2 EXAMINATION BY BIDDER

a At his own expenses and prior submitting his tender, each bidder shall

(a) Examine the Contract Documents.

(b) Familiarize himself with all Central, State and Local laws, ordinance, rules,

regulations and codes affecting the parts supply including the cost of permits

and licenses required for the work and

(c) Co-relate his observations, investigations, and determinations with requirements

of the tender documents.

B All the pages in which entries are required to be made by the bidder are contained

in the tender documents and the bidder shall not take out or add to or amend the

text of any of the documents or else the tender shall be rejected forfeiting the

a Each Tender must be accompanied by tender document fee of Rs. 1,062/-

b Tender document fee shall be submitted along with Hard copy submission in form of

Demand Draft on the name THE MUNICIPAL COMMISSIONER, SURAT

MUNICIPAL CORPORATION payable at Surat only. Tender fee in form of Cash,

Cheque, and Bank guarantee shall not be accepted. Tender without tender

document fee shall be out rightly rejected.

C Tender document fee is non refundable and non transferable.

4 EARNEST MONEY DEPOSIT

a Each Tender must be accompanied by an Earnest Money Deposit of Rs. 25,000/-

b Earnest Money Deposit fee shall be submitted along with Hard copy submission in

form of Demand Draft on the name THE MUNICIPAL COMMISSIONER, SURAT

MUNICIPAL CORPORATION payable at Surat only. EMD in any other form Cash,

Cheque, and Bank guarantee shall not be accepted. Tender without EMD shall be

out rightly rejected.

C The Earnest Money Deposit will be refunded to the unsuccessful bidder after the

award of the Contract.

D No interest shall be paid by the Municipal Corporation on EMD.

5 SUBMISSION OF TENDER DOCUMENT

a Tenderer / Bidder shall submit their tender document on nprocure web portal.

B Mandatory details required to submit on web portal are Tender Document fee and

F Sealed tender duly superscribed with Tender Notice Number, Name of Work and

Due Date must reach to the office of the Chief Accountant, Surat Municipal

Corporation, Muglisara, Surat – 395003 on or before the date and time mentioned in

tender documents through RPAD / Speed Post through postal authority only. The

Corporation shall not be responsible for any postal delay. Tender sent through

Angadia / Courier / Hand Delivery shall not be accepted.

G No delay on account of any case for receipt of tender shall be entertained. Tenders

received or due to be received after the time limit is over will not be accepted and if

inadvertently accepted, will not be opened and will be returned unopened. The

tenders who may get opened before the due date with no indication having been

given on the outside of the envelope are liable to be rejected

h Mailed tenders must be sent in a covering envelope by Registered Post

Acknowledgement due. The return receipt will be endorsed to show the date and

time of receipt. Mailed tender not received at the required place before the date and

time set for the receipt of tenders will be rejected.

The tender must contain the name, address and residence and place of business of

the persons submitting the tender and must be signed and sealed by the bidders

with his usual signature.

Tenders by partnership firm must be signed by all partners. The full name and

addresses of all the partners shall be furnished. The tenders by Corporation /

Companies must be signed with the legal name of the Corporation/Company by the

president/or by the secretary or other person or persons legally authorized to bid the

Corporation/ Company in the matter.

6 TENDER VALIDITY PERIOD

The validity period of the tender submitted for this work shall be 200 Calendar days

from the last date of submission of tender and that the bidder shall not be allowed to

withdraw or modify the tender offer on his own during the validity period. The bidder

will not be allowed to correct the tender or make any modifications or additions in

the terms and conditions of his tender. If this is done then the Corporation shall,

without prejudice to any right or remedy, be at liberty to reject the tender and forfeit

the Earnest Money Deposit in full.

7 WITHDRAWAL OF TENDERS

If, during the tender validity period, the bidder withdraws his Tender, the Tender

Security (Earnest Money) shall be forfeited and the bidder may be disqualified from

tendering for further works under the jurisdiction of the Surat Municipal Corporation.

