M&I of 250KL Transmix tank at SRPL Trich
Tank Inspection and Other Works:
Preparatory Works: a) Locking of floating roof of the tank on support legs b) Opening of roof manholes c) Dismantling & storage of floating roof seal d) Pumping of residual oil into sump tank using pump, flexiblehoses and necessary fittings supplied by party e) Cleaning of 250KL tank and sludge disposal through a combination of mechanical/manual mixing process including entry into the tank, removal and storage of left over oil/oily sludge which can't be pumped out further in containers supplied by owner and disposal as per isntruction on OWNER within the station premises including transportation as per the directions of Engineer-in-Charge by taking all safety precautions and degasification of the tank to make it 100% gas free. f) Opening of shell manholes
Installation of flame proof eductor for ventillation for gas freeing the tank as per technical specification and requirement mentioned in tender document.
Providing and fixing double scaffolding system (cup lock type) on the exterior side, up to seven story height made with 40 mm dia M.S. tube 1.5 m centre to centre, horizontal & vertical tubes joining with cup & lock system with M.S. tubes, M.S. tube challies, M.S. clamps and M.S. staircase system in the scaffolding for working platform etc. and maintaining it in a serviceable condition for the required duration as approved and removing it thereafter. The scaffolding system shall be stiffened with bracings, runners, connection with the building etc wherever required for inspection of work at required locations with essential safety features for the workmen etc. complete as per directions and approval of the Engineer-in-Charge. The elevational area of the scaffolding shall be measured for payment purpose. The payment will be made once irrespective of duration of scaffolding. The rate shall be inclusive of scaffold inspection for safety through an authorized scaffold safety inspector. [Note: This item to be used for maintenance work judicially, necessary deduction for scaffolding in the existing item to be done]
Temporary Barricading: Providing Temporary Barricading upto required height made of GI/ steel sheet with angle iron frame (40x40x6) in panels of 1.5 to 2.0m including lateral/ vertical angle bracing/ steel beam at bottom for stability, earth filling up to 300mm height above ground level, maintaining the barricading during construction at site, removing the same and clearing site after construction complete in all respects as per instructions of Site Engineer.
Tank Inspection: Carrying out inspection of tank through API 653 certified tank inspector as per the API 653 checklist and submission of report both in hard & soft copies indicating the condition of the tank and recommendations for repair action if any etc. including submission of API 653 certification documents of Tank inspector to the owner.
Tank dismantling & repair works
Dismantling in part or full of steel plates / pipes / structural shapes including attachments, support structures / clamps etc by gas cutting / plasma cutting / deseaming / unbolting etc, retrieval of usebale appurtenances (such as pontoon manholes, guage hatch, breather vales, bleeder vents, nozzles, manholes etc), transportation of dismantled materials to Owners yard, stack in proper manner as directed by Owner's representative and complete in all respect including supervision, manpower,scaffolding, machinery, tools, tackles, consumables, non-consumables, equipments and other requisite resources.

Cutting of existing old bottom plates by oxy-acetylene gas with NRVs at both ends for gauging/cutting of plates and transportation of same to owners stock yard. Taking delivery of owner supplied 8mm plates from owners stock yard,transporting to the work site, replacement of badly corroded plates at different locations of tank bottom by 8mm plates by welding anual/automatic/semi automatic),testing of lap/butt welds by soap solutions under 3 psi (21Kpa) vaccum for leak proofness including supply of labour,equipments etc., required to complete work in all respects as per the instructions of site engineer/ E-I-C. Oxy-acetylene gas cutter with NRVs at both ends is to be used for gauging/cutting the plate.
Patch work in Tank Bottom: Taking delivery of Owner supplied 8 mm plates from the stock yard,transportation to the site, cutting to the required sizes, fabrication, laying and welding of patch on the tank bottom by lifting the shellalong with structurals and testing of the lap / butt welds by soap solution under 3 psi vacuum for leak proofness, DP test of root & capping of the radial butt weld joints in presence of Site Engineerincluding supply of labour, equipments etc. required to complete thework in all respects as per the instructions of Site Engineer /Engineer-in-Charge.
