Technical Eligibility Criteria: 1. The bidder may be OEM or Authorized Dealer / Authorized distributer. C a s e I If the bidder is a Authorized distributor, the OEM s tender-specific Authorization certificates (separately for both Robot & Welding Power Source)are required to be submitted with the bid along with the credentials of the OEM (same as asked in Case-II below), in order for the offer to qualify the eligibility criteria. Case II In case the bidder is the OEM, the bidder shall provide satisfactory evidence, acceptable to the purchaser to show that he is a regular manufacturer of Battery Operated High Rise Stacker System or similar equipments as mentioned at S.No. 3 and has been supplying same to Central Govt./ Public Sector Units/ Indian Railways/ Private firms with Turnover of more than Rs. 100 Cr (CA certified Turnover certificate to be attached along with the bid). The OEM shall have valid ISO 9001 certificates (desirable), on the original date of closing of the tender and a copy of same should be submitted along with the bid.
2. The OEM must have supplied at least 01 no. of same/ similar/ higher capacity machine(s) as mentioned atS.No. 3 in last 05 years. Statement of last 05 years supplies along with, (i) purchaser s name and (ii) address, (iii) email address and (iv) phone/fax number of purchaser, (v)purchase order (PO) or supply order number and (vi) PO date (vii) along with the copies of purchase order (PO), (viii) quantity supplied (with proof of supply), (ix) date of supply and (x) their commissioning date shall be submitted with the offer. Copies of POs & (performance certificate / successful commissioning report) submitted shall also indicate the parameters/ specification of the supplied machine to prove same or similarity aspect of the machine as mentioned in the clause 3 below. Technical specification of the machine from the related document of the PO must be attached to supplement the PO in regard to the respective parameters of machine. Specifications attached shall have linkages to the PO.
For the purpose of similarity, same/similar machines shall include the following electric/battery operated material handling equipment designed for narrow or very narrow aisle operations: 1. Very Narrow Aisle (VNA) Trucks. 2. VNA Order Pickers (man-up or man- down type). 3. VNA Turret Trucks / Turret Stackers. 4. Electric/Battery Operated High-Rise Order Pickers. 5. Electric/Battery Operated High-Reach Trucks / High-Reach Stackers. 6. Electric/Battery Operated Narrow Aisle Stackers. All machines considered under similarity shall have at least or better parameters with respect to the Major Parameters mentioned at Sr. No. 1 to Sr. No. 7 of Schedule-I of the Technical Specifications. 4. The bidder shall, in their offer, submit performance certificate/ successful commissioning report /successful warranty completion certificate of at least 1 (one) numbers of same/similar machines (as mentioned in clause 3 above) supplied in the last 5 (five) years. 5. F. Financial Eligibility Criteria: 1. The bidder must have received financial turnover through sales of goods of at least Rs. 320.37 lacs in the previous three financial years and the current financial year up to the date of closing of tender. The bidder shall submit certificates to this effect, which must be certified by a Chartered Accountant duly supported by Audited Balance Sheets. Note: The above conditions are applicable in addition to those contained in tender document. In case, any of the conditions mentioned here above are contrary to those mentioned elsewhere, conditions mentioned in this document (Special conditions / Eligibility Criteria of Tender) shall supersede the corresponding conditions given in tender document. If above criteria is not fulfilled, offer bid may be rejected without any intimationto the firm.
EVALUATION CRITERIA The total value of the offer will be calculated on. i. The cost of the basic equipment. i i . Cost of the concomitant accessories according to tenderer specification. iii. Cost of any other accessory treated as concomitant accessory. i v . Application duties and taxes, insurance, freight and installation and Commissioning charges. v . Cost of CAMC for period 05 years. However, this will not form part of Contract Value. vi. Cost of Preventive Maintenance during warranty.

IRS Conditions of Contract:The contract shall be governed by latest version (along with all correction slips)of IRS conditions of Contract, and all other terms and conditions incorporated in the tender documents.
Warranty Obligations: Warranty period will be for 30 months after the date of issue of successful commissioning and proving test certificate of the machine at site. Detailed warranty obligations as per Specifications attached with the tender.
Comprehensive Annual Maintenance Contract (CAMC):A Comprehensive Annual Maintenance Contrac(CAMC) is a formal agreement between the Rail Coach Factory and a Contractor (service provider) to ensure the systematic and ongoing maintenance, repair, and support of specified equipment, infrastructure, or facilities. Tenderers are required to quote for a comprehensive Annual Maintenance Contract for the various scope of work supplied post warranty on quarterly basis giving the rates for each year i .e.first year,second year....so on. which will be inclusive of all spares, consumables, software, backup, material and labour costs required for maintenance of machine and associated sub-assemblies. The duties and taxes as applicable should be indicated separately. The duration of CAMC shall be 5 years from the date of expiry of warranty. Rates for CAMC as quoted by the tenderer on yearly basis will remain applicable during the duration of CAMC and not subject to any variation except any statutory changes in taxes and duties as compared to quoted rates. Bidder shall quote year-wise CAMC cost for a period of 5 years in the following format:
Training:- As per Specifications. no charges for training shall be paid by RCF/Railways.
