Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

EMD Payments through e-payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Amount put tender is Minimum basic wages VDA EPF ESI the agency should bid to this amount for service charges only, Negative percentage is not allowed.

The agency should quote equal to amount put to tender/ above amount put to tender or else tender will be rejected.

If there are more than 01 number of eligible L1 bidder, then bidder selection will be done by e-procurement only.

As per the availability of above posts Executive Engineer will have the power of reducing the Manpower labours without any notice.

The GST will be levied as per the prevailing Tax structure, Amount put to tender is exclusive of GST.

The Tenderer should submit every months Electronic Challan cum receipt ECR of EPF ESI bills challan along with bills.

Any violation of Labour department rules and norms the agency is hold responsible.

The Agency should comply with the Govt of Karnataka circular No: 137JE 2022 19.05.2022 enclosed herewith.

Mandatory contribution of EPF and ESIC by the agencies in timely manner.

The service provider/contractor shall be responsible for paying wages to contract labor at rates not less than the minimum wages as noticed by the Appropriate Government.

The service provider/contractor shall not make any unauthorized deductions from the wages of the contract labour.

As per the Contract Labour (Regulation and Abolition) Act, 1970 the service provider/contractor shall be responsible for ensuring that wages are paid to the contract labour on time. The principal employer/buyer shall ensure that the wages are paid on time to the contract labour by the service provider/contractor. In case the service provider/contractor fails to pay the wages on time or makes short payment the principal employer/buyer shall be liable to pay the wages to the contract labour directly and recover the amount from the service provider/contractor.

The service provider/contractor shall be responsible for paying bonus to contract labour in the manner prescribed by the Payment of Bonus Act, 1965 & shall get reimbursed from the buyer.

The service provider or contractor shall be responsible for paying proportionate gratuity to contract labor who have rendered continuous service as per the provisions of the Payment of Gratuity Act,1972

The Agency should comply with the Govt of Karnataka circular No 59 Dated 18 07 2023 enclosed herewith.