Patch Work on Tank Shell: Taking delivery of Owner supplied 6 mm plates from the stock yard,transportation to the site, cutting to the required sizes, fabrication,erection and welding of patch plate of various sizes at differentlocations on the tank shell and testing of the lap / butt welds by soapsolution under 3 psi vacuum for leak proofness including supply of labour, equipments etc. required to complete the work in all respects asper the instructions of Site Engineer / Engineer-in-Charge."

Taking delivery of Owner supplied 10 mm plates from the stock yard ,transportation to the site, rolling, fabrication of water draw off sump/roof drain sump,carrying out oil chalk test, dismantling of existing sump, fixing of new sump, compaction ramming of foundation including supply of labour, equipments etc. required to complete the work in all respects as per theinstructions of Site Engineer / Engineer-in-Charge.

Strengthening of weld joint: Strengthening of tank bottom & roof weld joints, annular plate, sketch plates, shell plates, shell to bottom plate joint, primary wind girder, secondary wind girder joints by depositing additional weld beads (two runs with 3.15 mm/4.0 mm AWS7018) wherever required to restore the joints (butt or fillet) to the fillet size of 8 mm including supply of all labour, equipments , consumables, etc.,required to complete the job in all respects as per the instructions of Siteengineer/E-I-C.
WELDING OF CS PLATES:-Transportation of all items including plates etc. from owner's storage point to work site and / or prefabrication yard and welding of CS plates including cutting / grinding / edge preparing and required testing to prove soundness of weld joint with supply of all consumables, manpower, tools as per technical specification and direction of the Engineer-in-Charge.:-

Tank inspection works-
Testing of weld joints: Cleaning & buffing of weld joints for testing of the newly fabricated joints on the tank top/ bottom deck surface by oil-chalk test/ DP test/ vacuum box test by soap solution under 3PSI vacuum for leak proofness, including supply of all manpower ,tools, tackles, equipments, consumables etc. to complete the work as per API 650 and instructions of EIC/ Site Engineer.

WFMPI Test: Conducting weld inspection of all weld joints on shell by wet Fluorescent Magnetic Particle with UV lamp including supervision by qualified inspector with ASNT level 2 certification, as per the tender specification. Note: Scaffolding will be paid separately.
LFET: Carrying out bottom plate floor scanning of storage tanks using either Low Frequency Electromagnetic Testing (LFET) or Magnetic Flux Leakage (MFL) technique to identify corrosion, pitting, thickness loss, perforation on product as well as soil side of bottom plates. Ultrasonic thickness check of the inaccessible area where MFL / LFET scanning is restricted. Confirmation and sizing of defects by use of UT gauge. Submission of detailed analysis report by ASNT Level II inspector plate wise and indicating defects for more than 20% wall loss along with calibration certificates of the equipment used.
Dismantling: Dismantling the cooling rings of the tank by gas/hacksaw cutting from the existing weld seams & removing from the tank by mechanical means, with utmost precaution and storing as indicated by IOCL anywhere in IOC premises, complete, irespective of lead and lift as directed. The rate includes the cost of labour, gases, providing necessary temporary supports, safe walk ladder, safety precautions etc., all necessary equipments, all necessary structures, clamps, suitable non-combustible material wedges, etc. complete to the satisfaction of IOCL. Note: Contractor has to submit the dismantling methodology clearly stating the restraining techniques to be involved so that circularity of the undamaged shell plates remains undisturbed, prior to commencement of work and has to get it approved from IOCL. Plates and structures, apputenances should be dismantled with utmost care as these are to be reutilised. Dismantled material will be property of IOCL. Scaffolding shall be paid seperately.
