Selection of an agency for integrated facility management, housekeeping, security and gardening services at Jain Balaji Nilayam Casa Waterside, a premium gated community of 5 blocks and 520 flats at Safilguda, Malkajgiri, Secunderabad, under a one-year contract. The scope covers housekeeping of all common areas — staircases, lobbies, corridors, basements, lifts, terrace, parking and open spaces — and of the clubhouse including the gym, indoor sports rooms, function halls and guest rooms, with garbage collection from designated points and disposal as per GHMC norms, supply of quality cleaning equipment and eco-friendly chemicals, and pest control of common areas at regular intervals; round-the-clock security by trained and uniformed personnel in two shifts, with 24x7 gate and boom-barrier management, manual and electronic entry/exit control, visitor registers and vehicle access control, CCTV monitoring and emergency handling for fire, theft and medical incidents; technical and MEP maintenance through skilled electricians, plumbers and carpenters covering electrical panels, pumps, motors, common-area lighting and backup systems, plumbing leakages, sanitary blockages and drainage, on both breakdown and preventive schedules; clubhouse management including booking and scheduling of the gym, indoor games room, function hall and guest bedrooms, upkeep of gym and sports infrastructure, linen services for guest rooms and usage and feedback records; gardening and landscaping of lawns, plants, trees and hedges with daily watering, seasonal planting, pruning and application of fertilisers and pesticides; and a daytime resident helpdesk for complaint logging and clubhouse and guest-room bookings, with issue tracking, escalation and monthly reporting of services rendered and resident feedback. Deployment is 77 personnel — 13 facility management and technical staff (Senior and Junior Facility Manager, MEP Manager, 4 electricians with lift operation experience, 4 plumbers, Senior Security Officer and an accountant with Tally knowledge), 30 housekeeping staff on a 7am-7pm shift, 27 security personnel across the main gate, clubhouse, five blocks and temple on 8am-8pm and 8pm-8am shifts, and 7 gardening staff — with backup staff for absences and a minimum 95% attendance obligation carrying penalties for any shortfall. PF, ESI, gratuity and all statutory dues are to the agency's account, payment is monthly against invoice and satisfactory service, and monthly review meetings are held with the Board. Eligibility requires an Indian firm registered under the Companies Act 2013 or an LLP under the LLP Act 2008 with GST, PAN, ESI and EPF registration and at least 3 years in operation; an average annual turnover of at least INR 25 crore over FY 2023-24, 2024-25 and 2025-26 with positive net worth and profits; a valid Class-A or Class-B electrical contractor licence from the Telangana State Electricity Board for operation and maintenance of an 11 KV substation, which the L1 bidder must obtain before signing the agreement if not already held; at least 5 years of housekeeping, maintenance and gardening experience in gated communities in Telangana or Andhra Pradesh; a manpower strength of 250 people of which at least 100 are in security services; and no blacklisting by any society. Bidding is in two stages — technical bid and financial bid — with technical evaluation out of 100 marks covering turnover, area serviced, payroll strength, years of experience, ISO certification, largest single annual contract value, a site visit by a society panel and a 20-mark presentation; a minimum of 70 marks is required for the financial bid to be opened. Bid validity is 60 days and the performance bank guarantee is 5%. Bids are submitted in hard copy at the Jain Balaji Nilayam FM office, and a pre-bid meeting is scheduled for 19 September 2026 at 3:00 PM in the second-floor conference room of the clubhouse, with pre-bid queries due by 5:00 PM on 20 September 2026.
