Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by the Government of Karnataka

The General Manager Civil on behalf of the Managing Director Hubballi-Dharwad BRTS Company Limited HDBRTS hereinafter referred to as the Licensor invites Tenders through the Karnataka Public Procurement Portal from eligible Tenderer(s) for Selection of Licensee for Advertisement Rights at 28 BRTS Bus Stations Inside and Outside on DBOT Basis Package 3 at identified locations in the HDBRTS Corridor as specified in the Annexure hereinafter referred to as the Services. Tenderer(s) are advised to carefully go through the Tender Documents before submitting their Tenders

The Tenderer shall pay the Licensor the Yearly License Fee during the License Period. The Yearly License Fee quoted by the Tenderer shall be the sole criterion for evaluation of the Financial Tender. The Tenderer quoting the highest Yearly License Fee shall be declared the Successful Tenderer. GST shall be paid separately in addition to the Yearly License Fee as applicable

The Tenderer(s) shall not have been blacklisted or be under an order of debarment from participating in any Tender as on the date of the Notice Inviting Tender

The Tenderers contracts including the contracts of each Consortium Member in the case of a Consortium shall not have been terminated due to default or non performance

The Tenderer(s) shall not be insolvent under receivership bankrupt or being wound up. The Tenderer(s) shall not have their affairs administered by a Court or Judicial Officer their business activities suspended or be the subject of any legal proceedings for any of the foregoing reasons

The Tenderer(s) shall meet the following eligibility criteria. The Tenderer(s) shall be a Proprietorship Firm Company Partnership Firm Limited Liability Partnership Firm or Society registered under the applicable statutory law. The term Tenderer(s) includes both a Single Business Entity and a Consortium. The Tenderer(s) shall possess Registration under the Goods and Services Tax GST and Permanent Account Number PAN issued by the Central Board of Direct Taxes under the Income Tax Act 1961

The Tenderer shall hold valid statutory registrations licences and permissions required for carrying out advertisement activities under the applicable laws and regulations

The Tenderer(s) shall establish their Technical Capacity as set out below. The Tenderer(s) shall have successfully provided similar advertisement services to any Government Department Government Undertaking Government Company or any entity incorporated under the Companies Act 1956 or the Companies Act 2013 in any two of the last five completed Financial Years preceding the last date for submission of Tenders

Achieved a minimum financial turnover of Rs 357 Lakhs from advertisement display services in at least two of the last five completed Financial Years Updated to 2025-26 Price Level

Satisfactorily completed as a Licensee at least one similar work involving advertisement display at Bus Stations or other public areas of value not less than Rs 51.02 Lakhs Updated to 2025-26 Price Level

The Tenderer shall have liquid assets and or availability of credit facilities of not less than Rs 7.70 Lakhs supported by credit lines letters of credit or certificates issued by Nationalized Banks to meet the fund requirement

The Tenderer(s) or Lead Member shall have a minimum Average Annual Turnover of INR 3,57,00,000 Rupees Three Crore Fifty Seven Lakhs only from the business of advertisement display services in any two of the last five completed Financial Years preceding the last date for submission of Tenders i.e. Financial Years 2021-22 2022-23 2023-24 2024-25 and 2025-26

The Period of License shall be 7 Seven Years extendable by a further period of 2 Two Years subject to satisfactory performance of the Licensee and at the sole discretion of the Licensor

The Tenderer shall have achieved a minimum financial turnover of Rs 357.00 Lakhs from advertisement display service works in at least two of the last five completed Financial Years Updated to 2025-26 Price Level

Work Done Certificate

The Tenderer shall have satisfactorily completed as a Licensee at least one similar work involving advertisement display at Bus Stations Commercial Complexes Public Places or other similar locations of value not less than Rs 51.02 Lakhs Updated to 2025-26 Price Level
