Financial Eligibility Criteria Criteria (Para-10.2 (Pt-I) of GCC April 2022):The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per AnnexureVIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.
Technical Eligibility Criteria: The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i)Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii)Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii)One similar work costing not less than the amount equal to 60% of advertised value of the tender.
(b) (1)In case of tenders for composite works (e.g. works involving more than one distinct component, such as Civil Engineering works, S&T works, Electrical works, OHE works etc. and in the case of major bridges substructure, superstructure etc.), tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i)Three similar works each costing not less than the amount equal to 30% of advertised value of each component of tender, or (ii)Two similar works each costing not less than the amount equal to 40% of advertised value of each component of tender, or (iii)One similar work each costing not less than the amount equal to 60% of advertised value of each component of tender. Note for b(1): Separate completed works of minimum required values shall also be considered for fulfilment of technical eligibility criteria for different components.
b) (3) To evaluate the technical eligibility of tenderer, only components of work as stipulated in tender documents for evaluation of technical eligibility, shall be considered. The scope of work covered in other remaining components shall be either executed by tenderer himself if he has work experience as mentioned in clause 7 of the Standard General Conditions of Contract or through subcontractor fulfilling the requirements as per clause 7 of the Standard General Conditions of Contract or jointly i.e., partly himself and remaining through subcontractor, with prior approval of Chief Engineer in writing.
Tender not accompanied by documentary evidence in support of eligibility criteria for similar nature of work will be summarily rejected. (For complete details of the technical eligibility criteria for similar nature of the work, please refer clause 2.0, chapter-3 of the tender document).
Contractors should have valid electrical contractors license for the required voltage level or above the required voltage level issued from any state/Central government licensing board. The intended participant shall upload the valid Electrical contractor's license along with the offer/tender as credential.
Work experience certificate from private individual shall not be considered. However, in addition to work experience certificates issued by any Govt. Organisation, work experience certificate issued by Public listed company having average annual turnover of Rs 500 crore and above in last 3 financial years excluding the current financial year, listed on National Stock Exchange or Bombay Stock Exchange, incorporated/registered at least 5 years prior to the date of closing of tender, shall also be considered provided the work experience certificate has been issued by a person authorized by the Public listed company to issue such certificates. In case tenderer submits work experience certificate issued by public listed company, the tenderer shall also submit along with work experience certificate, the relevant copy of work order, bill of quantities, bill wise details of payment received duly certified by Chartered Accountant, TDS certificates for all payments received and copy of final/last bill paid by company in support of above work experience certificate.
Regarding technical and financial eligibility criteria, scanned copies of supportive documents/certificates from competent officials are to be submitted along with their offer.
Scanned copies of documents in support of formation/registration of the company/firm/legal authorization of the person to deal with the tender/notarized/registered copies of the documents wherever required as per tender conditions are to be submitted along with offer.
Bid Capacity: ( Applicable ) For works costing more than 10 cr. or as prescribed by Railways through instruction/NIT issued for the work, the tenderers who meet the minimum eligibility criteria will be qualified only if their available bid capacity is equal to or more than the total value of the present tender. Bid Capacity: The tender/technical bid will be evaluated based on bid capacity formula detailed as Annexure-VI of GCC April 2022.
If a bidder has successfully completed a work as subcontractor and the work experience certificate has been issued for such work to the subcontractor by a Govt. Organization or public listed company as defined in Note for Item 10.1 Para 10 of the Tender Form (Second Sheet), the same shall be considered for the purpose of fulfillment of credentials.
(c)During the execution of work, all materials brought to site (approved vendor list of RDSO/OEM) by the Contractor must be offered for inspection within advance notice of one month prior to actual date of inspection. Inspection of material will generally be done by RITES. If volume of material of nature does not fall in the category of RITES inspection, then inspection of material will be done on the basis of MTC &GC (Manufacturer's TC & GC) at manufacturer permises with the approval of competent authority. All site acceptance of material must be maintained in one material receipt & issue Register which may be verified by any agency at any time. The Lift should be as per RDSO specification RDSO/2013/EM/SPEC/0016 (Rev '2')-2025 or latest.
