1. The bidder should be a reputed Indian machine tool manufacturer who meets the following eligibility criteria: The bidder must have successfully executed at least one contract in the last 15 years involving the Design, Manufacturing, Supply and Commissioning of- (A) CNC End Milling, Centering, and Cup Turning Machine for Railway rolling stock axles, having a minimum center distance of 2400 mm. The machine offered under such executed contract should have achieved a productivity of not less than 50 numbers of Axles per 8 hrs shift i.e approximately 50% of the capacity specified in this tender specification. OR (B). A specialized CNC industrial machine for machining the ends of forged axle/shaft blanks or cylindrical forgings of at least 105 mm diameter, approximately 60% of the diameter of the biggest axle specified in the tender specification. The machine must perform dual opposed milling of the raw ends for facings, axle cup machining on both ends, and precise centre hole drilling to reduce run out by establishing an accurate geometric axis and providing a reference for subsequent high precision machining. The machine offered under such executed contract should have achieved a productivity of not less than 50 numbers of Axles per 8 hrs shift i.e approximately 50% of the capacity specified in this tender specification.
The bidder must provide certificates supporting Sl. No.1 of eligibility criteria as per Annexure-2 of Specification Rev-3. The certificate from any Central govt organization or PSU or from public listed company having average annual turnover of Rs. 500 Crore and above in last 3 financial years excluding the current financial year, listed on National stock exchange or Bombay stock exchange incorporated/ registered at least 5 years prior to the date of closing of tender shall also be considered provided the work experience certificate has been issued by a person authorized by the Public listed company to issue such certificates.
The bidder shall also submit certificate(s) from the user(s) confirming the satisfactory performance of such machines as per above mentioned supplied quantity in Sl No.A or Sl No. B whichever is applicable. The certificate(s) must not be older than 1 year from the original closing date of the tender as per Annexure 2 of Specification Rev-3. The tenderer shall submit the Performance Certificate for the machine offered as the experience credential, evidencing its satisfactory operation. For qualifying under the Definition (B), The tenderer shall also submit the detailed technical specifications, brochures which are required for establishing that the machine is capable of performing the operations as specified (B) The name and address of the end user, along with the contact details of the concerned official, shall also be furnished by the tenderer to facilitate verification of the submitted credentials, if considered necessary by the purchaser.
Only Class-I and Class-II Local Suppliers are eiliglbe to bid in the tender as per Order issued by DPIIT vide Order No.P- 45021/2/2017-PP(BE-II)-Part(4)Vol.II dated 19.07.2024 and shall be applicable as amended from time to time.
Authorised agents/dealers are eligible to participate on behalf of OEM with tender specific authorisation certificate.
Offers of bidders not meeting eligibility criteria will be summarily rejected.

EARNEST MONEY DEPOSIT & SECURITY DEPOSIT : : (A) Earnest Money Deposit- Submission of EMD is mandatory subject to exemption mentioned in OT Bid document and subsequent corrigendum to OT Bid document enclosed with the offer. (B) Security Deposit will be 5% of contract value. EMD and SD is FOR STORES TENDERS is applicable as per the Corrigendum to OT bid document attached to Tender.
Bidders seeking exemption from EMD or Bidders participating in tenders having NIL EMD, need to sign Bid Securing Declaration, otherwise the offer will be summarily rejected. The Bidders shall sign the Bid Securing Declaration electronically as part of IREPS format or alternatively they may sign and upload the Bid Securing Declaration (Format enclosed) along with the offer. (Bid Securing Declaration format to be enclosed alongwith the tender).
WARRANTY : (clause 9.0 of Specification Rev-3): Warranty period for M&P will be 24 (twenty four) months from the date of issuance of FAT certificate of M&P. A Maximum period of 2 (two) weeks (i.e cumulative breakdowns during 02 years) will be allowed for attending and rectification of faults during the warranty period. Warranty penalty clause shall be as per clause 9.3 & 9.4 of Specification Rev-3.
Scope of supply for CNC machine shall be as per clause 2.0 of Specification
Supplier shall furnish their GSTIN No and the HSN Code for the items quoted.
WARRANTY SECURITY DEPOSIT- PERFORMANCE / WARRANTY BANK GUARANTEE: For Machinery and Plant items, costly equipment and capital Spares, the Contractor will have to furnish a Performance / Warranty Bank Guarantee for 5% of contract value to cover their warranty obligations under the contract, valid for Warranty period plus six (6) months claim period.
