Outsourcing of services for manning & operation and maintenance of HT Sub station & DG Set installation at INMAS at KWC area round the clock 24 Hours, three shifts per day (each shift of 8 hrs) from 0600 hrs to 1400 hrs 1st shift, 1400 hrs to 2200 hrs 2nd shift, 2200 hrs to 0600 hrs 3rd shift including Sunday & Holidays comprising of services maintenance of earthing of installation by deploying one skilled Operator/Electrician in every shift including testing of earthing complete all as specified and as directed. The installation coprises the followings:-

(A) For Electric Sub-station:- (a) HT Incoming ring main (tee-off-unit) 11 KV, 3 Phase. (b) HT incoming VCB 11 KV 400 Amps, Make:- CG. (c) HT incoming OCB 11 KV 400 Amps 3 phase, Make:- CG. (d) HT Outgoing OCB 11 KV 400 Amps 3 phase Qty - 02 Nos, Make:- CG. (e) HT Outgoing OCB 11 KV 400 Amps 3 phase Qty - 01 No, Make:- GEC. (f) All connected LT cubical type panels board complete with switchgears. (g) Transformer 500 KVA Qty - 03 Nos. (h) Transformer 400 KVA Qty - 02 Nos. (j) APFC panels with switchgears - 06 Nos. (B) For DG set:- (a) Prime mover cap 3X320 KVA. (b) Alternator 3X320 KVA 415 Volts. (c) AMF panel including battery chargers. (d) Lead Acid batteries 12 Volts 180 AH -06 Nos. (e) Earthing complete. The DG Sets mainly consisting of following: (a) Prime mover cap 3X320 KVA & 1X250 KVA. (b) Alternator 3X320 KVA & 1X250 KVA 415 Volts. (c) AMF panel including battery chargers -04 Nos. (d) Lead Acid batteries 12 Volts 180 AH -08 Nos. (e) Earthing complete. (f) Generator panel cubical type. (g) Fuel tanks.

Outsourcing of services for manning, operation & maintenance of DRDO main receiving electric sub station and Anusandhan Vihar main receiving electric sub station including operation of 250 KVA DG Set (residential area) round the clock 24 Hours, THREE SHIFT per day (each shift of 8 hrs) from 0600 hrs to 1400 hrs Ist Shift,1400 hrs to 2200 hrs 2nd Shift , 2200 hrs to 0600 hrs 3rd Shift) including Sunday & holidays including maintenance of earthing of installation by deploying one skilled Operator/Electrician in every shift and looking after preventive maintenance of installation etc. The installation mainly consisting of the following electric equipments:- (A) Vacuum circuit breaker HT 11KV, 3 phase, 50HZ rupturing capacity 250MVA, 50Amps rating capacity with necessary protection system such as relay CT etc –10 Nos. (B) Potential transformer of capacity 11KV/110volts attached with main HT panel complete-01 No. (C) Transformer step down 630KVA, 11KV/433 Volts indoor type natural oil cooled- 04 Nos. (D) LT panel No-01 No. consisting of the following :- (i) Incoming ACB 1000 Amps rating capacity –01No. (ii) Outgoing MCB 630 Amps-03 Nos. (iii) MCCB outgoing 400 Amps –04 Nos. (E) LT panel No-02 Nos Consisting of the following:- (i) Incoming ACB 1000 Amps rating capacity –01No. (ii) Outgoing MCB 630 Amps-03 Nos. (iii) MCCB outgoing 400 Amps –04 Nos. Notes : Rate quoted by the contractor shall deemed to be included the following :- (i) Operator cum mechanic (skilled) shall be of Diploma/ITI passed with having training certificate in relevent trade not less than three year shall be employed for each shift.. (ii) It is an express condition of the contract that tenderers are required to quote their rates duly considered minimum applicable as per policy wages of the tradesmen intended in the tender, as in force on the end date of bid submission. It shall be deemed that quoted rates are based on minimum wages notified by the concerned authority for the station i.e Govt of India/State Govt/Union Teritory, whichever is higher including all statutory provisions such as EPF, GST, ESIC , Bonus, labour welfare cess (LWC) and contractor's overhead & profits etc as applicable. (iii) In case the rates quoted by tenderer are less than the notified minimum wages as on bid submission end date including all statutory provisions such as EPF, GST, ESIC, Bonus, labour welfare cess (LWC) and contractor's overhead & profits etc as applicable, his tender will be treated as non-bonafide and will not be considered for Acceptance. In such case, the lowest tender shall be determined amongst valid/bonafide bids only. (iv) The firm/contractor shall be solely and fully responsible to his reprsentative/personal for any accident/damage during maintenance/operation/health related liabilities/compensation, penelty etc on this account. (v) T&P required such as spanner set, wrench, screw driver set, testing lamp, drilling machine and multimeter, tong tester, megger etc as well as protective devices (shoes, helmet etc) shall be provided by the contractor at no extra cost.

(vi) Contractor shall be responsible to maintain log books, duty roster attendance register and spare for repair/renewal of parts register, earth register, serviceability register of lifts and as directed by Engr-in-charge. (vii) Shift Operator (reliever) shall neither leave the installations without prior permission of JE/Engineer-in-Charge. Proper handing/taking over to the next operator will be made. (viii) Two pairs of uniform with name plate of operator & firm and shoes shall be provided to each operator by the contractor. (ix) First Aid box will be provided by contractor at each installation. (x) Any increase in minimum wages of labour as fixed by the Govt of India/state Govt/ union Territory, whichever is higher shall be paid to the contractor in accordance with the provision made vide condition 63 of IAFW-2249. Increased wages including all other benefits in compliance of statutory provisions shall be paid to workers by the contractor. no other claim whatsoever shall be addmissible on this account and the bidders shall consider this aspect while quoting their rates. It must be noted that in compliance of the statutory provisions, the increased will be passed over to the workers. (xi) Any consumble item shall be issued by department free for fixing/filling. The contractor shall collect and transport the same from E/M store yard to the requisite installations within 24 Hours at his own cost and arrangement. Proper record for issue & receipt for this shall be maintained by the Engineer-in-Charge & contractor.

(xii) The Contractor shall not pay wages lower than the latest notified minimum wages in force to their workmen/ tradesmen including all other benefits in compliance of statutory provisions. Bidders shall consider this aspect while quoting their rates. (xiii) Duty roster for detailement of operators shall be approved by Engr-in-charge within first three days of every month and the same shall be kept on record and properly displayed at each installation. (xiv) The contractor will arrange the earth tester, Megger & clamp meter for installation and will check all the earthings of lifts for its serviceability in presence of JE E/M, Engr-in-Charge and test report shall be submitted to the office of AGE E/M duly signed by the contractor on commencement of work for record.

(xv) For any damage to the installations due to negligence of operator such as loose connections, improper routine check up/maintenance etc. the contractor shall be held fully responsible to replace the same damage at his own cost all as directed by Engr-in-charge. (xvi) Original certificates regarding qualifications of operators engaged in the work, police verification and identity proof shall be produced by the contractor to the Engineer-in-Charge for verification and approval. (xvii) The Manpower employed by the contractor shall be resposiable to maintain the installation neat & clean by cutting bushes & grass around the installation upto 5 meters including roof and thrown the same out side of the MOD area. All cutters, digging and other tools required for cleaning inside and outside the installation shall be provided by the contractor.
