PREQUALIFICATION / TECHNICAL BID:-
II. Necessary documents of the Luminaries Manufacturer to be submitted are mentioned as
a. The Manufacturer firm should have minimum 5year’s presence in India. Authorized
dealer or distributor shall participate this tender behalf of manufacture with valid

Electrical Contractor. Bidders from any other state, who wishes to participate said tender

t. Detailed technical literature/catalogue of the offered luminaries shall be submitted along
with the tender.

w. Luminary’s manufacturer shall possess R & D facility, preferably in India and in-house
Laboratory with testing facilities. Photographs of the same shall have to be submitted
along with the tender.
x. The offered LED streetlight luminaries must have passed LM 79; from NABL accredited
Third Party Laboratory and it should not be more than 24 months old.
y. Luminary’s manufacturer shall have to submit LM 80 test certificates from the LED
manufacturer for the LEDs used in the luminary.
z. Bidder must provide declaration that it is not black-listed by any Central / State
Government/Public Sector Undertaking in India.
aa. The Bidder must have Product Empanelment in R & B Department S. O. R List in Cat. –
bb. Bidder have to submit LED chip manufacturer's credentials viz. proof of supplies made to
Indian lighting companies and recommendations from lighting manufacturers along with
the total bill of material for the project.
cc. Any tender Offer Submitted with physical document must not mansion or indicates
financial quotation in it. Financial Bid must be submitted online only.
dd. All rates must with be quoted with GST and any other tax or charge or duty livable. No
additional payment will be allowed besides the quoted rates.

LED chamber to protect the LEDs and luminaries.

(direct sunlight) exposure for a minimum period of 60 months without exhibiting
evidence of deterioration.

source is efficiently dissipated to the surrounding atmosphere without abnormal rise in
temperature. Any debris build up shall not degrade heat dissipation performance of the
luminaries. A lighting luminaire fitted with an assisted cooling system is not acceptable.
13. The Entire LED lamps should be driven by minimum 2 or more numbers of the driver
circuits. The entire power supply to the LED Lamps should be divided among the
drivers, thus each driver controlling a group of LED lamps.
THERMAL MANAGEMENT
1. The manufacturers shall ensure that the fixture is designed in such a manner that it
Conducts the heat away from the LEDs as efficiently as possible. The design shall
ensure that the junction temperature is kept as low as possible during operation.
Thermal management shall be in such a way that Luminary shall have trouble free
operations from -20 ºC to +50ºC. The following tests shall be done to determine

Material or design of unit, complete type test shall be repeated. If any Sample fails in any of

2. Acceptance Tests are carried out by an inspecting authority at the Supplier’s premises on
sample taken from a lot for the purpose of acceptance of a lot. Acceptance tests shall not be
carried out from particular size or lot on which type Tests have already been conducted,

consecutive poles as demonstration to prove the suitability of the fittings
matching with the requirement in regards to lux level, quality of illumination for
professional, objective & impartial review jointly by the bidders team along with team
of GIFTCL Engineers. This shall be carried out within two weeks from the date of
issue of work order and prior to submission of detail design package for approval.
Sample size and criteria for conformity
The luminaries shall be selected from the lot at random. In order to ensure randomness of
selection, procedures given in IS 4905-1968 (Reaffirmed 2001) maybe followed.