Replacement of Roof Drain Hose pipe: a) Dismantling of the existing roof drain flexible piping b) Supply and installation of new flexible 3" dia crude oil/ HSD resistant rubberised hose pipe with SS 304, Class 150 end flanges of 8 M length approximately inplace of dismantled roof drain hose as per drawings, specifications & instructions of Site Engineer/ Engineer In Charge
Supply and Installation of new Roof Seal: a) Supply Installation of neoprene seal of 2.5mm thick, two ply (each ply having minimum thickness of 1.0 mm), with single layer textile impregnated, oil resistant neoprene rubber sheet of width 1700mm, Hexagonal foamblock including of supply of SS fasteners, SS weather protector, Al-channels etc.; Supply and Installation required nut, bolts, washers, tools and tackles completing the work in all respects as per material and job specifications of the tender document and direction of Site Engineer / Engineer-in-Charge.
Supply and installation of new secondary seal (continuous membrane) ,including supply of SS fastners, SS weather plates, Al-channels etc, by authorised agents only; labours, tools & tackles completing the work in all respects as per directions of EIC/ Site Engineer. (Refer SCC for material specifications/drawing. The item also includes required modifications, such as fixing of channels/ anglesetc., for installation of secondary seal as per site conditions).
Providing and Installation of new Submerged shunts : Providing and installing submerged shunts connecting the lower roof to the shell at a separation distance of not more than 3 m round the circumference of the tank. The material shall be austenite stainless steel conductor of atleast 20mm2 (0.031in.2) cross sectional area or of the material conductor of equivalent current carrying capacity and corrosion resistant. The min. width of shunt shall be 51mm (2 in.)
Installation of new nozzle: The scope shall include but not limited to cutting a hole on shell 1st course, fabrication of size up to 6" nozzle similar to existing design, installation, providing reinforcement plate at shell penetration joint, welding, carrying out post weld heat treatment including supply of manpower, tools, equipment, machinery, consumables and any other resources
Rolling Ladder Repair in existing EFR Tank: Carrying out repairs of rolling ladder by welding of hinges to ladder structure at either end/or putting cotter pins, correcting alignment of rolling ladder steps by adjusting the link etc. and other associated works required for smooth functioning of rolling latter on the floating roof. Supply of all consumables, fittings, tools, tackles, manpower, replacement of any components etc. shall be in scope of contractor.
GI Pipe nipple: Providing & fixing of 1/2" GI Pipe nipple for fixing spray nozzles at a distance of 600mm in the sprinkler ring including machinerry , labour etc for completion of work. Scaffolding shall be paid extra if required.
Sprinkler Nozzles: Supply of Spray Nozzles( Material- brass) : Supply, handling, erection, testing & commissioning of Medium Velocity Water Spray Nozzle of all types in 1/2" BSPT male thread including all necessary consumables complete in all respect as per the direction of IOCL. Nozzles to be replaced exactly as per existing type of nozzle installed.
U Clamp: Supply & installation of MS Galvanised "U" clamp of size including providing M16 U-bolts with nuts suitable for 0-100 mm pipe.
mum 360 gm/sq.m. as per IS 4736 (Annexure XII). Rates include supply & fitting of all necessary G.I. Heavy grade fittings such as different types of threaded Tees, threaded reducer, threaded elbows, threaded cross etc . conforming to IS:1239,Part-II and SORF GI Flanges ANSI B 16.5 Cl# 150 with GI nuts,bolts, gaskets & GI washers, teflon, jute. hold-tight etc all consumables, U-bolts etc to complete the work in all respect. Sprinkler rings to have flanged joints with one flange to flange segment made of approx 12 to 18m length. The sockets for spray nozzle shall also be GI and welded on the sprinkler ring pipes. Entire T shall be dip galvanised before installing. Riser pipes to have a drain at the bottom most portions with valve. Riser & bottom pipes to also have flanges at suitable places for maintenance purpose, (minimum 4 per riser) rates of which are inclusive in the item. Galvanising on Pipes ,fittings and flanges shall be in accordance with IS 4736 latest edition. Erection of proper scafolding shall be as per IS4014 & Safety net shall be fixed beneath the sprinkler during execution of the pipes. Scaffolding shall be paid Extra seperately, however chain pulley/crane required for erection would be in contractor's scope. Sprinkler/Foam rings to be machine bent to suitable curvature for istallation and no extra payment shall be made for the same. Surface preparation and painting of installed GI cooling ring as per the paint system mentioned in tender document, shall be in scope of contractor and rate is inclusive of painitng works.
