A: 1 NOTICE INVITING TENDER

Sub: Operation & Comprehensive Maintenance Contract of 13 Nos. Municipal Slum / Staff /

Health / Hospital quarters Pumping Stations for 3 years.

A.1.1. The Municipal Commissioner, Ahmedabad Municipal Corporation, Ahmedabad (AMC) invites

sealed Percentage rate tender in two packets system (Packet – I: Technical Bid & Packet – II:

Price Bid) from the prosperous, experienced bidders and who qualify the eligibility criteria, as

mentioned in Section–2 of technical specification for Operation & Comprehensive

Maintenance Contract of 13 Nos. Municipal Slum / Staff / Health / Hospital quarters Pumping

Stations for 3 years.

A.1.3. On the receipt of notification of award from the Corporation, the successful Tenderer shall have

to furnish 5% of the tender amount as Security Deposit in the form of a Bank Guarantee of any

nationalized bank (Ahmedabad city branch only) valid for a period of 36-Months from the date

of receipt of the Order. The Contractor shall have to complete the Contract Paper formalities

and furnish the Security deposit within 15-days from the receipt of work order. Bank Guarantee

should be drawn in favor of “Municipal Commissioner, Ahmedabad". Failure of the successful

Tenderers to comply with requirement of above clause shall constitute sufficient grounds for

the annulment of the award and forfeiture of the EMD, in which event the Corporation may

make the award to the next lowest evaluated Tenderer or call for new Tenders.

A.1.4. Standard payment term is after 30 working days after satisfactory completion of work No

advance payment or Performa invoice payment or bank through payment will be considered

even if any discount is offered for the same.

A.1.5. If due to any reason, payment is delayed then tenderer is not eligible to claim/demand any

compensation for loss of interest thereof.

A.1.6. Two sets of technical bid only (One Original + One Xerox copy) of tender documents duly

completed in all respects shall be submitted .so as to reach at the above stated address on or

before the date and time mentioned in tender notice.

A.1.7. E.M.D in the form of Demand Draft/B.G(Bank Guarantee) and Tender Fee in the form of

Demand Draft should be sealed in separate envelope and the same shall be enclosed along with

Tender document Volume-I (put original copy in original document envelop and one Xerox

copy in Xerox copy document envelop).

A.1.8. Both Original and Xerox copy tender document envelope should be sealed in One large

envelope. On this envelope, the Name and address of Tenderer, Name of Work, and date of

opening of the tender shall be written invariably. No condition will be accepted along with the

A.1.9. AMC reserve the right (i) to change, alter or to waive any technical or commercial terms,

condition and qualification (ii) to reject all the bids or any bid in part or full without assigning

any reason whatsoever (iii) for making changes / relaxation ineligibility criteria at any time (iv)

to split the order work and award the work to more than one tendered with lowest rate quoted in

the tender in the interest of the public. The bidder shall have no cause of action or claim against

the Ahmedabad Municipal Corporation or its Officers / Employee’s successor or Assignee for

rejection of his tender/bid or Splitting of tender Work.

A.1.10. The Municipal Commissioner reserves the right to terminate the contract at any stages after

award of the contract without giving any reasons.

A.1.11. Bidder shall have to submit Name of Bank, Name of branch with address, A/C. No., MICR

No. and PAN No of his firm for refund of E.M.D.

A.1.12 The tender submitted with any tenderer’s condition will not be accepted and will be rejected.

A.1.13 In case of not filling and submitting of documents as mentioned in tender at the time of

tendering the no further correspondence shall be done with bidders for further submission of

either technical or commercial documents or any discount, and at the same time tender will be

A.1.14. If first lowest tenderer not able to work properly then AMC reserves the right to give same

work to second lowest tenderer as first lowest sanction rate. If second lowest is not agreed with

first lowest rate then AMC reserves the right to give same work to Third lowest tenderer as first

lowest sanction rate.

A.1.15. Incomplete tender who does not fulfill any of the above conditions will be liable for rejection.

Tender will also be liable to be rejected if-

 The tenderer proposes any alteration in the work specified or make corrections in Schedule of

 Any of the page or pages in the tender is / are removed or replaced.

 All corrections, additions or pasted slips are not initialed by the tenderer.

 Any erasure is made in the tender.

 The tenderer or in the case of a firm, each partner or the person holding the power of attorney

thereof does not sign or the signature(s) is (are) not attested by the witness, wherever it is

A.1.16. It must be clearly and distinctly understood that the conditions of contract and specifications

shall be rigidly enforced and no relaxation on the grounds of customs prevailing shall be

A.1.17. The Tender for the work shall remain valid for a period of 120 days after price bid opening

and the tenderer shall not be allowed to withdraw or modify the offer on his own and during

this period any modifications or additions in terms and conditions of his tender not acceptable

to the Ahmedabad Municipal Corporation (AMC). The A.M.C reserves the rights to forfeit in

full they said earnest money deposit absolutely.

