1. Introduction
1.1 Introduction of Kheda
Regional Importance:-
Kheda Municipality is a very important and historic center in Kheda District of Gujarat, India. Situated
about 35 Km South of Gujarat’s Economic capital Ahmedabad. Its proximity to the National Highway
number 8 and NH 64 has seen rapid development in the region with modest industrial growth.
Historical Importance:-
Kheda, historically known as Khetaka and later Kaira during British rule, has deep roots in ancient Indian
civilization. Its name derives from the Sanskrit word Kshetra, meaning "land" or "field," and it has been
referenced in classical texts like Pāṇini’s Ganapatha, Padmapurana, and Jain scriptures. From the 7th
century onward, copper-plate inscriptions of the Maitraka dynasty identified Khetaka as an
administrative division with around 750 villages, often noted as a Brahmin settlement and later under
Rashtrakuta control. Through the centuries, Kheda came under the rule of the Chaulukya and Vaghela
dynasties, followed by the Gujarat Sultanate. In the 18th century, the Pashtun-descended Babi dynasty
took control, building a fort before the Marathas seized it in 1763. The British acquired the district in
1803, integrating it into the Bombay Presidency. Kheda played a pivotal role in India’s independence
movement when Mahatma Gandhi launched the 1918 Satyagraha against British taxation during a
famine. The region also witnessed the Koli Rebellion in the early 1800s, resisting East India Company
rule. Over time, Kheda evolved into a culturally rich area with diverse communities including Brahmins,
Jats, Rajputs, and Vohra Gujjars, and remains known for its tobacco farming and annual Meldi Mata fair
that draws thousands of visitors
The revenue area of Kheda Town is 2160 hectares. The municipality administration controls this entire
area. this revenue area covers not only Kheda town and its Gamtal, but also covers Vitthalpura Gamtal
covering area of 83.67 Hectares as well as area of Kheda Camp situated about 2.8 Km from Kheda town
with area of 100 Hectares. City survey has been done in Kheda and looking at the current rate of
development, it becomes prudent to control, regulate and administer this development to ensure holistic,
inclusive and sustainable development of the region.
1.2. Project Background
The ADA Kheda Nagarpalika Area was designated as Area development Government of Gujarat with
Notification no: GH-P-20-UDA-1177-646(2) Q. The first development plan of Kheda was prepared by
Kheda Nagar Panchayat as per the provisions of the Town Planning Act, 1954 and submitted to the
Government. The Government approved it vide Resolution No. DVP/1666/1239/P dated 4.10.1966 and it
came into effect from 1.12.1966. Thereafter, the first revised development plan of Kheda Nagar was
prepared under Section-17 of the Mumbai Town Planning Act, 1954 and submitted to the Government
for re-approval. Which was approved by the Government vide Notification No. GH/P/87 of
79/KVP/1676/1947 (79) dated 5.5.79. On completion of ten years of implementation of the said
development plan, proposals for a new development plan were prepared and submitted to the
Government, the said, beneficial revised development plan has been approved by the Government's
Urban Development and Urban Housing Department vide Notification No. GH/V/220 of
1990/DVP/1889/3264 (90) -L dated 20.11.1990. And it has come into effect from 26.12.1990. Since
then, third Revised Development Plan has been implemented from 07-05-2013 vide notification
GH/V/77 of 2013/DVP-1809-4223-L and has been in effect since then.
As per the provisions of Section 21 of the Gujarat Town Planning and Urban Development Act
the said department of the Government direct the Kheda Area Development Authority to prepare, publish
and submit the State Government a Revised Draft development plan for the Development Area.
Following the said order, the General body's meeting of the Municipality held on 7/08/2025 has resolved
to take action as per the directions of said order by resolution no 6. The Development plan or any other
planning related exercise is carried out earlier is to be reviewed and revised. Hence it is proposed to
invite participation from skilled consultants for availing the consultancy services on preparation of
Development Plan.
1.3 Objective of this RFP
Kheda Area Development Authority referred to as ‘the ADA, Kheda’ hereinafter, in this RFP, invites
professional consultancy services for ‘Preparation of Revised Development Plan for the ADA Kheda
area as per the provisions of GTP&UD Act, 1976 and in accordance with applicable relevant
prevailing act. This is a request for Technical and Financial Proposal from Urban Planning firms and
professionals. Objective of this RFP is to select consultants for preparation of revised Development Plan
for the ADA, Kheda-as per the provisions of GTP&UD Act, 1976 and in accordance with applicable
relevant prevailing act.
The information provided in this Request for Proposal (RFP) document or sub sequently
provided to the bidders, whether verbally or in documentary or any other mode as appropriate, by or on
behalf of ADA Kheda or any of its employees provides the terms and conditions set out for the
selection of professional service firm/consultant to prepare Development Plan. This RFP is neither an
invitation nor an agreement by ADA Kheda to the prospective Bidders or any other firm or person.
The purpose of this RFP is to provide interested parties with information and assist them in
formulation of their proposals pursuant to this RFP document. This RFP includes statements which
reflect various assumptions and assessments arrived by ADA Kheda in relation to the consultancy
work referred in this RFP. Such assumptions, assessments and statements do not imply to contain all
the information that each Bidder may require. This RFP document may not be suitable for all
persons, and it is not possible for ADA Kheda, its employees or advisors to consider the objectives,
financial situation, technical expertise and particular needs of each party who reads or uses this RFP
document. Although this RFP document is prepared in good faith with due care and caution, the
assumptions, assessments, statements and information contained in the RFP document may not be
complete, accurate, adequate or correct. ADA Kheda does not accept any liability or responsibility
for any errors, omissions or misstatements, negligence or otherwise. Each Bidder should, therefore,
conduct its own investigations and analysis and should check the accuracy, adequacy, correctness,
reliability and completeness of the assumptions, assessments, statements and information contained
in this RFP and obtain independent advice from appropriate sources. The information provided in this
RFP document is not intended to be a comprehensive account of statutory requirements and should not

