The Bid Security shall be deposited either in cash through e- payment gateway or submitted as Bank Guarantee bond from a scheduled commercial bank of India or as mentioned in tender documents. The Bank Guarantee bond shall be as per Annexure- V and shall be valid for a period of 90 days beyond the bid validity period. In case, submission of Bid Security in the form of Bank Guarantee Bond, following shall be ensured: i.A scanned copy of the Bank Guarantee bond shall be uploaded on e- Procurement Portal (IREPS) while applying to the tender ii.The original Bank Guarantee bond should be delivered in person in the office of CAO/Con/ER before closing date for submission of bids (i.e. excluding the last date of submission of bids). iii.Non submission of scanned copy of Bank Guarantee bond with the bid on e-tendering portal (IREPS) and/or non-submission of original Bank Guarantee within the specified period shall lead to summary rejection of bid. iv.The Tender Security shall remain valid for a period of 90 days beyond the validity period for the Tender. v.The details of the BG, physically submitted should match with the details available in the scanned copy and the data entered during bid submission time, failing which the bid will be rejected. vi. The Bank Guarantee shall be placed in an envelope, which shall be sealed. The envelope shall clearly bear the identification "Bid for the Request for Proposal (RFP) for Appointment of Authority Engineer for Providing Project Management Services for the Godda- Mahagama New Rail Line: Execution of Civil, P-Way, Electrification, Signal and Telecom Works for Construction of New Rail Line between Godda Station (Excl.) and Mahagama station (Incld.) from Km32.439 to Km 60.00 in connection with Pirpainti-Jasidih New Rail Project of Eastern Railway" and shall clearly indicate the name and address of the Bidder. In addition, the Bid Due Date should be indicated on the right-hand top corner of the envelope. vii. The envelope shall be addressed to the officer and address as mentioned in the tender document. viii. If the envelope is not sealed and marked as instructed above, the Railway assumes no responsibility for the misplacement of BG Bond.

CORRIGENDUM NOTICE ON IREPS: [I]Railway may modify the tender document by issuing online corrigendum through "www.ireps.gov.in" 15 days prior to the tender closing date. For the purpose of CORRIGENDUM in the tender, NIT period is splitted as under: (a) ADVERTISEMENT PERIOD: The time during which all information pertaining to tender shall be available but offers cannot be submitted (b) OFFER SUBMISSION PERIOD: 15 days prior to closing of tender, during which tenderers can submit their offer.

Applicable for the tenders with eligibility criteria: The offer of Tenderer(s) who do not enclose Work Experience Certificate & Financial eligibility Certificate with requisite details, and supporting documents along with their Tender to establish their credentials shall be summarily rejected, even though they are working contractors or contractors on approved list.

Attestation of documents may be self attested or attested by a Gazetted Officer.

This tender complies with PUBLIC PROCUREMENT POLICY ORDER-2017 dated 15.06.2017. Please enter the percentage of local content in the material being offered. Tenderer(s) shall note that conditional/alternate offer will not be considered and will summarily be rejected, even though such condition makes them as the lowest tenderer.

Bidder should ensure minimum 70% payment of accepted rate or estimated rate as mentioned in tender document and NIT, whichever is higher, towards each personnel. Necessary supporting documents are to be produced by the agency along- with each On A/c Bill to the executive for verification. Payments of on A/C bills shall be made only after the proof of the same in previous bill.

Bidders are advised to carefully read the terms and condition of RFP document in detail before submitting their offers.