A.1.18. If the tenderer wishes to offer discount in the event of this entire work being awarded to him,

he shall state so in the tender. Tender documents are not transferable.

A.1.19 On the occurrence of any accident on site while working, which results in death of workman,

employed by the contractor or any disability likely to be occurred, in respect of which

compensation may become payable under workmen's compensation Act has to be borne by the

tenderer. AMC is not responsible for the same.

1.19.1 The Contractor will be responsible for security and safety of the staff, each & every

equipments of all pumping Stations on Site during the above work.

1.19.2 The Contractor’s duties with respect to security and safety will include the following:-

 Utile security and safety awareness procedures in every element of operation and

Give emphasis to site including:

 Safe working and safety procedures as per rules and regulations of Governments and

electrical inspector regarding use of protective equipments.

 Cleanness of Pump Room, motor -pumps, electrical and mechanical equipments etc at all

Pumping Stations.

 Awareness of hazardous conditions and accident reporting and necessary compliance.

 Safe practice in / all Pumping Stations.

 As per the orders of Honorable High Court of Gujarat the tenderer who receives the order for

Comprehensive O & M Contract of all Pumping Stations should not allow any person of his

staff or any outside stranger or any AMC employee to enter in to an area where poisonous

gases are likely to evolve.

 AMC will not be responsible for any accidents (In case of the death of a person or an injury)

occurred in the premises of all Pumping Stations due to the above reason and the

compensation for the family of the person affected.

 It will be in the scope and responsibility of the contractor to deal with the legal proceeding

such as court matter, police case compensation etc which arises due to the above reason.

 During the work, if any damage is done to the AMC property than it will be in the scope &

responsibility of the contractor to overcome the same at his own cost; failing which the

amount will be recovered from the contractor’s bill.

 The Contractor shall have to carry out the work even on Sundays, Public holidays, festivals,

monsoon, etc.(On 24-hrs. basis),for which it will be in the scope and responsibility of the

contractor to arrange for necessary qualified & experienced staff in adequate nos. required to

complete the work successfully

 On the occurrence of any accident on site while working, which results in death of workman,

employed by the contractor or any disability likely to be occurred, in respect of which

compensation may become payable under workmen's compensation Act has to be borne by

the Tenderer. AMC is not responsible for the same.

A.1.20. Bidder must have 24 hours landline and mobile telephonic contact facility.

A.1.21. The pump should function satisfactory after work. Any emergency repairs should be carried

out immediately. The tenderer must kept all the equipments in working condition and follow

the safety rules. The earthling of all electrical equipments must be properly. Tenderer must

follow the electricity rules & the safety rules of Government of India and State Government.

A.1.22. Bidder must familiarize himself with the local site conditions of all pumping station and seek

clarifications on any matter relating to the tender documents from the office of Additional Chief

Engineer (Light), Sardar Patel Bhavan, Light Department, 5th floor, C Block Building,

Danapith, Ahmadabad.

A.1.23. The tenderer is required to check the tender.nprocure.com website for Addendum if any before

48 Hrs. of last date and time of tender submission. The tenderer who quotes the tender without

attaching the addendum will be rejected.

A.1.24. As per central government notification tenderer necessary to link their GST number with

party code for signing of contract.

A.1.25. Material supplied under order shall be new and of first quality according to the specifications

and shall be free from defects. (Even concealed fault, Deficiency in design, Material and

A.1.27. As per central government notification tenderer necessary to link their GST number with

A.1.28. The Price quoted for work must be of Site / Store delivery of Corporation with prevailing

applicable all types of cost without GST. GST will be paid separately by AMC if applicable.

A.1.29. The contractor shall complete the Preventive maintenance work latest by every 15th May and

shall submit the report. AMC can demand necessary proof if required. In case of failure to do so

AMC shall carry out proper routine & preventive repairs required through other agency and the

cost of the same shall be recovered from Contractor’s due payments.

In case of any fault / breakdown, during comprehensive repairing & maintenance period/defect

liability period and routine, preventive or break down repairing required the contractor shall

have to attend the same within an hour (1 hour) and shall have to complete the repairing work

in max. One (1) day.

A.1.30. Contractor must present regularly and timely whenever work progress review meeting

regularly arranged by department during period of starting of tender work at site to the end of

A.1.32. The contractor must provide PF/E.S.I. registration. If PF/E.S.I is not applicable to Bidder then

they have to give undertaking decalaration for PF/E.S.I. as per ANEXURE-2 given below.

A.1.33. The Bidder must have repairing, testing & own workshop facilities for motor rewinding at

Ahmedabad since last 02 years or more. In case of not own workshop, Tenderer has to take up

guarantee for motor rewinding during the tender period from motor rewinder which have own

work shop. Necessary documents must be submitted.

