completion of projects.
Form 9C – Rationale and Context of Programme: A description of the basis for this
programme in Vadodara, the significance of urban beautification and IEC under SBM 2.0 &
Nirmal Gujarat 2.0, the relevant issues specific to Vadodara, including background
information relevant to public participation and awareness.
Form 9D – Programme Description: A detailed programme description demonstrating the
bidder‘s understanding of the programme requirements and constraints, and how these would
be addressed. The description shall include: goal and objectives, approach, methodology,
intervention strategies, activity plan, monitoring and evaluation, programme outcomes,
networking and linkages, policy implications, dissemination and advocacy, collaboration for
similar projects, and sustainability. The proposal must be complete and comply with the
scope and activities specified.
Form 9E & 9F – Details of Team Members / CVs: Qualification and relevant experience
of the proposed team, including a list of past and present assignments on awareness,
community engagement, and similar programmes. The bidder shall provide an organogram
showing names, responsibilities, and reporting lines. CVs of proposed team members, signed
by the candidate and the authorized representative, shall be submitted in Form 4F.
Form 9G – Activity Schedule: An implementation plan indicating the proposed sequence of
activities, timelines, and milestones.
Bidders may submit any additional information they consider relevant to justify their

Financial Proposal
1.3.5 In preparing the Financial Proposal, bidders shall take into account all requirements and
conditions of the Tender Documents. The Financial Proposal shall follow the format provided
in Section 9.0 (Sample Forms), listing detailed cost break-ups associated with the proposed
programme. The Price Bid shall be submitted online only through the e-tendering portal; no hard
copy of the Price Bid will be accepted.
1.3.6 The Technical and Financial Proposals shall remain valid for 120 days from the date of
opening of the Technical Bid. During this period, bidders are expected to keep the proposed team
members available. If VMC requests an extension of the validity period, the bidder shall have the
right to extend it without changing the financial conditions.
1.3.7 Price escalation or variation clause will not be accepted.
1.4 SUBMISSION, RECEIPT, AND OPENING OF TECHNICAL AND FINANCIAL
1.4.1 Bids shall be submitted online through the e-tendering portal (https://vmc.nprocure.com).
The scanned copies of all required documents (coloured scans, notarized where applicable) shall
be uploaded as part of the Technical Bid. The Price Bid shall be filled online in the prescribed

1.5 AWARD OF PROGRAMME
1.5.1 The contract will be awarded to the technically qualified bidder quoting the lowest
evaluated price, subject to successful negotiation (if any) and fulfillment of all pre-award

award of the contract or as specified in the Letter of Acceptance (LOA).
1.6.1 Information relating to evaluation of proposals and recommendations concerning award
shall not be disclosed to bidders or to other persons not officially concerned with the process

1.7 PAYMENT TERMS
1.7.1 No advance payment shall be made to the successful bidder.
1.7.2 Payment for materials (e.g., printing, production) shall be made after delivery and
acceptance by VMC, on a monthly running bill basis.
1.7.3 Payment for programme delivery (IEC activities, wall paintings, installations, etc.) shall be
made on monthly running bills after satisfactory completion of the work as certified by the
concerned VMC officer.

Vadodara Municipal Corporation (VMC) is committed to enhancing urban sanitation, waste
management, and environmental quality under the Swachh Bharat Mission (SBM) 2.0 and the
state-led Nirmal Gujarat 2.0. A critical component of these missions is the active participation
of citizens, which can be fostered through aesthetically engaging public spaces and effective
Information, Education & Communication (IEC) interventions.
The Urban Beautification Initiative under SBM 2.0 & Nirmal Gujarat 2.0 is designed to
transform public spaces by combining artistic enhancements (wall paintings, murals,
waste-to-art installations, street furniture) with IEC activities that promote behavioral change in
solid waste management and environmental stewardship.
VMC invites proposals from qualified and experienced agencies (AGENCYs, Mass Media
Companies, firms, companies, trusts, or societies) to design, develop, and implement this
integrated initiative. The selected agency shall demonstrate expertise in creative communication,
social mobilization, event management, and the execution of artistic and infrastructural
beautification works.
The key objective of this initiative is:
Artistic & Aesthetic Enhancement: Create visually impactful wall murals, 3D paintings,
waste-to-art installations, and other creative elements that communicate key messages related to
solid waste management, air quality, and civic responsibility.
8.3 SCOPE OF WORK
The selected agency shall be responsible for the following activities, broadly categorized
into physical beautification and IEC & capacity building components.
8.3.1 Physical Beautification Works
Activity Description
Artistic Wall Execution of brush/spray painting on designated walls with varying levels
Painting of detailing: flat work, design work, detail work, and realistic work.
Themes shall align with SBM 2.0 and Nirmal Gujarat 2.0 messages.
3D Paintings / Creation of three-dimensional artworks at select locations to enhance
Murals visual appeal and convey key messages.
8.4 DELIVERABLES
The agency shall deliver the following outputs, subject to approval by VMC:

8.5 TARGET AREA
All activities shall be implemented within the municipal limits of Vadodara city. The specific
locations for wall paintings shall be finalized in consultation with VMC, with priority given to
high-visibility public spaces, market areas, schools, and waste-sensitive zones.
8.6 TARGET SEGMENT
The initiative shall address the following target groups:
General Public: Citizens of Vadodara, with a focus on waste generators (households,
commercial establishments).
Waste Workers: Safaikarmacharis (sanitation workers), waste collectors, and waste loaders.
Institutions: Schools, colleges, and universities.
Community Groups: Resident Welfare Associations (RWAs), market associations, and
slum communities.
Municipal Staff: VMC officials, engineers, and frontline workers involved in solid waste
8.7 COORDINATION WITH VMC
The agency shall coordinate closely with the Solid Waste Management Department, VMC, for
all activities. The coordination mechanism shall include:
Kick-off Meeting: Within 7 days of contract signing to finalize the work plan and locations.
Monthly Review Meetings: To review progress, address constraints, and approve upcoming
Field Inspections: VMC officials may conduct random field visits to verify quality and
8.8 PERFORMANCE SECURITY
The successful bidder shall furnish a Performance Security of ₹3,00,000/- (Rupees Three
Lakh Only) in the form of a Demand Draft from a Nationalized Bank, drawn in favour of The
Municipal Commissioner, Vadodara Municipal Corporation, payable at Vadodara.
The Performance Security shall be submitted within 15 days of receipt of the Letter of
Acceptance (LOA) and shall remain valid for the entire contract period plus a claim period
of three months beyond the completion of the contract.
8.9 PENALTY FOR DELAY
The agency shall strictly adhere to the timelines specified in the approved work plan. For any
delay in completion of the work beyond the stipulated time, a penalty of 0.2% of the agreement
value per day shall be levied, subject to a maximum of 10% of the contract value. VMC
reserves the right to recover such penalty from any dues payable to the agency or from the
Performance Security.
8.10 PAYMENT TERMS
No advance payment shall be made.
Payments shall be made on monthly running bills based on the physical progress of work
and deliverables accepted by the concerned VMC officer.
Each running bill shall be supported by photographic evidence, measurement sheets (for
painting/installation), and activity reports.
The final payment shall be released only after submission of the Final Completion
Report and acceptance of all deliverables.
8.11 INTELLECTUAL PROPERTY RIGHTS
All designs, artworks, creative materials, and reports developed under this contract shall be the
sole property of VMC. The agency shall not use or reproduce them for any other purpose without
prior written permission from VMC.

2. The Guarantor hereby irrevocably guarantees the due and punctual performance by

all its obligations relating to the Procurement and in connection with final delivery by
the AGENCY/ Mass media company in accordance with the Contract Agreement.
3. The Guarantor shall, without demur, pay to VMC sums not exceeding in aggregate

of a written demand therefor from VMC stating that the Company has failed to meet its

4. In order to give effect to this Guarantee, VMC shall be entitled to treat the Guarantor as
the principal debtor. The obligations of the Guarantor shall not be affected by any
variations in the terms and conditions of the Contract Agreement or other documents or
by the extension of time for performance granted to the AGENCY/ Mass media company
or postponement/non exercise/ delayed exercise of any of its rights by VMC or any
indulgence shown by VMC to the AGENCY/ Mass media company and the Guarantor
shall not be relieved from its obligations under this Guarantee on account of any such
variation, extension, postponement, non-exercise, delayed exercise of any of its rights by
VMC or any indulgence shown by VMC, provided nothing contained herein shall enlarge
the Guarantor‘s obligation hereunder.
5. This Guarantee shall be irrevocable and shall remain in full force and effect until

the Contract Agreement. The Guarantor‘s liability in aggregate be limited to a sum of

The Vadodara Municipal Corporation (VMC) is responsible for implementing various urban
sanitation, solid waste management, and environmental improvement initiatives under the Urban
Beautification Initiative under SBM 2.0 & Nirmal Gujarat 2.0.
The Second Party is engaged in providing IEC (Information, Education & Communication) and
capacity-building services relevant to the objectives of VMC and has been selected through the
tendering process for implementing the said project.
1. Purpose of the Agreement
This Agreement defines the terms and conditions under which the Second Party shall undertake
the Urban Beautification Initiative under SBM 2.0 & Nirmal Gujarat 2.0 for Vadodara city.
The objective is to strengthen public awareness, promote behavioral change, and ensure citizen
participation towards achieving a Clean and Green Vadodara.
2. Obligations of the Second Party
The Second Party shall:
a) Undertake all IEC and capacity-building activities as per the Scope of Work, Deliverables,
and Specifications outlined in Tender Notice No. [Insert Tender Number] dated [Insert
