Special Eligibility Criteria

   Technical Eligibility Criteria: : i. The Tenderer, must have successfully completed any of the following during last 07 (seven)years, ending of month previous to the one in which tender is invited:- Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or, Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, Or, One similar work each costing not less than the amount equal to 60% of advertised value of the tender. The similar work here shall be defined as %u201CDesign, manufacture, supply, installation and commissioning of passenger Elevators with or without AMC at Railway stations or Metro stations or Airports or in any Office/Service buildings or Hospitals of Central Govt./ State Govt./PSUs of Central or State Govt". ii. Tenderer has to upload attested supporting documents/certificates from the organization with whom they have satisfactorily completed the works. iii. The Firm must be an original equipment manufacturer (OEM) of Elevator. The firm should have Electrical Contractor license & Electrical supervisor license as per IE rules 1956 clause 45 in their own name or in the name of their representative involved in execution of the work. iv. The Tenderer should have successfully carried out AMC Work of any capacity passenger Elevators in a completed work or in a running Contract in last 7 Years ending of month previous to the one in which tender is invited comprising either of the following: " Three AMC works for atleast three years period each consisting of 30% of number of Elevators of the tender, or, Two AMC works for at least three years period each consisting of 40% of number of Elevators of the tender, Or, One AMC work for at least three years period consisting of 60% of number of Elevators of the tender Or total 30% of Elevator Years of the Tender (Here in this case 1 Elevator is to be maintained under AMC for 10 Years so total Elevator Years involved are 10 as such 30% of 10 = 3 Elevator Years) at Railway stations or Metro stations or Airports or any other Central/State Govt. controlled/owned Public Transport or Railway service buildings or in any office buildings/Hospitals of Central Govt./State Govt./PSUs of Central or State Govt". The bidder should submit proof of successful completion of AMC in form of certificate from the organization where AMC was successfully carried out."

   Financial Eligibility Criteria: : The tenderer must have received contractual payments in the previous three financial years and the current financial year up to the date of opening of tender, at least 150 percent of the advertised value of the tender. The tenderers shall submit Certificates to this effect which may be an attested Certificate from the concerned department / client and/or Audited Balance Sheet duly certified bypage 1 of 16 the Chartered Accountant etc.

   The manufacturer shall furnish an undertaking regarding availability of spares for the entire expected life of the lift i.e. 20 years.

   The manufacturer(OEM) shall furnish an undertaking that the complete lift installation including its components, safety devices, various types of controls etc., testing, inspection, operation & maintenance shall conform to relevant Codes, Standards, code of practices, guidelines, safety rules, inspection manual(s), rules issued by Bureau of Indian Standards, as amended up to the last date of receipt of tenders.

   Procurement of the item is restricted to Local suppliers with minimum local content of 50% (Class-I Local supplier as defined in Railway Board letter no: No.2020/RS(G)/779/2/Pt.1 dated 25.09.2020 with latest amendments, if any) only and the vendors who do not qualify to be Class-I Local supplier (i.e., Class-II Local Suppliers / "Non-Local suppliers" with local content less than 50%) should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a "Class-I Local supplier" for the tendered item participates in the tender, it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.

   The manufacturer(OEM) shall furnish an undertaking that the down time of installed lifts being maintained by the manufacturer shall not be more than 8 hours (average) in case of minor faults and 7 days (average) in case of major faults during the last one financial year.

Commercial-Compliance

   After sales service should be provided at the place of delivery. Details of after- sales service facilities like address, telephone no., fax no. email etc.. number of Technicians, engineers with their qualifications, inventory for repair and number of equipment serviced by centre should be enclosed.

   Loading and unloading of the machine with good packing condition should be done by supplier at consignees location.

   Each tenderer should clearly specify essential technical and commercial parameters in a transparent manner. No deviation to such Essential Technical & Commercial conditions shall be permitted to the vendors in the electronic bid form. Offers with deviations in respect of any condition for responsiveness of offer shall be declared as Ineligible for award of contract.

   EARNEST MONEY DEPOSIT (EMD) shall be deposited by all vendors for tenders with estimated value above Rs. 10 Lakhs subject to the applicable exemptions: (a) EMD shall normally not be called against Limited tenders with estimated value up to Rs. 25 lakhs (including single tenders, global limited tenders) and Open Tenders with estimated value upto Rs. 10 lakhs. If considered necessary, authority competent to issue tender may incorporate the condition to call for EMD even in such limited tenders, on a case to case basis. (b) MSEs irrespective of relevance of product category registered with the UDYAM (UDYAM Registration Certificate) will be exempted from payment of earnest money in terms of Rly Bd Lr. No. 2022/RS(G)/363/1 dated 21.09.2022. (c) Other Railways and Government departments in terms of Rly Bd Lr. No.2004/RS(G)/779/11 dated 24.07.2007. (d) Indian Ordnance Factories in terms of Rly Bd. Lr. No. 92/RS(G)363/1dated 08.04.1993. (e) PSUs owned by the Ministry of Railways and PSUs for the group of items that are manufactured by them in terms of Rly Bd. Lr. (ii) If authorized agents participate on behalf of OEM/vendors appearing on the approved vendor list of RDSO/PUs/CORE, such authorized agents can not claim EMD exemption based on its own or its OEM/Approved vendors MSE certificate. (iii) OEMs are not exempted from payment of EMD where the OEM has participated in the tender and requests to place order on their authorized agent.    The Security Deposit amount for this tender shall be 5% of the value of the contract subject to Max. Rs. 50 lakhs. There shall be no exemption from submission of Security Deposit (SD )for any tender or by any tenderer except following: (a)The store contract cases of value upto Rs. 25 (Twenty-five) lakhs. (b) Other railways and government departments in terms of Railway Board Lr. No. 2004/RS(G)/779/11 dt. 24.07.2007. (c) Indian Ordnance Factories in terms of Rly Bd. Lr. (h) In the tenders issued against PAC, OEM in whose favor PAC has been issued shall be exempted from submitting SD. KVIC shall be exempted from SD for items supplied by them. Note(1): There shall be no exemption to such bidders from submitting EMD and SD for all tenders published during the period of time they are disqualified as per declaration signed by them. Note(2): Wherever SD has been exempted, for any reason, and the supplier fails to supply goods as per conditions of contract, as amended from time to time, Purchaser shall have right to levy damages from the supplier for failing to comply with the contractual conditions, not by the way of penalty, an amount equal to SD amount, as would have been applicable if the contract was with a non- exempted vendor. These damages shall be treated as recoveries outstanding against the vendor and dealt with accordingly.

   In the event that Railways enter into a Comprehensive Annual Maintenance Contract (CAMC) with the supplier after expiry of the warranty period, the supplier shall furnish a Performance Bank Guarantee (PBG) equivalent to 05% of the total CAMC contract value without any NPV based discounting for the entire CAMC period. The PBG shall remain valid up to 60 days beyond the expiry/completion of the CAMC contract and shall be released only after satisfactory completion of all contractual obligations under the CAMC.

    The comprehensive annual maintenance contract (CAMC) will be for a period of ten years from the date of expiry of warranty period of 02 years.

    The tenderer shall quote separately for Comprehensive Annual Maintenance Contract (CAMC) for a period of ten (10) years after expiry of the warranty period. CAMC charges shall be quoted year-wise and shall remain firm and fixed during the respective year of the contract.

    The contractor/OEM shall ensure availability of all spare parts, assemblies and sub-assemblies during the entire CAMC period and shall furnish an undertaking for continued availability of spare parts for the expected service life of the equipment.