Structural Works:
Structural Works:- The scope of structural steel work shall include supply, fabrication and erection of shapes/sections/bars of roof, staircases, rolling ladder, railings, curb angle, roof rim angle, support structures of wind girders / cooling rings / foam lines / foam dam / peripheral seals, clamps, handles etc including supply of manpower, equipments, consumables, tools & tackles, surface preparation and paintng as per technical specification etc. complete as per drawings/existing design.
Structural Works (Stairway and Rolling Ladder steps):- Supplying and fixing, shop fabricated M.S. steel Electroforged Welded Gratings (Hot dip galvanised as per IS:2629 and tested as per IS:2633 and IS:6745) of approved make with quantity of zinc coating shall not be less than 9.0 N/sqm of surface area (0.12 mm uniform thickness) over drains, stair treads etc., wherever required with maximum size of void/ mesh in the grating limited to 33 mm x 50 mm including welding/ fixing/ clamping to base frame, etc. complete in all respects inclusive of cost of all labour, materials, tools, tackles etc. as per drawings, specifications and directions of the Engineer-in-Charge.
Replacement of roof support leg: Supply of 3" dia sch. 80 pipe and fabrication and erection of roof support leg as per original design including supply of labour, equipment, consumables, tools, tackles etc. as per specifications and direction of Site Engineer/ EIC. The rate shall be inclusive of sleeve cutting & fabrication, welding including reinforcement pad at upper & lower deck (as per requirement) and NDE inclusive of all required equipment, consumables, manpower, tools, tackles, non-consumables etc.
Tank Surface Preparation and Painting works: (refer Section-7 of detailed technical specs): The scope includes surface preparation to defined standard and application of paints to required DFT as per tender specification inclusive of supply of paints, providing all required manpower, tools, tackles, consumables, non-consumables, equipments etc. to complete the work in all respects as per technical specifications and instructions of EIC/ Site Engineer.
Primer Application for Roof Deck Internals: Surface preparation by hand cleaning to ST2 for top side of bottom deck, underside of top deck , structural supports of floating roof, Priming with 2 coats of Epoxy Zinc Zinc Phosphate primer (40 micron each) including supply of primer, equipments, tools & tackles, labour complete as per direction of Site Engineer / Engineer-in-Charge.
Painting of soil side of bottom & annular plates:- Surface preparation by hand tool cleaning conforming to ST-2 followed by supply and application of 1 coat of epoxy primer 50 microns and 1 coat of 125 microns of surface tolerant epoxy including the supply of paints, equipments, tools & tackles, labours, consumables etc. to complete the work as per direction of EIC/ Site Engineer.
Surface preparation & Painting of Tank Internals (Tank Bottom, Internal Surface of shell, all pipings, roof supporting legs, water draw off sumps etc ): Cleaning the surface with hot water detergent, Cleaning the surface with high pressure water at around 10000PSI, preparation of surface with copper slag blasting to Sa 2.5 and profile of 40 to 70 microns, removal of used abrasives, final industrial vacuum cleaning, supply and application of one coat of epoxy primer to a DFT of minimum 50 microns followed by two coats of solvent free epoxy to a DFT of minimum 200 microns per coat ( gray and off-white shades for the 1st and 2nd coats respectively) or single coat of 400 microns by Airless spray, by brush for stripe coat, carrying out MIBK test, holiday test to detect any pinholes etc. The total DFT shall be minimum 450 microns, inclusive of labour,tools & tackles to complete the work in all respects as per specification and instrucutions of the Site Engineer /EIC.