Similar nature of work means: -Supply and installation of elevator (Lift/escalator) OR Repairing of elevator (lift)/escalator OR AMC of elevator (Lift)/escalator OR OEM of elevator (lift)/ escalator
Deployment of Qualified engineers at work site by the Contractor: The Contractor shall also employ qualified Graduate Engineer (s) or equivalent or qualified diploma engineer (s). 1. Project Manager : 01 nos. Graduate in Engineering/MBA, 10 years (Out of which 3 Yrs in charge of Sub station project). 2.Sr. Engineer : 1 nos. Graduate/ Diploma in Electrical Engg. Experience of 5 Yrs of Graduate , 10 Yrs of Diploma Holder 3. Engineer : 3 nos.Diploma in Electrical Engg. Experiance 5 Yrs 4. Draftsman : 1 nos. Diploma, 3 Yrs experience with knowledge of Auto CAD. In Case the contractor fails to employ the engineer , as aforesaid in Para he shall be liable to pay liquidity damages at the rates as prescribed in the tender. Project Manager is to be deployed within 30 days of issue of LOA. The program for deployment of other personnel shall be conveyed by Railway and personnel shall be deployed within 30 days of the stated requirement, a failure to deploy any personnel within 30 days o f the stated requirement a penalty shall be imposed for each day of delay as under. (a)Rs 5000/- per person per day for project manager. (b) Rs 4000/- per person per day for Sr. Engineer. (c ) Rs 3000/- per person per day for other personnel.

PAYMENT CONDITION: A.For items which contain rate for supply and erection separately: (I) Against supply of material: On account payment of materials will be made to the extent of 90% of the total unit prices of such materials included in the schedule of work, on receipt of the materials in good condition at site and against submission of BG (Bank Gurantee ) of equivalent amount. BG will be released after successfully erection of supply items for which payment has been done. All invoices shall be accompanied by following :- i)Supplier's challan. ii) Inspection certificate granted by purchaser's representative. iii) Certificate of receipt of materials at work site duly accepted by the purchaser's Engineers. iv) Detailed entries for supply being made in Measurement book. v) On account payment against supply items only shall be made for quantities as per the approved layout, on receipt of material at contractor depot and production of inspection certificates and other document. (II) Against Erection Portion : Payment to the extent of 90% of the total unit price of erection, testing and commissioning included in the schedule of work shall be made on satisfactory erection duly certified by purchaser's Engineer/representative and recorded in the Measurement book. Remaining 10% of supply and 10% of erection will be paid on final completion of the work. B . For items which contain rate combined for supply, erection, testing & commissioning : (I)On supply of materials : On account payment of materials will be made to the extent of 70% of the total unit prices on receipt of the material in good condition at site and against submission of BG (Bank Gurantee) of equivalent amount. BG will be released after successfully erection of supply items for which payment has been done. All invoices shall be accompanied by following :- i)Supplier's challan. ii) Inspection certificate granted by purchaser's representative. iii)Certificate of receipt of materials at work site duly accepted by the purchaser's Engineers. iv) Detailed entries for supply being made in Measurement book. v) Payment against supply items only shall be made for quantities as per approved layout, on recipt of material at contractor depot and production of inspection certificates and other document. (II)On erection of material - Total 20% payment of the unit price will be made on erection of the material and rest 10% will be paid on final completion of the work. On expiry of guarantee period of one (01) year after completion of work otherwise specified and issue of final acceptance certificate of the entire installation, the security deposits will be refunded to the contractor after adjustment of any dues payable by the contractor. MEASUREMENTS (a)Payment for field work shall be made in accordance with approved designs and drawings and measured in relevant units except where provided for or otherwise. In case the dimensions of the work are more than those shown in approved design and drawings. The Contractor will not be entitled to any extra amount unless dimensions were increased on account of Physical impossibility in carrying out the work in accordance with approved drawing and the work is accepted without being rejected payment will be made as per work actually done. (b)The measurement shall be made generally in accordance with standard engineering practice and in conformity with the Explanatory note, if any.
