Supply, Installation and Commissioning of Fleet Graphic Film for Exterior of LHB coaches having Anti-Graffiti measures as per para 1.0 of design letter No. MD22151 DT.10/5/2017 and colour of film as per colour scheme and in form of in- situ colour pre- pigmented as per design letter No. MD22151 DT.30/4/2018 with the area of application as per clause 2.0 of spec and RDSO drawing no. CG10076 (body side doors are also to be provided with vinyl wrapping except its window area), as per Drawing/Specification: RDSO specification No. RDSO/2010/CG-08 (without over-laminate clause 5.6 of spec) and RCF Addendum to the RDSO specification RDSO/2010/CG-08 (Oct 2010) dated 12-12-2023 and the fleet graphic film with over-laminate shall meet all properties mentioned in RDSO Spec. with warranty period 78 months from the date of application for 154 LHB Coaches as per Scope of Work in Carriage Paint Shop Jagadhri Workshop Northern Railway for 24 Months

The tenderer must have minimum average annual contractual turnover of V/N or V whichever is less V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-J, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

The tenderer must have successfully completed or substantially completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or One similar work each costing not less than the amount equal to 60% of advertised value of the tender.

Defination of Similar Work :- "Vinyl wrapping of exterior/interior of coaches of Indian Railways" or "Supply and/or application of fleet graphic film or vinyl/film" for coaches of Indian Railways as per RDSO/Indian Railway's production unit's specification

Annexure II- A filled up, signed and stamped with all the details and also upload the relevant documents i.e. completion certificates carrying all the details of the similar works contracts completed. Own separate Sheet may also be used to fill the details.

Annexure -I NEFT filled up, signed and stamped with all the details has to be uploaded.

If partnership firm is participating then all the documents mentioned in Annexure D & E of the tender document has to be uploaded.

An option for the contractor to take payment from Railways through a letter of credit (LC) arrangement as per railway bd letter no.No.2018/CE-T/9 New Delhi, Dated 04.06.2018

16.TENDERER'S CREDENTIALS:- Documents testifying tenderer's previous experience and financial status should be produced along with the tender or when desired by competent authority. Tenderer(s) who has/have not carried out any work so far on this Railway and who is/are not borne on the approved list of the Contractors of Northern Railway should submit along with his/their tender credentials to establish. (i) His capacity to carry out the works satisfactorily. (ii) His financial status supported by Bank reference and other documents. (iii) Certificates duly attested and testimonials regarding contracting experience for the type of job for which tender is invited with list of works carried out in the past.

The tenderer shall upload signed scanned copies of mandatory credentials such as experience, turn over Certificates and any other documents as applicable.
