INSTRUCTIONS TO BIDDER FOR TWO COVER BID

If any price-bid contains any conditions, the same shall have to be rejected outright.

A. The bidder shall clearly indicate deviation(s) from specifications or the tender conditions very explicitly

in the appropriate section and submit a copy of the same with the documents to be submitted by hand

delivery. It should be very clearly understood by all tenderers that the technical bid should be restricted

only to technical matters and stipulations of conditions. If any, by tenderer having financial

implications, the prices of the main tender should not be disclosed in the technical bid.

B. The technical bid with pre-qualification application will be opened first in the presence of those bidders

who remain present.

C. First, application for pre-qualification submitted by the tender along with the technical bid will be

scrutinized & based on information given by the bidder. GIDC will pre-qualify the application of

applicant. The price bid of dis-qualified tenderer by GIDC will not be opened and opened technical bid

will not be considered. The GIDC will determine the time and date of opening of price bid, and the

same will be intimated to the qualified bidders. if required after the technical bid proposal are opened

and analyzed and all clarifications / price variations, if any are obtained.

D The conditions specified in the Technical Bid should invariably be accompanied by proper financial

evaluation with mode of calculation, specifying assumptions, quantities, and rates and ceiling amounts

for each condition and shall also accompany the information in the form stating.

E. Ceiling amounts shall be binding on the contractors and are liable to be added to the tender amount.

F. It is necessary that the contractor or his authorized representative remain present at the time of opening

of technical bid as specified in (F) above so that wanting details and clarifications in respect of

conditions can be furnished by him or conditions withdrawn on the spot by him. If the technical bid is

incomplete in respect of any of the details referred to in sub clauses (G) above and the contractor does

not furnish the wanting details as required above on the spot in the presence of other bidders after

opening the technical bid, the tender would be liable for rejection.

G. The evaluation as given by the contractor with the ceiling limit will then be intimated to all the bidders

who remain present and then, if convenient, the price bid may be opened on the same day and the

combined evaluation of the tender of price-bid and the technical bid would be worked out. No further

opportunity shall be given to the contractor to modify/ withdraw conditions at that stage as the price bid

would be known to all GIDC. However, reserves the right to negotiate about the tender (s) further with

any or all the contractors. In case the price bids cannot be opened on the same day then another date

will be intimated to the tenderers as in para (F) above.

H. The Competent Authority of GIDC shall open tenders in the presence of any intending contractors who

have submitted tenders or their representatives who may choose to remain present at the time and he

will enter the amount of the several tenders in a comparative statement in a suitable form. In the event

of a tender being accepted, the contractor shall thereupon for the purpose of identification, sign copies

of the specifications and other documents mentioned in this tender.

I. The GIDC shall have the right of rejecting all or any of the tenders, without assigning any reason

J. The contractor shall exhibit a board as per requirement of GIDC with detailed specification and details

of work and amount at site at his own cost as directed by the Engineer-in - charge.

K. CONDITION FOR EMPLOYEES PROVIDENT FUND AND MISC.PROVISION ACT-1952.

The contractor shall responsible for complying with the provision of the employee provident fund and

miscellaneous provision Act-1952 scheme and modifications of the Act from time to time. The

contractor shall get themselves enrolled with the Regional Provident Fund commissioner of any

competent officer appointed under the Act and shall have to get a separate number in respect of their

respective establishment as defined in Sec. 3 of the employees Provident Fund Act and shall discharge

all the liabilities arising out of the aforesaid Act as provided in Para 36A of the scheme and other

provisions of the Act.

“The Engineer – in – charge on receiving a report from the competent inspecting officer under the said

Act shall have the power to deduct from the payment to the contractor any sum required or estimated to

be required for making good the loss/suffered by the worker or workers by reason of non-fulfillment of

the condition of the contractor for the benefit of the workers under the said Act. The contractor shall

indemnity GIDC against any payment to be made for the observance of the regulations aforesaid.

The contractor shall produce the certificate and registration number with R.P.F.C. while entering into

agreement, the same shall be produced within one month from the date of work order. If the contractor

fails to produce proof of its registration R.P.F.C. and an amount of equal to 3% of the gross amount

payable to the contractor shall be recovered from his running account bills from the 1st R. A. Bill at the

rate of 3% of the gross amount of the R. A. Bill till the registration from R.P.F.C. is obtained and

produced to the GIDC. In all 3% on the total gross payment made for the work shall stands to be

recovered from the running account bills to contractor. If even till completion of works and deducting

the amount 3% contractor has not registered its establishment with R.P.F.C., Security Deposit when

payment shall also not be refunded till the clearance certificate of the compliance of the provisions of

the Act is obtained by the contractor and Produced to the Executive Engineer, contractor shall sign

indemnity bond in favor of GIDC but amount shall be withheld till R.P.F.C. registration certificate is

received by GIDC.

