SUBJECT: TENDER FOR CONSTRUCTION OF EARTH PITS AND EARTHING CONNECTIONS

TO STRUCTURES - SCOPE OF WORK and SPECIAL TERMS & CONDITION

Note: Bidders must read these conditions carefully and comply strictly while submitting their bids.

Rates once quoted shall be firm and final, no revision of rates shall be permitted.

1. Supply and Installation of GI Pipe type earthing

EARTHING :Supplying, providing and constructing GI Pipe Earth electrodes as Per IS:3043-(Latest),

BPCL Earthing drawing; 100 mm Dia; GI Pipe Medium Class'B' 3000 mm long complete with Earth Pit

and all necessary materials including excavation of Earth Pit, filling with homogeneous layer of

Charcoal and salt, Back filling, providing necessary Cement concrete chamber (1:1.5:3) of minimum

mm thickness, Plastering, Cast Iron cover hinged to C. I. Frame fixed with wire mesh; Test links for

connecting the earth Grid and Earth Electrode etc. complete. This also includes testing of Earth

resistance after completion and must be made within acceptable Limits as per Indian Electricity Rules

and submitting the Test Report To Engineer- in -charge. Minimum depth of burial shall be 3000 mm,

homogenous hygroscopic material should not be less than 1 cum. & should cover 300 mm around the

electrode up to a height of 2500 mm. The scope of work also includes providing earth pit markers

indicating resistance, test date, next due date etc. as per std. earthpit boards on GI plate of size @

300 x300 mmx 2mm thick with a GI hollow section stand of of 25 mm square & length @ 1m; grouted

in PCC 1:4:8 at a depth of @300 mm below the ground level and the top of plate should be @ 700 mm

above the ground level.

2. Supply and Installation of GI Strip of size 40X6 mm

Earthing: Supply, laying /installing, connecting, and testing Hot Dip galvanised wires/ strips of 40X6

mm sizes for grounding the system. Wire/ strip shall run on wall, Column, Roof, Truss, Tie buried

directly underground at a depth of 600 mm including excavation and backfilling, passing through

installed/ laid pipes, neutral of the system to be embedded in floor. Installation shall include supply

and installation of GI clamps; GI spacers; GI hardware; GI pipe sleeves, binding wires, nuts, bolts,

washers, paints, etc. while passing through wall or coming out of Floor chiseling of wall/Floor & making

it good is also included. The scope shall include connections, end termination, jointing, supply of fixing

clamps, binding wires, bolts, nuts, washers, paints, etc. The jointing of earth conductors shall be by

bolting/welding/bracing/ soldering be as per IS:2709. The Jointing of strips shall be done by

overlapping and with 2 sets of SS nut bolt & spring washer spaced at 50mm. The welded portion shall

be covered with bitumen compound. GI coating shall be 85 micron. Double Bolting of GI strips should

be done with SS bolts with required nuts/washers etc. Welding of flats should be neatly covered with

Note – Stainless Steel nut bolts shall be used for connecting GI strip to earth pits and with

structure/equipment. Cost of S/I of Stainless steel shall be included in this line item. No separate bill

will be processed for stainless steel nut bolts.

SPECIAL TERMS & CONDITIONS

1. This special terms and conditions is also a part of General Conditions of the Tender.

2. The tenderer is advised to visit Kota TOP to assess the Work requirements before quoting to

get an idea about the work.

3. The tenderer should study the entire tender document carefully and understand the

conditions before quoting. If there are any doubts, he should obtain clarification but this shall

not be a justification for late submission or extension of opening date / time of the tenders.

4. The rates quoted by the tenderer should be inclusive of all taxes, levies, fees etc. BPCL will

not pay any amount towards other taxes, levies, fees and the successful tenderer will have to

adhere to all Govt. rules & regulations etc.

5. The Contractor and his workmen should follow rules and regulations of our Plant.

6. Corporation may terminate the agreement without assigning any reason at any time during

the period of agreement with one month’s prior notice.

7. The contractor should follow the safety norms, as applicable in the plant and as directed by

the Corporation from time to time.

8. The contractor has to ensure one supervisor’s presence during the job and will be responsible

to ensure safety of the labours working under him.

9. The Contractor will be required to collect all waste / scrap materials generated during the

work in the plant and deposit it at designated places on daily basis & disposed off the same at

designated place on regular basis as per advice of Engineering incharge.

10. You would be required to engage adequate number of manpower so as to carry out all the

work satisfactorily. The persons employed should be of suitable age for brisk working and

should have knowledge about the work, inside the plant. No person above the age of 60 years

or below 18 years shall be employed by you in the plant.

11. The Contractor shall provide all tools, tackles, and consumables etc. that are required to

complete the subject job. In no case, fire water is to be used for cleaning purpose.

12. The tenderer are requested to visit the work site during normal working hours before quoting

their final rates. The rates quoted in the tender should be firm & final.

13. Contractor should fulfill all the requirement of the Contract Labour Act 1970, and the

Minimum Wages Act 1948. The contractor should take a license from the Labour Office and

he should maintain all the statutory registers and records as applicable.

14. Tenderer is supposed to visit the site before quoting for the job for acquaints him with the job

Schedule and available facilities at the location. If the Vendor does not visit the site, then it is

presumed that vendor has visited the site and understood all the items of the job thoroughly.

15. Successful tenderer shall also be responsible for and pay the expenses for providing medical

treatment to any of their employees who may suffer bodily injury as a result of any accident.

