The Financial Proposal shall be submitted strictly in the format below, supported by the priced Commercial BOQ (Annexure 9). All amounts shall be in INR; GST shall be quoted separately. Prices shall be firm and fixed for the entire contract duration. Conditional bids shall be rejected. All quantities are indicative; payment shall be for actual quantities certified (Clause 10.2).

Cloud — Commercial Treatment

Cloud services shall be quoted as a fixed-price managed service. The Vendor shall include all cloud and infrastructure cost within BOQ line OM1 (Cloud / Infrastructure O&M — annual subscription + management), quoted year-wise and firm-fixed for the full contract duration in INR (GST separate). The Vendor owns the commercial relationship with its chosen Cloud Service Provider; NIUM/KMC shall pay only the Vendor from the project-specific Escrow and shall not pay any Cloud Service Provider directly. The Vendor shall size the environment to the Design Capacity Baseline (Section 3.2) and Annexure 12, including the mandated 20% headroom. Auto-scaling within that envelope, storage and database growth within the stated baselines, GPU usage (three concurrent AI models per stream), data egress for ICCC playback and dashboards, cross-region disaster-recovery replication, and enterprise-grade Cloud Service Provider support are deemed included in OM1 and shall not be separately billable. Any committed-use or reserved-capacity discounts are the Vendor's commercial decision and accrue to the Vendor's quoted price. Cloud-provider list-price revisions, all applicable taxes and duties (save GST, which is payable extra as applicable), and foreign-exchange variation shall be borne by the Vendor and factored into the firm-fixed year-wise quotes; no such factor shall entitle the Vendor to any price revision during execution. Only a change in scope beyond the published baseline shall be handled as a change order under Clause 10.2. For the avoidance of doubt, the year-wise O&M/AMC prices, including OM1, are firm and fixed; any year-on-year variation shall be that already built into the Vendor's quoted year-wise figures and agreed upon contract signature, and no further escalation shall be entertained during execution.

We confirm this Financial Proposal is valid for 180 days from submission, that all quantities are understood to be indicative, and that we undertake to comply with all applicable laws including the Prevention of Corruption Act, 1988 and the GFR,2017.

Any changes in the BOQ as per client's tender and its corrigendums(As per client's tender no KMC/AI-ICCC/NIUM/2026/01 dated 09th July 2026 & its corresponding corrigendums) may be updated in the final BOQ and Financial proposal submitted to TCIL.

BOQ – Mandatory Conditions 1. All quantities shown below are indicative / estimated only. Final quantities shall be determined from the detailed site survey, site-feasibility assessments, stakeholder-approved requirements and final implementation-design approvals. 2. Invoices shall be raised, and payments made, only for actual quantities supplied, installed, commissioned, accepted and certified by NIUM. No claim shall be entertained for estimated quantities not ordered/implemented. 3. The entire Smart Pole component (Component C) shall be delivered as per stakeholder-customised needs and site-feasibility conditions, without altering overall objectives and at the accepted unit rates. 4. Unit rates shall be firm and inclusive of supply, transportation, installation, testing, commissioning, civil/electrical works, integration, training, documentation, warranty and applicable taxes other than GST (quoted separately). 5. Bidders shall quote the unit rate and amount for every line item. Item-wise technical specifications are detailed in Section 3 and Section 4 and are traceable to these BOQ lines. 6.Refer Annexer-11 for the Detailed Specifications of each component prior to providing the Unit rate amount in INR. 7. The commercial figures quoted in Annexure-9 must strictly align with Form FIN-1 ; any discrepancies in the totals shall cause the proposal to be considered void and disqualified.