A.1.34. Contractor having experience as a sub-contractor OR having carried out back to back work for

the above work shall not be considered for evaluation of tenders.

A.1.35. Offer of a joint venture in any form will not be accepted or considered.

A.1.36. Disqualification:-

Even though the bidders meet the above criteria, they are subject to be rejected, if they have

Made misleading or false representation in the form, statements and attachments submitted,

false or hiding the value of work on hand, and/or Record of poor performance such as

abandoning the work, not properly completing the contract, inordinate delays in completion,

litigation history or financial failures etc.

INSTRUCTIONS TO TENDERERS

1. EXAMINATION BY TENDERERS:

1.1 Prior to submitting the tender, each tenderer must do following steps.

(a) Examine all instructions, eligibility criteria and specifications in the tendering

(b) Familiarize him with all central, state & local laws, ordinance, rules,

regulations & codes affecting the services including the cost of permits &

licenses required for the work at site.

(c) No additional claim, discrepancy etc. shall be entertained after opening of

(d) Tenderers must familiarize themselves with the local conditions of all

Pumping Stations and visit to all Pumping Stations for site verification then

submitting the tender.

2. LITIGATION HISTORY:

The bidder should provide accurate information on any litigation history or arbitration

resulting from contract's completed or under execution by him over the last ten years.

This should also include such cases, which are in process / progress. A consistent

history of awards against the bidder may result in failure of the bid. In case the bidder

has not provided such information and later on has come to the notice of the authority,

the tender will be rejected at what so ever stage and in such case all the losses that will

arise out of this issue will be recovered from the tenderer / contractor and he will not

have any defense for the same.

3. TENDER PRICES

Tender Document. The prices filled, shall remain firm and unchanged throughout the

Contract period. This Prices are excluding of GST. GST will be paid separately by

AMC if applicable.

4. EARNEST MONEY DEPOSIT

The Tenderer shall furnish, as part of its Tender, Earnest money Deposit for the

amount as indicated in the invitation for tender.

4.1 The EMD shall be denominated in Indian rupees and shall be in one of the following

E.M.D inform of Bank Guarantee as per annexure-1 valid for 6 Months.

4.2 Any Tender without EMD will be rejected by the corporation as non responsive.

4.3 Unsuccessful Tenderer’s Earnest Money will be discharged / returned as promptly as

possible after the award has been finalized.

4.4 Unsuccessful Tenderer’s (i.e. L2&L3) Earnest Money will be refund after submission

of security deposit of lowest tenderer (i.e. L1). No interest will be paid on Earnest

5. SIGNING OF CONTRACT

5.1 On receipt of the notification of Award / order the successful tenderer has to execute the

necessary agreement with the corporation as per the prevailing rules & regulation of

corporation, along with performance / security deposit.

5.2 Contract shall be constituted according to and subject to laws of India and State of

Gujarat and under the jurisdiction of court of Gujarat at Ahmedabad only.

6. TENDER SHALL BE LIABLE TO BE REJECTED:-

6.1 Not more than one tender shall be submitted by contractor or by a firm of contractors.

No two or more concerns in which an individual is interest as a proprietor and /or a

partner&/or director shall submit tender for the execution of the same work/tender. If

they do so all such tender shall be liable to be rejected.

6.2 DISQUALIFICATION:

a. Even though the applicants meet the required criteria, they are subject to be

disqualified if applicant or any of its constituent partner/s,director/s have :-

misleading or false representation in the forms, statements and attachments

submitted; or -been debarred or terminated or blacklisted by central

govt.organisation /state Govt.organisation/AMC/Any municipal corporation/ULBs

b. If, any of the directors, partners of the proprietor has a criminal history and or has

been convicted by any court of law of any of the offenses under any Indian laws.

c. If, any criminal proceeding is pending in any court of law in India against any of

the directors, partners or a proprietor and if any such proceeding culminates into

7. EXTENSION OF CONTRACT PERIOD:

The duration of the Contract shall be for thirty six (36) months; however, the Corporation

reserves the right to extend the Contract period by another six months (6) at approved tender

price. (i.e. last year tender price if year wise rate was quoted)The corporation will give one

month (1) advance notice to the Contractor if desired to extend the contract. Tenderer have to

extend S.D time limit for the period of extension.

8. AMC reserves the right to change Quantity of pumping stations and time period of contract

without any reason for public interest. In this case, Payment will be done per pumping station

per month basis. If in any pumping station only operation with chlorination is required then

payment will be given according to proportional rate of tender estimate rate. The decision of

AMC will remain final.

9. TERMINATION OF SERVICES ON DEFAULT:

9.1 The Corporation, without prejudice to any other remedy for breach of Contract by

written notice sent to the Contractor, may terminate the Contractor’s Services in whole

or in part if the contractor fails to perform his obligation (s) under the contract.