Tank Roof (upper deck and associated appurtenances) - Surface Preparation:- Surface preparation using water washing with with low TDS potable sweet water followed by copper slag blasting (conforming to SA 2.5 surface finish) and profile of 40 to 70µm inclusive of providing all required manpower, tools, tackles, consumables, non-consumables, equipments etc. to complete the work in all respects as per technical specifications and instructions of EIC/ Site Engineer.
Tank Roof (upper deck and associated appurtenances) - Painting:- One coat of inorganic zinc silicate primer to a dry film thickness of minimum 60-75Microns by airless spray application followed by Mist coat / sealer coat (25µm) and intermediate coat (1 coat x 250µm per coat or 2 coats x 125µm per coat of Surface tolerant epoxy) and top coat (50µm DFT of Aliphatic polyurethane) by airless spray application, sealer coat on primed surface by airless spray, stripe coat of surface tolerant epoxy on all weld joints/ projections by brush including supply of all requisite resources (paints, equipments, tools, tackles, manpower, consumables, non-consumables etc.) to complete the work in all respects as per specifications and directions of the EIC/ Site Engineer. The total DFT shall be minimum 400 microns.
Tank Shell (shell external, all attachments, wind girders) - Surface Preparation:- Surface preparation using water washing with low TDS potable sweet water followed by copper slag blasting (conforming to SA 2.5 surface finish) and and profile of 40 to 70µm inclusive of all required water, abrasive copper slag, equipments, manpower, consumables, tools, tackles, consumables, non-consumables to complete the work in all respects as per specifications and instructions of the EIC/ Site Engineer.

Surface preparation of shell, stair way, piping, rolling ladder: Surface preparation of shell by handtool cleaning to St2 standard i
ncluding removal oil, grease and other contaminants by solvent cleaning followed by removal of defective paint,loose mill scale, loose rust, loose or defective paint, weld flux andslag from metallic surfaces by hand chipping, scrapping, hand brushing,using chipping hammers, hand scrappers/chisels coir brushes, sand paperetc. and final cleaning with clean and dry compressed air or clean brushes/rags, providing all labour, tools and tackles, scaffolding forworking at heights and complete the work as per the specifications byE-I-C. The surface so prepared shall confirm to conforming to ST 2.
Stairways, Rolling Ladder, Ladder Track, Gauging Platform - Painting:- Painting one coat of Zinc phosphate primer follwoed by any shade as directed with best quality Synthetic Enamel of ASIAN, BERGER or other equivalent approved make and brand ( Two or more coats of suitable shade with approved brand and manufacture) on steel/timber/plastic/metal including smoothening the surface by sand papering etc complete with all labour and materials complete in all respects as directed.
Boxing up of the tank:- Boxing up of the tank including supply and fitment of all required gaskets, studs with two nuts and two washers of ASTM A 193 Gr.B7/194 2H, providing gaskets between flange connections, tightening as per direction of EIC/ Site Engineer. Supply and fitment of nuts/ studs/ bolts of all roof and shell manholes, re-installation of primary and secondary seals, re-installation of metallic submerged shunts, clean out doors, roof drains, water drains, product drains, inlet & outlet nozzles, cleaning of foam pourer and foam maker, all body & manifold valves along with all necessary manpower, equipments, tools, tackles, consumables, non-consumables etc. shall be in scope of contractor.
Hydrotesting: Hydrotesting, supply of water, making arrangement for taking water intank, hydrostatic test up to roof floatation height, holding the roof in floating condition for minimum 48 hours, inspecting all the joints, attending leakages through flange joints, weld joints if any, adjustment of floating roof supports to operational height etc., making arrangement & emptying out the water to a specified location as per direction of site engineer
Calibration and assistance in commissioning of the tank: Calibration of the tank by Survey method including all liaison work with the competent authority for approving the calibration charts, preparation of the charts and payment of fees to the competent authority for approval of the charts, submission of calibration chart, providing assistance in commissioning of the tank as per specifications and instructions of Site Engineer / EIC.
