GENERAL TERMS AND CONDITIONS:

1. Bidder shall have to fill and submit the “FORM – 1 & 2” with other necessary

documents at the time of submission of tender.

2. The quoted rates must be inclusive of all the taxes and charges as applicable

from time to time, transportation and loading-unloading and inclusive of

the GST and other government taxes.

3. NON-BLACK LISTING BOND: The bidder has to furnish the undertaking on

the non- judicial stamp paper of Rs. 300/- duly Notarized regarding his firm is

not black listed in anywhere in India at the time of e-tendering. This undertaking

should be submitted during the physical submission of Qualification documents.

4. The rates should be quoted on Item Vise as per tender items mentioned in the

Schedule-'A' of the tender document. The quoted rates must be inclusive of all

the taxes and charges as applicable from time to time and must fill online only.

5. Duly filled tender along with required documents is to be submitted at office of

the Sanitary Inspector, Animal nuisance Control Department, Morbi Municipal

Corporation, Nr. Town Hall, Gandhi Chowk, Morbi, within time limit of tender.

6. All documents shall be true copied or Self Attested & original shall be

produced when demanded by MMC Officials

7. An Earnest Money Deposit and Tender fee shall accompany along with the

qualification's documents. Without E.M.D. and tender fee, Bidder will be rejected.

8. Tender fees will not be refunded under any circumstances.

9. Conditional tender shall not be accepted. Municipal Commissioner, Morbi

reserves the right to accept or reject such tenders without assigning any reason

10. Technical Bid will be opened as per mile stone date as mentioned date and after

evaluation of Technical Bid, e-Price Bid will be opened only of those Bidder who

will be qualified in Technical Bid evaluation. Date of opening of e-Price bid

will be as per mile stone date as mentioned date, only of those bidders who will

be qualified in technical bid evaluation.

11. Bidder has to produce original documents for verification during technical bid

12. MMC may either choose to accept the Price bid of the preferred bidder or

invite him for negotiations, if required.

13. In case there are two or more bidder quoting the same price, MMC may in

such case call all such bidder for negotiations and select the preferred bidder

on the outcome of the negotiations. The selection in such cases shall be at the

sole discretion of MMC.

14. Validity of tender is 120 days after opening of price bid.

15. On award of contract, the successful bidder will have to produce an F.D.R.

(of any Scheduled or Nationalized Bank payable At Morbi City) of 5 % of the

cost of the work, towards the security deposit, in favor of Morbi Municipal

Corporation, must be submitted in the A.N.C.D. An agreement deed in favor of

Morbi Municipal Corporation, on the Stamp Paper of Rs. 4.90 % of FDR Amount

shall be submitted in case of FDR or on the stamp paper of Rs.300/-in case of

Security Deposit deposited by cash/cheque/D.D. If the bidder fails to

submit the agreement deed in the stipulated time limit, i.e. 15 days, E.M.D.

for this contract will be forfeited and the bidder will be black listed for this work

16. Fixed Deposit Receipt as security deposit shall be submitted for period of 5 years

of any Scheduled Bank or Nationalized Bank Payable at MORBI jointly in the

name of Bidder and "MORBI MUNICIPAL CORPORATION", MORBI

17. The items of contract shall be supplied within the period mentioned below

after work order issued.

18. Penalty: If Bidder fails to supply items in prescribed time limit, penalty @

Rs.100/- per late day shall be applicable.

19. Extension for delay: If the work is delayed by (1) Force Majeure, (2) Lockdown,

Strike, Bandh, Curfew, Rally, Heavy rains, Flood, Cyclone, Earthquake or

Natural Calamities occurs, (3) Any other case, which is beyond the control of

bidder/MMC and remains continuous for more than 15 days, Deputy Municipal

Commissioner will decide period of delay extension.

20. As per the prevailing rules of Government, TDS and other applicable charges

shall be deducted from the bill produced for payment by bidder.

21. If the bidder will not be able to supply the required number of items, the Security

Deposit for this contract will be forfeited and the bidder will be black listed for

work of MMC, in above case or in the case of failure to abide any of the

terms and conditions.

22. The Commissioner of MMC reserves the right to reject the contract at any

time without giving any notice, if it is found that bidder undergoes malpractice,

irregularity or damages the economic interest of Morbi Municipal Corporation.