9.2 In the case of the Corporation terminates the contract in part the Contractor shall

continue the performance of the contract to the extent of which is not terminated.

10. TERMINATION FOR INSOLVENCY:

The Corporation may at any time terminate the Contract by giving one month prior

notice in writing to the Contractor, without any compensation to the Contractor, if the

Contractor becomes bankrupt or otherwise insolvent or fails to perform his obligations

under the contract.

QUALIFICATION CRITERIA

The eligibility criteria which will be applied for evaluation of tenders are as follows:

Qualification will be based on meeting all the following minimum pass/fail criteria regarding the

bidder's general and particular experience, personnel and equipment capabilities, and financial

position, as demonstrated by bidder's responses in the forms attached. The AMC reserves the right to

wave minor deviations, if they do not materially affect the capability of a bidder to perform the

contract. Sub contractor's experience and resources shall not be taken in to account in determining the

bidder's compliance with qualification criteria.

1. Tenderer must have to Pay Tender Fee of Rs.3600/- through Demand Draft only in favour

of “Municipal Commissioner, Ahmedabad” payable at Ahmedabad from banks

mentioned in Annexure-I only with their tender documents.

2. Tenderer must have to Pay EMD of Rs.01,36,375/- through Demand Draft OR Bank

Guarantee only in favour of “Municipal Commissioner, Ahmedabad” from banks

payable at Ahmedabad mentioned in Annexure-I only with their tender documents.

3. Tenderer must have minimum experience of satisfactory completion of operation and

maintenance work of openwell submersible pump sets/water pumping station/sewage

pumping station/storm water pumping stations of different capacity completed during last

seven years ending last day of month previous to the one in which tenders are invited on

Comprehensive Maintenance basis in any Municipal Corporation / Urban Local body /

State Government body / Semi Government body / any department of Central

Government of India and meeting following requirement.

3.1 One similar completed work costing not less than the amount equal to 80% of the

estimated cost for one year.(Estimated cost for one year Rs.45,45,826/-) OR

3.2 Two similar completed work each costing not less than the amount equal to 50% of

the estimated cost for one year. (Estimated cost for one year Rs.45,45,826/-)OR

3.3 Three similar completed work each costing not less than the amount equal to 40% of

the estimated cost for one year. (Estimated cost for one year Rs.45,45,826/-)

Tenderer must have to submit satisfactory work completion certificate for above work

experience along with work orders. If work order period is continue, the experience can

considered on submission of work completion certificate given from competent

authority (not below the rank of an Executive Engineer or equivalent). In such cases

actual completed work done up to mentioned date in certificate is considered for

requirements shall be enclosed in hard copy for verification, certified by the respective

or equivalent. In case of SITC with O&M work done, the certificate shall clearly show

the bifurcation of SITC and O&M work value.

4. Tenderer must possess Electrical Inspector contract license/Supervisor license from

licensing board of any state gov. of India.

5. Tenderer must have sound financial capability and must have achieved average annual

turnover of Rs.40.91 lacs/- (30% of tender value) of last three years. C.A. Certified Copies

of turnover certificates for last three years shall be submitted.

6. The tenderer should submit a solvency certificate from a nationalized bank/scheduled

bank of an amount of at least Rs.27.27 lacs/- (20% of tender estimated cost). Bank

solvency shall not be older than one year period.

7. Litigation History:

The bidder should provide accurate information on any litigation history or arbitration

resulting from contracts completed or under execution by him over the last ten years.

This should also include such cases, which are in process/progress. A consistent history of

awards against the bidder or any partner of a joint venture may result in failure of the

bid. In case the bidder has not provided such information and has come to the notice of

the Authority, the tender will be rejected at what so ever stage and in such case all the

losses that will arise out of this issue will be recovered from the tenderer/contractor and

he will not have any defense for the same.

SECTION- C GENERAL CONDITIONS OF CONTRACT

1. DEFINITIONS:

In this Contract the following words and expressions shall have the meanings hereby assigned

to them, except where the context otherwise requires.

Tenderers are advised to visit the all sites sufficiently in advance of the date fixed

for submission of the tender. A tenderer shall be deemed to have full knowledge of

all the relevant documents, samples, site etc., whether he inspects them or not.

(a) The ‘Corporation / Employer’ shall mean Ahmedabad Municipal Corporation.

(b) ‘Engineer’ shall mean any Engineer or other official of Ahmedabad Municipal

Corporation who may be authorized by the Corporation to carry out the functions of

Assistant appointed from time to time by the Engineer to perform the duties of the

(f) ‘Contractors Obligations’ shall mean the obligation to perform in its entirety and

shall, without limitation, include the Operation and Maintenance and repairing of Water

pumping station.

(g) ‘Plant’ shall mean all the electrical - mechanical equipments, switchgears, machineries,

associated pipe lines, chlorination plants, chlorine cylinder, cables etc. in the compound

of water pumping stations..

