The bidder shall Possess a valid Udyam Registration Certificate of MSME (As a manufacturer or repairer of distribution transformers / repair of electrical equipments) mandatorily

The Bidder shall upload self-declaration of having Diploma/Degree in Electrical/Electrical & Electronics Engineering or else to employ 1 No. of qualified person who have Diploma/Degree in Electrical/Electrical & Electronics Engineering to supervise the process of repair works.

The bidder should have a minimum one year experience of carrying out of repair of faulty transformers of various capacities issued by transformers manufacturer / transformer repairers in Karnataka in the name of the bidder. The certificate shall be uploaded in this regard.

The Bidder shall have or shall establish their own infrastructure, including Shed/Building of suitable size at tender called place or any location within Division/Sub-Division Headquarters as decided by the Divisional/Sub-Divisional Officer with all the testing facilities and necessary equipments in the plant at the respective place in HESCOM jurisdiction with the capacity to repair at least 125 Nos of Transformers per month. The Bidder shall upload self-declaration for establishing repair center with the entire aforesaid infrastructure within one (1) month from the date of issue of LOI or else the DWA stands cancelled.

The agency shall agree to install web-based CCTV cameras at his own cost as per the HESCOM requirement for monitoring of all the activities in the repair center by the HESCOM, within 30 days from the date of award. The bidders shall upload self-declaration in this regard.

The bidder shall purchase the Aluminium rod, DPC wire and EHV grade transformers oil as per IS only from exclusive manufacturer/HESCOM approved vendors in the name of bidder. Self-declaration for the same shall be uploaded in this regard

The bidder should not have been Black-Listed/short closed/terminated from his contract due to non-performance in execution of works against the order placed by ESCOMs/KPTCL/any other Government Distribution/Transmission utilities including PSUs as on date of bid submission. Self-declaration for the same shall be uploaded.

The bidder should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the last five years with /KPTCL/ESCOMS. A history of awards involving litigations against the bidder or any part may result in rejection of bid. Self-declaration for the same shall be uploaded.

The bidder should upload original scanned copy of ESI

The bidder should upload original scanned copy of GST

The bidder should upload original scanned copy of PAN

The bidder should upload original scanned copy of valid labour registration FORM-C

The annual turnover of Bidder-The Bidder should have achieved in One financial year, a minimum financial turnover of usually not less than 50% amount put to tender under this contract during previous 2 (Two) financial years i.e, 2024-25 & 2025-26. The bidder should upload the Copies of Annual turnover certificate and audited balance sheet, profit and loss account duly mentioning the UDIN No and certified by Chartered Accountant. Documents without UDIN No will be liable for rejection.

The bidders shall upload Liquid assets (Cash at Bank +Term deposit in any Nationalized/Scheduled Commercial Bank) on or after the date of notification of tender + Availability of credit facility in any Nationalized/Scheduled Commercial Bank shall not be less than 30% of the amount put to tender which shall be supported by certificate issued by any Nationalized /Scheduled Commercial Bank.The said Credit Facility Certificate should possess the name of the Firm and tender Indent number and the credit facility to be issued in the name of Superintending Engineer (Ele), PMC Corporate Office, HESCOM, Navanagar, Hubli. The credit facility certificate should be in the Format Annexed to this bid. (ANNEXURE-C). The conditional credit certificates are liable for rejection. If the bidder has participated for more than one bid, then the bidder shall fulfil the conditions mentioned above cumulatively for all bids participated.