L. LABOUR CONTRACT ACT:

The contractor tendering for the work shall have to obtain licensee under the labour contractor

(Registration and Abolition) Act-1970 within a week of award of work and comply with all the

amenities for the amenity if not provided by the contractor such amenity shall be provided by the

Executive Engineer, as principal employees as his representative within the prescribed time and the

expenses incurred by the principal employer Providing the amenity shall be recovered by the amount

payable the contractor. The contractor shall Act in accordance with the provision of the Act in all

respect and shall above the principal employer from any consequence whatsoever.

Every Principal employer shall nominate a representative duly authorized by him to be present

at the time of disbursement of wages and it shall be the duty of such representative to certify the amount

paid as wages in such manner as may be prescribed.

In case, the contractor fails to make payment of wages within the prescribed period of payment of

wages in full or the unpaid balance due as the case may be, the correct Labour employed by the

contractor and recover the amount so paid from the contractor by deducting from any amount payable

to the contractor under any contract.

The contractor shall provide every facility to the principal employer to maintain registers and records

giving particulars of contract Labour employed. The nature of work performed by the contract Labour

the rates of wages paid to the contract Labour and such other particulars that are prescribed or may be

prescribed under the provisions of the said Act.

M. The Unit rates specified for various items to be executed as per Schedule – B attached with the Price

Bid are excluding GST but inclusive of all labors, materials, testing charges, Labour Cess & Other

taxes, equipment’s, all incidental charges involving in the work and as specified in the Mode of

measurement & payment of detailed specifications of items incl. all taxes, royalty, octroi, transportation

cost etc. all as applicable presently as to be enforced for future by any / all including Central/State

Government & Statutory bodies from time to time.

N. Income tax with surcharge shall be recovered from bill of contractor as per govt. Notification. Agency

may produce certificate from competent officer of sale tax department if deduction at source is not to be

technical bid or as directed by Engineer- in-charge.

P. Material delivered either in broken condition of non-confirming to the quality ordered shall not be

accepted and claim for whatever reason shall not be entertained.

Q. The tenderer shall have to give testing in presence of concern Engineer and test report shall be produce

along with materials.

R. Earnest money as mentioned in the memorandum of work in brief attached herewith shall be paid in the

form of DD/FDR for the minimum period of 180 days and documents for the same should be attached

with the technical bid only.

S. If the tender is taken in favor of the company a power of attorney/necessary authorization in favor of

the person who may have signed the tender for the company must accompany the tender.

T. The rate quoted include clearance of site (Prior to commencement of work & at its close) in all respects

and hold good for work under all conditions including site moisture, weather etc.

U. Any sort of correction or erasure in the tender shall not be done by the tenderer by applying white fluid

or any other chemical. The tenders with corrections made in aforesaid manner shall be out rightly

rejected by the Corporation if not initiated at corrected figures & words.

V. If any corrections, erasures or overwriting are required by the tenderer before submitting the tender, all

the corrections, shall be initiated by the tenderer only before submission of the tender, otherwise the

tender shall be rejected by the corporation.

W. The contractor shall have to furnish the Permanent Account No. Assessment No. & Ward under which

he is assessed.

X. The contractor shall have to furnish the True copy of the GST Registration and R.P.F.C. registration

Y. The contractor shall have to obtain the Insurance of all the labour, staff working at site and hand over

the receipt of Insurance Policy etc.

Z. The contractor will be required to pay cess of 1% of construction cost to the industrial safety and health

 All testing of material /output of processed material shall have to be got tested in a GERI/GIDC

approved laboratory, as defined in general/technical Specification/Item wise specification. The payment

for the testing charges to the laboratory shall be made by GIDC as per bill received. The testing charges

of an amount limited to 1% of estimated cost put to tender shall be deducted from the bills.

 There are chances to occur some excess / extra items in the tender qty. based on actual work as finalised

by GIDC department. But the bidder shall not claim anything beyond tender terms and conditions.