(h) ‘Services’ shall mean Operation and Maintenance and repairing of Water pumping

station and any other incidental services such as cleaning, housekeeping, vigilance,

security as per contract.

(i) ‘Date of Taking Over’ shall mean the date of issue of the ‘Taking over certificate’

under the contract.

(j) ‘Facility’ shall mean the entire plant including the buildings, structures, ramps, pits,

pipes, instrumentation, fencing, lighting, testing equipments such as fixed & ring

spanner sets, chlorine testing kit for testing chlorine dose, pipe wrenches, hammers etc.

(k) ‘Government Authority’ shall mean any Indian entity, authority or body exercising

executive, legislative, judicial, regulatory or administrative functions including, without

limitation, any government authority, agency, department, board, commission or

instrumentality of Indian or any political subdivision thereof, court, tribunal, arbitrator

or self-regulatory organization.

(l) ‘Law’ shall mean and include all the provision of all Indian statues, regulations,

ordinances, codes, official or other standards, administrative or other rules, judgments

awards and degrees of, or agreements with, any Government, semi-Government or

quasi-Government Authority as currently in effect or as may be in effect from time to

time and / or as may be amended or supplemented from time to time.

(m) ‘Operation and Maintenance’ shall mean that water pumping stations of Slum /

Health/Staff etc. quarters and pumping station maintenance and operation as per

Specification and good engineering practices are functional to give stipulated quantity

at stipulated pressure at any given point of time.

(n) ‘Operation and Maintenance obligations’ shall mean the obligation of the Contractor

pursuant to the Agreement to operate the facility on and from the Date of handing over

until the date of completion of this Agreement.

(o) ‘Operation and Maintenance Period’ shall mean the period starting on the Date of

handing over and continuing till the term of the Agreement.

2.1 The contractor shall operate and maintain the complete water pumping stations of Slum

/ Health / Staff quarters /Hospital, College & Office Buildings including all plant and

associated services, on a continuous basis. In Slum/Health/Staff quarters to supply the

water with regular average pressure and quantity during specific supply hours (6.00 AM

to 8.00 A.M. and 6:00 P.M to 6:30 P.M & as per instruction of AMC officials). In

Hospital, college & Office Buildings to supply the water with regular average pressure

and quantity during specific supply round of 24 hours (i.e. as per requirement) . The

supply will be done with regular 1.0 to 2.0 PPM or more chlorine dose as per

instruction by AMC official or Engineer in charge regularly.

2.2 Chlorination of water with Hypo chloride solution is in scope of tenderer where

chlorinator system is not used. No extra payment will be paid by AMC.

2.3 Chlorine Cylinder Empty/ full will be carting by Tenderer from Dudheshwar water/

works to Pumping station and Hypo chloride solution will be carting by Tenderer from

Dudheshwar water works/Zonal office/ward office to Pumping station vice versa.

Accordingly safety policy and AMC will not responsible for any type of accident.

2.4 The scope of contractor also includes attending the fault as per instructions given by

AMC Engineer even in abnormal condition such as RIOTS, HULLADS, FLOODS,

HEAVY RAINS, EARTHQUAKE, FIRE, NATURAL CALAMITES ETC.

3. MAINTENANCE TOOLS & EQUIPMENTS:

All consumable items (materials) and spare parts which are mentioned in the tender

specifications are in the scope of contractor.

All miscellaneous items, vehicles, tools, testing equipments, like chlorine testing kit, OT

solution, Ammonia solution, cleaning or green keeping consumables like, khajuri & Goa

Zadus, Acid for cleaning, cotton waste, security & safety equipments, All electrical

fixture, all office contingencies required rubber sheet, oil paper, gland packing, Oil &

grease for oiling & greasing the machineries, housekeeping shall be in the scope of

contractor at his cost.

4.1 The contractor shall provide necessary personnel and labour necessary to operate and

maintain the pumping stations, Slum / Health / Staff quarters/Hospital, College &

Office Buildings safely and efficiently on a continuous basis for the Contract Period.

4.2 The qualifications and capability of the Contractor’s personnel shall be appropriate

/skilled for the task they are assigned to perform. The staff / worker provided shall be

fully trained in the operation and maintenance of the water pumping stations before

being given responsibility for operating any part of the Plant. If in the opinion of the

engineer, any member of the Contractors staff / worker is considered to be

insufficiently skilled or otherwise inappropriate for the task he is required to perform,

he shall be replaced by the Contractor with a person with the appropriate skills and

experience for the task, to the approval of the Engineer.

4.3 Contractor has to recruit the operator on each pumping station . The operator must be

present during the supply hours. (In case of staggered supply or if given supply more

than single times also). The operator must be present at least 8 hours per day. The

contracor has to deploy 1 Supervisor, 1 electrician & 1 fitter for routine maintenance &

other adequate staff as per requirement for fault clearing.