16. All the taxies, duties, if any or any other extra cost will be borne by the successful tenderer.

17. The payment will be made to the party on basis of actual measurement, wherever applicable.

18. The total landed lowest cost will be considered and any dispute on this term will not be

19. The quantities indicated are approximate and may vary at the time of execution. The

corporation will exercise absolute discretion for omitting all or some items of the schedule.

20. Contractor has to remove all the debris from the site of execution and dispose them at suitable

places shown by the Engineer or his authorized representative at site.

21. The contractor shall have to deploy all plant & machineries require to carry out the work

without any additional cost to BPCL.

22. Custody of Materials/Machineries/tools and other spares to be used for the jobs (as per

tender scope of works) will be in the scope of the vendor. BPCL is not liable for any damage

or loss till completion of works.

23. Time being essence of contract and work to be executed in operating location. The job should

be completed within 6 weeks from the date of LOI. Liquidity damages for delayed work period

will be charged as 0.5 % of contract amount per week of delay of work completion in all

aspects including clearing of site.

24. The vendor shall after paying the requisite security deposit, commence work within 15 days

from the date of receipt of the intimation of intent from the BPCL informing that the contract

is being awarded. The date of intimation shall be the date/day for counting the starting

day/date and the ending day/date will be accordingly calculated. Penalty, if any, for the delay

in execution shall be calculated accordingly.

25. A Letter of Intent is an acceptance of offer by the BPCL and it need not be accepted by the

vendor. But the vendor should acknowledge a receipt of the purchase order within 15 days of

mailing of Purchase Order and any delay in acknowledging the receipt will be a breach of

contract and compensation for the loss caused by such breach will be recovered by the BPCL

by forfeiting earnest money deposit/bid bond.

26. Subject to the provisions of this contract, the vendor shall if ordered in writing by the

Engineer- in-Charge/Site-in-Charge for reasons recorded suspend the works or any part

thereof for such period and such time so ordered and shall not, after receiving such, proceed

with the work therein ordered to suspended until he shall have received a written order to re-

start. The Vendor shall be entitled to claim extension of time for that period of time the work

was ordered to be suspended. Neither the BPCL nor the Vendor shall be entitled to claim

compensation or damages on account of such an extension of time.

In case of suspension of entire work, ordered in writing by Engineer-in-Charge/Site-in-Charge,

for a period of 60 days, the BPCL shall have the option to terminate the Contract as provided

under the clause for termination.

The Vendor shall not be at liberty to remove from the site of the works any plant or materials

belonging to him and the Employer shall have lien upon all such plant and materials.

The contract shall, in case of suspension have the right to raise a dispute and have the same

arbitrated but however, shall not have the right to have the work stopped from further

progress and completion either by the BPCL or through other vendor appointed by the BPCL.

The Engineer-in-Charge/Site-in-Charge and Officers from Central or State Government will

have full power and authority to inspect the works at any time wherever in progress, on the

site. The Vendor shall, at all times during the usual working hours and at all other times at

which reasonable notice of the intention of the Engineer-in-Charge/Site-in-Charge or his

representative to visit the works shall have been given to the Vendor, either himself be

present to receive orders and instructions, or have a responsible agent, duly accredited in

writing, present for the purpose. Orders given to the Vendor's agent shall be considered to

have the same force as if they had been given to the Vendor himself. In the event of breach

of above, the same shall be uncovered at Vendor's expense for carrying out such

measurement and/or inspection.

No material shall be removed and dispatched by the Vendor from the site without the prior

approval in writing of the Engineer-in-charge. The vendor is to provide at all times during the

progress of the work and the maintenance period proper means of access with ladders,

gangways, etc. and the necessary attendance to move and adapt as directed for inspection or

measurements of the works by the Engineer-in-Charge/Site-in-Charge.

27. DAMAGE TO PROPERTY

Vendor shall be responsible for making good to the satisfaction of the BPCL any loss of and

any damage to all structures and properties belonging to the BPCL or being executed or

procured by the BPCL or of other agencies within the premises of the work of the BPCL, if such

loss or damage is due to fault and/or the negligence or willful acts or omission of the Vendor,

his employees, agents, representatives or sub vendors.

The Vendors shall indemnify and keep the BPCL harmless of all claims for damage to BPCL's

property arising under or by reason of this contract.

28. ACTION AND COMPENSATION IN CASE OF BAD WORK

If it shall appear to the Engineer-in-Charge/Site-in-Charge that any work has been executed

with bad, imperfect or unskilled workmanship, or with materials, or that any materials or

articles provided by the Vendor for execution of the work are not of standards

specified/inferior quality to that contracted for, or otherwise not in accordance with the

contract, the VENDOR shall on demand in writing from the Engineer-in-Charge/Site in-Charge

or his authorised representative specifying the work, materials or articles complained of,

notwithstanding that the same may have been inadvertently passed, certified and paid for,

forthwith rectify or remove and reconstruct the work so specified and at his own charge and

cost and expenses and in the event of failure to do so within a period of 15 days of such

intimation/information/knowledge, the Vendor shall be liable to pay compensation

equivalent to the cost of reconstruction by the BPCL. On expiry of 15 days period mentioned

above, the BPCL may by themselves or otherwise rectify or remove and re-execute the work

or remove and replace with others, the materials or articles complained of as the case may be

at the risk and expenses in all respects of the Vendor. The decision of the Engineer-in- Charge/

Site-in- Charge as to any question arising under this clause shall be final and conclusive and

shall not be raised as a dispute or shall be arbitrable.