principles of restitution or unjust enrichment or otherwise for any loss, damages, cost or expense
which may arise from or be incurred or suffered on account of anything contained in this RFP
document or otherwise, including the accuracy, adequacy, correctness, completeness or reliability of
the RFP and any assessment, assumption, statement or information contained therein or deemed to
form part of this RFP document or arising in any way in participation of Bidder(s) and selection
procedure. ADA Kheda also accepts no liability of any nature whether resulting from negligence or
otherwise howsoever caused arising from reliance of any Bidder upon the statements contained in
this RFP document. ADA Kheda may in its absolute discretion, but without being under any
obligation to do so, update, amend or supplement the information, assessment or assumptions
contained in this RFP document. ADA Kheda reserves the right to withhold, nullify, amend or cancel
any proceeding or process at any stage at its sole discretion. The issue of this RFP document does not
imply that ADA Kheda is bound to select a Bidder or appoint one for the consultancy. ADA Kheda
reserves the right to reject any or all the proposals without assigning any reason whatsoever.
2. Process of Bidding and Selection of Consultant
i. A combined Quality cum Cost Based Selection (QCBS) process shall be adopted for the
selection of the Consultant.
ii. Those Consultant who submits the Proposal, shall be called Bidders. The Bidders are required to
prepare and submit their proposal in accordance with the terms set forth in this RFP.
iii. The Proposal shall be submitted in soft copy form on the n-procure web link
(https://www.tender.nprocure.com) by 6:00 PM on the Proposal Due Date, and in physical form only
to Chief Officer, Kheda Area Development Authority by 6:00 PM on the Physical Submission Due
Date, through Registered Post and Speed Post.
iv. The Bidders are required to submit their Proposal comprising Proposal Fees, Technical Proposal and
Financial Proposal. The Proposal would form the basis of evaluation and selection of the Bidders.
v. Proposals not containing Proposal Fees, i.e. Tender Fee and Earnest Money Deposit (EMD),
shall be rejected summarily.
vi. First stage in the selection process shall be evaluation of the Technical Proposal submitted by the
Bidders. The purpose of evaluating Technical Proposal is to ensure the technical expertise of the
Bidder to render required consultancy services.
vii. The final selection of the firm will be based on Total Final Score (TFS) derived by combining
Technical Score (TS) and Financial Score (FS) with 80% and 20% ratio respectively. However, the
Authority reserves the right to reject any proposal, irrespective of its Total Final Score, and award the
work to consultant who may best suit to the Authority by all means. Authority’s decision in this
regard shall be considered final and binding to all.
viii. The Authority also reserves the right to reject any proposal, irrespective of its Total Final
Score, quoting consultancy fees so low that, in the opinion of the Authority, such Bidder may not
be able to perform the required services to the satisfaction of the Authority within the financial fees
quoted therein. Authority’s decision in this regard shall be considered final and binding to all.
ix. The Bidders are advised to visit the site and examine the parameter and scope of work in detail, and to
carry out, at their cost, such studies, investigation & analysis as may be required for preparing and
submitting their respective Proposals for the Project.
x. The Bidder selected by the Authority following the evaluation procedure shall be called
Technical Consultant. After selection and subsequent negotiations, if any, a letter of award
would be sent to the Technical Consultant, after which an Agreement shall be signed between the
Authority and the Consultant.
The statements and explanations contained in this RFP are intended to provide a broad understanding to
the Bidders about the subject matter of this RFP and should not be construed or interpreted as limiting
in any way or manner the scope of services and obligations of the Technical Consultant set forth in the
Agreement or the Authority’s rights to amend, alter, change, supplement or clarify the scope of work,
to be awarded pursuant to this RFP or the terms thereof or herein contained. Consequently, any
omissions, conflicts or contradictions in the Bidding Documents including this RFP are to be noted,
interpreted and applied appropriately to give effect to this intent, and no claims on that account shall be
entertained by the Authority.
3. Schedule and Important Dates
The ADA, Kheda shall endeavor to adhere to the following schedule. However, the ADA, Kheda may,
in its sole discretion, extend the dates by issuing an Addendum.