 Form B-1, if the quantity of any item exceeds the quantity as in the tender by more than 10% the

contractor will be paid for the quantity in excess of 10% at the rate entered in the SOR of the year

during which the excess in quantity is first executed or tender whichever is less. The same shall have to

be got approved from GIDC before execution by the bidder.

 There are also chances that some items may not be required to execute / to execute in very less qty than

tendered quantity, as per finally approved decisions from GIDC. In this situation, the bidder shall not

have any right to claim anything extra for such items.

 All Kinds of Material Test and Core Tests, NDT Tests for RCC works and Other Tests laboratory

charges for Asphalt Road works & all other components shall be paid by Bidders.

 Bidder shall to submit all the required Mix Designs of the materials as per material specification for

approval of EIC prior to commencement of work.

BB. Joint Venture (J.V.) is not allowed.

CC. MAINTENANCE GUARANTEE PERIOD: As per B1 agreement

DD. SUPERVISION OF WORK:

GIDC reserves rights to get check the quality of works through THIRD PARTY INSPECTION also

in addition to the Engineer-in-charge & Quality Control Units of the GIDC.

EE. SECURED ADVANCE & MOBILIZATION ADVANCE:

Secured advance and mobilization advance shall not be paid by GIDC.

FF. PRICE ESCALATION:

GG. SURVEYING & MEASURING EQUIPMENTS:

Equipment for surveying & measurement on the work shall be procured by the contractor for his

use. The same also is made available to the Engineer at site or any work connected with the contract

without any additional charges.

HH. UNITS RATES UNDER SCHEDULE “B”:

The Unit rates specified for various items to be executed as per Schedule – B attached with the

Price Bid are excluding GST but inclusive of all labors, materials, testing charges, Labour Cess &

Other taxes, equipment’s, all incidental charges involving in the work and as specified in the Mode

of measurement & payment of detailed specifications of items incl. all taxes, royalty, octroi,

transportation cost etc. all as applicable presently as to be enforced for future by any / all including

Central/State Government & Statutory bodies from time to time.

II. PERFORMANCE BOND / BANK GUARANTEE OF NATIONALIZED BANK:

The contractor shall have to execute the Performance Bond / Bank Guarantee of Nationalized

schedule bank amounting to (5 % of estimated cost put to tender) in the given format attached

herewith or in the format as approved by the GIDC and shall be for validity period of 5 Years with

effect from the date of work order. The banker shall confirm this every year.

N.S.C. / F.D. / S.S.N.N.L. shall also be acceptable in favor of the EE, GIDC, Vapi

said Principal so to do, then this obligation shall be void; otherwise it shall remain in full force and effect.

We further agree that the guarantee herein contained shall remain in full force and effect during the entire

period that would be taken for the performance of the said contract and shall continue to be enforceable till all

the dues of the Employer under or by virtue of the contract have been fully paid and its claims satisfied or

discharged, or till the Employer certifies that the terms and conditions of the contract have been fully and

properly carried out by the said Contractor and accordingly discharges this guarantee. Unless a demand or claim

under this guarantee is made on us in writing on or before _______________, we shall be discharged from all

liability under this guarantee thereafter.

getting the work done itself or from another source.

2) We agree and understand that the decision as to whether any loss or damage to the works has taken place,

and whether the remedial work has been carried out to the satisfaction of the Executive Engineer, GIDC,

Ahmedabad, shall rest with the Executive Engineer, GIDC, Ahmedabad, and such decision shall be final and

binding on us. On the Executive Engineer notifying us of the total expenses incurred for such remedial work,

we undertake to pay GIDC the said amount forthwith, and in any case not later than thirty days from such

5) We agree that this Free Maintenance Guarantee, being a demand guarantee, shall be binding and enforceable

against us irrespective of any dispute or difference between GIDC and the Agency, or between us and the

GENERAL TECHNICAL SPECIFICATION

Providing and fixing G.I. barbed wire fencing of 1.60 m height using pre-stressed precast reinforced cement

concrete posts of size 100 mm × 100 mm and 2.13 m overall height, reinforced with 4 Nos. of 3 mm diameter

mild steel bars, including excavation and fixing of posts at 3.00 m centre-to-centre spacing in cement concrete

foundation blocks of size 0.50 m × 0.50 m × 0.50 m in C.C. 1:2:4, including all materials, labour, tools and

equipment required for proper execution of the work.