8 ERRORS AND DISCREPANCIES IN TENDERS

In case of conflict between the rate mentioned in figures and words, the rates

expressed in words shall prevail and apply in such cases.

9 SIGNING OF TENDER DOCUMENT

If the tender is submitted by an individual, it shall be signed with his full name above

his current address. If the tender is made by a proprietary firm it shall be signed by

the proprietor above his name and the name of his firm with his current address. If

the tender is made by a partnership firm it shall be signed by all the partners of the

firm above their full names and current address, or by a partner holding the power of

attorney for the signing the tender in which case a certificate copy of the power of

attorney shall accompany to the tender. A certificate copy of the partnership deed,

current addresses of all the partners of the firm shall also accompany the tender. If

the tender is made by a limited company or a limited Corporation, it shall be signed

by duly authorized persons holding the power of attorney for signing the tender in

which case a certified copy of the power of attorney shall accompany to the tender.

Such limited company or Corporation may be required to furnish satisfactory

evidence of its existence before the contract is awarded.

10 GENERAL PERFORMANCE DATA

Bidder shall present all the information which is sought for in the tender documents

in the form of various schedules. Tenders may not be considered if left blank or the

schedules are not properly filled in before submission of the tender.

11 OPENING OF TENDER DOCUMENTS

a Technical bid of the tender will be opened on any next working day (if possible) after

last date of submission of the tender to ensure data of the Tender Document Fee

and EMD and other relevant documents if any.

12 GENERAL EVALUATION OF TENDER

After opening of the tender, SMC will examine the tender document thoroughly. The

Bidder fails in fulfilling the requirement, regulation and specification of the tender

documents will be rejected out rightly and select the bids qualified for opening the

price bid. Price bid submitted online will be opened by Surat Municipal Corporation

on suitable date.

13 TAXES AND DUTIES ON SERVICES/MATERIAL

a All charges on account of GST, works contract tax and other duties on parts and

finished goods obtained for the works from any sources shall be borne by the

Contractor. New statutory taxes/duties that may be imposed by State / Central

Government and / or by local authority after submission of tender which have

financial effect shall be borne by SMC and shall be reimbursed on production of

receipt of payment of such new / additional taxes / duties.

B No erasures will be permitted, mistakes may be crossed out and correction typed or

written in ink adjacent thereto, and must be authorized in ink by the persons signing

the tender. All extensions of prices and arithmetic shall be checked before

submission of the tenders.

Rates must be quoted in figures as well as in words. If there is discrepancy between

the rates quoted in figures and in words, the rates expressed in words shall be

considered as binding.

C Price Variation Clause of any form shall not be accepted. Price shall remain firm till

execution of order.

14 PAYMENT TERMS

a Payment shall be released against the monthly invoice generation of service.

B Payment terms other than mentioned here in above shall not be considered or

Advance payment term shall not be accepted by the Corporation. All payments are

subject to income tax and sales tax deduction at source as per rule.

All payments shall be made by A/C payee Cheque of any Nationalised / Schedule

Bank, Surat Branch only. Bank Commission charges for payment through bank or

Demand Draft will be born by the supplier, except otherwise mentioned. Contractor

may choose the option for ECS payment facility by submitting necessary

documents in Account Department, Surat Municipal Corporation, Surat.

15 DELIVERY PERIOD / TIME LIMIT

a With immediate effect from the date mentioned in work order.

3. DOCUMENTS TO BE SUBMITTED

1 PREPARATION OF TENDER DOCUMENTS

2 Bidders are requested to note the following while preparing and submitting the tender

documents and submit the necessary documents mentioned under each section of

the tender. Bidder shall submit all documents mentioned under “DATA BASE OF

THE BIDDER” section.

3 The bidder shall submit Tender Form in bound volume here in English. All tender

parts and statements shall be properly filled. Numbers shall be stated both in words

and in figures were so indicated and signatures of all persons signing shall be in long

4. OTHER TERMS AND CONDITIONS

1 Offer should be exactly as per the terms / conditions and scope of tender and no

chance will be given for any sort of clarifications after opening of tender. Offers not in

the line of above will be liable for outright rejection

2 Conditional tenders shall not be accepted in any case.

3 No correction, overwriting erasures in filling tender papers shall be considered

unless countersigned.