4. Minimum Eligibility Criteria
The Bidder shall have to meet with the following minimum eligibility criteria to be considered
eligible for this assignment.
The applicant firm shall have prepared and completed up to the stage of final submission to the
Government at least TWO Development Plan/ Master Plan of relevant scale as per the statutory provisions
under the GTP&UD Act 1976 and in accordance with applicable relevant prevailing act anywhere in
The proposed Team Leader of the applicant firm shall have, as Team Leader or member of
Key/Core Team, completed up to the stage of final submission to the Government at least TWO
Development Plan/Master Plan of relevant scale as per the statutory provisions under the GTPUD
Act 1976 and in accordance with applicable relevant prevailing act anywhere in Gujarat.
(Copy of documentary proof / relevant documents exhibiting that the above-said eligibility criteria
are met by the Bidder shall be submitted.)
1. The Firm Should have a completion certificate of minimum TWO development plan project.
2. The firm/Consortiums should have required project team as per Table 4.1.
3. The firm should have well equipped establishment with all related infrastructure such as Total Station,
computers, GIS and CAD facilities with supporting staff.
4. The applicant firm can be a Company, Partnership firm, Limited Liability Partnership (LLP) or a
Proprietorship registered under the relevant acts, OR G o v e r n m e n t / Semi Government
agency (Copy of proof/relevant documents exhibiting the incorporation of the firm shall be

6. The bidding entity shall have an Average Annual Turnover of at least INR 25.00 lakhs (rupees

relevant planning consultancy services. Certificates from a statutory Auditor or Chartered Accountant
stating the total turnover/revenues during each of the preceding three financial years shall be

10.Bidders sending their proposals as Consortium/ Joint Venture are non-eligible.
11.Bidders engaging in fraudulent or mis-representation practices shall be disqualified at any stage,
including after award of work and shall also result in forfeiture of their EMD.
Note: All the above information should be supported by relevant documents/certificates.