23. In case of interpretation / dispute / any argument pertaining to the terms &

conditions of the contract as well as any other matter, the decision of the

Municipal Commissioner, Morbi Municipal Corporation, shall be final and abiding

SPECIAL TERMS & CONDITION FOR CONTRACT:

1. All items should be supplied as per specifications given in item schedule & the

Cost should be inclusive of items + all types of Taxes + transportation cost up

to Animal Nuisance Control Department, Morbi Municipal Corporation, MORBI.

2. If any item(s) checked at office is not as per prescribed specification or found

defective, Bidder should take the items back at their cost & should supply the

required item as per specification.

3. Work order shall be given as per items required. Requirement given in tender

is approximately, it may be increased or decreased depending on requirements.

Bidder has to supply items as per work order issued.

4. Bidder has to supply visual tag as per size and Serial Number demanded by MMC

in work order. (It may be started from MMC 92601 in Large Sized Tag)

5. Bidder has to submit complete details of Items of supply with their company

name, model number & specifications, broachers, photographs etc along with

tender documents

6. Bidder has to submit samples as per details given below with tender

document for check & verification & successful bidder has to supply items as per

samples submitted. (RFID Reader & Applicator shall be returned to unsuccessful

bidder after finalization of contract and RFID Reader & Applicator quantity shall

be counted in items to be supplied by successful bidder. Other sample items

shall not be returned)

7. RFID Injectable Microchip Tag kit & Visual Ear Tag must be ICAR (International

Committee for Animal Recording) approved.

8. Bidder has to give Guarantee for 1 Year & Warranty for 5 (1 + 4) Years for

RFID Reader & New / repaired RFID reader shall be provided within 60 days of

9. In the event of any correction of defects or replacement of defective material

during the Guarantee period, the Guarantee for the replaced material shall

extended to a further period of 1 year from the date of supply and warranty

period of the same extends 5 (1 + 4) Years from date of replaced.

10. Bidder has to submit Guarantee and Warranty Certificate & EC or equivalent

declaration of conformity at the time of supply of RFID reader.

11. Injectable RFID KIT & RFID Reader shall be from one manufacturer only.

Bids from agents offering supplies from different manufactures for the Injectable

RFID KIT & RFID Reader in the bid will be treated as non-responsive.

12. Unique ID number for Injectable RFID KIT should be used for MMC only & said

numbers cannot be allotted to other.

13. Customized integration with software program and technical support for smooth

functioning of RFID: Bidder has to provide necessary API/SDK and customization

support for integration of RFID reader with software program & provide technical

support for problem arises for RFID & RFID reader, whenever needed.

14. In Future, If MMC required more number of any items of tender, within one year

of work order issued; Bidder has to supply the same as per the approved tender

Morbi Municipal Corporation.

The eligibility criteria for filling the tender are as under:

1. Tender fees of Rs. 750/- (Rupees Seven Hundred Fifty only) (non-refundable)

shall be submitted in form of Demand Draft in favour of "Morbi Municipal

Corporation", payable at Morbi, of any Nationalized or Schedule Bank.

2. E.M.D. of Rs. 5000/- (Rupees Five Thousand only) shall be submitted in form

of Demand Draft in favour of "Morbi Municipal Corporation", payable at

Morbi, of any Nationalized or Schedule Bank.

3. GST registration Certificate. Submit copy of registration Certificate

4. Bidder must be Manufacturer or an Authorized dealer / distributor of a

manufacturer. In case of firm manufacturing products outside India then an

Authorized Indian Dealer/distributor may participate in the tender. The principal

Manufacturers and his authorized distributor must have continuous business

relation of at least three years in India. Submit relevant document for the same

on Manufacturer’s letter head.

5. Bidder supplying RFID Injectable Microchip Tag kit must be ICAR (International

Committee for Animal Recording) approved. Submit copy of ICAR Certificate

6. Average annual turnover during the last seven financial years should not be

less than Rs. 15,00,000/- (Rupees Two Lakhs Fifty Thousand). Submit the

Certificate of C.A. for the Same.

7. Bidder must have minimum direct sales for at-least 5000 Injectable RFID KIT,

1 RFID reader, 5000 Visual ear tag & 02 Tag Applicator to any Municipal

Corporation OR Govt. Sector OR Semi Govt. organization as a main bidder

during last seven years in India. Submit items supplied certificate along with

work order issued.