5. MAINTENANCE:-

5.1 Maintenance of workshop equipments :-

Tools & Tackles for each pumping station required by the contractor are : Spanners sets

suitable for horizontal centrifugal pump sets, Electrical Motors, Open well Horizontal

type submersible pump set, Electrical Panel and other equipments hammer, screw driver

sets, pipe wrenches, chlorine testing kit with OT solution for measuring residual chlorine,

Grease, Grease gun, mugger, millimeters, safety hand glows, blowers, spanners etc. a

hand lamp with 25 mt. wire / cable to inspect the water in underground tank, battery of

cells, emergency lights.

In addition to above all other necessary tools as and when required must be with the

contractor for satisfactory operation and Maintenance of water pumping stations.

5.2 Maintenance of Buildings & Site :

The Contractor shall be responsible for:

(a) Cleaning of Upside of sump, office room etc.

(b) If in case there are new pumps are installed by department then Operation &

Comprehensive Maintenance should be in the scope of contractor.

(c) The maintenance of electrical, plumbing and drainage installation.

The building cleaning and housekeeping shall be undertaken on all building and

services. The Contractor shall ensure that all unwanted or redundant items are removed

from the building and sites. Depending on their condition such items shall either be

placed into storage or disposed off from pumping as per AMC engineer in charge’s

(d)contractor have to take necessary measures to avoid water logging at all pumping

station and immediately evacuate waterlogged from sites. If waterlogged sites are not

evacuated immediately, there is chances of dengue and malaria spreading mosquito

infestation, which is harmful to health. If any notice or penalty will be given to you by

health department for founding mosquito breeding at your sites, you have to pay for

the same without fail. If you are fail to pay and that complaint forward to our

department then penalty for the same will be deducted from your running bill without

6.1 The Contractor shall indemnify the Employer against all losses and claims in respect of:

(a) Death of or injury to any person, or

(b) Loss of or damage to any property (other than the works)

(c) Which may arise out of in consequent of the Operations of the Facility and the

rectifying of any defects therein, and against all claims proceedings, damages costs,

and expenses whatsoever in respect thereof or in relation thereto.

6.2 AMC shall not liable for or in respect any damages or compensation payable to any

workman or other person in the employment of the Contractor or any Sub-contractor,

resulting from any act or default of the contractor, his agents or servants.

7. COMPLETION OF THE CONTRACT :

At the time of completion of contract or if the contract is terminated, all the

installations, works and equipment placed under the contractor’s responsibility shall be

handed over to the AMC, at no cost, in good working order. The AMC may perform

any inspections, tests or expert appraisals he shall consider necessary with a view to

checking that the property is in good working order and will certify to that effect to the

contractor while taking over.

8. No accommodation / guest house / transportation facility will be provided by the

Corporation to contractor or any of his employee, worker, and supervisor.

9. In case of emergency just like fire, fault, accidents, or other rescues operation, the

contractor must keep all pumping stations in working condition for 24 hours of a day &

365 days of the year for the whole contract period.

SECTION- D TECHNICAL SPECIFICATION

SCOPE AND RESPONSIBILITIES OF CONTRACT

THE FOLLOWING SERVICES ARE INCLUDED IN THE SCOPE OF CONTRACT

1. Operation and Maintenance, Servicing & Comprehensive Repairing work of all major

and minor electrical and mechanical equipments, like open well horizontal type mono

submersible pump sets, panels, valves, switches, Earthing ,starters, chlorine plants etc.

for all water pumping stations.

2. Regular cleaning of pump house room and upside of sump.

3. Security of pump house, all equipments, compound. Preventing entry of unauthorized

persons, fatal or non fatal accident, illegal & antisocial activities.

4. Contractor shall be responsible for Theft of any major and minor equipments, any

police case, court case or any type of compensation suit filed by any person, institute,

6. During contract period, if submersible pumps and/or motors, LT equipments, LT cables

are required to be place completely or required to be installed new (due to part of

technology ), it will be provided by A.M.C. The contractor has to operate and maintain

it without any extra payment. If this replacement or new installment is due to

negligence of the tenderer, the cost of equipment or repairing cost of equipments will

be recovered from the tenderer.

7. The scope of the contract covers all labour work of preventive (corrective)

maintenance, routine maintenance, breakdown maintenance and repairing works for all

electrical and mechanical equipments, all chlorine plants and its equipments. During

the contract period of O&M whichever spare parts or equipments required to be

replaced will be not provided by AMC.