Concomitant accessories : (Clause 2.3 of Specification Rev-3): 1. Bidder shall quote for the Concomitant accessories that are required to make the machine fully operational on installation. The total cost of concomitant accessories should be included in the basic price of the machine. The individual prices of the Concomitant accessories listed at clause 2.3.1 (i) to (xiii) of Specification Rev-3 shall be attached to the bid. 2. Any other concomitant accessory considered essential for working of machine to perform desired functions and any other recommended accessories, must be quoted with full description separately along with unit price which should also be included in the basic price of the machine.
SPARES : (Clauses 4.0 of Specification Rev-3): 1. List of recommended perishable and non-perishable spares required for normal maintenance to cover complete range of mechanical, hydraulic, pneumatic and electrical equipment including controls on three shift working basis should be furnished. The spares should be supplied for the complete warranty period. It has to be ensured that perishable spares are replenished one month before the expiry of shelf life. 2. In addition to the above, a detailed list of recommended spares to be kept for replacement. Sizes and details of all bearing, belts, oil seals and hose assemblies etc. shall also be furnished. The Spares shall be provided free of cost by the supplier.
[i] In case of MSE firm willing to claim the benefits under Public Procurement Policy [Preference to MSE] order 2012, the firm should upload Udyam Registration Certificate alongwith their offer, the proof of their being MSE registered with the nodal agency. [iii] Tenderers shall upload Udyam Registration detail showing that the enterprise is owned by Scheduled Castes [SC]/ Scheduled Tribes [ST]/ women entrepreneurs to claim the benefit under this sub-classification.
If you are not a MSE or a consortia of MSE formed by NSIC, please indicate percentage of sub contracts in execution of this tender that will be from Micro and small Enterprise [in percent of order value] with further category breakup of MSE owned by SC/ST[Information will be provided in percentage terms with 7 fields; Micro owned by SC, Micro owned by ST, Micro owned by others, Small industry owned by SC, Small industry owned by ST, Small industry ownedby others, women owned MSEs].
The tenderers in their bids shall indicate the details of their Jurisdictional Assessing Officers of GST [Designation, address and email id]. In case of award of a contract, a copy of the LOA/Purchase Order shall be immediately forwarded by Purchaser to the Jurisdictional Assessing Officer of GST mentioned in the Tenderer's bid.
Bidders may please note that Entities of countries which have been identified by the Nodal Ministry / Department as not allowing Indian companies to participate in their Government procurement for any item related to that Ministry/Department shall not be allowed to participate in Government procurement in India for all items related to that nodal Ministry/Department, except for the list of items published by the Ministry/Department permitting their participation. The terms of entity of a country shall have the same meaning as in the FDI policy of DPIIT as amended from time to time.
It will be presumed that the firms who have submitted the e-bid have gone through and accepted all the terms and conditions of tender, until and unless firms specify the deviations from those conditions and so indicated specifically, under the headings - "Technical Deviation Statement" and "Commercial Deviation Statements" and if space available is not adequate under these headings, tenderers can upload a Statement of Deviations and a reference of uploaded deviation statement shall be given in "Technical or Commercial Deviation Statement". If there is any contradiction between any techno commercial terms and conditions quoted in e-offer and documents attached along with the e-offer, the terms & conditions quoted in e-offer will prevail over that of quoted in attached documents. Tenderers in their own interest are advised not to quote any techno commercial terms & conditions in attached documents.
The bidders should quote the applicable HSN codes and it is the responsibility of the tenderer to quote the correct HSN code and upload the document. Misclassification in HSN code, if quoted by any bidder, shall be dealt as per following conditions:- 1. The Purchaser shall not be responsible for any misclassification of HSN Number or incorrect GST rate, if quoted by the bidder. 2. Any increase in GST rate due to misclassification of HSN number shall have to be absorbed by the supplier. 3. Wherever the successful bidder invoices the goods at GST rate or HSN Number which is different from that incorporated in the purchase order, payment shall be made as per GST rate which is lower of the GST rate incorporated in Purchase Order or billed. 4. Vendors will be required to adjust basic price to the extent required by higher tax billed as per invoice to match the all- inclusive price as mentioned in the Purchase Order.
This tender complies with Public Procurement Policy for MSE order 2012 and policies/circulars issued thereof.
For the purpose of maximum allowed down time as per clause 9.2 of specification, the tendered item is considered on line M&P.