The fencing shall consist of 5 horizontal strands and 2 diagonal strands of G.I. barbed wire, properly stretched

and securely fixed to the concrete posts with suitable G.I. binding/fixing arrangements. Two diagonal cross-

supports shall be provided at corners, ends and at suitable locations at intervals not exceeding 30 m length, as

required for maintaining adequate stability and tension of the fencing.

The item shall include all necessary excavation, disposal of surplus earth, preparation of foundation, supply and

fixing of precast concrete posts, foundation concrete, G.I. barbed wire, binding/fixing materials, diagonal

supports, alignment, levelling, stretching, tensioning and all incidental works complete in all respects as

directed by the Engineer-in-Charge.

Measurement: The fencing shall be measured in running meter (Rmt.) of completed fencing along the center

line, including all posts, foundation blocks, barbed wire, supports and fixing arrangements.

Barbed G.I. wire Fencing barbed G.I. wire, barbed wire weighing 9.38 kg per 100 m (minimum) between the

two posts fitted and fixed with G.I. staples, turn buckles etc. complete. Accessories - G.I. staples and turn

buckles G.I. Barbed Wire The barbed wire shall be of galvanized steel as specified and it shall conform to IS

278. The sampling criteria is given in Table 1. The wire shall be manufactured from steel by any process and

shall not contain Sulphur and phosphorous exceeding 0.065 per cent.

The galvanized steel barbed wires shall be of Type B (Glidden Type): The barbs shall have four points and shall

be formed by twisting two-point wires, each two turns, tightly around one line wire making altogether four

complete turns. Details of G.I. Barbed wire. The galvanized steel barbed wire shall be of the size designations

given in Table 1. Note: The mass in g/m shall be obtained by dividing the total mass of the reel by the linear

length in meters. The number of lays between the two consecutive barbs shall very between 2 to

The barbed wire shall be formed by twisting together two-line wires, one or both containing the barbs. The size

of the line and point wires and barb spacings shall be as specified. The permissible deviation from the nominal

diameter of the line wire and the point wire shall not exceed + 0.08 mm. The line and point wires shall be

circular in section, free from scales and other defects and shall be uniformly galvanized. The line wire, shall be

in continuous lengths, and shall not contain any welds other than those in the rod before it is drawn.

It shall have the tensile properties as specified in

A list of Bureau of Indian Standards (BIS) codes, CPHEEO Manual on Water Supply & Treatment provisions,

and relevant Government of Gujarat/GIDC circulars have been made use of in the preparation of these

specifications. The latest edition of all specifications/standards in force up to 30 (thirty) days before the final

date of submission of tender shall be adopted.

2) DEFINITIONS:

The words ‘Contract’, ‘Contractor’, ‘Engineer’ (synonymous with Engineer-in-charge), ‘Drawings’,

‘Employer’, ‘Government’, ‘GIDC’, ‘Works’ and ‘Work Site’ used in this specification shall carry the

meanings assigned to them in the General Conditions of Contract. Abbreviations used: ASTM – American

Society for Testing and Materials; BS – British Standard; CPHEEO – Central Public Health & Environmental

Engineering Organisation; IS – Indian Standard published by the Bureau of Indian Standards; MoHUA –

Ministry of Housing & Urban Affairs; PWD – Public Works Department.

3) MATERIAL & TEST STANDARDS:

The relevant standards of materials, as well as the testing procedures, have been indicated at the appropriate

places in the item-wise specifications or the referenced IS Codes/CPHEEO Manual.

4) SCOPE OF WORK:

The work to be carried out under the contract shall consist of the various items generally described in the tender

documents and in the Bill of Quantities (Schedule ‘B’) furnished with the tender. The scope shall include

compliance by the contractor with all General Conditions of Contract, whether specifically mentioned or not,

and shall include all materials, apparatus, plant, equipment, tools, fuel, watering, shoring/strutting, timbering,

transport, offices, stores, workshop, staff, labour, and the provision of proper and sufficient protective works,

diversions, temporary fencing and lighting. It shall also include safety of workers, first-aid equipment, suitable

accommodation for staff and workmen with adequate sanitary arrangements, effecting and maintaining all

insurances, payment of wages/salaries/fees/royalties/duties/other charges, and the regular clearance of rubbish,

reinstatement and cleaning up of the site on completion, safety of the public, and protection of the works and

adjoining land/property/utilities.

The contractor shall ensure that quality assurance is built into the planning and execution of the work, covering

setting out, selection of materials, selection of construction method, selection of equipment and plant,

deployment of personnel and supervisory staff, and quality control/testing at all stages. This shall be deemed to

be covered within the scope of work.