8. Due to any reason such as forgiveness, irresponsibility of contractor’s staff, water

supply is not supplied with average pressure and average quantity to the public, in such

case a penalty of Rs 3000/- per case shall be recoverable from contractor. If such

incidents occur three or more times in one month, then AMC can terminate the O&M

9. In case of forgiveness, irresponsibility or any other reason of contractor’s staff, daily

water supply is supplied with less than average dose of chlorine a penalty of Rs 2000/-

per case will be deducted and if or chlorine kit with solution will not found at site, in

such case penalty of Rs.1000 from the contractor’s bill for each such incidence. If such

incidents occur three or more times in one month, then AMC can terminate the O&M

10. Spare pumps installed at site should be also kept ready for operation. If spare pump is

not ready for operation for work more than one day AMC will deduct Rs.3000/- per day

as penalty from their bill.

11. If the Contractor does not recruit / deploy the 'Personnel' identified as per the schedule

or remain absent then penalty will be deducted Rs 1000 for operator & Rs 1500/- per

day for other person (Electrician,Fitter,supervisior).

12. All L.T. fuse links, different sizes of rubber bushes, coupling pins, Oil papers, grease,

kerosene, cotton waste, rustlings, C.T.C.,C.R.C., Consumption of different sizes and

types of M.S. and S.S. Nut-Bolts, studs and washers, cotton graphite pickings, all types

of pickings and all consumable items are in the scope of the tenderer.

13. Earthing, safety equipment, fire extinguisher shall be maintained and kept in good

condition with taking certification work from Govt./Semi- Govt.

14. SITC of chemical type earthing (make:- LPI, Ashlok, OBO Betterman) work at all

pumping station have to completed by contractor as per tender and instruction of AMC

officials. Payment for chemical earthing will be given after completion of SITC of

Tenderer should take visit all pumping stations mention in tender & then quote

the tender accordingly.

SPECIFICATIONS OF SERVICES

1. For 13 Nos. Water Pumping Stations located in city Ahmedabad.

1.1 The main scope of contractor includes smooth, efficient and satisfactory operation &

maintenance and repairing of 13 Nos. of water pumping stations with their open well

horizontal sub pump including all plants, electrical and mechanical & associated

machineries & services, on a continuous basis and to supply the water with regularly

maintained pressure in supply hours with 1.0 to 2.00 PPM or more chlorine dose as per

instruction by AMC official or Engineer in charge for the period of 36 months from the date

of the contract.

1.2 Maintenance and repairs of, open well horizontal submersible pump, L.T. breakers / LT

cables, lighting system, star - Delta starter, all type of valves are in the scope of contractor.

1.3 During monsoon / humid condition / summer, contractor has to install, run and monitor the

heater / fan near motors in pump house if required or as per the instruction of the engineer.

1.4 Regular cleaning of pump house compound, substation etc & keeping it dust free, removal

of dry leaves and rain water regularly day to day bases or as per instruction of the engineer.

1.5 Security of complete water pumping station and restricting the entry of animal and un

authorized person.

2. The major scope of daily works is as follows:-

2.1 To start and operate the pump- motors sets of each water pumping station as per

requirement & to fill up overhead tank if any, to supply water with regularly maintained

pressure and with required chlorine dose during supply hours as per instruction of

engineers in charge or AMC officials.

2.2 To check ampere & voltages, chlorine dose in PPM and water inlet in UG tank at each

water pumping station.

2.3 Empty cylinders must be checked by the contractor for its emptiness otherwise the

inspection – testing charge of the concerned cylinder will be recovered 2.0 times from

the contractor. Contractor must be accountable for any kind of leakage of chlorine gas

from cylinder/unit.

2.4 Regular cleaning of pumping station, sub-station electrical mechanical machinery,

chlorine plant room etc, are in the scope of staff deployed for operation of water

pumping station by the contractor..

2.5 All the consumable & accessories required for cleaning & green – keeping of the water

pumping stations will be in the scope of the contractor.

2.6 To close the delivery valve after normal supply hours & close the Butterfly valve /

Sluice valve of overhead tank (quarters overhead tank) and to open / close of valve at

the time of supply hours either electrically or manually are in the scope of the

2.7 All the pump-motor sets must be operated one by one at the interval of one / two

minute. All the delivery valves of pump-motor sets must be closed whenever there is no

Non return Valve or leakages in Non return Valve.

2.8 The scope of contractor includes filling up the Quaters overhead tank and operation of

valves to maintain pressure during water supply hours as per instruction of engineer in

charge. After supply hours filling up Underground tank by supplying of Raska line or

by operating of Bore well.

2.9 The scope of contractor includes to follow up with the concerned authority in case of failure

of the Electric power supply (Torrent Power Ltd.) & also to inform engineer in charge and

head office as per instruction.

2.10 The scope of contractor includes to monitoring water income at respective pumping station

from Raska/kotarpur/Jaspur Water Works/Bore wells. In case income reduces or stopped, it

is in contractor’s scope to inform engineer in charge and head office as per instructions.(flow

meter are not installed)

2.11 The scope of contractor also includes supplying water as per instruction even in abnormal

condition such as RIOTS, HULLADS, FLOODS, HEAVY RAINS, EARTHQUAKE, FIRE,

NATURAL calamities.

