BRIEF INFORMATION ABOUT TENDER
This tender invites bids for overhauling of 625 KVA DG alternator at BPCL Depot. The tender
covers the complete overhauling of the 625 KVA DG alternator, including rewinding, repair,
testing, and restoration to full operational condition. It also includes providing a rental
alternator with transportation, installation, and removal charges to ensure uninterrupted
operations during the repair period of the original unit.
Vendor shall have office, warehouse and competent manpower with expertise in the job so as
to attend any breakdown / repair immediately

This Tender is being floated for 3 month validity. The job needs to be carried out at Gooty Depot as
per the requirement.
To carry out the complete overhauling and servicing of the existing 625 kVA DG Alternator installed at
the site, including removal, transportation, repair, testing, re-installation, and commissioning. The
contractor shall also provide a rental alternator of equivalent capacity during the overhaul period to
ensure uninterrupted operations.
A. Removal & Transportation
1. Disconnect the existing 625 kVA alternator from the DG set after obtaining shutdown clearance from
the site authority.
2. Dismantle, lift, and safely remove the alternator using appropriate tools & lifting equipment.
3. Transport the alternator from the site to the contractor’s workshop and back after completion of
4. Ensure safe handling, packaging, and protection from weather/road damages during transit.
B. Overhauling & Repair of Existing Alternator
1. Initial inspection & diagnosis:
- Visual inspection for mechanical and electrical defects
- Insulation resistance (IR) testing
- Checking bearings, rotor, stator, rectifier assembly, and AVR health
2. Mechanical Overhaul:
- Replacement of bearings
- Alignment correction
- Balancing of rotating components
3. Electrical Overhaul:
- Cleaning & rewinding of stator/rotor (if required)
- Replacement/repair of diode bridge and rectifier assembly
- Servicing or replacement of AVR
- Replacement of worn-out connectors, terminal nuts, bolts, and insulation materials
4. Testing & Quality Checks:
- High-voltage test
- Vibration test
- Temperature rise test
- IR value documentation (before & after)
5. Painting and finishing of the alternator after overhaul.
6. Submission of detailed service report, including replaced parts, test results, and warranty details.
C. Supply, Installation & Removal of Rental Alternator
1. Supply a rental alternator of equivalent capacity (625 kVA or higher) for use during the overhaul period.
2. Transport the rental alternator to and from site.
3. Install, align, and connect the rental alternator to the existing DG engine.
4. Conduct load testing to ensure proper functioning.
5. Maintain the rental alternator in working condition for the entire duration.
6. De-install and remove the rental alternator after the original unit is reinstalled.
D. Reinstallation & Commissioning of Overhauled Alternator
1. Transport the overhauled alternator back to site.
2. Install and align the alternator with the DG engine.
3. Connect all electrical and mechanical interfaces.
4. Conduct pre-commissioning checks and trial run under load.
5. Hand over the system after successful performance testing.
3. Contractor’s Responsibilities
- Deploy skilled manpower, tools, and lifting devices.
- Follow all applicable safety standards and provide PPE to workers.
- Ensure statutory compliance during transportation & work execution.
- Provide warranty for the overhauled alternator and replaced parts (minimum 6–12 months).
- Ensure no operational downtime beyond permitted shutdown periods.

Terms & Conditions
a. BPCL reserves the right to accept any tender in whole or in part or reject any or all tenders
without assigning any reason. Decision of BPCL in this regard shall be final and binding on
b. BPCL shall follow Purchase Preference / Price Preference as per prevailing guidelines of
Government of India
c. This Tender is not transferable. All enclosed tender documents along with the Annexures
/ Attachments will form part of the tender.
d. The prices quoted by the Tenderer shall be firm during the validity period of the bid and
Tenderer agrees to keep the bid alive and valid during the said period. In case the tenderer
revokes or cancels the tender or varies any of terms of the tender without the Consent of
the Owner, in writing, the Tenderer forfeits the right to the refund of the Earnest Money
paid along with the tender.
e. Payment of bills shall be tendered to the contractor in electronic mode (e-payment)
through any of the designated banks. The contractor will comply by furnishing full particulars
of Bank Account (mandate) to which the payments will be routed. Corporation reserves the
right to make payment in any alternate mode also.
f. Corporation reserves the right to take action as deemed fit which is inclusive of placing the
tenderer under suspension / holiday for a period as decided by the Corporation, in case of
withdrawal of offer at any stage, non - acceptance of LOA / PO or non - execution of order or
any other breach of tender terms and conditions.
g. In case of any dispute in the interpretation of the terms and conditions of the tender, the
decision of the Corporation shall be final and binding.
Terms and Conditions-HSSE:
1. Adherence to fulfilment of the conditions relevant to the Job as stipulated in
latest editions of OISD192 (SAFETY PRACTICES DURING CONSTRUCTION), OISD
GDN – 105(WORK PERMIT SYSTEM), OISD 207 (CONTRACTOR SAFETY) by the
contractor. The conditions have though been elaborated in the General
Conditions of Tender, however the conditions of above referred OISD std. will
supersede in case of any inadequacy.
• Contractor shall compulsorily impart training as per OISD 154 to all
its employees to be deployed at site before start of job
• Confined space entry should have valid permit.
• Job safety plan should be prepared by contractor & approved by BPCL.