5) REFERENCE STANDARDS & BOOKS:

The work included in this contract shall be carried out in accordance with the specifications, rules and

regulations laid down in: (i) CPHEEO Manual on Water Supply & Treatment, Ministry of Housing & Urban

Affairs, Government of India – latest revision; (ii) relevant IS Codes referred to in the item-wise specifications

(IS 3589, IS 5822, IS 13095, IS 14845, IS 1538, IS 456, IS 383 etc.); (iii) GWSSB/GIDC Schedule of Rates and

standard specifications; (iv) PWD Handbook Vol. I & II. If the above reference documents fall short for any

item of this contract, reference shall be made to the latest Indian Standard Specification; and where an item is

not covered by any of the above, the details/specification directed by the Engineer-in-charge/Consultant/TPI

authority appointed by GIDC shall be final.

6) GENERAL CONDITIONS REGARDING USE OF EQUIPMENT:

(i) The contractor shall give a trial run of the equipment to establish its capability to achieve the laid-down

specifications and tolerances, to the satisfaction of the Engineer, before commencement of the work. (ii) All

equipment provided shall be proven efficient and shall be operated and maintained at all times in a manner

acceptable to the Engineer. (iii) All plant/equipment to be deployed shall be got approved by the Engineer for

fitness and efficiency before commencement of work. (iv) Any material or equipment not meeting the

Engineer's approval shall be removed from site forthwith. (v) No equipment or personnel shall be removed from

site without the Engineer's permission. (vi) The contractor shall make available equipment for site quality

control work as directed by the Engineer.

7) CONTRACT DRAWINGS:

The contract drawings provided for tendering purposes are included in the tender documents for reference only.

Working/good-for-construction drawings, on the basis of which actual execution is to proceed, shall be

furnished by the contractor with proof-checking as suggested by the Department. Examination and/or approval

by the Engineer of any drawings or documents submitted by the contractor shall not relieve the contractor of his

responsibilities and liabilities under the contract.

8) PROGRAMMING: The Executive Engineer may, at any time, give directions as to the order and manner in

which the several parts of the work shall be carried out, and the contractor shall strictly observe such directions.

The contractor shall at all times be responsible for any damage or trespass committed by his agents and

workpeople in carrying out the work, unless such action is authorised by the Executive Engineer.

9) PERMITS & LICENSES: The contractor shall procure, at his sole expense, all permits and licences and

pay all charges/fees required for lawful execution of the work, including any permissions required from

road/railway/highway/canal/gas-oil pipeline/electrical/telecommunication authorities for the trenchless

crossings under this contract.

10) INSPECTION OF WORKS & MATERIALS: The inspection of work shall not relieve the contractor of

his obligation to fulfil the terms of the contract as prescribed by the plans and specifications. The contractor

shall furnish written information to the Engineer-in-charge regarding the original source of supply and dates of

manufacture of all materials brought to site, at least two weeks (or as directed) in advance of their

use/incorporation in the work. Failure to reject defective work or material at any time shall not prevent its later

rejection when the defect is discovered, up to final acceptance.

GENERAL SPECIFICATION FOR QUALITY CONTROL ON WORKS &

a. The contractor shall be responsible for the quality of work in the entire construction within the contract, and

shall have his own independent and adequate set-up for ensuring the same. He shall provide necessary co-

operation and assistance in obtaining samples for tests and carrying out field tests as required by the

Engineer-in-charge from time to time, including labour, attendance, packing and dispatch, and any other

assistance considered necessary in connection with the test.

b. All materials used, methods adopted and works performed shall be strictly in accordance with the

requirements of this specification and the item-wise specifications. The contractor shall set up a field

laboratory at a location approved by the Engineer, equipped with adequate equipment and personnel to

carry out all required tests and quality control work – particularly for pipe coating/lining integrity (holiday

testing), welding (visual/NDT), concrete for thrust blocks and chambers, and hydrostatic/pressure testing of

the pipeline. The list of equipment and facilities shall be got approved by the Engineer-in-charge in

advance. The contractor's laboratory shall be manned by a qualified materials/civil engineer, assisted by

experienced technicians, and the set-up shall be approved by the Engineer.