2.12 The scope of the contractor includes keeping the person on each water pumping station round

the clock as this is prohibited area. It is contractor’s responsibility to see that unauthorized

persons / animals etc. should not enter the premises or compound without the permission of

ADD.C.E. (Electrical).

2.13 The scope also includes for safety, security and vigilance of all the machinery, machinery

parts, components, equipments, building and all structure of the plant. If anything found

missing then the contractor shall have to arrange & put the same identical machinery or

component and put it in working condition. If it is not done by the contractor in stipulated

time, then the corporation has full liberty to replace the said machinery or component etc. and

recover 1.5 times actual cost incurred for material, labour and any other charges to put it in

working condition.

2.14 The scope of contractor includes that no one of his staff shall misuse electric power, water or

any other machinery component, equipment, premises, compound etc. from the plant place.

Also it is in the scope of contractor not to allow any use of premises, electric power, water or

any other facility in the plant compound without written instruction of concerned engineer or

2.15 If corporation increases / incorporates / augments any pumping machineries, chlorine plant,

electrical / mechanical machinery, valves, valves actuators, or any other communication

equipments or facilities etc., the contractor has to assist the whole work and contractor shall

have to operate the same without any extra cost / charge to the Corporation.

2.16 The scope of contract includes to record the maintenance work done by contractors in each

water pumping stations and have to submit with bill. It will be also provided to AMC officials

as demanded. The scope also includes to inform about the faults occurred immediately to

engineer in charge or head of the department and to follow up with the engineer in charge to

clear the fault and put it in working / operation condition. In case of maintenance record is not

provided to AMC officials or not submitted with bill then, Rs 500/- penalty will be deducted

per incidence. If any details regarding operation & maintenance of any pumping station same

should be provided by contractor, if fails to do so, Rs 500/- penalty will be deducted per

2.17 If housekeeping is not good and not properly maintained then Rs 500/- penalty will be

deducted per incidence.

2.18 The scope of contractor includes the inspection of all pump-motor sets body temperature,

bearing & bearing housing, gland & gland leakages, coupling bolts & bushes, foundation

bolts etc. & tightening of nut-bolts, gland packing, charging cocks, charging pipeline etc. and

making it in good condition

2.19 If corporation increases / incorporates / augments any pumping machineries, chlorine plant,

electrical / mechanical machinery, valves, valves actuators, or any other communication

equipments or facilities etc., the contractor shall have to operate the same without any extra

cost / charge to the Corporation.

2.20 All type of labor in pump house, pumping station premises are in the scope of contractor.

Such type of labour are for replacement of parts, complete replacement of pump, motor, sub-

mersible pump set etc.

GENERAL ROUTINE MAINTENANCE

General routine preventive maintenance schedule for various equipments shall be adopted

From Operation and Maintenance to be carried out by the Contractor’s personnel shall

include but not limited to the following: -

a) Regular watering on the earth-pits.

b) Check for any oil leak in the transformer and intimating and repairing of the same.

c) Replacement of gland packing for the pump, sluice valves etc. whenever required.

d) Greasing of bearing and lubricating all moving parts as per the schedule.

e) Tightening of all loose nut-bolts and other fasteners.

f) Lubricating and test operation of the valves.

g) General cleaning of all equipments and building.

h) Checking and replacement of bulbs, tubes, chokes, starters, switches, control etc.

PREVENTIVE MAINTENANCE CHECKS:

The Contractor shall adopt preventive maintenance check’s schedule as agreed mutually

between the Contractor and the Employer. The preventive maintenance checks and their

tasks frequencies will not be limited to the following:

Checks to be performed daily:

a) Vibration in the motor pump sets, submersible pump sets and switch starter moving

assemblies etc.

b) Regular checking pressure of supply water.

c) Observations on water quality.

d) Chlorine plant spares, chlorine pipe lines, chlorine pumps & etc for satisfactory

working of chlorine plants.

Checks to be performed weekly:

a) Gland packing.

b) Pipeline leakages.

c) Tightness of all electrical connections.

d) Tightness all cable connections.

e) Temperature rise due to lose connections.

f) Watering of earthing pits.

g) Operation of all sluice and butterfly valves or any other valves.

h) Current and voltages in all electrical equipments.

Checks to be performed monthly:

a) Wear and tear of moving parts.

b) Adoption of Electrical energy conservation method and energy consumption.

d) Megger test of electrical equipments.

Checks to performed bi-annually:

a) Cleaning, checking / tightening of L.T. Circuit / Panel.

b) Auxiliary DB, Capacitor bank, if any.

possible 24x7 by qualified and experienced personnel to avoid the interruption in daily
