Supply, Installation, Commissioning and Proving out of 15T EOT Crane

Special Eligibility Criteria : A) Qualifying Requirement of Tenderers for EOT Crane . 1. The tenderer shall provide satisfactory evidence, acceptable to the purchaser to show that he is a regular manufacturer and has adequate plant and manufacturing capacity and a Quality Assurance Program. Information as per Annexure-2 may please be furnished. The manufacturer shall have valid ISO-9001 certificate on the original date of closing of tender and a copy of same should be submitted along with the bid (EOT Crane shall be in the scope of ISO certificate). 2. (i) The bidder / manufacturer may qualify either on the basis of past supplies made against COFMOW tenders (Para 2(ii)) or on the basis of supplies made to other purchasers (Para 2(iii)). For this purpose, the Crane Categories for eligibility of bidder and Proforma for submission of statements along with Bid are as follows: (a) Crane Categories for Eligibility of bidder: Category || Past Supplies of Cranes through COFMOW || Eligible for (Tons Capacity) || A Upto 5 T - Up to 5 T || B Above 5 T - up to 15 T Up to 15 T || C Above 15 T up to 30 T - Up to 30 T || D Above 30 T up to 50 T - Up to 50 T || E Beyond 50 T ( i.e. More than 50T) - Upto and beyond 50T(i.e all Capacities) (b) Proforma for submission of Statements along with Bid: Statement of past supplies along with (i) Purchasers name (ii) Purchasers Address (iii) Purchasers Email address (iv) Phone / fax no. of purchaser (v) Purchase order (PO) no. or Supply Order no. (vi) PO date (vii) along with Copies of PO or Supply Order (viii) Quantity supplied (with proof of supply) (ix) Date of supply and (x) their commissioning date shall be submitted with the offer. with the offer. Copies of POs / Commissioning / Performance Certificate submitted shall also indicate the parameters / specification of subject crane to prove same / similarity aspect of the crane as mentioned in Para 3 below. Technical specifications of the machine from the related document of the PO may be attached to supplement the PO in regard to the respective parameters of similarity aspect of the machine. Specifications attached shall have linkages to the PO. (ii) Supplies made against COFMOW Purchase Orders: Bids for EOT cranes shall be acceptable only from those bidders / manufacturers who have supplied EOT cranes of similar or higher category (as per table at Para 2(i)) (a) as follows: (a) Qualifying Quantity: The bidder / manufacturer should have supplied at least 3 (three) EOT cranes during the last 5 (five) years (reckoned from the original closing date of the tender) in the contracts concluded by COFMOW. (c) Performance Criteria: At least 3 (three) of such cranes are functioning satisfactorily (from the date of commissioning) with no adverse report for at least last one year on the date of original date of tender closing. Please see Annexure A1(certificate of performance).

Special Eligibility Criteria : (iii) Supplies made inclusive other Organizations / firms: Bids for EOT cranes shall be acceptable only from those bidders / manufacturers who have supplied EOT cranes of similar or higher category (as per table at Para 2(i) (a) as follows: (a) Qualifying Quantity: Bidder / manufacturer, who do not meet the criteria as mentioned in Para 2(ii) above, may also be considered if they have, in last 5 (five) years, supplied at least 10 (ten) EOT cranes of similar or higher category (as per table at Para 2(i)(a) to Central / State Government Departments or Public Sector Undertakings or other Public / Private Companies / firms or to Zonal Railways directly / through COFMOW. (b) Performance Criteria: At least 3 (three) of such cranes are functioning satisfactorily (from the date of commissioning) with no adverse report for at least last one year on the original date of tender closing in other EOT Crane Purchase contracts / RAILWAY Contracts. 3. For the purpose of similarity, similar crane required under Para 2 means Double Girder EOT cranes of similar or higher category as per table at Para 2(i) (a). 4. The performance certificate provided with the offer shall not be older than one year from the original date of closing of tender. The performance certificate issued after original date of closing of tender (in cases where tender closing date has been extended) are also acceptable however the machine must have completed one year of satisfactory working after date of commissioning as on original date of closing of tender. The performance certificate submitted by the tenderer shall have been issued by the actual end user organization of the crane, with their clear signature and address therein, in whose premises the machine is installed and commissioned. Performance certificates should be as per Annexure A-1. 5. All necessary information / documents required for establishing reference requirement as per Clause A(2) to A(4) above shall be submitted by the bidder along with original offer itself for establishing linkage of documents / entities such as manufacturer / PO / consignee / supply / Installation / Commissioning / Performance Certificate of the machine. No further clarification / correspondence shall be sought / entertained in this regard. In case, no information or incomplete information or illegible information is furnished by the bidder, their offer shall be summarily rejected. Please see Annexure A1(certificate of performance).

compliance to Technical specification : The attached technical specification is to be signed/stamped and uploaded alongwith offer OR The specification/parameters of the offered machine is to be provided duly mentioning Parawise compliance/ deviation ( if any) to the attached technical specification failing which offer of the firm will be summarily rejected. Please see para 4 Technical literature of attached specification.

The Tenderer, other than OEM, to submit tender specific authorization letter from OEM along with the offer failing which their offer of the firm will be summarily rejected.

submission of offers : Schedule II,IV and V should be filled, signed, stamped and uploaded with the offer.

Have you submitted authenticated copy of the document authorizing the signatory to submit offer and commit on behalf of tenderers. Other conditions will be as per attached tender document.

Have you quoted delivery period correctly and precisely?

Have you quoted Mode of dispatch on FOR destination basis for free delivery at destination with rate structure clearly indicating the basic rate, GST and freight etc, up to destination [consignees premises].

Additional ITC benefits or set offs after the date of tenderers offer- The tenderers further agree to pass on such additional duties and set off as may become available in future in respect of all the inputs used for the manufacture of the final product on the date of the supply under GST scheme by way of reduction in price and advise the purchaser accordingly.

Have you quoted the discount if any in the specified column only in IREPS?

Have you furnished Bank account details such as Name of the Bank and address, account no., MICR, IFSC code and type of account to facilitate EFT payment?

The tenderers should not merely quote Entry Tax or Toll Tax etc. extra, as the rates quoted without specific rates will not be considered, and if the same becomes applicable, the same have to be borne by the suppliers. Therefore, if the tenderers desire to claim such charges, they should quote specific rate of tax or duty.

The bidder confirms that Rates and other financial terms quoted in relevant columns of financial bid will only be ruling terms for acceptance, and such terms quoted anywhere else should be ignored. [Denial of this condition not recommended]

Firm to indicate make-model-brand offered if any.

1. The offers shall be evaluated based on the GST rate as quoted by each bidder and same will be used for determining the inter se ranking. While submitting offer, it shall be the responsibility of the bidder to ensure that they quote correct GST rate and HSN Number. 2. Purchaser shall not be responsible for any misclassification of HSN number or incorrect GST rate if quoted by the bidder. 3. Whenever the successful bidder invoices the goods at GST rate or HSN number which is different from that incorporated in the purchase order; payment shall be made as per GST rate which is lower of the GST rate incorporated in the purchase order or billed. 4. Vendor is informed that she/he would be required to adjust her/his basic price to the extent required by higher tax billed as per invoice to match the GST condition.

MAKE IN INDIA POLICY : Item is reserved for purchase from MII policy compliant firms. All terms and conditions will be as per clause 29.0 of attached tender booklet.

Earnest Money Deposit (EMD) : Tenderers are required to deposit Earnest Money online only through IREPS equivalent to the amount as mentioned in the tender schedule (Rs. 2,12,000/-). refer para 5.0 of attached tender booklet.