ii) The Team Leader and at least two other experts of the Core Team from the above table shall
be employees/ full time staff of the applicant firm on its rolls, and shall not be external
consultants. (A certificate for each such expert stating that they are working full time with the
bidding firm signed by both the bidding firm and the concerned team member shall be
submitted, along with relevant documentary proofs)
Note: The experts, being referred here in above, shall be associated in the above-said manner
with the applicant firm since earlier than issuance of this RFP. In case, the Bidder has appointed/
employed such experts after issuance of this RFP, such personnel shall not be eligible for
iii) Other three expert members of the Core Team can be staff of the applicant firm /
independent consultant or employees of other firm. (A certificate for each such expert
clarifying their current position and association with the bidding firm signed by both the
bidding firm and the concerned Team member shall be submitted. In case the expert is an
employee of other firm, submit a certificate from his her current employers stating that
he she is permitted to work on this assignment as expert)
iv) No alternative proposal for any member of the Project Team shall be made by the Bidder,
and only one person shall be proposed for each position.
v) CVs for each member of Project Team (Core Team and Support Team) along with the
documentary proof of their respective educational qualifications shall be submitted as part
of the Proposal. CVs required to be signed by individual as well as team leader on all pages,
else leads to disqualify the proposal.
vi) The applicant firm, if it considers necessary, may propose suitable experts in their respective
areas of expertise in addition to the positions of Core Team as required herein. If the
applicant firm propose such additional experts, their CVs shall also be submitted. However,
the number of such additional experts shall not exceed 3 members. The applicant firm may
also employ more staff/personnel as Support Team, details and CVs of which are not
required to be submitted along with the Proposal.
vii) It is essential that the core team / expert members are fully associated with the project in all
the stages. The applicant firms are advised to ensure availability and complete involvement
of proposed core team. The CV of each member of Project Team shall clearly mention all
the on-going work he/she is involved with their role and approximate man-months
committed to clients for such on- going work for coming six months. It will be mandatory
for the Team Leader to be present in the review meetings at all stages throughout the project
period. At all stages it will be mandatory for the experts to personally present the survey
analysis and their recommendations for development plan preparation to the Authority.
viii) The Authority reserves the right to relax the above-said requirements of Project Team
marginally considering the overall credential and expertise of the Project Team proposed by
5. Preparation of Proposals
i) The Proposal as well as all related correspondence by the Bidder shall be written in English.
ii) The Bidder shall provide all the information sought under this RFP. The Authority shall evaluate
only those Proposals that are received in the required formats and complete in all respects.
iii) In preparing their Proposal, Bidders are expected to examine in detail the documents comprising the
RFP. Material deficiencies in providing the information as requested may result in rejection of a
iv) The Proposal shall be typed or written in indelible ink and signed by the authorized signatory
of the Bidder who shall also initial each page of Proposal, in blue ink. For this purpose, the
authorized signatory shall mean either –
a) The proprietor, in case of a proprietary firm, or
b) a partner, in case of a partnership firm and/or a limited liability/partner- ship, or
c) a duly authorized person holding the Power of Attorney as per the format prescribed in Form:
v) The alterations, omissions, additions or any other amendments made to the Proposal (printed hard
copy) by the Bidder, if any, shall be initiated by the person signing the Proposal.
vi) The Bidder may, if required, format the specified Forms only to make due provision of space
required to incorporate the requested information. However, the overall structure and sequence of
the Forms shall not be altered.
vii) The Bidder shall, along with the Proposal, also submit a copy of this RFP document duly signed by
the authorised signatory of the Bidder who shall also initial each page in blue ink.
viii) The Bidder shall submit the Proposal online in the specified formats and shall place the documents
in THREE (3) separate envelopes, Proposal Fees (Envelope-1), Technical Proposal (Envelope-2)
and Financial Proposal (Envelope-3) (Which is submitted in online), as specified hereunder.
These envelopes shall be sealed and marked as mentioned below.
5.1 Envelope-1: Proposal Fees
i) The envelope shall contain
Cover Letter from the Bidder in the format as prescribed in Form: 1 (Annexure-1)
Tender Fee of INR 5,000 (Indian Rupees Five Thousand Only) in form Fixed Deposite for a
validity of 1 year from a Nationalized Bank in favour of “Chief Officer, Kheda Nagarpalika”,
and payable at Kheda.
Earnest Money Deposit (EMD) of INR 50,000 (Indian Rupees Fifty Thousand Only) in form
Fixed Deposite for a validity of 1 year from a Nationalized Bank in “Chief Officer, Kheda
Nagarpalika, Payable at Kheda.
Copy of this RFP document, duly signed by the authorized signatory of the Bidder who shall also
initial every page in blue ink.
ii) The envelope shall be titled “ENVELOPE 1: PROPOSAL FEES”. The envelope shall also