• Contractor supervisor should be selected who possesses job knowledge and
2. The party should provide all workmen with necessary safety helmet, safety
belts, safety shoes and other standard safety equipment irrespective of nature
of job. Provision of necessary safety equipment for working at height shall be
in vendor’s scope of work. No extra payment shall be made for this. Any delay
on account of non-adherence to safety norms, rules and regulations of plant as
well as obtaining work permits from the plant shall not be accounted for the
delay in completion of job.
3. Electricity, potable water required for construction has to be arranged by the
vendor at his own cost. Also water storage arrangement shall be made by
vendor at BPCL designated place only.
4. Vendor should comply with all rules and regulations as per EPF/ESIC,
minimum Wages act ,workmen compensation act, Labour laws (central)
and other statutory Regulations etc. complete as applicable. He should
produce and submit Necessary documents as proof of compliance.
All the parts like the tender schedule, Technical Specification, Special
Conditions of Tender, Conditions of tender etc. are to be read together and
shall be supplementary to each other. In case of any contradiction between
provision of GCC and SCC, provisions in SCC shall overrule that in GCC only to
the extent of contradiction. Similarly in case of any contradiction between
provisions in Technical specification and SCC, provisions in SCC will overrule
that in Technical Specification only to the extent of contradiction. SCC and
Technical specification are supplementary to Schedule. Hence in case of any
contradiction to schedule, the same has to be brought to the notice of
Engineer in Charge and his decision shall be final and will be binding on
vendor. No claim will be entertained on account of any such changes.
5. Engineer –in-charge shall have right to take possession of or use any
completed or partially completed work or part of work. Such possession or
use shall not be deemed to be an acceptance of any work completed in
accordance with the Contract Agreement.
6. Site clearance- Vendor has to clear all unwanted materials, equipment etc.
to be cleared off immediately from site. He is required to get necessary
clearance for Engineer in charge of ‘having cleared the site satisfactorily’
before submission of final bill.
7. Receipt & storage of material at Site: Vendor is required to make his own
arrangement for unloading and storage of materials at site. Vendor is
required to inform us prior to dispatch of materials and his representative is
required to be available for receipt and unloading of materials at site.
Security/ safety & safekeeping of material, supplied by vendor, will remain
sole responsibility of vendor till entire completed facility is handed over to
BPCL by vendor.
QC & QAP: All materials are to be as per specification and as directed by
Engineer in charge. Necessary tests are to be carried out and recorded as per
the approved QAP and shall be available at site at all time for inspection. The
rates offered shall be inclusive of charges for all such tests.
8. The successful vendor has to arrange and submit to plant the proper POLICE
VERIFICATION DOCUMENTS of all the labors, site in charges, supervisors,
welders, grinders and all associated workmen who will be coming inside the
installation for carrying out related jobs. Delay because of non- compliance
of police verification shall be accounted on the part of vendor.
9. For carrying out the jobs inside the plant the vendor has to arrange for
electricity (sufficient nos. of acoustic DG sets only along with their valid fitness
certificate), working water, associated tools, tackles, manpower, machinery of
his own and no extra payment will be made to vendor on account of the
10. For arranging the electricity vendor to note that only Acoustic Proof, box
type DG sets will be allowed inside the plant premises. Vendor to also note
that proper GI plate type earthing system as per IS 3043 (LATEST) has to be
provided by the vendor for DG set and no extra payment will be done for
the same. There should be two nos. earthing system connected in a grid at
a location as instructed by BPCL site in-charge
11. As per HSSE Circular HSSE:25 dated 13.06.2018 ; It is mandatory to use new
generation crane having rear mounted boom & out riggers support for
material handling work at site. The approved mode cranes are Escort
Construction Equipment limited – TRX series: K10 ,F15:TRX 2319 ;MAC and
Action Construction Limited – FX120 ,FX10 ,15XWE,15XWF ,RHINO 110 PC.
It is mandatory requirement to vendor to obey all guidelines of BPCL, Corporate Safety
management system. Under CSMS , vendor to follow following things at site.
• Strict adherence to BPCL 12 Life Saving rule.
• Deputation of dedicated Safety Supervisor/officer at site as per CSMS.
• Strict Implementation & documentation of all CSMS compliance at site.
12. Contractor's Safety Organization:
Contractors must provide a nominated manager/supervisor or foreman with
authority to give and receive safety instructions at project location. Also, the
below mentioned conditions need to be satisfied:-
• For every 30 persons or more contractor shall appoint one qualified
safety steward (diploma in industrial safety from recognized
government institute). For more than one safety steward, one of
them shall be appointed as Chief safety steward.
• In addition to above contractor shall also appoint one safety officer,
if he employs more than 100 workers. Safety officer shall have
Diploma in Industrial Safety or any equivalent qualification from
Government Recognized Institute and minimum 2 years of
experience. For more than one safety officer, one of them shall be
appointed as Chief safety steward.
Notices and Signs:
Contractors shall display prominently relevant safety notices and signs in such a
manner as to ensure personnel in the vicinity are made obviously aware of the
potential hazard. Posters shall be utilized within amenities as a general reminder
and changed on a regular basis to reduce familiarity. Signs shall be generated
following Indian regulations.
• If a contractor is employing less than 30 employees, he shall
designate one dedicatedsupervisors as a safety steward.