Dismantling of Piping (Aboveground) and Equipment- Dismantling of existing over ground piping works of all types and sizes by opening flange joints or by gas cutting/ cold cutting or any other approved suitable means without damaging other portions of work. The job includes evacuation of the contents of the piping, cutting the pipes to required sizes as directed, taking out valves, flanges, tees, bends, gaskets nuts, bolts etc. attached supports alongwith any instruments such as pressure gauge, temperature gauge etc. handling, transporting and storing at owner's designated store in safe manner to avoid damage including supply of all labour, materials, equipments, consumables etc. necessary to perform and complete the work in all respects as per drawings, instructions of the Site Engineer / EIC (payment shall be made on linear measurement of dismantled piping including bends tees etc.). Note : The contractor shall indicate the piping system to be dismantled and shall take specific approval from the Site engineer before dismantling of pipe. Certain redundant pipes which in the opinion of the Owner need not be retrieived, those items shall not be dismantelled.
Installation of BALL/GATE Valves MOV/HOV - Taking delivery of valves of all types and pressure rating from the designated location within station premises, transporting the same to site, erecting above ground on preconstructed foundations or underground including earth work in excavation and filling for under ground valves at elevations specified in the drawings, priming and painting of above ground valves, PU Painting of under ground portions (if applicable) or flood coating and wrapping of under ground portions (if applicable) including all inputs, labour, material and consumable (other than those specifically undertaken to be supplied by the owner) and completing the work in all respects in accordance with the drawings, manufacturer's installation instructions and specifications and instructions of the Site Engineer / EIC.
Above ground process piping - Taking delivery & transporting of pipes from designated stock pile location /Designated godown both from outside & inside station premises. Taking delivery of pipe fittings, steel flanges, spiral wound metallic gaskets & fasteners from designated location within station premises, transporting the same to site, fabrication and erection of above ground piping including cutting, edge preparation, bending, threading, lining up, welding and installing pipes and pipe fittings, flanges, elbows, equal and reducing outlet tees ,concentric/eccentric reducers, y-type strainers, drain funnels, vent pipes and tapping for instruments such as pressure gauges, thermal relief valves, thermowells etc., installing above ground at all elevations connecting with equipment nozzles, valves, vessels, in line instruments etc., welded and threaded pipe line of different pressure ratings, flushing pipes by water after cleaning by compressed air, hydrostatic testing of each section to the specified pressure, draining the water, tie-in, final cleaning-up and dispoal of wastes and surpluses including providing all inputs such as labour, material, equipments and consumables necessary to perform the work (other than those specifically under taken by the owner in this contract) and completing the work in all respects in accordance with the drawings, specifications and instructions of Site Engineer / EIC. Thickness and Grade mentioned in the item are for reference only and may vary. Payment shall be based on OD.

(M200/ 1 : 1.5 : 3 - 1-Cement : 1.5-sand : 3-stone aggregate 20 mm nominal).
PCC 1:3:6:- Providing and laying plain cement concrete of mix 1:3:6 for support of fire water piping system, repair of circumferential drain/ radial drain/ apron area, including centering and shuttering where necessary and curing with water complete including cost of materials, equipments, manpower, tools, tackles, consumables, non-consumables etc. to complete the work in all respects as per tender specifications and directions of EIC/ Site Engineer.
PCC 1:2:4:- Providing and laying plain cement concrete of mix 1:2:4 as directed for support of fire water piping system including, repair of circumferential drain/ radial drain/ apron area, centering and shuttering where necessary and curing with water complete including cost of materials, equipments, manpower, tools, tackles, consumables, non-consumables to complete the work as per tender specifications and directions of EIC/ Site Engineer (excluding cost of reinforcement)
Brick work with common burnt clay modular bricks of class designation 7.5 in foundation and plinth in :Cement mortar 1:4 (1 cement : 4 coarse sand)
