BILL OF QUANTITIES
BILL OF QUANTITIES
1. The bill of Quantities shall be read in conjunction with the Instructions to Bidder,
Conditions of Contract, Technical Specifications and Drawings.
2. The quantities given in the Bill of Quantities are estimated and provisional, and
are given to provide a common basis for bidding. The basis of payment will be the
actual quantities of work ordered and carried out, as measured by the Contractor
and verified by the Engineer and valued at the rates and prices tendered in the
priced Bill of Quantities, where applicable, and otherwise at such rates and prices
as the Engineer may fix within the terms of the Contract.
3. The rates and prices tendered in the priced Bill of Quantities shall, except in so
far as it is otherwise provided under the Contract, include all constructional
plant, layout, supervision, materials, erection, maintenance, insurance, profit,
taxes and duties, together with all general risks, liabilities and obligations set out
or implied in the Contract.
4. The rates and prices shall be quoted entirely in Indian Currency.
5. A rate or prices shall be entered against each item in the Bill Quantities, whether
quantities are stated or not. The cost of Items against which Contractor has failed
to enter a rate or price shall be deemed to be covered by other rates and prices
entered in the Bill of Quantities (in case of Item rate contract).
6. The whole cost of complying with the provisions of the Contract shall be included
in the items provided in the priced Bill of Quantities, and where no Items are
provided the cost shall be deemed to be distributed among the rates and prices
entered for the related items of Work.
7. General direction and descriptions of work and materials are not necessarily
repeated or summarized in the Bill of Quantities. References to the relevant
sections of the contract documentation shall be made before entering rates or
prices against each item in the Bill of Quantities.
8. The method of completed work of payment shall be in accordance with the
specification for Road and Bridge works. For building works specifications for
building are to be followed.
9. Errors will be corrected by the Employer for any arithmetic errors pursuant to
Clause 29 of the Instructions to Bidder.
10. Rock is defined as all materials which, in the opinion of the Engineer, required
blasting, or the use of metal wedges and sledgehammers, or the use of
compressed air drilling for its removal, and which cannot be extracted by ripping
with a tractor of at least 150 kw with a single rear mounted heavy duty ripper.

1 The Contractor shall exhibit a board with brief details of work as directed by the
Engineer-In-Charge for which no extra payment shall be made.
2 The labour cess will be deducted as per prevailing rules i.e. 1% of the work done.

Volume - III (PRICE BID)

The project envisages the preparation of design from the bidders Consultant,
and vetting from reputed institutions such as NIT, IIT or CDO Gandhinagar,
followed by the construction of the works as detailed in the Scope of Work.
For the guidance of bidders, outline drawings indicating the general
arrangement contemplated by the Employer are enclosed in Volume-IV.
However, the contract shall be awarded on the basis of the Contractor’s own
design, which shall fully comply with the requirements stipulated in the bid
The enclosed outline drawings are indicative in nature, except for certain
salient parameters, mandatory requirements, and design criteria specifically
prescribed in the bid documents. These drawings also indicate the minimum
acceptable specifications, grades, dimensions, and requirements for various
components. The Contractor’s design shall provide specifications that are
comparable to, and in no case inferior to, those indicated for the
corresponding components.
If any item, activity, specification, or requirement forming part of the Scope of
Work is not specifically reflected in the Contractor’s technical proposal,
drawings, calculations, or technical notes, the quoted price shall nevertheless
be deemed to include the cost of all such items, activities, specifications, and
requirements necessary for the complete execution of the work in accordance
with the tender documents. No additional payment shall be admissible on this
The bidder shall quote the lump-sum price in the prescribed online Price Bid
format, both in figures and words. The Price Bid shall be submitted online
only. The quoted price shall be exclusive of GST.
The quoted price shall, unless otherwise specifically provided under the
Contract, include the cost of all construction plant and machinery, equipment,
labour, supervision, materials, transportation, loading, unloading, leads and
lifts, erection, testing, commissioning, maintenance, enabling works,
temporary works, insurance, royalties, taxes and duties (excluding GST),
overheads, profits, risks, liabilities, obligations, and all other incidental
expenses necessary for the complete execution and successful completion of
the work in accordance with the intent and purpose of the Contract, without
any claim for additional payment.
The rates quoted shall also include excavation, handling, transportation,
placement, compaction, disposal of surplus or unserviceable material, and
procurement and placement of suitable materials required for embankments,
inclusive of all leads and lifts.
In the event of any discrepancy, inconsistency, or conflict between the
provisions contained in the Scope of Work and those contained in the
Technical Specifications, Drawings, or other Contract Documents, the
interpretation and decision of the Engineer-in-Charge (EIC) shall be final and
binding upon the Contractor.
The bidder shall quote the offer strictly in Indian Rupees (INR) only.

The Bidder shall quote a lump-sum price, excluding GST, in the online Price Bid
format available on the e-tendering portal.
The NWRWS & Kalpasar Department reserves the right to make any re-
appropriation, adjustment, correction, or modification in the bid evaluation and
tender process as deemed necessary. No claim, representation, or dispute
arising out of any discrepancy, difference, or interpretation in this regard shall
be entertained from the bidder.
I/We hereby offer to execute and complete the above-mentioned work in
accordance with the Scope of Work, specifications, drawings, instructions, and
all other provisions contained in the tender and contract documents, within the
stipulated time period. I/We further agree that all materials required for the
execution of the work shall be arranged and procured by us at our own cost
unless otherwise specified.
If this tender is accepted, I/We undertake to abide by and fulfill all the terms,
conditions, covenants, and provisions of the Contract Agreement and Tender
Documents. In the event of any default or failure on our part to comply with the
said conditions, I/We agree that the Earnest Money Deposit (EMD) shall be
liable to forfeiture and that we shall be bound by all other actions as provided
under the contract conditions.

1. Running Account (R.A.) Bills may be submitted on a monthly basis.
2. Payment shall be released against the percentage of work completed under each
milestone and duly certified by the Engineer-in-Charge (EIC).
3. Partial payment within a milestone may be considered and released
proportionately based on the actual physical progress achieved and certified by
the Engineer-in-Charge.
4. The decision of the Engineer-in-Charge regarding the extent of milestone
achievement and corresponding admissible payment shall be final and binding
on the Contractor.
5. All payments shall be subject to deductions, recoveries, statutory compliances,
and other provisions of the Contract.
Contractor's Declaration
The above percentage breakup indicates the proportion of the Total Contract Value
payable upon achievement of the respective milestones.
I/We hereby confirm that I/We have carefully examined and fully understood the above
Stage-wise Payment Schedule and the conditions governing the release of payments
thereunder. I/We agree to accept payments strictly in accordance with the said
Payment Schedule and the provisions of the Contract.
I/We further acknowledge that the percentages specified against each milestone
represent the maximum admissible payment for the corresponding stage of work.
I/We shall not claim, demand, or be entitled to any payment other than those payable
under the aforesaid Payment Schedule, except where expressly provided for under the
I/We confirm that I/We are fully satisfied with the terms and conditions relating to the
release of payments and undertake to abide by the same without any reservation or
