Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Each of the documents uploaded in the Karnataka Public Procurement portal should be self-attested by the agency or an authorized representative in case of firm / company shall be enclosed

List of Employees details shall be enclosed, Employees should be of age 18 years and above

Evaluation of Electronic Bid Document-I (Technical bid) for qualification will be done based on the information provided by the bidder as per his documents, duly verified if necessitates

The Selection Process is Based on Quality Cost Based Selection. (QCBS)

The intending bidder should enclose a work done certificate from competent Authority not below the rank of Executive Engineer for having completed the following item of works:

Joint tenders are not accepted. Sub-leasing or G.P.A. of work is prohibited.

Bidders/Tenderers should follow up and abide by the circular and memo issued by head office periodically

Performance security:-1.Within 20 days of receipt of the letter of acceptance, successful tenderer shall deliver to the employer a security deposit for an amount equivalent to 5.00% of the contract price & additional performance security for unbalanced tenders if quoted below in accordance with the clause of the tender document.2.Successful bidder should execute work agreement within 20 days from the date of issue of Letter of acceptance, failing which his tender will be cancelled & EMD will be forfeited.3.If the rate (s) quoted by Tenderer for any item (s) of work is / are above 125% of the estimated rates, then the amount over and above 125% will be withheld during the progress of work.4.Security Deposit Will be released after the final clearance from the Department

Undersign Reserves the right of rejecting all or any tenders without assigning any reasons

EMD Should be valid for 45 days beyond the validity of tender

The tender processing fee shall not be refundable

The tenderer should furnish the Formats filled and signed by the competent authority as mentioned in the Bid document

The intending bidder should not be blacklisted or under any fraud charges cases as declared by Government of Karnataka.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity.

Conditional tenders will not be accepted

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs

The employer is not responsible for any delay in accessing Karnataka Public Procurement Portal

Corrigendum will be published in Karnataka Public Procurement Portal for all modifications/corrections, if any.

Separate provisions for GST is provided in Sanctioned Estimate, Rates quoted by the contractor should be exclusive of GST & applicable GST will be paid separately.

GST will be deducted as per the prevailing Govt Orders from time to time

The Successful bidder should abide by the Rules and Regulations of the Tender and in any case if he is seen violating such Rules and Regulations, Agreement with such a bidder would be terminated.

Bidder shall pay contract management Module processing fees of 0.025%of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

Building and other construction workers welfare cess: The contractor shall subscribe 1.00% of gross amount of each bill payable to him in respect of contract to the building and other construction workers welfare cess as per GO No: LD 300 LET 2006, Bangalore, dated: 18-01-2007. The amount of subscription will be recovered out of payable amount to him in each bill. This component is deemed to have been included in the quoted rate / Item rate.

Technical Criteria

Past Experience

The intending bidder/firm/Company/Consultants should have satisfactorily completed (at least 90% of the contract value) at least one single work of Conducting Survey & Preparation of Detailed Project Report that includes Design & Drawing for Modernization/Re-Modelling of Canal/Providing cc lining for Canal in any Government projects of value not less than 50% of the amount put to tender (ie., Rs. 57.00 Lakhs) during the preceding 5 years from 2021-22 to 2025-26. Certificates should be obtained from the officer not below the rank of Executive Engineer. Additional weight age at 10% for each year will be given to bring it to the 2026-27 price leveL

The intending Bidder/firm/Company/Consultants should have satisfactorily completed (at least 90 percent of the contract value)at least one DPR of modernization or remodeling of Canal project of value not less than 300.00 Crores in any Government projects during the preceding 5 years from 2021-22 to 2025-26 The work done certificate should be obtained duly signed from an officer not below the rank of Executive Engineer.

Financial Status

To qualify for award of this contract, bidder/firm/Company/Consultants in his name should have (in the last five years i.e., 2021-22 to 2025-26) achieved in at least two financial years a minimum financial turnover of value not less than Rs. 228.10 Lakhs. Additional weight age at 10% for each year will be added to the financial turnover to bring it to the 2026-27 price level. Turnover certificate duly certified by chartered Accountant should be uploaded. Turnover certificate duly certified by chartered account & having UDIN and IT returns filed should be uploaded.