2024-2025 signed and stamped by Statutory Auditor/ Chartered Accountant as per Form:

The number of projects presented as per Form: 6 (Annexure-6) shall not exceed 10. The

the Bidder intends to present their experience of other projects, it shall be presented as part of the
Introduction of Firm (Submittal 1).
Bidders are required to present their recent experience, i.e. Minimum 4 No.of relevant projects such
as Development Plans as per GTPUD Act 1976, Development Plans/ Master Plans of city scale
as per statutory provisions of other States, urban planning assignments, surveying, updating
cadastral maps and other relevant project.
Those projects that are complying to the eligibility criteria, i.e. development plan/ master plan of
city/town scale as per the statutory provisions (under the GTPUD Act 1976), shall be presented
first in sequence.
The Project Description Sheets for each project shall not exceed Three (3) pages (printed sides) of

All payment of fees shall be paid in Indian Rupees after the statutory deductions. All statutory taxes
and other payments in connection with fees received or any services provided under this consultancy
assignment except the Govt. Tax shall be borne by the Consultant. However, where necessary,
appropriate deduction at source will be made by the Authority and necessary certificates will be
issued to the Consultant.
6. Submission of Proposals
i) The Proposal shall be submitted in soft copy form on the n-procure web link
(https://www.nprocure.com) by 6:00 PM on the Proposal Due Date, and in physical form only
to Chief Officer, Kheda Nagarpalika by 6:00 PM on the Physical Submission Due Date, through
Registered Post (RPAd)/ Speed Post only.
ii) The hard copy of Proposal shall be submitted as prescribed under.
a) The Bidder shall submit the Cover Letter, Tender Fee and EMD, and duly signed copy of this
RFP document in Envelope‐ 1, which shall be sealed and marked “ENVELOPE 1: PROPOSAL
FEES”, followed by RFP Title.
b) The Bidder shall submit ONE (1) copy of the Technical Proposal, and a CD placed in Envelope‐2,
which shall be sealed and marked “ENVELOPE 2: TECHNICAL PROPOSAL”, followed by RFP

iv) The Authority shall not be responsible for misplacement, losing or premature opening if the outer
envelope is not sealed and/or marked as stipulated. This circumstance may be case for rejection of
Proposal. Moreover, if the Financial Proposal is submitted in hard copy (other than the online
mode) in any envelope, the Proposal shall be declared non‐ responsive and hence rejected. Financial
Proposal must be submitted online only.
v) Any proposal received by the Authority after the deadline for submission shall be not accepted and
returned unopened.
vi) The Authority shall open the Main Envelope and the Envelope‐1 (Proposal Fees), Envelope‐
2(Technical Proposal) &Envelope-3 (Financial Proposal) immediately after the Proposal Due Date.