c. The contractor shall carry out quality control tests to the frequency stipulated in the item-wise specifications

and the CPHEEO Manual. In the absence of clear indication of method/frequency for any item, the

instructions of the Engineer shall be followed. Quality control tests will also be conducted independently by

the Site Engineer-in-charge and by the Third Party Quality Assurance (TPQA) agency or consultant

appointed by GIDC, and additional tests may be conducted wherever the Engineer considers necessary.

d. Construction of a subsequent layer, pour, or jointing operation shall proceed only after obtaining the

Engineer's permission for the preceding stage (e.g., trench bed/bedding before pipe laying, weld acceptance

before joint coating, chamber base slab before walls). The contractor shall carry out modifications in the

procedure of work, if found necessary, as directed by the Engineer during inspection. Work falling short of

the specified quality shall be rectified/redone by the contractor at his own cost, and defective work/material

shall be removed from site at his own cost.

e. For testing of samples of soil, granular material, cement, steel, concrete cubes, pipe coating/lining and other

materials, samples in the required quantity and form shall be supplied to the Engineer by the contractor at

his own cost. Where essential tests are required to be carried out at the manufacturer's plant or at a

laboratory other than the site laboratory (e.g., factory hydrostatic testing and coating/lining tests of M.S.

pipe, valve testing as per IS 13095/IS 14845), the cost of samples, sampling, testing and furnishing of test

certificates shall be borne by the contractor, who shall also furnish the test certificates to the Engineer. All

testing charges involved in the entire work shall be borne by the contractor.

(2) DEFECTIVE MATERIALS:

All materials which the Engineer/QC Unit of GIDC/Third Party Inspector appointed by GIDC determines as not

conforming to the requirements of the contract shall be rejected, whether in place or not, and shall be removed

immediately from the site as directed. Rejected material subsequently collected shall not be used in the work

unless approval is accorded in writing by the Engineer. Upon failure of the contractor to comply with any such

order, the Engineer/QC Unit/TPI shall have the authority to cause removal of the rejected material and to deduct

the removal and allied cost from any payment due to the contractor.

(3) CONTROL OF ALIGNMENT, LEVELS & TOLERANCES:

All work performed shall conform to the lines, grades, invert levels and dimensions shown on the drawings or

as directed by the Engineer-in-charge, subject to the following permitted tolerances, unless a more stringent

tolerance is specified in the item-wise specification or by the pipe/valve manufacturer:

SPECIFICATION OF MATERIALS

Ordinary Portland Cement

Conforming to IS 269 / IS 8112 / IS 12269, of grade as specified for the relevant concrete grade (M-15/M-

25/M-30). Cement shall be fresh, free from lumps, and stored as per IS 4082. Test certificates shall be furnished

for each batch/lot used.

Fine & Coarse Aggregate

Conforming to IS 383, clean, hard, durable, free from organic impurities, clay lumps and deleterious material.

Coarse aggregate (granite/quartzite trap metal) of size 12 mm to 20 mm and/or 6 mm to 12 mm as specified in

the item-wise specification.

Reinforcement Steel

High Strength Deformed (HSD) TMT bars of Fe-500 grade conforming to IS 1786, cut, bent and placed as per

IS 2502 and the approved structural drawings.

Clean, potable, free from oil, acid, alkali, salts and organic matter, conforming to IS 456 Clause 5.4, suitable for

both concrete mixing/curing and pipeline flushing/disinfection.

Barbed G.I wire

Barbed G.I. wire Fencing barbed G.I. wire, barbed wire weighing 9.38 kg per 100 m (minimum) between the

two posts fitted and fixed with G.I. staples, turn buckles etc. complete. Accessories - G.I. staples and turn

buckles G.I. Barbed Wire The barbed wire shall be of galvanized steel as specified and it shall conform to IS

278. The sampling criteria is given in Table 1. The wire shall be manufactured from steel by any process and

shall not contain Sulphur and phosphorous exceeding 0.065 per cent. The galvanized steel barbed wires shall be

of Type B (Glidden Type) : The barbs shall have four points and shall be formed by twisting two-point wires,

each two turns, tightly around one line wire making altogether four complete turns.

Details of G.I. Barbed wire. The galvanized steel barbed wire shall be of the size designations given in Table

The number of lays between the two consecutive barbs shall very between 2 to 7. The barbed wire shall be

formed by twisting together two-line wires, one or both containing the barbs. The size of the line and point

wires and barb spacings shall be as specified. The permissible deviation from the nominal diameter of the line

wire and the point wire shall not exceed + 0.08 mm. The line and point wires shall be circular in section, free

from scales and other defects and shall be uniformly galvanized. The line wire, shall be in continuous lengths,

and shall not contain any welds other than those in the rod before it is drawn.

