Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The approach and methodology shall clearly define the Consultants approach to complete the assignment within the time frame and methodology adopted. Adequacy of the proposed work plan and methodology in responding to the terms of reference (TOR)

The Consultants Company should have and deploy the key personal / man power mentioned in the attached bid document for the assignment Bio data of individual key personal signed by the individual member shall be furnished. (General Qualifications, Adequacy for the project, Experience in region & language of key personal should be furnished

GST will be paid separately

Achieved in at least two financial years a minimum financial turnover of Rs. 30.50 lakhs from Consultancy Services which are Civil in Nature (The value of the Financial Turnover of previous years will be given a weight age of 10 % per year to bring them to the price level of the FY in which the tender is invited).The certified copies of the Audit Report, Balance Sheet, Profit and Loss Statement, Turn Over Certificate etc. by a Chartered Accountant shall be furnished

The Turn over certificate shall have UDIN generated through ICAI Portal. Turn over Certificate without UDIN shall not be considered and treated as Invalid. The Confirmation letter issued by Chartered Accountant shall also have UDIN generated through ICAI Portal

Completed One similar project successfully for preparation of Detailed Project Reports (DPRs)/ feasibility report cost not less than 25.00 crores (Credentials obtained from the client not below the rank of Executive Engineer shall be furnished)

Shall have on their Payroll Highway & Structural Design Engineers and necessary staff for Preparation of DPR

Shall not have been Blacklisted or Terminated in any of their Previous projects

Shall not have any Litigation History in any of their Previous Projects.

Shall have valid GST Registration and other Statutory Registrations.

Request for proposal for Empanelled consultants of PWD

The employer is not responsible for any delay in accessing e-Procurement (KPPP) Portal

Conditional tenders will not be accepted

The Earnest Money Deposit Rs. 61,000/-shall be paid in full through E-payment.

DPR Completion period is 60days(2months)

DPR shall be placed for T and ERC as per government circular, the objections arised from T and ERC committee shall be attended along with compliance by the consultant himself before technical sanction

Consultant shall take technical sanction from competent authority through proper channel

consultant has to submit 3 Alternative Bridge alignments.

Proof checking of all structural drawings should be done by IIT/IISC/Eqivalent institution at the cost of the consultant

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents KC-8

The Consultant shall ensure that all safety measures and precautions are taken during the preparation of deliverables.

The consultant shall have to carry out the required surveys and studies to obtain the technical details required for executing the assignment. The costs for survey and studies should be factored in the financial bid of the Consultant.

Consultant shall make a presentation covering all the details of the project at all required levels of the Government whenever called for.

Consultant should satisfy all the conditions mentioned in the Tender document KC8

Consultant shouldnot be Blacklisted/Barred and Not involved in Major Litigation Affecting Service Delivery.

The bidder shall form a multi-disciplinary team for undertaking this assignment and shall submit CVs of the key personnel in accordance with the Terms of Reference of RFP document

Rates to be quoted excluding GST.

Technical Criteria

Past Experience

Experience in Preparation of DPR and Structural design for Construction of any Bridge project costing minimum Rs.2500.00 lakhs withinprevious five years

Work Done Certificate

Team Leader-M.E/M.Tech(Highway/Transportation) minimum 12 years experience(1 nos)

Others -- Aadharcard, CVs and Degree certificate

Senior Structural Engineer-M.E/M.Tech(Structures) minimum 10 years experience(1 nos)

Others -- Aadharcard, CVs and degree certificate

Structural Engineer-M.E/M.Tech(Structures/Bridge/Highway/Hydraulic) minimum 5years experience(1 nos)