7. Proposals Opening Process
a) On the day of Technical Proposal Opening, the Authority shall open the Main Outer Envelope. The
Envelope-1 (EMD) would be opened first.
b) On successful verification of Tender Fee / EMD, Envelope-2 (Technical Proposal) would be
opened. The Envelope-3 (Financial Proposal) shall remain sealed and securely stored.
c) Evaluation of the technical capacity of the Proposer shall be carried out through evaluation of the
Technical Proposal and supporting documents submitted by the Bidder. The Proposer shall be
awarded Technical Score as per the procedure mentioned in this RFP.
d) Financial Proposal (Form-9 which is submitted in online) shall be opened of only those Bidders
whose Technical Score is satisfactory to the Authority.
e) Final Composite Score (FCS) shall be assigned to the Bidders whose Financial Proposals would be
opened. Selection of successful Proposer shall be done based on the Final Composite Score as per
the evaluation process and conditions mentioned in this RFP.
f) Financial Proposal submitted in the online bid shall be opened of only those Bidders whose
Technical Score is satisfactory to the Authority.Financial Score shall be assigned to the Bidders as
per the procedure mentioned in this RFP. However, Financial Proposal quoting consultancy fees so
low that, in the opinion of the Authority, such Bidder may not be assigned Financial Score and
such proposal shall be rejected. Authority's decision in this regard shall be considered final and
binding to all.
g) Total Final Score (TFS) shall be assigned to the Bidders as per the procedure mentioned in this
RFP. selection of successful proposer shall be done based on the Total Final Score as per the
evaluation process and conditions mentioned in this RFP.
7.1 Evaluation of Proposal
The Proposals will be evaluated through a Quality cum Cost Based Selection (QCBS) based
approach. Only those proposals accompanying with Tender Fee and EMD shall be evaluated. The
evaluation of proposals shall be carried out in the manner as described below.
Stage1: Test of responsiveness
Prior to evaluation of the documents contained in the Technical Bid envelope, the Authority shall
determine whether each Bid is responsive to the requirements set out in this tender. A Bid shall be
considered responsive only if:
It is received as per the formats prescribed in the Section3–Technical Proposal of the Request for
Proposal document.
It is received by the Bid due date including any extensions thereof. It is signed, sealed, bound together
and marked as stipulated in this Request for Proposal document.
It contains information in formats same as those specified in this Request for Proposal document.
It contains the necessary documentary proof as specified in the Request for Proposal document. Itdoes
not contain any condition or qualifications, and it is not non-responsive in terms hereof. If fulfils the Pre-
qualification Criteria as given under point 3.8 above.
Stage2: Evaluation of Technical Proposal and Technical Score
The Evaluation Committee set by the Authority shall carry out evaluation of Technical
Proposals. The evaluation criteria are point/marks system based as specified in the Table below.
The technical competence of the Proposer shall be evaluated in three steps as under:

STEP 2 : Evaluation of Financial Proposal - Out of 20 marks
The Financial Proposal shall carry a maximum weightage of 20 marks. The Financial
Score shall be calculated on a pro-rata basis, considering the lowest evaluated financial quote (L1) as the
benchmark, as follows:
L1: The lowest evaluated financial quote among all technically qualified bidders.
B: The financial quote of the bidder under consideration.
The bidder quoting the lowest evaluated financial amount (L1) shall be awarded the
maximum Financial Score of 20 marks. The Financial Scores of all other technically qualified bidders
shall be calculated proportionately using the above formula.
STEP 3 - Final Composite Score
i. Proposals will be ranked according to their Final Composite Score (FCS) marked out of
marks, which shall be calculated by assigning a weightage of 80 to Technical Score (TS) and
a weightage of 20 to Financial Score (FS).
ii. The formula to calculate the Final Composite Score(FCS) is as under-