M.S. Pipe & Specials

Electric Submerged Arc Welded (ESAW) Mild Steel pipe of 610 mm OD x 10 mm thickness conforming to IS

3589:2001, internal solvent-free liquid epoxy lining (406 micron) and external 3-LPE coating (or cement-mortar

guniting, as finally confirmed – see the item-wise specification note on Items 6 & 8), with fabricated M.S.

specials (bends/tees/reducers) above 300 mm dia.

Shuttering Material

Steel or approved plywood shuttering (Marino/Duro/Green/Century/Archidply/Monarch or equivalent) for

centering/formwork of thrust blocks, chambers and other RCC components.

All materials shall be procured only after the contractor has submitted samples, test certificates and (where

applicable) manufacturer's type-test/QAP documents for approval of the Engineer-in-charge. Materials not

conforming to the above standards or found unsuitable shall be rejected and removed from site at the

contractor's cost. Where a material is not specifically covered above, the relevant clause of the item-wise

specification, or the latest IS Code, shall govern.

CODE OF PRACTICE

The method of execution of the items of work shall conform to the relevant specifications of the latest

version of the applicable Indian Standard, unless specified otherwise in the item-wise specification, and as

far as applicable. Wherever a reference to any Indian Standard appears in this specification, it shall be taken

to mean the latest version of that standard, in force up to 30 days before the final date of submission of

The contractor shall invariably carry out material and work tests as specified in the tender document (B-1

Form) and in the applicable IS Code, in addition to any further tests that the Engineer-in-charge may

reasonably require. All tests shall be carried out in Government or Engineer-approved laboratories, entirely

at the contractor's cost. No collection of material shall be made before it is approved by the Engineer-in-

charge. Satisfactory test results at one stage shall not absolve the contractor from dismantling and redoing

any work later found to be defective, without any claim for payment or compensation on that account.

Detailed, item-specific codes of practice, applicable methods of construction, measurement and mode of

payment for each of the 22 civil items of this contract – excavation, sand bedding, M.S. pipe supply,

specials, laying/jointing/welding, valves, concrete for thrust blocks, reinforcement, RCC chambers,

trenchless crossings, refilling, dewatering, trial pits, job connections and ROU/ROW – are given in Section

10, ‘Detailed Specification of Civil Items’, so as to avoid repeating the same matter twice in this Volume.

This is a deliberate structural simplification from the sample document (where ‘Code of Practice’ and ‘Detail

Specification of civil items’ were two separate, overlapping item-wise sections); please confirm this

consolidation is acceptable, or ask me to split them back into two sections if GIDC's format requires it.

ITEM WISE SPECIFICATION: - PROVIDING AND FIXING BARBED WIRE FENCING

WITH CC POLE AT KHORAJ LAND.

Providing and fixing chain link / barbed wire fencing 1.60 m height using pre-stressed precast

concrete posts of size 10 cm x10 cm and 2.13 m height (reinforced with 4 nos. of 3 mm mild

steel bars), fixed at 3.0 m center-to-center spacing in foundation blocks of 0.50 x 0.50x

MTR in cement concrete (1:2:4), including two diagonal cross-supports at corners/ends for

every 30 m length. The fencing comprises 5 horizontal strands and 2 diagonal strands of G.I.

barbed wire (9.38 Kg/100mt)

Providing and fixing G.I. barbed wire fencing of 1.60 m height using pre-stressed precast reinforced cement

Excavation for concrete pole in line including stacking excavated stuff including up to all required lead cleaning

the site etc. complete for all lifts and strata as specified. To speed up & complete the barbed-wire fencing work

in time line, use a tractor-mounted PTO post-hole digger (auger).

The item shall include all necessary excavation, disposal of surplus earth, preparation of foundation, supply and

fixing of precast concrete posts, foundation concrete, G.I. barbed wire, binding/fixing materials, diagonal

supports, alignment, levelling, stretching, tensioning and all incidental works complete in all respects as

Measurement: The fencing shall be measured in running meter (Rmt.) of completed fencing along the center

line, including all posts, foundation blocks, barbed wire, supports and fixing arrangements.

specifications.

The measurement & payment shall be based on per "Rmt" basis.