THE TOTAL TENDER VALUE WILL BE CONSIDERED FOR EVALUATION OF OFFERS AND INTER-SE RANKING. TOTAL TENDER VALUE WILL INCLUDE THE COST OF THE FOLLOWING (as indicated in Item details of NIT): (1)Supply of CNC End Milling, Centering and Cup Turning Machine including Civil foundation, electric cabling, Concomitant accessories and Spares. (2) Uprooting and shifting of Sema machine. (3) Uprooting, shifting and installation of Offline lathe. (4) Supply, installation and commissioning of a new Chip conveyor. (5) Complete integration of new End milling, cup turning and centering machine with its supplied gantry, input conveyor and output conveyor. (6) Comprehensive AMC on NPV basis
COMPREHENSIVE ANNUAL MAINTENANCE CONTRACT: Tenderers should go through the Comprehensive Annual Maintenance Contract detailed in SCHEDULE-III of Specification. Tenderers are required to quote for Comprehensive Annual Maintenance for a period of five years after completion of the Warranty period of the M&P. This CAMC will be inclusive of supply and replacement of spares, preventive maintenance services, all spares, material and labour costs. The duties and taxes as applicable should be indicated separately. All consumables except Diesel/fuel, lubricating oils or coolant, consumables for cleaning plants, toolings, drills and taps shall form apart of the scope of comprehensive AMC. The NPV of CAMC charges would be added to the FOR destination price quoted for M&P for the purpose of comparitive evaluation of offer. Note: The word AMC to be read as CAMC everywhere in the specification as per Addendum-1 dated 20.05.2025 to Specification.
A Bank Guarantee equivalent to CAMC value (actual CAMC value for that year or average annual value of the total CAMC value for five years, whichever is higher) will be submitted by the Bidder 30 days prior to the commencement of CAMC. Detailed conditions of Bank Guarantee for CAMC are as per clauses 2.9, 2.10 & 2.11 of Schedule-III of Specification.
Penalty provision for CAMC is as per clause 2.8 of Schedule-III of Specification, in case the supplier fails to provide CAMC services successfully.
The Warranty Bank Guarantee shall be returned only on receipt of confirmation from supplier that they have submitted the CAMC Bank Guarantee.
PRE BID CONFERENCE: A pre-bid conference will be held offline prior to opening of tender at the Meeting room of PCMM Office, on the scheduled date and time. Prospective Vendors willing to participate in pre-bid meeting may kindly confirm their participation and submit their queries in advance before 04.08.2026 through e-mail. Queries received beyond 17:00 hrs of 04.08.2026 may not be entertained.The pre-bid conference will be held on 11.08.2026 at 11.00 Hours. Normally, only queries submitted through e-mail before 17:00 hrs of 04.08.2026 will be discussed in Pre-Bid Conference. Bidders shall submit their queries via mail ID [email protected] and [email protected]. The tenderers who wish to attend pre-bid meeting must report at least 30 minutes in advance of the time of actual pre-bid conference. Not more than two persons per tenderer will be permitted for the pre- bid conference. In case of consortium, a maximum of three persons will be permitted. As a result of pre-bid conference, modifications to the tender, if any, shall be made in the form of an addendum or addenda. Clarification for the issues raised in pre-bid meeting will be uploaded in the tender document on IREPS as a corrigendum to the tender.
(a) The 'Class-I local supplier'/'Class-II local supplier', at the time of tender, bidding or solicitation shall be required to indicate percentage of local content and provide self-certification that the item offered meets the local content requirement for 'Class-I local supplier'/'Class-II local supplier', as the case may be. (Format of self crtification is attached as Annexure-B to the Tender). (b) The 'Class-I local supplier'/'Class-II local supplier' shall also give details of the location(s) at which the local value addition is made. (c) In cases of procurement for a value in excess of Rs.10 crores, the 'Class-I local supplier'/'Class-II local supplier' shall be required to provide a certificate from the statutory auditor or cost auditor of the company (in case of companies) or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) giving the percentage of local content along with their bid. (d) However at the time of execution of project, for all contracts above INR 10 crores, the contractor/ supplier shall be required to give local content certification duly approved by cost/chartered accountant in practice. For cases where it is not possible to provide certification by cost/chartered accountant at the time of execution of the project, the supplier shall be permitted to provide the certificate for local content from cost/chartered accountant after completion of the contract, within time limit acceptable to the procuring entity. NOTE: Convenor/TAA may decide with respect to inclusion of this clause in the tenders at their discretion. (e) In case the contractor / supplier does not meet the stipulated local content requirement and the category of the supplier changes from Class-I to Class- II/Non-local or from Class-II to Non-local, a penalty up to 10% of the contract value shall be imposed. However, contract once awarded shall not be terminated on this account.