STEP 4 - The proposer who obtains highest Final Composite Score(FCS) shall be considered as H1.
8. Negotiations
i. Prior to the expiration of period of validity of proposal ADA Kheda shall notify the
successful Bidder who has submitted the highest scoring proposal in writing through
registered letter, facsimile or email and invite them negotiate the contract.
ii. The invited consultant will as a pre-requisite for attending negotiations, confirm
availability of all nominated experts / key personnel and satisfy other pre- negotiations
requirements as may be specified by ADA Kheda. The aim is to reach agreement on all
points, and initial a draft contract by the conclusion of negotiations.
iii. Negotiations shall commence with discussions on the proposed methodology (work
plan), staffing and any suggestions, which may have been made to improve the ToR.
Agreement must then be reached on the final ToR, the staffing which shall indicate
staff months, logistics and reporting. These documents then can be incorporated in the
contract as “description of services”. Special attention shall be paid to clearly defining the
required inputs and facilities required from the Authority to ensure satisfactory
implementation of the assignment.
iv. It is the responsibility of the Consultant, before starting financial negotiations, to contact
the local tax authorities to determine the local tax amount to bepaid by the Consultant
under the Contract.The financial negotiations will include a clarification (if any) of the
Bidder’s tax the Bidder’s tax liability in the Authority’s country.
9. Award of Contract
i) The consultant securing the highest Final Composite Score will be invited for negotiation
by the Authority; were, upon successful negotiation, the work will be awarded to the firm.
In case the negotiations fail, the Authority reserves the right to call the next firm in
succession for negotiation.
ii) The Authority reserves the right to reject any proposal, irrespective of its Final Composite
Score, quoting consultancy fees so low that, in the opinion of the Authority, such Bidder
may not be able to perform the required services to the satisfaction of the Authority within
the financial fees quoted therein.
iii) The Authority reserves the right to reject any proposal, irrespective of its Final Composite
Score, and award the work to consultant who may best suit to the Authority by all means.
iv) The Authority reserves the right to accept or reject any or all the proposals without
assigning any reason.
v) Authority’s decision in this regard shall be considered final and binding to all.
10. Tender Fee and Earnest Money Deposit (EMD)
i) Proposal submitted in response to this RFP shall be accompanied by-
a) Tender Fee of INR 5000 (Indian Rupees Five Thousand Only) in form of Demand
Draft from a Nationalized Bank in favor of “Chief Officer" Kheda Nagarpalika, and
payable at Kheda.
b) Earnest Money Deposit (EMD) of INR 50,000(Indian Rupees Fifty Thousand
rupees Only) in form of Fixed Deposite, for a validity of 1 year, from a Nationalized
Bank in favor of “Chief Officer, Kheda Nagarpalika”, and payable at Kheda.
ii) Submission of Tender Fee and/or EMD drawn from other than Nationalized Banks could
result in disqualification of the Proposer.
iii) Proposals not accompanied by requisite Tender Fee and/or EMD shall be
summarily rejected.
iv) The EMD shall stand forfeited in the following situations-
a) In case of fraudulent offer and/or conditional offer
b) In case of withdrawal/ revision/ modification/ transfer of terms of Proposal during
the Proposal Validity Period
c) If the Agreement is not executed by the selected Proposer within the time period
specified in the Letter of Award (LOA) or as specified otherwise in subsequent
written communications by the Authority.
11. Proposal Validity Period
The Proposal Validity Period shall be 120 days from the Proposal Due Date. The validity of
Proposal may be extended by mutual consent of the respective Bidders and the Authority.
12. Further Information
The Authority retains the right to ask for any further information, document or clarification
that may be required from the Proposer for evaluation purposes.
13. Single Proposal
No Applicant firm or its associate firm shall submit more than one Proposal in pursuant
to this RFP. None of the Team Leader and other members of the Project Team as
proposed by the Applicant firm shall be part of the project team proposed by any other Bidder.
14. Cost of Proposal
The Applicants shall be responsible for all of the costs associated with the preparation of
their Proposals and their participation in the Selection Process including subsequent
negotiation, visits to the Authority, project area etc. The Authority will not be responsible or
in any way liable for such costs, regardless of the conduct or outcome of the Selection
15. Late Proposals
Proposals received by the Authority after the specified time on Proposal Due Date shall
not be eligible for consideration and shall be out rightly rejected.