Clearing and grubbing road land including uprooting rank vegetation grass bushes, shrubs,

sapling and trees girth up to 300 mm removal of stumps of trees cut earlier and disposal of

unserviceable materials (C) By mechanical means in area of light jungle.

This work shall consist of cutting, removing and disposing of all materials such as trees,

bushes, shrubs, stumps, roots, grass, weeds, top organic soil not exceeding 150 mm in

thickness, rubbish etc., which in the opinion of the Engineer are unsuitable for incorporation

in the works, from the area of road land containing road embankment, drains, cross-drainage

structures and such other areas as may be specified on the drawings or by the Engineer. It

shall include necessary excavation, backfilling of pits resulting from uprooting of trees and

stumps to required compaction, handling, salvaging, and disposal of cleared materials.

Clearing and grubbing shall be performed less than one month in advance of earthwork

operations and in accordance with the requirements of these specifications. Areas requiring

clearing and grubbing shall be determined by the Engineer. The contractor shall arrange for

all the permissions from competent government authorities for completion of this item.

2.2. Preservation of Property/Amenities

Roadside trees, shrubs, any other plants, pole lines, fences, signs, monuments, buildings,

pipelines, sewers and all highway facilities within or adjacent to the highway which are not to

be disturbed shall be protected from injury or damage. The Contractor shall provide and

install at his own expense, suitable safeguards approved by the Engineer for this purpose.

During clearing and grubbing, the Contractor shall take all adequate precautions against soil

erosion, water pollution, etc., and where required, undertake additional works to that effect

vide Clause 306. Before start of operations, the Contractor shall submit to the Engineer for

approval, his work plan including the procedure to be followed for disposal of waste materials

etc., and the schedules for carrying out temporary and permanent erosion control works as

stipulated in Clause 306.3.

2.3. Methods, Tools and Equipments

Only such methods, tools and equipment as are approved by the Engineer and which will not

affect the property to be preserved shall be adopted for the Work. If the area has thick

vegetation/roots/trees, a crawler or pneumatic tyred dozer of adequate capacity may be used

for clearance purposes. The dozer shall have ripper attachments for removal of tree stumps.

All trees, stumps, etc., falling within excavation and fill lines shall be cut to such depth below

ground level that in no case these fall within 500 mm of the subgrade. Notwithstanding the

above provisions, the Contractor shall obtain the Engineers express approval before

removing any trees with diameter greater than 100mm. Also, all vegetation such as roots,

under-growth, grass and other deleterious matter unsuitable for incorporation

in the embankment/subgrade shall be removed between fill lines to the satisfaction of the

Engineer. On areas beyond these limits, trees and stumps required to be removed as

directed by the Engineer shall be cut down to 1 m below ground level so that these do not

present an unsightly appearance.

All branches of trees extending above the roadway shall be trimmed as directed by the

All excavations below the general ground level arising out of the removal of trees, stumps,

etc., shall be filled with suitable material and compacted thoroughly so as to make the

surface at these points conform to the surrounding area.

Ant-hills both above and below the ground, as are liable to collapse and obstruct free subsoil

water flow shall be removed and their workings, which may extend to several meters, shall

be suitably treated.

2.4 Disposal of Materials

All materials arising from clearing and grubbing operations shall be the property of

Government and shall be disposed of by the Contractor as hereinafter provided or directed

by the Engineer.

Trunks, branches and stumps of trees shall be cleaned of limbs and roots and stacked. Also

boulders, stones and other materials usable in road construction shall be neatly stacked as

directed by the Engineer. Stacking of stumps, boulders, stones etc., shall be done at

specified spots with all lifts.

All products of clearing and grubbing which, in the opinion of the Engineer, cannot be used or

auctioned shall be cleared away from the roadside in a manner as directed by the Engineer.

Care shall be taken to see that unsuitable waste materials are disposed of in such a manner

that there is no likelihood of these getting mixed up with the materials meant for

embankment, subgrade and road construction.

2.5. Measurements for Payment

Clearing grubbing for road embankment, drains and cross-drainage structures shall be

measured on area basis in terms of hectares. Clearing and grubbing of borrow areas shall be

deemed to be a part of works preparatory to embankment construction and shall be deemed

to have been included in the rates quoted for the embankment construction item and no

separate payment shall be made for the same. Cutting of trees up to 300 mm in girth

including removal of stumps and roots, and trimming of branches of trees extending above

the roadway shall be considered incidental to the clearing and grubbing operations.

The payment shall be made on unit of a Hectare.