4 In case of any mis-understanding due to interpretation of any terms, conditions or

specifications the decision of Municipal Commissioner, Surat Municipal Corporation,

Surat shall be final and binding to the bidder.

5 The contract shall be constituted according to and subject to laws in India and State

of Gujarat and under the Jurisdiction of Courts of Surat only.

6 Any dispute arising out of the contract shall be subjected to “SURATJURISDICTION”

7 Telecom service provider should not be blacklisted by any Govt. body across the

country (Self declaration letter to be enclosed).

8 Tender documents are non transferable.

9 Municipal Commissioner reserves the right to reduce the scope of work and split the

tender in two parts or more without assigning any reason even after award of

9. ANNEXURE – B

 Demand Draft for E.M.D. & Tender fee shall be submitted in electronic format only

through online (by scanning) while uploading the bid. This submission shall mean that

E.M.D. & Tender fee are received for purpose of opening the bid. Accordingly, offer /

tenders of those bidders, whose E.M.D. & tender fee is received electronically, shall be

opened. However, for the purpose of realization of E.M.D. and tender fee, bidder shall

send the EMD as well as Tender fee in required format in original through RPAD / Speed

Post so as to reach to Account Department (Main Office) by the last date of submission

of hardcopy bid.

 Bidder will have to submit penalty amount of Rs. 10,000/- for not submitting original

Demand Draft in the account department of Surat Municipal Corporation within 07 days

from the last date of online submission of the bid for the first time. If bidder will not submit

the penalty amount within 10 days to Surat Municipal Corporation and /or bidder will not

submit the demand draft in original for the second time and after, Penaltative action shall

be taken for abeyance of registration and cancellation of E-tendering code for 06 (six)

months. Any documents in supporting of bid shall be in electronic format only through

online (by scanning) & hard copy will not be accepted separately.

 All documents must be coloured scanned to be seen as original. Scanning in black and

white or gray shall not be acceptable.

 All the documents must be notarised with clearly displaying stamp, number and name of

10. INTRODUCTION

Fire and Emergency Services Department on behalf of Surat Municipal Corporation invites

Tender for Mobile Phone Services and Data Services for Dignitaries and Officials of the

Surat Municipal Corporation.

Bidder shall submit their Bid in THREE Separate Parts in sealed envelopes on or before

last date of submission as stated in the tender notice to the Chief Accountant, Surat

Municipal Corporation, Muglisara, Surat -

EMD (Earnest Money Deposit) in a separate sealed envelope of Rs. 25,000/- in the form of

DD/Pay order in favor of “The Municipal Commissioner, Surat Municipal Corporation”

payable at Surat only. EMD in any other form Cash, Cheque, Bank guarantee shall not be

accepted. Tender without EMD shall be out rightly rejected.

 Financial Bid as per format given below.

 The Selected Bidder shall have to provide services mentioned under the head

“Particular” in the table below:

 The Base rate is mentioned against each of the service particular against every row.

The bidder will have to quote single rounded percentage figure +/- with reference

to the base rates without any deviation or conditionality.

 This simple percentage up/down will then apply uniformly against each of the

services to be provided by the bidder.

 To illustrate, if the bidder quotes minus (-) 7%, then, he offers to provide all services

at a rate discount of 7% to the base rate mentioned for each of the item against the

each services. Mobile user need not buy all the services and opt for only basic and

common services alone.

2. Only rounded Single Rate Quote, (Range From -100% to +100%) which will apply

uniformly against all services mentioned at 1 to 4 services against base rate

schedule. More than one rate quote or differential quote for different services or

conditional quotes will not be accepted and will lead to disqualification.

3. From the above quote Fb will be decided with a base of 100. This would mean “0”

quote would mean Fb=100; +10 % (premium or above base rate) will mean

Fb=(1-10%)*100=90; and -10% or discount of 10% against the base prices in the

bid will mean Fb=(1+10%)*100=110. The formula will be Fb = (1 – F)*100. F will be a

positive number when premium is quoted and will be a negative number when

discount is quoted.