The Contract shall be governed by the conditions contained in Tender Document/NIT, IRS Conditions of Contract, Annexures (Specifications & Special Conditions etc.) and RCF Bid Document (Version-14.0) [as read with latest Corrigenda issued till tender opening date] attached with this tender. In this reference, it is clarified as under:1. In case of any contradiction between the conditions specified in the Tender Document/NIT and appended Annexures (Specifications & Special Conditions etc.), the condition of Tender Document/NIT will prevail. 2. For conditions specified in Tender Document/NIT; the conditions specified in Tender Document/NIT will prevail over conditions specified elsewhere i.e. appended Annexures (Specifications & Special Conditions etc.) and RCF Bid Document (Version-14.0) (as read with latest Corrigenda issued till tender opening date). 3. In case of any contradiction between the conditions specified in the appended Annexures (Specifications & Special Conditions etc.) and RCF Bid Document (Version-14.0) [as read with latest Corrigenda issued till tender opening date]; the conditions contained inappended Annexures (Specifications & Special Conditions etc.) will prevail. 4. For aspects not covered in the Tender Document/NIT and Annexures (Specifications & Special Conditions etc.); RCF Bid Document (Version-14.0) [as read with latest Corrigendaissued till tender opening date] shall be referred.
LIQUIDATED DAMAGES: RAILWAY WILL RECOVER FROM THE CONTRACTOR AS AGREED LIQUIDATED DAMAGES AND NOT BY WAY OF PENALTY, A SUM EQUIVALENT TO 0.5% (HALF PERCENT) OF THE PRICE OF ANY STORES (INCLUDING ELEMENTS OF TAXES, DUTIES, FREIGHT ETC.) WHICH THE CONTRACTOR HAS FAILED TO DELIVER WITHIN THE PERIOD FIXED FOR DELIVERY IN THE CONTRACT OR AS EXTENDED FOR EACH WEEK OR PART OF A WEEK DURING WHICH THE DELIVERY OF SUCH STORES MAY BE IN ARREARS WHERE DELIVERY THEREOF IS ACCEPTED AFTER EXPIRY OF THE AFORESAID PERIOD, SUBJECT TO A MAXIMUM OF 10% (TEN PERCENT) OF VALUE OF DELAYED SUPPLIES AND THE SAME WILL NOT BE WAIVED OFF EXCEPT IN CASES WHERE DELAY IS ON ACCOUNT OF RCF. "Pre Bid Conference :- A pre bid conference will be held on -............ at 11.00 Hrs. in the Conference Hall at the Administrative Building, Rail Coach Factory, Kapurthala(PB). All prospective bidders are advised to attend the pre bid meeting. Prospective bidders are allowed to make presentation. Soft copy as well as hard copy of the presentation shall be handed over to RCF. A prospective Bidder requiring any clarification of the bid documents may notify the Purchaser in writing or through e-mail to [email protected], 2 days in advance of pre-bid meeting addressed to Deputy Chief Material Material Manager/G, Rail Coach Factory, Kapurthala-144 602 (Tele fax No.01822- 227408). Prospective bidders who are willing to physically participate at RCF will be allowed. Those bidders who are willing to participatethrough video conference may send their request to RCF for sending necessary links to participate in VC. Such requests may be sent through e-mail to [email protected], The enderers who wish to attend pre bid meeting must report at least 30 minutes in advance on the designated day and time. Not more than two persons per tenderer will be permitted for pre bid meeting. In case of consortium, a maximum of three persons will be permitted. As result of pre bid conference, modification to the tender, if any, shall be made in the form of an addendum or addenda.

Preventive Maintenance during Warranty Period: Preventive maintenance during Warranty Period is to be carried out by the successful bidder/Contractor. For this preventive maintenance, no charges shall be paid separately by RCF/Railways. Minimum one (01) preventive maintenance is to be carried out per Quarter. This preventive maintenance is in addition to the routine/break-down maintenance; which is to be carried out by the successful bidder/Contractor, as & when required. Clause 16.2 & 16.7 of specifications will also be applicable for preventive maintenance.
Installation & Commissioning: The contractor shall arrange installation & commissioning of the equipment at the consignee premises. The tenderer shall carry out necessary proving test to demonstrate the performance of equipment, after its successful commissioning, to the entire satisfaction of the consignee.