14. Evaluation of the bid

 The bidding process will have two stages. In the first stage, Technical bids will be

evaluated as per the qualifying criteria given with this document. Minimum score

to qualify in the Technical Bid will be 60 marks. Financial Bids of only those who

qualify in the technical bid stage will be opened. For the overall evaluation,

weightage to the Technical and Financial Bid will be as follows:

I. 30% weightage is to be given to technical proposal submitted by bidder.

II. 70% weightage is to be given to financial offer schedule submitted by bidder.

 For Technical Score:

Tn = Tb / Tmax *

Tn = normalized technical score for the bidder under consideration

Tb = absolute technical score for the bidder under consideration

Tmax = maximum absolute technical score obtained by any bidder

 For Financial Score:

Fn = Fb / Fmax *

Fn = Normalized financial score of the bidder under consideration

Fb = Value as arrived as above (Value arrived from the financial offer)

Fmax = Maximum Fb from amongst the bidder

 Overall Score:

Bn = overall score of bidder under consideration

Tn = Normalized Technical score for the bidder under consideration

Fn = Normalized financial score of the bidder under consideration

15. General Terms and Conditions

1. The term of this Agreement will be initially for Two years subject to the condition that

Surat Municipal Corporation will review the quality of mobile phone service and tariff

rates after One year and if service or the tariff rates, as the case may be, are not found

satisfactory, agreement can be terminated by the Surat Municipal Corporation after

giving two month’s notice to Bidder.

2. The rates and agency will be finalized based on evaluation criteria defined in the bid.

3. The Tariff plan can be changed & the rates can be revised with mutual consent.

4. Whenever 5G Technology is rolled out/ implemented, the bidder has to provide the 5G

Services immediately.

5. In case of termination, the service provider shall continue to provide services till the

alternate arrangements are made.

6. Airtime rates quoted by the service provider should be in accordance with the TRAI

Regulations. It is expected that a favorable special package will be offered.

7. In case of downward revision of rates by the Company for the public at large,

appropriate downward revision in the special package shall be made.

8. No upward revision in prices shall be allowed except Government taxes & levies as

applied and circulated by TRAI during the course of validity of contract.

9. Bidder will have to provide these all Basic and Common services on currently working

Surat Municipal Corporation CUG Mobile numbers after applying MNP facility and if

needed provide new series in which first five digits will be unique and common for users

of this tendered service. However at the option of the user, the service provider may

provide for retaining the same number without charging any switchover fee. (Free

Mobile Number Portability - MNP)

11. Acceptance/alteration/rejection of any bid will be at the sole discretion of Surat

Municipal Corporation.

12. Dispute if any will be subject to Surat jurisdiction.

13. The selected bidder shall provide mobile number portability of all the numbers of Surat

Municipal Corporation.

14. The offer should reach in sealed cover on or before date 07-02-2026 up to 18.00 hrs.

15. Close User Group: All the connections obtained through Surat Municipal Corporation

will be in closed user group (C.U.G.).

16. Customer Care and Helpline: Bidder will nominate a Nodal Officer for customer care

and Helpline facilities, which would be available for 24 x 7 hours during the entire

agreement period.

17. Quality of Coverage

1. Bidder will install additional Base Transceiver Station (BTS), Repeater circuit,

Booster network wherever required for overall coverage improvement in the Surat

Municipal Corporation.

2. Bidder will daily monitor the congestion on each Base Transceiver Station (BTS). If

any BTS is found overloaded, additional outdoor BTS will be installed with 15 days

as per requirement.

18. In case of any emergency or natural disaster bidder have to arrange network coverage

for communication.

19. In case of more than one equal bid i.e. total of qualification and price scoring, the

bidders with equal bids shall be invited to submit their negotiated bids in closed

envelope and the one with minimum price shall be selected for the entrustment.

20. Bidder to whom the award is made must enter into agreement and other formalities on

stamp paper as per latest Gov. Rules.
